Oct. 6 (UPI) – A federal judge has ordered Iran to pay the family of former FBI agent Robert Levinson $1.4 billion in connection with his disappearance more than a decade ago.
In his opinion, Washington, D.C., District Court Judge Timothy Kelly said the damages are based on the nature and extent of the harm and the need for deterrence.
"Iran's kidnapping, torture and detention of Levinson since 2007 is barbaric conduct that has caused him and his family immeasurable suffering," Kelly wrote.
"Moreover, Iran's kidnapping and torture of and attacks on U.S. citizens, either directly through Iranian state institutions or by the provision of material support to militant groups, is 'part of a longstanding pattern and policy, making the need for deterrence clear.'"
Levinson, a part-time CIA consultant after retirement, was working as a private investigator when he disappeared on Iran's Kish Island in 2007. He'd been investigating a cigarette smuggling case and was set to meet U.S. fugitive Dawud Salahuddin when Iranian security officials detained them both.
Levinson's family said in March they were informed by U.S. officials that he died in Iran.
"How those responsible in Iran could do this to a human being, while repeatedly lying to the world all this time, is incomprehensible to us," the family said.
Levinson's relatives sued Iran for the imprisonment and cover-up.

Report Reveals Nearly 400 Church of England Figures Have Been Convicted of Child Sex Abuse
LONDON—Alleged child predators in the Church of England were given more support than their victims, according to a report released Tuesday which has laid bare a toxic culture of allowing abusers to hide in plain sight for decades under the pretense of providing care and love.
The report, written following an independent inquiry into child sex abuse, reveals that 390 church leaders were convicted of child sex abuse between the 1940s and 2018. In 2018 alone, 2,504 safeguarding concerns were raised about children or vulnerable adults, and there were 449 allegations of recent child sex abuse. Less than half of those allegations were reported to outside authorities.
The report comes from the Independent Inquiry into Child Sexual Abuse in England and Wales, which was set up in 2014 after hundreds of people accused former BBC presenter Jimmy Savile of child sex abuse following his death in 2011. Over the past six years, it has been systematically investigating claims against public and private institutions in England and Wales, as well as against powerful public figures like Savile, a television presenter and radio DJ.
The damning report said that, just like in Savile’s case, alleged abuses were able to happen because of a culture of deference to power, which made the church a place where alleged predators “could hide” without consequences. The inquiry said its evidence showed that, for decades, the church has been undermining “its own underlying moral purpose to provide care and love for the innocent and the vulnerable.”

Greg Laurie, pastor of the Riverside-based megachurch Harvest Christian Fellowship, confirmed Monday he has tested positive for COVID-19 after visiting Washington, D.C.
Christian Broadcasting News reported Monday, Oct. 5, that Laurie, 67, attended several prayer rally events in Washington, D.C., with Vice President Mike Pence more than a week ago, as well as the White House Rose Garden ceremony on Sept. 26 to announce the nomination of Judge Amy Coney Barrett to the U.S. Supreme Court.
President Donald Trump and several members of his inner circle who attended the White House event have tested positive for COVID-19.
Hours before the Rose Garden ceremony, Laurie attended Prayer March 2020, organized by evangelist Franklin Graham and held on the Mall in Washington. Video from the event shows thousands of participants, many of whom were not wearing protective masks or practicing social distancing, kneeling in small prayer groups and waving flags.
“At a time like this, we need to pray for those that have it and avoid politicizing it. If our President and First Lady can get COVID-19, clearly anyone can. I chose to first tell those I was directly in touch with and the congregation I pastor. Thank you for your concern and prayers. I hope to see you all soon.”
In the video message, Laurie said his symptoms include fatigue, aches, pain, difficulty tasting food and boredom.
“I want to get out again doing what I’m called to do,” he said. “It’s important as Christians for us to be reminded that God’s in control of our lives. I don’t know why he allows me to get it but I got it And I know he will get me through it as he has always been faithful to me in the past. Ultimately, I also know my times are in his hands. When that moment comes for me to leave this world I’ll leave. And I won’t leave a moment before and I won’t leave a moment after.”
Laurie, who has been a minister since 19, founded Harvest Christian Fellowship in 1973. With a congregation of more than 15,000, it is the eighth largest church in the United States and the third largest in California.

As previewed earlier, there were no notable surprises in his prepared remarks in which he emphasizes that the outlook remains highly uncertain, the expansion is far from complete, and in keeping with the Fed's recent appeals to Congress, Powell asks Congress to quickly vote through more fiscal stimulus, assuring lawmakers that providing too much stimulus wouldn’t be a problem.
Powell’s remarks come amid continued gridlock in Congress and Republican opposition to a larger relief package that’s kept talks with Democrats at a stalemate in Congress since aid to jobless Americans and small businesses expired in July and August.
“Too little support would lead to a weak recovery, creating unnecessary hardship for households and businesses,” Powell said in the text of a speech for a virtual conference hosted by the National Association for Business Economics. “By contrast, the risks of overdoing it seem, for now, to be smaller. Even if policy actions ultimately prove to be greater than needed, they will not go to waste.”
While Powell didn’t explicitly reference either party’s position in his prepared remarks, he said that the "recovery will be stronger and move faster if monetary policy and fiscal policy continue to work side by side to provide support to the economy until it is clearly out of the woods."
Meanwhile, the Fed chair confirmed what we said last week, namely that US consumer are rapidly burning through their savings, something which has so far allowed US consumption to remain stable, however at the current rate of spending, savings would will likely return to pre-covid levels in 2-3 months:
"Consumption held up well through August after the expiration of expanded unemployment insurance benefits, indicating that savings from transfer payments continue to support economic activity,” Powell said. “Still, since it appears that many will undergo extended periods of unemployment, there is likely to be a need for further support."

An arrest in the August vandalism of San Jose Mayor Sam Liccardo’s house is eliciting outcry because of the $500,000 bail amount set for the suspect, an amount 50 times the normal maximum bail for such a crime and one that flies in the face of the court’s bail amnesty policy for nonviolent offenses amid the COVID-19 pandemic.
The arrest in the home vandalism — for which one more person is being sought — was announced Monday by San Jose police, along with two arrests in a separate incident involving the defacing of the Thomas Fallon monument in downtown San Jose.
Hailey Scimone, 23, was arrested Saturday in Santa Clara by a heavy police contingent composed of San Jose and Santa Clara police officers, in connection with the Aug. 28 defacing of Liccardo’s home. Scimone’s arrest, on suspicion of felony vandalism, came amid protests against the police shooting of Jacob Blake in Wisconsin; demonstrators outside Liccardo’s home spray-painted critical messages on the house, threw eggs, and burned flags.
The maximum bail for felony vandalism is $10,000, according to the current Santa Clara County Superior Court criminal bail schedule. But because of concerns about crowding jails amid the pandemic, starting in April the state Judicial Council waived bail for people arrested on suspicion of many misdemeanors and nonviolent or low-level felonies.
When the high court’s emergency $0 bail order lapsed over the summer, the local Superior Court issued two subsequent orders extending the bail relief to the end of January 2021. That emergency order, however, is subject to petitions for exceptions and judicial discretion.
When asked if the police department had any role in recommending the half-million-dollar bail, an SJPD spokesperson stated only that a judge had set the bail amount when issuing the warrant. Superior Court officials declined specific comment about the bail amount, but issued a statement to this news organization.
“The canons of judicial ethics preclude the court from commenting on a pending matter,” read a statement from the court. “As a general matter, all bail schedules, including the emergency bail schedule the court has adopted, are discretionary, not mandatory. The setting of bail remains in the discretion of the judicial officer reviewing the case.”
That assertion incensed Carlie Ware, a county deputy public defender who said she found herself spending the weekend trying to defend her client against what until Monday was a mysterious charge.
Ware objected to how when Scimone was arrested over the weekend using a Ramey warrant — a pre-charge arrest warrant where police present probable cause directly to a judge — a legal move that prevented her client from seeing the actual warrant or notifying them of the specific crime of which they were being accused.
“It’s not fair for a judge to authorize public resources like this without being known,” said Ware, who challenged the bail with a habeas corpus petition filed Monday. “It’s an abuse of power.”
Liccardo found himself on the same side of many of his critics in questioning the high bail.
“I don’t know anything about the specific details about the arrest or the defendant, but I don’t understand why bail would have been set so high by the court — in my days as a prosecutor, I saw much lower bail amounts set on people charged with violent assault,” he said in a statement Monday.

Serum Institute of India, Ltd. has begun manufacturing CDX-005, the company's intranasal, live-attenuated vaccine candidate for SARS-CoV-2, the virus that causes COVID-19.

"CDX-005 was engineered using our proprietary codon deoptimization software platform, which allowed us to recode the genome of the SARS-CoV-2 virus by inserting hundreds of mutations. These mutations result in a live-attenuated vaccine that is non-pathogenic yet has the potential to stimulate a robust T cell and antibody immune response that mimics that of the wild-type virus.
The Serum Institute of India (SII) has agreed to produce and deliver up to an additional 100 million doses of an approved COVID-19 vaccine for citizens of India and neighboring low- and middle-income countries as part of a collaboration with Gavi and the Bill & Melinda Gates Foundation.
This follows the initial August 2020 agreement which called for 100 million doses, bringing the total number of doses under the current partnership to an aggregate of 200 million.
