Rhode Island State Police and the attorney general's office have charged Caleb Chafee, the son of Rhode Island Gov. Lincoln Chafee, with violating the state's social host law.
Caleb Chafee was issued a summons Friday to appear before Washington County District Court on Aug. 22.
Under Rhode Island's social host law, any person between the ages of 18 and 21 who permits the consumption of alcohol by underaged persons in his or her residence or on his or her real property may be held responsible.
If convicted, Caleb Chafee faces a maximum $500 fine and up to 30 hours of community service.
The governor said in a statement that said in part, "Caleb will accept responsibility for his actions and, in addition to any legal consequences that result, we will continue to deal with this matter as a family. It is our hope that this event, however regrettable, has provided an opportunity for a dialogue about the dangerous and potentially harmful effects of underage drinking."
Caleb Chafee hosted a party at the family property in Exeter on Memorial Day where underage people were allegedly drinking. The governor was not home at the time.
Police said an 18-year-old girl became ill that night and was treated at Kent Hospital for alcohol poisoning.
According to the police report, a trooper came across the woman on Route 102, where she was being helped by three friends. The friends said the woman had called them for a ride and that they did not know where the teen had been drinking. The state police report said the teens' mother later said her daughter had been at the Chafee's house.
Police also interviewed the son of U.S. Sen. Sheldon Whitehouse after attending the party.
The senator said his son, Alexander, is friends with Caleb Chafee and "briefly" stopped by to congratulate him for graduating from Portsmouth Abbey School.
Stephen Hourahan, a top governor's aide who rents and lives in a separate house on the Chafee family property, had said he saw Caleb Chafee and his friends on the afternoon of the party but didn't see anyone with alcohol or anyone who appeared to be drunk. He has since moved.
Barrington Police Chief John LaCross was also at the Chafee's property at the same time Caleb Chafee was hosting the party.
LaCross had said that he and his wife were invited to the compound by Hourahan. Chafee said he was briefly introduced to Caleb Chafee. LaCross said Caleb Chafee didn't appear to be drunk and that he did not see any alcohol at the Exeter home.
Also in May, Caleb Chafee pleaded no contest to accusations he tried to buy beer at a Jamestown liquor store in April. A judge fined him $100. The fine has been paid. A judge expunged the case from his record.

John Jay was a Founding Fathers’ founding father. He was president of the Continental Congress in 1778-79 and was a negotiator of the Treaty of Paris which formally ended the Revolutionary War in 1783. He wrote five of the Federalist Papers and served as the first chief justice of the United States Supreme Court, from 1789-95.
Jay was also a devoted follower of Christ and served for more than a decade as either vice-president or president of the American Bible Society. In an 1816 letter he wrote to John Murray, a member of the Pennsylvania House of Representatives, he said:
"Real (emphasis in original) Christians will abstain from violating the rights of others, and therefore will not provoke war. Almost all nations have peace or war at the will and pleasure of rulers whom they do not elect, and who are not always wise or virtuous. Providence has given to our people the choice of their rulers, and it is the duty, as well as the privilege and interest, of our Christian nation to select and prefer Christians for their rulers." (Emphasis mine.)
Jay noted that one of the most precious gifts God has given to the citizens of America is the opportunity to choose our own rulers and shape the destiny and future of our country. The vast majority of people around the world do not have that privilege. They have the political leadership they are stuck with and have no say in the matter.
You will note in passing that Jay had no hesitation in referring to the United States as “our Christian nation,” which should lay the question of whether we were founded as a Christian nation to rest. If anybody would know, it would be him.
Jay observed that it is the “duty” of the Christian citizens of America to “select and prefer Christians for their rulers.” So for Jay it was incumbent upon American citizens to evaluate the spirituality of candidates in a good faith effort to gauge the sincerity and authenticity of their Christian faith. Even in Jay’s day, there were politicians who made a show and a pretense of their Christian faith but were not what Jay called “real” Christians. It is perhaps even more likely that politicians today will try to pander to evangelicals by claiming a street cred on religion that they do not actually possess. Discernment is the order of the day.
Jay was clear and direct about why choosing only authentic followers of Christ was critical for America’s political health and it’s future: “No human society has ever been able to maintain both order and freedom, both cohesiveness and liberty apart from the moral precepts of the Christian religion… Should our Republic ever forget this fundamental precept of governance…this great experiment will then surely be doomed.”

I do believe martial law needs to be declared (albeit a short time) to get the newly arrested processed and sentenced. I have been following closely and based on Q’s drops and the statements (Mueller, et al regarding GJ), they’re headed straight to PRISON. Those prison ships are awaiting and holding these people. It reflects the sheer number of arrests/indictments that are listed. Not all will go that route, but those ships will be a holding pen during this process. It all makes perfect sense.
