Georgia Governor Brian Kemp Bans State Government from Mask Mandates

Gov. Brian Kemp for the first time spelled out that cities and counties can’t mandate the use of masks, triggering a furious reaction from local government officials who accused the Republican of placing his political interests above their efforts to protect residents from a growing pandemic.

The governor’s order, signed late Wednesday, puts the state on a collision course with local leaders and public health experts who say requiring face coverings is an essential step to containing the spread of the coronavirus.

Though Kemp’s previous orders have barred local governments from taking more restrictive steps than the state, the rules he signed on Wednesday were the first to explicitly ban cities and counties from requiring the use of masks or other face coverings.

The governor has said he believes requiring masks are a “bridge too far” and that such a mandate is unenforceable. Instead, he’s repeatedly urged Georgians to don face coverings and warned not doing so threatens the college football season.

Knowing the Republican president would not, could not veto a bill he requested, the Democratically controlled House attached $1.8 billion dollars in welfare and environmental spending to the flu bill. president Ford signed the bill on April 15, 1976, and incorrectly remarked to the press that the Fort Dix swine flu was identical to the deadly 1918 variety. …On Aug. 3, Congress agreed to completely indemnify the drug companies against any and all lawsuits they might incur as a result of the distribution of swine flu vaccine. The drug companies got to work.

president Ford went on television that night and delivered a speech to the nation, telling Americans that Congress will be to blame for your deaths when the flu season begins in October. Congress caved in, and on Aug. 15, president Ford signed the National Influenza Immunization Program (NIIP). This set as a goal the immunization of at least 80 percent of the U.S. population, indemnified the drug companies and left vague the government's power to limit the drug companies' profit.

On Oct. 1, 1976, the immunization program began. By Oct. 11, approximately 40 million people had received swine flu immunizations, mostly through the new compressed air vaccination guns. That evening, in Pittsburgh, came the first blow to the immunization program: Three senior citizens died soon after receiving their swine flu shots. The media outcry, linking the deaths to the immunizations without any proof, was so loud it drew an on-air rebuke from CBS news anchor Walter Cronkite, who warned his colleagues of the dangers of post hoc ergo propter hoc ("after this, therefore, because of this") thinking. But it was too late. The government had long feared mass panic about swine flu – now they feared mass panic about the swine flu vaccinations.

The deaths in Pittsburgh, though proved not to be related to the vaccine, were a strong setback to the program. He told them that environmental samples taken by the CIA in Israel in 1968 contained highly enriched uranium, whose enrichment level was so high it pointed to the Portsmouth, Ohio, uranium enrichment plant as the source. Portsmouth was where NUMEC obtained uranium stock for its naval fuel products. We don't know whether this information is in the excised portion of Marcum's memorandum. Swine flu 1976: Sheffield man's death set off panic

David Lewis was a 19-year-old private stationed in Fort Dix, N.J., in February 1976 when he came down with the flu. Despite his illness, he joined his platoon on a 50-mile hike. He collapsed 13 miles in and died of pneumonia. An autopsy revealed that he had been infected with swine flu.

"He was a wonderful person," said Lee Watroba, a classmate and friend of Lewis' at Mount Everett, who remembered Lewis when the latest swine flu surfaced. "He was going to go into the ministry, and he was just a much-loved kid."

According to accounts of Lewis' death and its aftermath in The Trentonian of Trenton, N.J., and the online magazine Salon, authorities feared that the swine flu would resemble the 1918 pandemic that killed 22 million people worldwide.

Panic building

Most flus are slight mutations on earlier viruses, but authorities feared that this swine strain could be a new virus set loose among a population that hadn't built an immunity. If it were as infectious as the 1918 swine flu, government officials estimated that 1 million Americans would die.

Just as the panic was building, hundreds of American Legion members attending a convention in Philadelphia contracted a mysterious illness (the cause would later be identified as a bacteria and the illness would come to be known as Legionnaires' disease) that killed an estimated three dozen people.

Vaccine created problems

president Ford pushed for every American to be given a hastily produced vaccine at a cost of $135 million. But when the vaccine seemed to cause problems on its own, it was quickly scrapped. The ensuing flu season proved to a mild one.

In the end, Lewis was the only victim of the small swine flu outbreak; though other soldiers at Fort Dix were infected, none died. A later analysis of the virus found it was not nearly as virulent as the 1918 strain.
