1. What happened to 4chan? Did it go from organic to inorganic? Did it get "taken over" at some point?

Here is a post I came across on another internet forum. Let's look at it, and decide if it is
1. a genuine human patriot
or
2. a very subtle attempt to put a certain spin on Q and hence control the narrative before any humans might organically do so on their own.
What do we think patriots/"anons"?:
Hello OG, long time lurker here. Decided to crawl out from under my rock because of recent events. I noticed a lot of people on this board are slowly awakening to the reality of Qanon. For those still asleep and for the Q movement I have decided it may be a good idea to make this thread. I am not the most qualified person to do this, however i have been following Q long enough to have a decent understanding of whats going on. I will do my best to answer questions and post Qproofs here.
What is Qanon?- Qanon is the greatest and most complex military operation and psyop of all time. It is the highest level intelligence dump the public has ever recieved. The Q stands for the security clearance level Q which is the highest level of clearance in the U.S and required for access to the highest classified information the Govt has. The anon stands for anonymous, Q posts on the website 8chan where users are anonymous unless they decide to keep a tripcode which Q has done.
Who is Qanon?- Qanon is a group of people (mostly) high level military intelligence people and NSA whitehats that are working in conjunction with the president. It is widely accepted that General Michael Flynn is involved. Trump was recruited and groomed for this role many years ago.
Proof Qanon is real- There is so much proof that Qanon is real at this point it is mathematically impossible for Q to not be real. These proofs that come out are labelled as Qproofs and there are hundreds of them. most of them are q posts, followed by a matching tweet that comes from the president soon after. The most recent Q proofs being a photo of f-15s flying that was posted almost a week ago. F-15 which was a code for febuary 15th when trump announced the national emergency. Anons knew from Q about this since last march and we knew that the Army core of engineers would be building the wall under this emergency. Also at his most recent rally he worked in two Qanon catchphrases "the world is watching" and "setting the stage". He also stopped and pointed to a woman holding a Q quilt and has pointed to many people at his rallies holding Q signs.
My favorite Qproofs- I cant post pics so this wil be hard for me but i will link to pics and sources so you know they are legit. These are the most simple and easy to understand ones i can think of. There are many that are much more complex and ellaborate.
Tippy Top Shape- An anon requested 1/29/18 "Maybe Q can work the phrase "tip top" in the SOTU as a shoutout to the board."
The SOTU was the day after and was already prepped, however trump worked the phrase into his next speech which was on Easter. "I want the missiles in tip top shape, no matter of fact TIPPY TOP SHAPE" POTUS

Trump Jerseys- When presidents recieve team jerseys they are always numbered after their presidential number, trump being 45. But Trump always makes his Jerseys 17. The 17th letter of the alphabet is Q.

State politician claims 'extremist hate group' is benefiting
An Arizona state lawmaker is trying to get rid of “In God We Trust” specialty license plates because he says an “extremist hate group” is benefiting from each purchase.
The non-profit says it is the victim of a “misinformation campaign.”
Democratic state Sen. Juan Mendez introduced a bill seeking to bar the Arizona Department of Transportation (ADOT) from selling the plate with the national motto because proceeds go to the Scottsdale-based religious freedom law firm, Alliance Defending Freedom (ADF).
Arizona allows non-profit organizations, like ADF and the University of Arizona, to create specialty plates.
A portion of the purchase --- no tax dollars — goes to the group.
The Secular Coalition for Arizona, a group that opposes religion in government, directed Mendez to find out where the money from the plates was going, AZ Central reported.
“Hopefully in the future, we can put in place some commonsense guidelines that would bar hate groups from earning money through Arizona license plates,” Mendez said in a statement. “State dollars should not be funding an organization that works to strip residents of our state of their human rights and human dignity.”
ADF, which has won several religious liberty cases at the Supreme Court, has been labeled a “hate group” by the left-leaning Southern Poverty Law Center.
ADF was involved in a Phoenix case challenging the city’s gay anti-discrimination ordinance and the Hobby Lobby case regarding the right of a business not to provide contraceptive coverage to their employees for religious purposes.
On ADOT’s website, the “In God We Trust” plates state that profits go to promote “the motto, First Amendment rights, ‘and the heritage of this state and nation.'”
ADF said it should have every right to benefit from the plates it created, just like every other group in the state that designed a specialty plate to express its viewpoint.
There are about 60 different specialty plates offered for purchase in the state.
“It’s disappointing to see elected officials become uncritical pawns in these ugly propaganda campaigns,” Kristen Waggoner, ADF senior vice president of U.S. legal division, said in a statement.
“The SPLC did good work years ago, but they’ve been widely discredited for decades by investigative journalists, charity watchdogs, and commentators as activist, partisan, and unreliable.”
Mendez put forth two bills, one which change the disclosure requirements of the specialty plate program, but the other would repeal the “In God We Trust” plates that have been in place since 2008.
The latter bill is opposed by ADF.
“Rather than shutting down speech, they should add to the conversation with their own perspective,” Waggoner said. “That’s how free speech works in this country.”

“What Trump is going to do is he’s going to use money that was appropriated by Congress. It just doesn’t have these tight conditions on them. That’s Congress’s decision to make. They can appropriate money and not put many conditions on, so it’s going to be a different fight,” he continued.
Turley predicted Trump’s national emergency will face court challenges, but said Democrats will lose on the merits because Congress has already bestowed this power on the president.
“So there’s two issues here for the court. The authority, the source of the authority to declare the emergency and the source of the funds. On the source of authority, they will lose in a spectacular fashion because they gave this authority to the president [in 1976],” he said.
“He and other presidents have virtually unfettered authority to declare an emergency. On the funds, this is not our case from the Obamacare fight. They will have a much more difficult time in challenging all of these funds. Remember, the president can start construction with the money Congress just gave him. And even if they knock out one or two of these sources, he still has plenty to go, pretty far down that road.”

many such topics have been covered and create the power of this board - this include succession laws on AG which have been vetted - but - in considering the most important one - for POTUS - now after midterms i wondered about the fact that the Speaker of the House is in that line just behind the VP - and there are scenarios where Pence gets knocked out of line - it was bad enough when Paul Ryan was Speaker - but NP?

The Constitution is always the starting place - Article 2 Section 1 Clause 6 provides that upon the removal, death, Resignation, or inability to discharge the Powers and Duties of (President), the office "…shall devolve on the Vice President, and the Congress may by Law provide for…." (line of succession thereafter) "…declaring what Officer shall then act as President, and such Officer shall act until the Disability be removed, or a President shall be elected."
The 25th amendment to the Constitution, enacted in 1967, substantially changed this process. Whether the 25th amendment was a good idea or a bad idea or part of the cabal plan, is beyond the scope of this post - but may well be worthy of further digs and consideration. (See especially Section 4 and also note the JFK assassination was a factor)
There is also a long line of Presidential Succession laws passed by Congress pursuant to the authority granted under Article 2 cited above. These still govern ALL successions other than Vice President which is specified in both the Constitution and the 25th Amendment- there are some big potential SCOTUS issues with this, discussed below.
As far as how the 25th Amendement works here is the breakdown:
Section 1 - In case of the removal of the President from office or of his death or resignation, the Vice President shall become President. Section 1 clarifies that the vice president becomes president, instead of "assuming" the powers and duties of the presidency.
Section 2. Whenever there is a vacancy in the office of the Vice President, the President shall nominate a Vice President who shall take office upon confirmation by a majority vote of both Houses of Congress. Section 2 addressed the absence in the Constitution of a mechanism for filling a vacancy in the office of vice president.
Section 3. Whenever the President transmits to the President of the Senate and the Speaker of the House his written declaration that he is unable to discharge the powers and duties of his office, such powers and duties shall be discharged by the Vice President. Section 3 allows the president to voluntarily transfer his authority to the vice president. The president regains his powers and duties when he declares in writing that he is again ready to discharge them.
HERE NEXT IS THE PART OF THE 25TH THE D'S PUBLICIZED/WANTED TO USE AGAINST POTUS - THIS:
Section 4. Whenever the Vice President and a majority of… the principal officers of the executive departments (The fifteen Cabinet members enumerated in the United States Code at 5 U.S.C 101) transmit to the President of the Senate and the Speaker of the House their written declaration that the President is unable to discharge the powers and duties of his office, the Vice President shall immediately assume the powers and duties of the office as Acting President.
NEXT COMES THE PROCESS WHERE POTUS DOES NOT AGREE WITH THIS ACTION - VERY CRITICAL AND NEVER MENTIONED IN DISCUSSION BY MSM/DEMS ABOUT 25TH AMENDMENT

Thereupon Congress shall decide the issue…. by two-thirds vote of both Houses that the President is unable to discharge the powers and duties of his office….(otherwise the POTUS shall remain in power)

Presidential Succession Acts
Remember the 25th Amendment did NOT change Congess's ConstitutionalauthorIty to designate successors other than the VP - so after the VP, Congress may declare "…what Officer shall then act as President…" Law under this clause have been around since 1792 in more or less the same form. A significant amendment was passed in 1947 and has remained more or less intact since.
Under this law, as most anons already know, after the VP the primary succession is House Speaker, President of the Senate, then Secretarty of State. This seems perfectly natural but it really is not. Consider the current situation - if POTUS and Pence are gone then is it right that Nancy Pelosi be made President? The same problem would occur if the President of the Senate of the opposing party became President. This points out a major flaw in the law Congress passed.
The legal question is - are House and Senate "officers" as contemplated by the Constitution? Most legal scholars say they are NOT, pointing out that the term "Officer" refers to an "Officer of the United States," a legal term that excludes members of Congress. Instead, officers of the USA are high level executives appointed by POTUS with the advice and consent of the Senate - in other words - CABINET HEADS.
Just as compelling is the Incompatibility Clause of the Constitution (Article I, Section 6, Clause 2)---which bars officials in the federal government's executive branch from simultaneously serving in either the U.S. House or Senate.
One can see the various problems which could occur when Members of Congress are tasked to switch the the role of Cheif Executive, and perhaps go back if the POTUS is reinstated.
While it may be pointed out that the very first Succession Act of 1792 DID name the President of the Seante and House Speaker as succesors, the critical difference was that the law also called for a special election within 60 days to fill the position, so that the Member of Congress would be a mere placeholder.
Alas - with the urging of Harry Truman, Congress passed the law with no special election - and the issue has never been litigated in SCOTUS - it certainly could in the future. If so, in the event POTUS and VP were out, and Members of Congress are prohibited under a SCOTUS ruling, the POMPEO would be the man - TRUST KANSAS!!!!

Harris' spokeswoman, Erica Derryck, changed course, saying they would retrieve and review the files to determine whether there were any I could view. Following half a dozen phone conversations and as many e-mail exchanges, Derryck said she would contact me on May 24, but I didn't hear from her. When I e-mailed and called her again, almost seven weeks after my initial request, she said she was still working on it. I have heard nothing more.
In lieu of releasing records, Harris' office ended up releasing a statement: "District Attorney Harris focuses her efforts on putting child molesters in prison. We're not interested in selling out our victims to look good in the paper. When this case was brought under Terence Hallinan, prosecutors took the utmost care to protect the identity and dignity of the victims. That was the right thing to do then and it's the right thing to do now."
This sort of statement drives abuse victims crazy. Joelle Casteix, western regional director of SNAP, was sexually abused as a child by a lay teacher at a Catholic school. She had to sue to obtain records pertaining to the incidents. She rejects Harris' rationale for keeping archdiocese abuse records secret. It's possible, even routine, to release records about pedophile priests while protecting the names of victims, Casteix explained.

Ben Sasse (R-Neb.), the U.S. Department of Justice (DOJ) opened an investigation into possible professional misconduct that allowed Epstein to serve only 13 months in a private area of the Palm Beach County jail and leave the facility for 12 hours a day, six days a week, to work unsupervised at his downtown West Palm Beach office.
“Jeffrey Epstein is a child rapist and there’s not a single mom or dad in America who shouldn’t be horrified by the fact that he received a pathetically soft sentence,” Sasse said in a statement following the DOJ announcement.
Sloman’s op-ed offers a defense of the Epstein plea arrangement and marks the first public response by members of the prosecutorial team whose efforts are now under federal investigation.
“In the late 2000s, I worked as Alex’s second-in-command,” Sloman acknowledged before pointing to local state-level prosecutors.
“The Palm Beach County State Attorney’s Office, was going to allow [Epstein] to plead guilty to a misdemeanor and merely pay a fine. The local police rightly were outraged and brought the facts to us,” said Sloman.
“After reviewing the case, we were appalled. Stunningly, the local prosecutors’ resolution had not even acknowledged that Epstein engaged in abhorrent sex acts with scores of children,” he continued.
Sloman then explained that federal prosecutors ran into significant difficulties when many of Epstein’s victims were too terrified to cooperate against him. He also claimed that Acosta’s hands were legally tied due to “what was, at heart, a local sex abuse case.”
Keeping to the twin objectives of protecting Epstein’s minor-aged victims from further trauma and ensuring a collective path to civil court compensation, Sloman said he and his colleagues proposed a plea offer requiring Epstein to the following: plead guilty to a state-level felony, agree to 18 months in jail, register as a sex offender, and pay his known victims between $150,000 and $250,000.
“We told Epstein that unless he and the local authorities accepted our demands, we would indict and try him on federal charges. They agreed, and we did not pursue a federal case,” Sloman said. His op-ed also serves as a rebuttal to the Miami Herald’s exhaustive three-part investigative series, “Perversion of Justice.”
The series, published Nov. 28, opens with a speculative salvo against Acosta, and was quoted at length by Sen. Sasse in a Jan. 15 Senate Judiciary Committee hearing in which Sasse pressed newly confirmed U.S. Attorney General William Barr to investigate the plea deal, which the newspaper called “the deal of a lifetime.”
“If I’m confirmed, I’ll make sure your questions are answered,” said Barr.
Facing life in prison if convicted on human trafficking charges, Epstein assembled an elite team of lawyers, including Harvard professor Alan Dershowitz, who worked on the O.J. Simpson murder trial, Jay Lefkowitz, Gerald Lefcourt, Jack Goldberger, Roy Black, Guy Lewis, and former special prosecutor Kenneth Starr, who investigated Bill Clinton’s infamous affair with White House intern Monica Lewinsky.
In addition to Epstein’s light jail sentence, the final plea agreement allowed him to maintain that he was unaware that any of the girls he molested were under age 18.

Will Humble, who is executive director of the Arizona Public Health Association, is concerned that Senate Bill 1115 will require doctors to provide people with too much information that they might find confusing or even scary, thus forcing physicians to take time from “what’s important during pediatric visits” to explain the benefits and risks associated with a vaccine in a manner that can be understood.1 2
“When a patient or parents get a whole bunch of information that they don’t understand, then that pediatric appointment can easily become about the 12-page sheet of paper that they don’t understand rather than doing all the developmental screening that needs to be done in that 15, 20, 25 minute appointment,” says Humble.1

Ex-FBI Lawyer James Baker Testified Two Cabinet Members “Ready to Support” 25th Amendment Coup Against Trump
Former FBI lawyer James Baker testified to Congress in October that he was told that DAG Rod Rosenstein said two Trump cabinet members were “ready to support” removing President Trump via the 25th Amendment.
James Baker gave two testimonies to the House Oversight and Judiciary Committees in October in an unclassified setting and the transcripts of his testimonies still have not been released to the public; only excerpts of his testimonies have been leaked to the media.
Fox News has confirmed the latest portion of James Baker’s testimony, however, according to Fox, Mr. Baker did not identify the two cabinet members.
Mr. Baker said in his testimony that both Andrew McCabe and Lisa Page told him about their conversations with Rod Rosenstein about ousting Trump via the 25th Amendment.
Via Fox News:
“I was being told by some combination of Andy McCabe and Lisa Page, that, in a conversation with the Deputy Attorney General, he had stated that he --- this was what was related to me — that he had at least two members of the president’s Cabinet who were ready to support, I guess you would call it, an action under the 25th Amendment,” Baker told the committees.
Fox News requested further comment from the parties involved. Lawyers for Baker and McCabe declined comment, as did an FBI spokesperson.
In his testimony, Baker said of McCabe’s state of mind: “At this point in time, Andy was unbelievably focused and unbelievably confident and squared away. I don’t know how to describe it other than I was extremely proud to be around him at that point in time because I thought he was doing an excellent job at maintaining focus and dealing with a very uncertain and difficult situation. So I think he was in a good state of mind at this point in time.”
The New York Times first reported on Deputy Attorney General Rod Rosenstein’s plot to wear a wire and oust Trump with the 25th Amendment.
DAG Rosenstein began plotting Trump’s removal shortly after FBI Director Comey was fired, The New York Times reported in September, citing memos penned by then-Acting FBI Director Andrew McCabe.
Rosenstein fought back and said the New York Times report is inaccurate; the DOJ also released a statement last week reiterating Rosenstein’s denial he was plotting a coup against the president.
“The deputy attorney general never authorized any recording that Mr. McCabe references. As the deputy attorney general previously has stated, based on his personal dealings with the president, there is no basis to invoke the 25th Amendment, nor was the DAG in a position to consider invoking the 25th Amendment,” a DOJ spox said last week in a statement.
According to Fox News, James Baker testified that he was not directly involved in the May 2017 coup discussions, however he maintains that Lisa Page and Andrew McCabe approached him immediately after their meeting with Rod Rosenstein just days after Comey was fired by Trump.

Now that Leftists are forced to admit that Jussie Smollett is a lying scumbag, there is another matter to look into.
Not long before the hoax attack on Jussie Smollett there was another incident involving the TV show, Empire. As CNN reported, white powder was sent to the set of the show.
A letter containing a white powder was sent to the Chicago set of “Empire” days before one of the show’s stars, Jussie Smollett, was allegedly attacked by two men on January 29.
Chicago police spokesman Anthony Guglielmi told CNN that the letter, received on January 22 at Cinespace Studios, where the show is filmed, prompted a response from the HAZMAT unit.
Guglielmi said authorities determined the powder to be aspirin, but declined to give details on the content of the letter.
The FBI is leading the investigation into the letter, he added.
A spokesperson for 20th Century Fox Entertainment, which produces the series, declined to comment when reached by CNN.
I suspect if the FBI were serious about investigating this crime, we would have additional charges filed against Jussie Smollett.

While stressing that it remains illegal for noncitizens to vote, secretaries of state from Ohio and Kansas said they won’t have the tools to sniff out illegal immigrants who register anyway, ignoring stiff penalties to fill out the registration forms that are easily available at shopping malls, motor vehicle bureaus and in curbside registration drives.
Anyone registering to vote attests that he or she is a citizen, but Ohio Secretary of State Jon Husted said mass registration drives often aren’t able to give due attention to that part, and so illegal immigrants will still get through.

Think tank says Trump opponent redacted emails to cover up coziness with labor groups
Washington Attorney General Bob Ferguson tried to cover up his office's collusion with labor unions after a think tank asked for public records about their communications, according to a lawsuit. Ferguson is one of several Democrats seeking to resist the Trump administration's directive that would prohibit states from siphoning Medicaid payments away from at-home caregivers and putting them in the pockets of labor unions, such as Service Employees International Union (SEIU) and the American Federation of State, County, and Municipal Employees (AFSCME). The Freedom Foundation, a Washington state pro-free market think tank, requested public records about the attorney general's communications with major public sector unions relating to the policy. In return, it received pages of emails from Ferguson's office. The bodies of those messages were reduced to black ink, nearly everything redacted except for the salutations and signatures of the senders. Now the foundation is suing for the full records, saying that the government is covering up its collusion with powerful labor organizations. "Defendant Bob Ferguson and his Office are illegally ignoring the [Public Records Act] to hide a political relationship between two powerful special interest groups," the lawsuit obtained by the Washington Free Beacon says. "This Court should order the records to be disclosed immediately." Ferguson's press office did not respond to requests for comment about the public records request or the nature of his relationship with unions.
In July, the Centers for Medicare & Medicaid Services issued new rules that would prevent state governments from requiring home health aides, many of whom are caring for relatives, to pay a portion of their Medicaid reimbursements to labor organizations. Labor unions receive at least $71 million each year from such payments even after the Supreme Court ruled in 2014 that such a forced dues scheme in Illinois violated the Constitution. "The law provides that Medicaid providers must be paid directly and cannot have part of their payments diverted to third parties outside of a few very specific exceptions," Acting Director Tim Hill said in a release announcing the rule. "This proposed rule is intended to ensure that providers receive their complete payment, and any circumstances in which a state does divert part of a provider’s payment must be clearly allowed under the law."
Ferguson's office has been one of the most ambitious in filing lawsuits against the Trump administration, leading the high-profile lawsuit against the executive order restricting travel from seven majority-Muslim nations. Maxford Nelsen, a labor policy expert at the Freedom Foundation, said the attorney general's actions in this case are centered on advancing the interests of his political allies, rather than any concern for taxpayers or home health aides. "The Washington Attorney General will be using tax dollars to try and avoid having to disclose documents showing how his office is using tax dollars to protect unions' ability to seize tax dollars from Medicaid," Nelsen said. "The whole situation is exhibit A of the collusion taking place between Left Coast state governments and the unions they rely on for political support. The losers in this relationship are taxpayers and, in this case, home caregivers." The think tank is now seeking damages if the state continues to bury the documents. The lawsuit asks the court to force the state to pay $100 each day for every page that it withholds from public view.

Flames shoot from ground in Midtown manhole explosions
MIDTOWN, Manhattan (WABC) -- Broadway shows are resuming after two manholes exploded in Manhattan Saturday night, sending flames shooting from the ground and causing the evacuation of a theater complex.
The explosion happened on 50th Street and 8th Avenue in Midtown.

Michael Coco, a representative for the company that runs New World Stages, says three windows cracked near the manhole blast and are being replaced Sunday.
Coco, of the Shubert Organization, says all the shows will play as scheduled.
No injuries were reported. The fires were under control by 9:15 p.m.
The cause of the manhole fires is not yet known.

In "Serious Blow" To US, Britain Concludes Huawei Is "Manageable Risk" To 5G Rollout
Following intense pressure from the US on its European allies to boycott the use of Huawei products in the rollout of next-generation 5G products and shut out the Chinese telecom giant from local markets, Germany was the first nation to rebuke Washington, with Handeslblatt reporting last week that the German government wanted to avoid excluding products offered by Huawei.
Now it's the UK's turn.
In the latest "serious blow" to US efforts to persuade allies to ban the Chinese supplier from high-speed telecommunications systems, the FT reported that the British government has concluded that it can "mitigate the risk from using Huawei equipment in 5G networks."
According to the report, the UK National Cyber Security Centre has determined that "there are ways to limit the risks from using Huawei in future 5G ultra-fast networks" and in doing so it is ignoring escalating US efforts to persuade countries to bar Huawei from their networks on the basis that it could help China conduct espionage or cyber sabotage.
The NSA has been sharing more information with allies and partners to underscore the risks, but as reported previously, several European countries, including the UK and Germany, have not been convinced that a ban is warranted.
The unprecedented rebuke of the US official stance would “carry great weight” with European leaders, not only because the UK has access to very sensitive US intelligence via its membership in the Five Eyes intelligence sharing network, but because it is a clear refusal to comply with implied but stern diplomatic demands by the US placed on European nations to further isolate China from its main export market.
"Other nations can make the argument that if the British are confident of mitigation against national security threats then they can also reassure their publics and the US administration that they are acting in a prudent manner in continuing to allow their telecommunications service providers to use Chinese components as long as they take the kinds of precautions recommended by the British,” the person said.
The US argues that 5G will be so fast --- and have so many military applications — that the risk of using any Chinese telecoms equipment is too high. American officials have also made the case that, although there may be no evidence of nefarious activity so far, Huawei could use malign software updates to facilitate espionage
Further diluting state US demands, Robert Hannigan, former head of GCHQ, the UK signals intelligence agency, recently wrote in the FT that NCSC had “never found evidence of malicious Chinese state cyber activity through Huawei” and that any “assertions that any Chinese technology in any part of a 5G network represents an unacceptable risk are nonsense”.
The UK's determination is also perplexing in that it stands in contrast to Australia and New Zealand --- also Five Eyes members — which last year banned local telecoms providers from using Huawei equipment in 5G networks.
Most importantly, it comes as Donald Trump is said to be considering issuing an executive order that would effectively bar US firms from using Huawei.
Underscoring the US position, US vice-president Mike Pence said on Saturday at the Munich Security Conference that Huawei posed a threat because of a law that requires telecom companies to share data with the Chinese government. At the same forum, Jens Stoltenberg, Nato secretary-general, told the FT that the alliance was taking concerns over Huawei “very seriously” and that several allies wanted a co-ordinated response.
“We have to look into the level of co-ordination we need to respond. We have not yet concluded as an alliance, but it shows the need to address that issue,” he said.

This change is a result of a state Senate bill passed earlier in 2018 to modify the Colorado Road and Community Safety Act. The new law will allow a Social Security number to be used to obtain instruction permits and identification cards as well as driver’s licenses. It can also be used to renew driver’s licenses online.
These residents were previously required to provide proof of an Individual Taxpayer Identification Number (ITIN) to obtain a driver license, instruction permit or identification card, and a Social Security number was not accepted. However, they will be accepted beginning January 1st, 2019.

Report: Widespread National Food Stamp Fraud Totals at Least $1 Billion, Could Be as High as $4.7 Billion
According to a new report produced by the Government and Accountability Office (GAO), at least $1 billion in food stamp benefits are "trafficked annually," meaning they are fraudulently used. The extent of the fraud is uncertain, the GAO warns, estimating the abuse of the program could be as high as $4.7 billion. About 20 million lower-income households receive benefits from the $64 billion Supplemental Nutrition Assistance Program (SNAP), also known as food stamps, to buy food. But GAO found that instead of being used for food, many stores are defrauding the program by "selling" cash instead of food. "For example, a store might give a person $50 in exchange for $100 in benefits -- then pocket the difference," GAO explains. The Food Nutrition Service (FNS) within the U.S. Department of Agriculture oversees SNAP and is responsible for authorizing and overseeing retailers. The fraud, known as "retailer trafficking,"costs taxpayers at least $1 billion. However, the real cost could be "anywhere from $960 million to $4.7 billion," the GAO adds.
The Foundation for Government Accountability (FGA), a Washington, D.C.-based think tank advocating reform, launched a "Stop the Scam initiative" to raise awareness of the widespread problem. "Welfare fraud is one of the biggest untold stories of the last decade, robbing resources from the truly needy and eroding public trust in the integrity of our welfare programs," Sam Adolphsen, vice president of executive affairs at FGA, said in a statement. "While the bad-actor food stamp retailers exposed in this GAO report are in part to blame, we must not lose sight of the accountability that falls upon the food stamp recipient willing to commit fraud and abuse the system." The FGA hopes to reduce fraud and abuse at the state level by uncovering discrepancies in each state’s eligibility systems by regularly reviewing their processes. "Too few states take these crimes seriously, and both states and the federal government can do more on this front," FGA maintains.
The GAO published five recommendations for FNS to follow in order to crack down on SNAP fraud. They include FNS adding retailer trafficking estimates in future reports, which it has not done. Likewise, FNS should readdress the factors it uses to identify stores for possible investigation, and evaluate the "accuracy of its assumption of the percentage of SNAP benefits that are trafficked by different types of stores," the GAO states. Although FNS assigns a risk level to each store when it applies to participate in SNAP, it is not currently using this information to target its reauthorization activities to stores of greatest risk. "FNS currently reauthorizes all stores on the same 5-year cycle, regardless of risk, although its policy states that it will reauthorize certain high-risk stores annually," GAO states. FNS officials said they planned to reauthorize a sample of high-risk stores each year but they never did. Officials also stated that they did not document an analysis of the benefits and costs of this practice, "which would be consistent with leading fraud risk management practices," GAO states. As a result, FNS does not have any practices in place to detect early oversight of stores to prevent fraud. Finally, GAO recommended that FNS should "determine the appropriate scope and time frames for reauthorizing high-risk stores," increase penalties for retail traffickers, and establish performance measures for its trafficking prevention activities. The Food, Conservation and Energy Act of 2008 gave the USDA the authority to strengthen penalties for retailers that commit fraud, but as of November 2018, FNS had not done so. "By failing to take timely action to strengthen penalties, FNS has not taken full advantage of an important tool for deterring trafficking," GAO states. When the GAO confirms what actions FNS has taken in response to its recommendations, it plans to provide updated information to the public, the agency states. It states that the FNS generally agreed with its findings. The USDA/FNS did not respond to requests to comment for this story.

I decided to check the Wikipedia articles on the HR5736 Smith-Mundt Modernization Act. They're still there.
