Russia continues stockpiling gold, adding $2.7 billion to forex reserves

Russian gold and foreign currency holdings hit almost $569 billion as of July 1, according to the latest data released by the country’s central bank.

The international funds increased by $2.7 billion, or around 0.5 percent, compared to the previous month. They rose by more than $50 billion since last July.

The state international reserves are highly liquid foreign assets comprising stocks of monetary gold, foreign currencies, and Special Drawing Right (SDR) assets, which are at the disposal of the Central Bank of Russia and the government. The current level of holdings is higher than the target of $500 billion set by the CBR several years ago.

Russia has been boosting its reserves for four years running. The country is also reshaping its international holdings, cutting the share of the US dollar in favor of other currencies and gold.

According to the central bank, foreign currency reserves fell 0.1 percent in June to $438 billion. At the same time, reserves of monetary gold grew by 2.5 percent, amounting to $130.8 billion.

Russia also boosted gold production which was up 3.8 percent in the first quarter of the year compared with the same period of 2019. Production for the period included 65.87 tons of mined gold (up over seven percent), according to the Finance Ministry. Accompanying mining stood at 5.6 tons, while secondary mining was slightly down to 9.8 tons.

‘Anti-science saga’? NBC contributor who documented harrowing battle with Covid-19 NEVER had the virus

The dramatic televised saga of a doctor’s struggle to overcome coronavirus has ended in embarrassment after the NBC News contributor quietly admitted that there’s no evidence he ever had the virus. Is this the zenith of fake news?

Dr Joseph Fair appeared at least 10 times on NBC and MSNBC over the last two months to share his fight against Covid-19 with the networks’ viewers. His television appearances – including an interview from his hospital bed – fueled panic about the illness. Describing himself as a fit and healthy 42-year-old, Fair claimed in May that he had absorbed the virus through his eyes while on a flight. As it turns out, there is no reason to believe he ever contracted the virus.

The doctor announced earlier this week that his Covid-19 antibody test had returned negative and that his “suspected” illness from the virus remains an “undiagnosed mystery.”

“I had myriad Covid symptoms, was hospitalized in a Covid ward & treated for Covid-related co-morbidities,” he tweeted in his defense.

This is the current state of NBC News. – Dr. Joseph Fair is a virologist who also happens to be a “medical contributor” to NBC News. Across the months of May and June, Dr. Fair made numerous appearances on the “Today” show and other NBC/MSNBC platforms to give viewers all the gory details about his long and difficult struggle with what he claimed was a case of the Wuhan Virus, COVID-19.

New York could see its coronavirus numbers tick upward as the pandemic surges in the south and west in the United States, Gov. Andrew Cuomo said on Friday in a WAMC interview.

Environmentalists Accept Stimulus Loans After Lobbying Congressional Allies For Relief

Environmental activist groups who attacked oil and gas companies for receiving COVID-19 relief accepted millions in paycheck relief loans, according to government documents released earlier this week.

On Monday, the U.S. Treasury and Small Business Administration released data on recipients of the Paycheck Protection Program (PPP) loans authorized by Congress in March under the Coronavirus Aid, Relief, and Economic Security Act (CARES) Act. The government-backed loans were a part of an economic stimulus package passed to combat the fallout from mandated shutdowns due to the COVID-19 pandemic.

Groups receiving substantial PPP loans include the Center for Biological Diversity ($2-5 million), 350.org ($1-2 million), Food & Water Watch ($2-5 million), Friends of the Earth ($1-2 million), and the National Wildlife Federation, with a loan of between $5-10 million. Other groups with a record of resisting energy development and infrastructure construction, including Earthworks, the Rainforest Action Network, WildEarth Guardians, and Oil Change International, received smaller loans of between $150,000 and $1 million.

Marine grunts in close combat formations will start receiving suppressors for their small arms at the end of this year, Task & Purpose has learned.

Marine Corps Systems Command on Thursday announced its intent to award a single-source contract to Knight's Armament Company for 5.56 small arms suppressors for use on the Corps' arsenal of M27 Infantry Automatic Rifles, M4 carbines, and M4A1 Close Quarter Battle Weapons.

In an email to Task & Purpose, MARCORSYSCOM confirmed that the Corps plans on fielding those suppressors to close combat units starting in the first quarter of fiscal year 2021.

"Our intent is to posture our Marines with capability now in order to improve the lethality of our Marine Corps Close Combat Forces," MARCORSYSCOM spokesman Many Pacheco said.

Government-funded youth groups as well as foster care providers and social workers are encouraging, supporting, and in some cases organizing young people under their jurisdiction to protest against racism and the police in the aftermath of George Floyd’s death. A program funded by the Department of Labor put together a plan to help youth groups activate their young people and send them into the streets to protest for Floyd.

Oakland’s School of Unity and Liberation, which works with at-risk youth and writes curricula to radicalize foster youth and is funded by the Rockefeller family’s Rockefeller Brothers Foundation and others, has been going all in on the protests in coordination with Black Organizing Project:

The National Foster Youth Institute: “As an organization, the National Foster Youth Institute stands in solidarity with the protestors who are demanding justice. We stand with those who are ready to make bold, transformational change. We stand with the people and organizations that are ready to move beyond talk to take meaningful action. Lives depend on it.”

YouthBuild Louisville is a job training and leadership group that is “primarily funded by the Department of Labor and Louisville Metro Government.” Its CEO Lynn Rippy laid out a plan for youth agencies to “Offer opportunities for them to express themselves, including fears. Validate their anger. Safe ways of expression include writing, talking, calling in the middle of the night, etc. Advise them of safe strategies if they’re taking part in demonstrations.” Rippy said that “We want them to let their voices be heard, to understand they have power” and encouraged young people to demonstrate during daylight hours.

The government-funded nonprofit Youthprise went with the “Dada, What Color Was George?” approach while stating, “At Youthprise, where I am honored to serve as Vice President, we applaud the young people who have refused to give up in the face of adult opposition and are currently on the front lines peacefully fighting for equity and justice!…We are committed to addressing disparities rooted in institutional racism, and we won’t stop until we see change. Soon we will be sharing meaningful action steps Youthprise will be taking to address inequity in the Black community. We will also be issuing a call to action to our broader community. It will take all of us not turning away, but turning over every stone to uncover, expose, and correct the disparities plaguing our community. Our youth are leading the way; let us join them!” Youthprise claims to have “granted over $30 million to youth initiatives, provided training and technical support to over 100 youth organizations, and successfully lobbied for over $3.1 million in direct state approrpriates.” The group is a tax-exempt 501(c)(3). According to a financial statement, “The Organization received 87% of revenue from 10 governmental entities and one foundation for 2018.”

Foster VA, which is “a campaign started by Extra Special Parents (a licensed child placing agency) to raise awareness of Virginia’s need for great foster families”: says “Being activists in this generation is very important” and encourages children to be taught to “advocate” and build a “network with those with the same passions.” Not having this activist conversation with children, according to the group, puts them in danger.

Treehouse, “Washington’s leading nonprofit organization addressing the academic and other essential support needs of more than 8,000 youth in foster care” said: “The hearts at Treehouse ache for George Floyd, Breonna Taylor, Tony McDade, Ahmaud Arbery, and so many other precious lives that have been stolen at the hands of police whose duty is to protect our citizens. Treehouse stands in community with those who have been impacted so directly by this targeted violence. Treehouse believes in long-term sustained action to rebuild the systems that are failing…Treehouse notes that it is essential to remember the victims’ names and stories and spread the word about the injustice happening in our society. Treehouse hopes for individuals and communities not to turn away in silence but to create awareness, change, and justice.”

The Youth Justice Coalition organized a protest in Los Angeles. According to the Chronicle of Social Change: “Organized by the Youth Justice Coalition, protesters in downtown Los Angeles demanded that L.A. city and county shift hundreds of millions of dollars away from the police, Sheriff and Probation departments – public funds they say should be invested in youth development centers and employment opportunities for young people. The coalition is also calling on local leaders to remove police officers from schools, shutter juvenile detention facilities and provide free transportation passes to the city’s youth.”

A Swiss encryption firm part-owned by the U.S.' intelligence service maintained close ties to a cybersecurity firm, which in turn supplies the Swiss financial industry,finews.com has learned.

Zug-based Crypto AG is at the heart of a scandal: the U.S. Central _ntelligence Agency, or C_A, as well as West Germany's intelligence services used the Zug-based company for years to eavesdrop on scores of messages between governments, embassies and military commands worldwide, as a media consortium reported on Wednesday.

The company, dissolved last autumn, had a sister holding, Infoguard in neighboring Baar, Switzerland. Infoguard is specialized in cybersecurity, providing defense against hacks, security for server storage, internal communications, continuing education, and other services.

Its main clients are some of the biggest players in Swiss finance: UBS, Credit Suisse, Zuercher Kantonalbank, SIX, as well as reportedly Swiss Re and Italian insurer Generali.

Ghislaine Maxwell Made to Wear Paper Clothes Due to “Suicide Risk”

Being protected by federal agents over concerns she’ll be attacked by other inmates.

Alleged Epstein co-conspirator Ghislaine Maxwell is being made to wear paper clothes while being held in custody over fears she will try to commit suicide.

Maxwell, who was arrested last week, has been given a cellmate at Metropolitan Detention Center (MDC) in Brooklyn but has had her bedding removed and is under constant surveillance.

The former socialite, who faces 35 years in jail, “has been made to wear paper clothes and sleep on paper sheets in prison,” reports the Times.

Jeffrey Epstein allegedly committed suicide by hanging himself with a bedsheet, although some experts subsequently asserted that the nature of his injuries suggested strangulation, not hanging.

As we highlighted yesterday, a former prison official say’s it’s a mistake to be holding Maxwell at the MDC, primarily because of the threat posed by other inmates.

China’s Banking Watchdog Warns of Sharp Rebound in Bad Loans

China may face a sharp rebound in non-performing loans after virus-relief incentives delayed the reflection of risk exposure on the balance sheet of lenders. The bad-loan ratio rose 8 basis points from the start of the year to 2.1% as of end-June, while non-performing loans are expected to increase, the China Banking and Insurance Regulatory Commission said in a statement Saturday.

Some small and medium-sized financial institutions are facing deteriorating asset quality and accumulated risks, it said. Capital has been funneled into the housing and stock markets, in violation of regulations and causing asset bubbles, the CBIRC said. Banks can book interest income when it is due even though the actual repayments were delayed, under current rules, a CBIRC official told Bloomberg News in June. This hasn’t been reflected in banks’ profits and there will be a lag in the risk exposure until later this year or next year, the official said.

The CBIRC on Saturday urged lenders to prepare a response to a sharp rebound in non-performing loans even though they aren’t fully exposed yet. Banks are encouraged to boost profit retention to accumulate capital, while appropriately reducing or limiting bonuses, the CBIRC said.

Banks face a combined shortfall of at least 350 billion yuan ($50 billion) in bad-loan provisions to meet a minimum regulatory requirement, the regulator said. The CBIRC said it will also push the implementation of the latest policy of provincial governments’ special bonds issuance.

26 Lawmakers Test Positive In Outbreak At Mississippi Capitol

JACKSON, Miss. — Packed elevators and crowded committee rooms. Legislators sitting shoulder-to-shoulder on the House and Senate floor. People standing close to each other and talking, sometimes leaning in to whisper, without a mask in sight.

Those were common scenes at the Mississippi Capitol in June — a month that saw a historic vote to remove the Confederate emblem from the state flag — and now at least 26 lawmakers have been diagnosed with the coronavirus in the biggest known outbreak in any state legislature in the nation.

That works out to about 1 in 7 Mississippi legislators.

Among those testing positive in the heavily Republican body are the GOP presiding officers, House Speaker Philip Gunn and Lt. Gov. Delbert Hosemann.

None of the lawmakers has been hospitalized, according to state officials.

(Reuters) - If the Trump administration carries out the first federal execution since 2003 on Monday, as scheduled, it will mark the culmination of a three-year campaign to line up a secret supply chain to make and test lethal-injection drugs, a Reuters investigation has found.

Intent on enforcing the death penalty, President Donald Trump’s Department of Justice had started building the network of contractors it would need by May 2017, federal procurement records show. Since then, it has pursued a new drug protocol that could survive legal challenges through firms whose identities it has fought to keep hidden. Without the secrecy, the government has argued in court filings, its ability to procure the drugs would be “severely impaired” because the companies are not willing to supply or test execution drugs if they are publicly identified.

In some cases, even the companies involved in testing the deadly pentobarbital said they didn’t know its intended purpose. Among them is DynaLabs in downtown St. Louis, a laboratory that years ago decided against doing quality tests on execution drugs because of the controversy surrounding capital punishment.

So co-founder Michael Pruett was surprised to learn from a Reuters reporter that his firm had been testing drugs that the Justice Department planned to use in lethal injections of condemned prisoners. The vials containing 50 milliliters of pentobarbital, a powerful barbiturate, began arriving at his firm for testing on April 9 of last year, according to laboratory records included in Justice Department filings.

An 18-year-old man, who was charged in an "unprovoked attack" on a Macy's manager in Michigan, was arrested on Thursday night.

Damire Canell Palmer was charged with felony assault with intent to do great bodily harm less than murder on June 26. The charges stemmed from the vicious June 15 attack on a Macy's employee at the Genesee Valley Center shopping mall in Flint Township.

The physical assault was captured on video and went viral last month. Cellphone video shows the aggressor landing several punches on the 50-year-old Macy's manager, and knocking him to the ground.

There were allegations that the manager, who is white, said a racial slur toward the suspect, who is black. Genesee County Prosecutor David Leyton said investigators did not find any evidence of the Macy's employee making racial comments or doing anything to provoke the attack.

Palmer's brother, who filmed the video, will likely not be charged since he did not commit any crimes, according to the New York Post.

Gov. Abbott urges Texas police to enforce mask order, as some balk

Gov. Greg Abbott called on police across Texas to step up enforcement of his mask order amid the mounting pandemic, explaining Friday that they can either “be part of the problem or part of the solution.”

Facing a revolt within his own party, the Republican governor tried again to sell the measure, acknowledging that face coverings can be inconvenient but saying the alternative of locking the state down again is far worse. The state on Friday reported 10,002 COVID-19 hospitalizations, almost twice as many as two weeks ago and seven times the total on Memorial Day.

Also Friday, Texas officials asked the federal government to set up an emergency field hospital in the Rio Grande Valley, where coronavirus patients are beginning to overrun the capacities of hospitals and ICUs.

“We have a short period of time in the next couple of weeks to bend the curve of this explosion in cases and hospitalizations,” Abbott said in an interview on KSAT in San Antonio. “If we can enforce this, we will be able to keep the state open and reduce hospitalizations.”

Public safety officials in several counties, including Montgomery, have refused to enforce the new order, citing personal liberties or logistical concerns. On Wednesday, the Montgomery County Republican Executive Committee voted unanimously to censure Abbott, joining at least three other county executive committees that have taken similar steps.

Democrats have separately attacked the governor for reopening the state too quickly and blocking cities and counties from taking precautions early in the pandemic. In April, Abbott stripped local officials of the ability to enforce their own mask orders.

Houston and Harris County leaders, who have been pushing for mask order since for months, are frustrated by the governor’s leadership. Mayor Sylvester Turner said he doesn’t want to add mask enforcement to the Houston Police Department’s already heavy load, spokesperson Mary Benton said.

“It would help more if all officials were consistent in their public messaging and set a good example about wearing masks,” she said. “They also should listen to local leaders who know their communities and have been fighting tirelessly to get more resources and support during the public health crisis.”

Harris County Judge Lina Hidalgo advocated even stronger action late Friday.

“If we want schools to open safely for the long haul, if we want some semblance of normalcy, & if we want a sustainable economy, then we have to buckle down — now. We need a stay home order. The longer we wait, the longer it’ll take to bring down the curve & the more people will die,” she tweeted late Friday.

Abbott finds himself in the difficult position of promoting a mask mandate that he has himself long opposed. Abbott rejected previous calls for a statewide mask order but pivoted last week as Texas entered the Fourth of July weekend amid a growing and deadly surge.

Since Tuesday, the state has recorded more than 300 COVID-19 fatalities, according to a Houston Chronicle analysis, a huge jump from just a week ago. More than 3,000 Texans have died from the disease since March.

The governor’s mask order applies to all counties with 20 or more COVID-19 cases and imposes a fine only for second or any subsequent offenses. The fines are capped at $250 and are left to the discretion of law enforcement. The order also specifies that it carries no possibility of jail time — the no-jail provision has prompted at least one sheriff to declare it unenforceable.

In an interview with KLBK in Lubbock, Abbott warned that infections and hospitalizations have yet to slow, meaning more deaths are likely. He said masking in public is “our last best effort” to slow the surge before having to lock the state down again, as it was in April.

“This was a tough decision,” Abbott said of the mandate. He added: “The only way it won’t be enough is if the public doesn’t adopt it.”

A French bus driver who was badly beaten by passengers after asking them to wear face masks in line with coronavirus rules has died, his family said, sparking tributes from political leaders who condemned his “cowardly” attackers.

Philippe Monguillot, 59, was left brain-dead by the attack in the southwestern town of Bayonne last weekend and died in hospital on Friday, his daughter Marie said, after his family decided to switch off his life-support system.

“We decided to let him go. The doctors were in favour and we were as well,” she said.

Two men have been charged with attempted murder over the attack and prosecutor Jerome Bourrier said that he would ask for the charges to be upgraded following Monguillot’s death.

Austin City Council Approves $2,000 Fine for Mask-Order Violation Through End of 2020

In an emergency meeting on Thursday, the Austin City Council approved two new ordinances — one, a local version of the governor’s statewide mandate and the other, an enforcement ordinance for those new requirements.

Notably, the council upped the possible fine to $2,000 for violations of the mask order from the $250 specified by Governor Abbott’s. They also permitted civil action against businesses that do not follow health standards and extended the effective-to date until December 31, 2020.

“There was not a need for us to reinstitute a stay-at-home order,” Austin Mayor Steve Adler said afterward, “but everyone needs to stay disciplined and wear masks to continue to bend the curve.”

Adler has maintained alarm over recent COVID-19 case and hospitalization numbers, which have increased. The city is currently in Stage 4 of five in its warning system.

Governor Abbott sent a letter to Adler the day before, stating, “The City of Austin’s consideration additional enforcement mechanisms to ensure compliance with my Executive Orders is an important step toward reducing the spread of the novel coronavirus.”

City officials have especially highlighted hospitalizations as a point of concern, fretted by what they say is a potential overwhelming of bed capacity.

The Texan received hospitalization numbers from the three biggest hospital systems in Austin: Baylor Scott & White, Ascension Seton, and St. Davids. The three systems release joint numbers every Tuesday and Friday, and today’s numbers show a 2,473 total joint staffed bed capacity filled 77 percent.

Their collective ICU capacity is 483 which is 88 percent filled. These are general, and not coronavirus-specific totals. The hospitals declined to disclose how this compares to non-coronavirus operating capacities.

Texas 2036, which tracks COVID-19 case and hospitalization numbers, shows Travis County hospital bed and ICU bed capacity is at 19 and 15 percent available, respectively. Available ventilator capacity, meanwhile, is at 63 percent.

The city’s current seven-day moving averages show 447 hospitalized, 145 in the ICU, and 76 on ventilators.

Vance Ginn, chief economist with the Texas Public Policy Foundation, pumped the brakes on the COVID-19 surge frenzy, telling KFYO’s Chad Hasty, “Hospitals have a lot of resource availability across the state.”

“In some areas, like Houston, there’s less available, but across the state, there is much more,” Ginn continued.

“One thing you often don’t hear,” he continued, “is that hospitals usually have about 90 percent of their beds full at any given point in time, much less than when COVID-19 is happening because it’s profitable for them to do so.”

The ordinance mandates facial coverings in businesses with a few exceptions, sets health standards for businesses to follow, and more intensely regulates procedures on construction sites.

It was rumored the council was considering a reclosure order, but ultimately opted only for a stricter mask mandate.
