Sheldon Adelson, CEO of the Las Vegas Sands Corporation and one of the world’s wealthiest individuals, is an important financier of militarist “pro-Israel” groups, as well as a prominent supporter of rightwing politicians in both the United States and Israel. Among the organizations he has backed are the Republican Jewish Coalition, the Zionist Organization of America, Freedom’s Watch, and the Foundation for Defense of Democracies. Adelson is a long-time supporter of Israeli Prime Minister Benjamin Netanyahu and has spent hundreds of millions of dollars on U.S. elections.

Commenting on Adelson’s election spending, New York Times writer Thomas Friedman argues that Adelson “personifies everything that is poisoning our democracy and Israel’s today,”[1] adding that “it is troubling that one man, with a willingness and ability to give away giant sums, can now tilt Israeli and American politics his way at the same time.”[2]

Influence on Trump Policy

After Donald Trump won the Republican primary, Adelson reportedly spent some $25 million supporting the real estate mogul’s campaign before shifting his focus toward congressional candidates.[3] After Trump’s poor showing during the third debate with Hillary Clinton, Adelson reportedly “bemoaned Trump’s lack of focus and what he sees as squandered opportunities.”[4]

However, Adelson has begun to see his investment in Trump pay off. Trump has made dramatic moves on two issues that are high priorities for Adelson, withdrawing from the Iran nuclear deal and moving the U.S. embassy in Israel from Tel Aviv to Jerusalem.[5] Both moves were highly controversial.[6]

Adelson’s warming to Trump’s policies grew as the 2018 midterms approached. From May to late September Adelson gave $55 million to Republican House and Senate campaign funds.[7] TheNew York Times noted that Adelson “has used his access to push the president to move the United States embassy in Israel to Jerusalem and, more recently, cut aid to the Palestinians, according to people familiar with their discussions.”

Trump’s transactional approach to foreign policy suits Adelson very well. George W. Bush’s former spokesman, Ari Fleischer, noted, “I think there are a lot of leaders in the establishment Jewish community for whom Donald Trump is not the kind of guy they’d want to break matzo with, but they sure like his polices and what he’s doing. In a lot of circles outside the ‘Always Trump’ base, Trump has made a lot of progress with people who don’t like him personally but like him professionally.”[8]

In his controversial book about the Trump administration, Fire and Fury, author Michael Wolff relates former Trump adviser Steve Bannon speaking of Adelson’s influence on Trump’s early policy toward the Middle East. “Pivoting from Trump himself, Bannon plunged on with the Trump agenda. ‘Day one we’re moving the U.S. Embassy to Jerusalem. Netanyahu’s all-in. Sheldon’—Adelson, the casino billionaire and far-right Israel defender—’is all-in. We know where we’re heading on this. … Let Jordan take the West Bank, let Egypt take Gaza. Let them deal with it. Or sink trying.’

“’Where’s Donald on this?’ asked [Trump campaign adviser, Roger] Ailes, the clear implication being that Bannon was far out ahead of his benefactor.

“’He’s totally onboard.’”

Eli Clifton goes on to say, “Adelson reportedly pressured the administration to follow through on campaign promises about moving the U.S. embassy in Israel to Jerusalem, to replace National Security Adviser H.R. McMaster with John Bolton (with whom Adelson enjoys a closer relationship), and to pull the U.S. out of the Iran nuclear deal.”[9]

Shortly after Trump announced the U.S. withdrawal from the Iran deal and just before the ceremony opening the embassy in Jerusalem, Adelson attended a meeting with, among others, Speaker of the House Paul Ryan and chairman of the Republican Jewish Coalition, former Sen. Norm Coleman. At that meeting, Adelson agreed to donate the extraordinary sum of $30 million to the Congressional Leadership Fund (CLF), which Politico described as “one part of a two-pronged political organization designed to protect and bolster House Republicans. CLF is a super PAC, and the American Action Network is a nonprofit that boosts center-right policies. Ryan, and John Boehner before him, have backed the groups.”[10]

Reporting on the meeting and donation, journalist Eli Clifton wrote, “[T]oday’s unpopular announcement may have been exactly what two of Trump’s biggest donors, Sheldon Adelson and Bernard Marcus, and what one of his biggest inaugural supporters, Paul Singer, paid for when they threw their financial weight behind Trump. Marcus and Adelson, who are also board members of the Likudist Republican Jewish Coalition, have already received substantial returns on their investment: total alignment by the U.S. behind Israel, next week’s move of the U.S. embassy in Israel to Jerusalem, and the official dropping of ‘occupied territories’ to describe the West Bank and East Jerusalem.”[11]

Journalist Jim Lobe raised the question, “Do the contributions from this billionaire trio connected to the RJC—Marcus and Adelson serve on the board and Singer has in the past—come with any quid pro quo connected to U.S. Mideast policy?” While Trump has frequently portrayed himself—accurately or not—as independent of traditional funders, he has also spoken frequently of the need for Republicans to defend their control of both houses of Congress in the 2018 mid-term elections. Thus, Lobe noted, “Trump, like most Republican lawmakers, may have wanted money from the couple and other RJC donors after all.”[12]

Indeed, soon after Trump’s unilateral withdrawal from the Iran deal and the $30 million donation to the CLF, Adelson also donated smaller sums to five Republican congressional figures: Sen. Dean Heller (R-NV), Rep. Barbara Comstock (R-VA), Rep. Mimi Walters (R-CA), Rep. Mia Love (R-UT), and Nevada candidate for the House of Representatives, Cresent Hardy. All five strongly opposed the Iran deal and all five faced tough election races.[13]

Yet despite Adelson’s active and public influence over Republican politics, journalist Eli Clifton reported that “U.S. news outlets, which routinely ‘follow the money’ when it comes to domestic issues, are almost completely avoiding any reporting on the clear link between Adelson’s campaign contributions and the [Trump] administration’s pursuit of policies that hew closely to positions espoused by the billionaire casino magnate.”[14]

In September 2018, the shuttered National Jewish Democratic Council (NJDC) filed a lawsuit against Adelson. The NJDC had mysteriously shut down in 2014, to be replaced in 2017 by the Jewish Democratic Council of America, but the reasons for this had been unclear.

The new lawsuit revealed that Adelson had sued NJDC in 2012 and, despite losing trial after trial, continued to sue the organization. At issue was an online petition from NJDC in 2012 alleging that the major Republican donor allowed prostitution at his casino in Macau. NJDC’s suit claimed that “It is now beyond cavil that Sheldon Adelson deliberately abused the courts to try—in his words—to bankrupt the National Jewish Democratic Council for having the temerity to criticize him. … Today, the NJDC exists only to recover its debt from litigation and pay its bills.” Adelson’s suit was thrown out by an appeals court in November 2017, but the legal costs to NJDC had long since done the organization in.[15]

Until 2014, NJDC had been the umbrella group for Democratic party-affiliated Jewish groups in the U.S.

Extreme Pro-Israel Views

Adelson promotes extremist views on Israeli security. For instance, he has denied that Palestinians exist as a distinct Arab people and promoted engaging in nuclear war to stop Iran’s nuclear enrichment program. In late 2013, Adelson told an audience at Yeshiva University in New York City that the United States should drop a nuclear bomb somewhere in the Iranian desert. “Then,” Adelson said, “you say, ‘See! The next one is in the middle of Tehran. So, we mean business. You want to be wiped out? Go ahead and take a tough position and continue with your nuclear development.’”[16]

Adelson has also pushed for U.S. strikes on Syria, and even offered to whip congressional votes in favor of a strike for then-President Barack Obama.[17]

Adelson has been active in efforts to promote a positive, “beyond the conflict” view of Israel, financing a website called “Rethink Israel” that promotes Israeli social policies on everything from gay rights to fur coats. “Highlighting positive aspects of Israel, a country that truly is innovative and interesting, does help develop a fully-rounded picture,” wrote one commentator for the Daily Beast’. “And this is surely a better use of Adelson’s money than funding Newt Gingrich’s presidential campaign or subsidizing a free Israeli newspaper that relentlessly glorifies the image of Prime Minister Benjamin Netanyahu.” But such an approach “basically tries to change the subject by talking about any aspect of life in Israel that has nothing to do with the Palestinians or the occupation, from boutique wineries to drip agriculture. It works great among people who already love Israel uncritically—and falls flat among everyone else.”[18]

Adelson was a major backer of President Trump’s decision to move the U.S. embassy to Jerusalem. His support was so staunch, in fact, that he offered to fund the move. According to the Jewish Telegraphic Agency, “Adelson’s unconventional offer was made around the time Trump announced in December [2017] he would move the embassy to the disputed city of Jerusalem. It would address the president’s stated distaste for shelling out large sums for overseas diplomatic facilities. Although Trump has promoted the Jerusalem move as fulfilling a key campaign promise, he also was outspoken last month in blasting the $1 billion price tag for a new embassy in London.” It was unclear whether it was legal for the federal government to accept a private donation for the cost of building an embassy.[19]

Asked whether Israel would be able to maintain any pretentions of being a democracy if it pursues his preferred policies, Adelson responded, “So Israel won’t be a democratic state. So what?”[20]

Campaign Spending

Adelson has been a major donor to Republican political campaigns, having spent hundreds of millions of dollars in recent elections.[21] His campaign spending began to receive concerted public attention during the 2012 U.S. elections because of his massive donations to groups backing the campaigns of Newt Gingrich and later Mitt Romney/Paul Ryan, as well as for his lavish donations to the Karl Rove-backed Crossroads GPS and PACs linked to the billionaires Charles and David Koch and House Majority Leader Eric Cantor(R-Va.).[22] All told, according to the Center for Responsive Politics, Adelson and his spouse spent nearly $100 million trying to influence the election that year.[23]

In advance of the 2016 presidential election cycle, reports emerged that Adelson and his spouse were looking to invest in a more “electable” GOP presidential nominee. “This time, the Adelsons are plotting their investments based not on personal loyalty but on a much more strategic aim: to help select a Republican nominee they believe will have broad appeal to an increasingly diverse national electorate,” reported the Washington Post in March 2014. “This strategy would favor more-established 2016 hopefuls such as former Florida governor Jeb Bush, New Jersey Gov. Chris Christie, Wisconsin Gov. Scott Walker, and Ohio Gov. John Kasich.” The Post noted that Adelson enjoyed a particularly warm relationship with Mike Huckabee, who Adelson once introduced at a Zionist Organization of America awards ceremony as “a great person, a great American, and a great Zionist.”[24]

In November 2014, Adelson attended a meeting of prominent right-wing Jewish American donors in New York City hosted by the Zionist Organization of America. The event—which was apparently intended to build support for Sen. Ted Cruz(R-TX), who was the guest of honor—also featured a number of “pro-Israel” Christian Zionists like Christians United for Israel chairman John Hagee and Rep. Michelle Bachman(R-MN), as well as major backers of neoconservative groups like Home Depot co-founder Bernard Marcus.[25]

The meeting was noteworthy in part for comments Adelson reportedly made after a private two-hour meeting he had with Cruz. According to the New York Observer, Adelson said that Cruz was “too right wing” and “a longshot to win the nomination.” According to the Observer, Adelson called the newspaper after publication of the story “to dispute that characterization of his reaction to Mr. Cruz. Mr. Adelson made clear to the Observer that he was the only person in the room with Mr. Cruz and thus the only one in a position to know how he felt about the Senator.”[26]

In April 2015, Adelson courted many of the Republican presidential candidates during the Republican Jewish Coalition’s (RJC) annual meeting, including Cruz, Texas Governor Rick Perry, and Sen. Lindsey Graham(R-SC).[27]

Just days before the RJC event, Politico reported that Adelson was favoring Florida Sen. Marco Rubio. The paper reported that Adelson views Rubio as “the future of the Republican Party” and that Rubio “has emerged as the clear front-runner” to win the “Sheldon Adelson primary” according to “nearly a half-dozen sources close to the multibillionaire casino mogul.”[28]

Responding to the news, Donald Trump tweeted: “Sheldon Adelson is looking to give big dollars to Rubio because he feels he can mold him into his perfect little puppet. I agree!”[29]

His efforts to support a “electable” GOP candidate notwithstanding, Adelson backed Trump after the real estate magnate won the Republican primary, reportedly spending some $25 million in support of the campaign.

Backing Losers

Adelson has a track record of backing losing candidates. After the 2012 elections, commentators noted that key campaigns targeted by Adelson-associated super PACs turned out to be among the election’s most important losers. Adelson gave $1.5 million to Independence Virginia PAC, which supported Republican candidate George Allen, who lost to Democrat Tim Kaine.[31] Other failed 2012 congressional campaigns bolstered by Adelson cash included those of GOP Rep. Allen West (R-FL), Florida Senate candidate Connie Mack, New Jersey House candidate Shmuley Boteach, California House candidate Abel Maldonado, and Arizona House candidate Vernon Parker.[32] Only one prominent candidate backed by Adelson—Nevada Sen. Dean Heller, whose top donor was Adelson’s Sands Corporation and who eked out a narrow victory over Democrat Shelley Berkley—ultimately emerged victorious.[33]

Adelson also spent lavishly on a high-profile effort by the Republican Jewish Coalition to turn out traditionally Democratic Jewish voters for Mitt Romney, principally using the issue of Israel as a wedge. Exit polls revealed, however, that Barack Obama’s support among Jewish voters in 2012 nearly matched his 2008 showing, with almost 70 percent of them casting their ballots for the Democrat.[34]

Adelson’s political donations during the 2012 election cycle generated ire across the political spectrum. Even Sen. John McCain, a Romney supporter, criticized Adelson’s campaign cash, arguing during a June 2012 PBS interview: “Much of Mr. Adelson’s casino profits that go to him come from his casino in Macau, which says that obviously, maybe in a roundabout way foreign money is coming into an American political campaign. That is a great deal of money, and we need a level playing field and we need to go back to the realization … that we have to have a limit on the flow of money and corporations are not people.”[35]

Discussing why Adelson was committed to donate “limitless” amounts of money to influence the elections, the New York Times reasoned: “The first answer is clearly his disgust for a two-state solution to the Israeli-Palestinian conflict, supported by President Obama and most Israelis. He considers a Palestinian state “a stepping stone for the destruction of Israel and the Jewish people,” and has called the Palestinian prime minister a terrorist. He is even further to the right than the main pro-Israeli lobbying group, the American Israeli Public Affairs Committee, which he broke with in 2007 when it supported economic aid to the Palestinians.”[36]

Discussing Adelson’s relationship with Newt Gingrich, the Daily Beast reported: “When Newt Gingrich called the Palestinians an ‘invented people’ and accused the State Department of coddling those ‘who would censor the world on behalf of Islam,’ it may have seemed to some to be head-scratching harshness. But his views on foreign policy, and particularly the Middle East, appear to be in lockstep with his staunchly pro-Israel backers, including the casino-owning billionaire who is one of Gingrich’s most generous supporters.”[37]

Global Activities

In mid-2007, Adelson attended a conference in Prague titled “Democracy and Security” that was cosponsored by the Adelson Institute for Strategic Studies, the Czech Foreign Ministry, the Prague Security Studies Institute, and Spain’s Foundation for Social Studies and Analysis (FAES), headed by former conservative Prime Minister Jose Maria Aznar. Conference participants included Natan Sharanksy, the late former Czech President Vaclav Havel, and Sen. Joseph Lieberman, the “independent Democrat” from Connecticut who is closely associated with the neoconservative faction in the United States. Also in attendance were a number of leading U.S. hawks, including the Foundation for the Defense of Democracies’ (FDD) president Clifford May; the American Enterprise Institute’s Richard Perle,Michael Rubin,Michael Novak,Joshua Muravchik, and Reuel Marc Gerecht; Herb London, John O’Sullivan, and Anne Bayefsky of the Hudson Institute; Bruce Jackson, a former director of the Project for the New American Century; and Tod Lindberg of the Hoover Institution.[38]

Journalist Jim Lobe reported, “Sharansky, chairman of both the Adelson Institute and of One Jerusalem, a group created to oppose any move under the Oslo peace process to recognize Palestinian sovereignty over any part of Jerusalem, is a former Soviet refusenik whose 2004 book, The Case for Democracy, helped inspire Bush’s ringing 2005 Inaugural Address … Aznar and Havel are co-chairs of the ‘international’ section of the Committee on the Present Danger(CPD), which was launched by FDD in June 2004 and whose website is www.fightingterror.org. Sen. Joe Lieberman, an honorary co-chairman of CPD, keynoted the opening session. In other words, the conference constituted a kind of ‘Neo-Conservative International’ designed to rally support for ‘dissidents,’ primarily from the Islamic world, and give them hope that ‘regime change’ in their countries is possible much as it was in the former Soviet bloc almost 20 years ago.”[39]

In 2009, the  Zionist Organization of America(ZOA) awarded Adelson the “Theodor Herzl Gold Medallion,” which is given to people who make a “unique, lasting, and historic contribution to the cause of Zionism and the Jewish people.”[40] Speakers at the event included Israeli Prime Minister Benjamin Netanyahu (by video), Vice Prime Minister and former Israel Defense Forces Chief-of-Staff Lt.-Gen. Moshe Yaalon, and Rep. Eric Cantor(R-VA).

ZOA leader Morton Klein used the event to denounce the Likud-led government’s partial 2010 moratorium on Jewish settlement construction in the West Bank, calling the policy “racist.” During his talk after receiving the Herzl award, Adelson commented that “Each time [Klein] opened up his mouth, I thought it was me talking.” According to Forward, “A spokesman for Adelson stated later that his support for Netanyahu ‘has not changed.’ But Klein disclosed that Adelson will travel to Israel soon to lobby Netanyahu against the settlement moratorium.”[41]

Adelson’s support for Benjamin Netanyahu has also been at the center of a dispute over the future of Israel’s print media. In 2007, Adelson founded Yisrael Hayom (or Israel Today), a free Hebrew-language newspaper that, at its peak in 2015, had a print circulation of some 550,000 daily.[42] According to Forward, on its very first day in circulation, Yisrael Hayom was “already one of the largest-circulation papers in the country. Adelson’s new paper is drawing questions from other journalists, who worry about the mogul’s connections to Likud leader Benjamin Netanyahu, and also from the owners of other Israeli newspapers, who are a famously tight-knit club.”[43]

Since its beginnings, Yisrael Hayom was seen as a mouthpiece outlet for Netanyahu’s views and policies.[44]With Adelson willing to absorb a loss to promote these views among the Israeli public, other Israeli newspapers saw their own circulation decline sharply. Netanyahu allegedly offered to intervene on behalf of the newspaper with the second-highest circulation, Yediot Ahoronot, in exchange for favorable coverage. Adelson was asked to give testimony to the police investigating the affair.[45] In February 2018, Israeli police recommended that Netanyahu be indicted for bribery.[46] As the case grew grimmer for Netanyahu, Adelson shut him out. [47] In May, when Adelson attended the ceremony for the opening of the U.S. embassy in Jerusalem, Netanyahu’s political troubles were buried under the weight of the event, and there was no evidence of strain between the two right-wing figures.[48]

Conservative Philanthropy

Adelson’s philanthropy is directed though the Adelson Family Foundation, which he created in January 2007. Among its grantees has been the Adelson Institute for Strategic Studies, a project of the Shalem Center, a Likud Party-aligned group based in Jerusalem that describes itself on its web site as engaging “in research, education, and publications in areas that include Jewish moral and political thought, Zionist history and ideas, Biblical archaeology, democratic theory and practice, strategic studies, and economic and social policy.”[49]

The Adelson Family Foundation funds many right-wing groups. Its last publicly available filing, for the year 2015, lists among its grantees such groups as the Central Fund for Israel, which has come under fire for its funding of settlements in the West Bank;[50]Christians United for Israel; the David Horowitz Freedom Center; the Endowment for Middle East Truth; Friends of Israel Defense Forces; the Friends of Israel Initiative; almost $7.5 million to the Israeli American Council; the Jewish Institute for National Security A ffairs; the Jewish National Fund, which has come under sharp criticism for its role in displacing Palestinians[51]; the Middle East Media Research Institute; and other right-wing groups, as well as more philanthropic community and medical research causes.[52]

During the George W. Bush presidency, Adelson was supportive of the administration’s Middle East policies, though he opposed its efforts to jump start peace talks on the Israeli-Palestinian conflict, including the Condoleezza Rice-led Annapolis talks in late 2007. After the influential American Israeli Public Affairs Committee(AIPAC) issued a statement supporting the talks— which were aimed at a creating a framework for a two-state solution— Adelson told the Jewish Telegraphic Agency that he was withdrawing his support for AIPAC. He said: “I don’t continue to support organizations that help friends committing suicide just because they say they want to jump.”[53]

As a backer of Freedom’s Watch, whose key leaders included former Bush White House spokesman Ari Fleischer and the strip-mall magnate Melvin Sembler, Adelson brought widespread media attention to his efforts to push for hawkish, Israel-centric U.S. policies. As the Washington Post reported: “Many in Freedom Watch’s donor base—including Adelson…and Sembler—have always been strong supporters of Israel. The group’s initial ad blitz in defense of Bush’s troop buildup in Iraq came naturally out of those interests.”[54]

Adelson, according to a person familiar with his thinking, intends to make IAC ‘a counterweight to AIPAC.’”[56]

By 2017, the IAC was established as a major player in pro-Israel politics in the United States. Speaking to the crowd at the IAC’s annual convention in November 2017, Adelson said “There are times when we cannot have equivocation, when we need a group of people to advocate for Israel unequivocally, and I felt if there was an organization called the Israeli-American Council, that council and that organization would unequivocally always without question and irreversibly support Israel when it needed it. There will be no political correctness. There will be no questions about whether we should keep the door to the White House open to us. There will be no partisanship.”[57]

What was done last night in the White House was a political rally. It further undermined the image and integrity of the court. And that troubles me greatly, it saddens me, because our judicial system has been viewed as one of the main pillars of our constitutional government.

I remember the swift voting of John Kerry. I remember the things that even the Republican party did to John McCain in 2000. I remember what they did to me for 25 years, the falsehood, the lies, which, unfortunately, people believed because the Republicans have put a lot of time, money and effort in promoting them.

So when you're dealing with an ideological party that is driven by the lust for power, that is funded by corporate interest who want a government that does its bidding, it's hard – you can be civil but you can't overcome what they intend to do unless you win elections.

And so, the answer to everything is to get back to a balance, to get back to what is called regular order. They don't even have committee processes.

They – the idea that they wouldn't seek and obtain all of the written record from Kavanaugh, that they would not have done a full investigation, that is not the way that they treat Democrats.

And so, unless we win and we say to the people of our country, "Look, we need to protect the rule of law. We need to protect processes that are in place in the Congress and the government to protect you, to protect what you care about." So, this should go both ways, and that's what I'm hoping for.

LATE ON A THURSDAY evening in February 2017, Japanese Prime Minister Shinzo Abe’s plane landed at Andrews Air Force Base in Maryland for his first visit with President Donald Trump. A few hours earlier, the casino magnate Sheldon Adelson’s Boeing 737, which is so large it can seat 149 people, touched down at Reagan National Airport after a flight from Las Vegas.

Adelson dined that night at the White House with Trump, Jared Kushner and Secretary of State Rex Tillerson. Adelson and his wife, Miriam, were among Trump’s biggest benefactors, writing checks for $20 million in the campaign and pitching in an additional $5 million for the inaugural festivities.

Adelson was in town to see the Japanese prime minister about a much greater sum of money. Japan, after years of acrimonious public debate, has legalized casinos. For more than a decade, Adelson and his company, Las Vegas Sands, have sought to build a multibillion-dollar casino resort there. He has called expanding to the country, one of the world’s last major untapped markets, the “holy grail.” Nearly every major casino company in the world is competing to secure one of a limited number of licenses to enter a market worth up to $25 billion per year. “This opportunity won’t come along again, potentially ever,” said Kahlil Philander, an academic who studies the industry.

The morning after his White House dinner, Adelson attended a breakfast in Washington with Abe and a small group of American CEOs, including two others from the casino industry. Adelson and the other executives raised the casino issue with Abe, according to an attendee.

Adelson had a potent ally in his quest: the new president of the United States. Following the business breakfast, Abe had a meeting with Trump before boarding Air Force One for a weekend at Mar-a-Lago. The two heads of state dined with Patriots owner Bob Kraft and golfed at Trump National Jupiter Golf Club with the South African golfer Ernie Els. Trump also mentioned at least one other casino operator. Accounts differ on whether it was MGM or Wynn Resorts, then run by Trump donor and then-Republican National Committee finance chairman Steve Wynn. Attending the recent opening of the U.S. embassy in Jerusalem, Adelson seemed to almost weep with joy, according to an attendee.

But his reputation as an Israel advocate has obscured a through-line in his career: He has used his political access to push his financial self-interest. Not only has Trump touted Sands’ interests in Japan, but his administration also installed an executive from the casino industry in a top position in the U.S. embassy in Tokyo. Adelson’s influence reverberates through this administration. Cabinet-level officials jump when he calls. One who displeased him was replaced. He has helped a friend’s company get a research deal with the Environmental Protection Agency. And Adelson has already received a windfall from Trump’s new tax law, which particularly favored companies like Las Vegas Sands. The company estimated the benefit of the law at $1.2 billion.

Adelson’s influence is not absolute: His company’s casinos in Macau are vulnerable in Trump’s trade war with China, which controls the former Portuguese colony near Hong Kong. If the Chinese government chose to retaliate by targeting Macau, where Sands has several large properties, it could hurt Adelson’s bottom line. So far, there’s no evidence that has happened.

The White House declined to comment on Adelson. The Japanese Embassy in Washington declined to comment. That included matters as small as a $600 contractual dispute with a Boston hospital.

The lawsuits have continued even as Adelson became so rich the amounts of money at stake hardly mattered. In one case, Adelson was unhappy with the quality of construction on one of his beachfront Malibu, California, properties and pursued a legal dispute with the contractor for more than seven years, going through a lengthy series of appeals and cases in different courts. Adelson sued a Wall Street Journal reporter for libel over a single phrase — a description of him as “foul-mouthed” — and fought the case for four years before it was settled, with the story unchanged. In a particularly bitter case in Massachusetts Superior Court in the 1990s, his sons from his first marriage accused him of cheating them out of money. Adelson prevailed.

Adelson rarely speaks to the media any more, with occasional exceptions for friendly business journalists or on stage at conferences, usually interviewed by people to whom he has given a great deal of money. “He keeps a very tight inner circle,” said a casino industry executive who has known Adelson for decades. Adelson declined to comment for this story.

ADELSON ONCE TOLD a reporter of entering the casino business late in life, “I loved being an outsider.” For nearly a decade he played that role in presidential politics, bankrolling the opposition to the Obama administration. As with some of his early entrepreneurial forays, he dumped money for little return, his political picks going bust. In 2008, he backed Rudy Giuliani. As America’s Mayor faded, he came on board late with the John McCain campaign. In 2012, he almost single-handedly funded Newt Gingrich’s candidacy. IN 2014, ADELSON TOLD an interviewer he was not interested in building a dynasty. “I want my legacy to be that I helped out humankind,” he said, underscoring his family’s considerable donations to medical research. But he gives no indication of sticking to a quiet life of philanthropy. In the last four years, he has used the Sands’ fleet of private jets, assiduously meeting with world leaders and seeking to build new casinos in Japan, Korea and Brazil.

He is closest in Japan. Japan has been considering lifting its ban on casinos for years, in spite of majority opposition in polls from a public that is wary of the social problems that might result. At least 13 companies, including giants like MGM and Genting, are vying for a license. Even though Sands is already a strong contender because of its size and its successful resort in Singapore, some observers in Japan believe Adelson’s relationship with Trump has helped move Las Vegas Sands closer to the multibillion-dollar prize.

Just a week after the U.S. election, Prime Minister Abe arrived at Trump Tower, becoming the first foreign leader to meet with the president-elect. Ivanka Trump and Jared Kushner were also there. Abe presented Trump with a gilded $3,800 golf driver. Few know the details of what the Trumps and Abe discussed at the meeting. In a break with protocol, Trump’s transition team sidelined the State Department, whose Japan experts were never briefed on what was said. “There was a great deal of frustration,” said one State Department official. “There was zero communication from anyone on Trump’s team.”

In another sign of Adelson’s direct access to the incoming president and ties with Japan, he secured a coveted Trump Tower meeting a few weeks later for an old friend, the Japanese billionaire businessman Masayoshi Son. Son’s company, SoftBank, had bought Adelson’s computer trade show business in the 1990s. A few years ago, Adelson named Son as a potential partner in his casino resort plans in Japan. On a Las Vegas Sands earnings call a few days after Trump’s inauguration, Adelson touted that Abe had visited the company’s casino resort complex in Singapore. “He was very impressed with it,” Adelson said. Days later, Adelson attended the February breakfast with Abe in Washington, after which the prime minister went on to Mar-a-Lago, where the president raised Las Vegas Sands. A week after that, Adelson flew to Japan and met with the secretary general of Abe’s Liberal Democratic Party in Tokyo.

The casino business is one of the most regulated industries in the world, and Adelson has always sought political allies. To enter the business in 1989, he hired the former governor of Nevada to represent him before the state’s gaming commission. In 2001, according to court testimony reported in the New Yorker, Adelson intervened with then-House Majority Whip Rep. Tom DeLay, to whom he was a major donor, at the behest of a Chinese official over a proposed House resolution that was critical of the country’s human rights record. At the time, Las Vegas Sands was seeking entry into the Macau market. The resolution died, which Adelson attributed to factors other than his intervention, according to the magazine.

In July, the Japanese Diet passed a bill with more details on what casinos will look like and laying out the bidding process. The absolute limit on casino floor area had been dropped from the legislation.

Meanwhile, the Trump administration has made an unusual personnel move that could help advance pro-gambling interests. The new U.S. ambassador, an early Trump campaign supporter and Tennessee businessman named William Hagerty, hired as his senior adviser an American executive working on casino issues for the Japanese company SEGA Sammy. Joseph Schmelzeis left his role as senior adviser on global government and industry affairs for the company in February to join the U.S. Embassy. (He has not worked for Sands.)

ADELSON’S INFLUENCE has spread across the Trump administration. In August 2017, the Zionist Organization of America, to which the Adelsons are major donors, launched a campaign against National Security Adviser H.R. McMaster. Just weeks after being confirmed, Pruitt met with Watergen executives at Adelson’s request. Pruitt promptly mobilized dozens of EPA officials to ink a research deal under which the agency would study Watergen’s technology. EPA officials immediately began voicing concerns about the request, according to hundreds of previously unreported emails obtained through the Freedom of Information Act. They argued that the then-EPA chief was violating regular procedures.

A veteran scientist at the agency warned that the “technology has been around for decades,” adding that the agency should not be “focusing on a single vendor, in this case Watergen.” Officials said that Watergen’s technology was not unique, noting there were as many as 70 different suppliers on the market with products using the same concept. EVEN AS THE CASINO business looks promising in Japan, China has been a potential trouble spot for Adelson. Few businesses are as vulnerable to geopolitical winds as Adelson’s. The majority of Sands’ value derives from its properties in Macau. It is the world’s gambling capital, and China’s central government controls it.

“Sheldon Adelson highly values direct engagement in Beijing,” a 2009 State Department cable released by WikiLeaks says, “especially given the impact of Beijing’s visa policies on the company’s growing mass market operations in Macau.”

At times, Sands’ aggressive efforts in China crossed legal lines. On Jan. 19, 2017, the day before Trump took office, the Justice Department announced Sands was paying a nearly $7 million fine to settle a longstanding investigation into whether it violated a U.S. anti-bribery statute in China. The case revealed that Sands paid roughly $60 million to a consultant who “advertised his political connections with [People’s Republic of China] government officials” and that some of the payments “had no discernible legitimate business purpose.” Part of the work involved an effort by Sands to acquire a professional basketball team in the country to promote its casinos. The DOJ said Sands fully cooperated in the investigation and fixed its compliance problems.

A year and a half into the Trump administration, Adelson has a bigger problem than the Justice Department investigation: Trump’s trade war against Beijing has put Sands’ business in Macau at risk. Sands’ right to operate expires in a few years. Beijing could throttle the flow of money and people from the mainland to Macau. Sands and the other foreign operators in Macau “now sit on a geopolitical fault line. Their Macau concessions can therefore be on the line,” said a report from the Hong Kong business consultancy Steve Vickers & Associates.

A former Sands board member, George Koo, wrote a column in the Asia Times newspaper in April warning that Beijing could undercut the Macau market by legalizing casinos in the southern island province of Hainan. “A major blow in the trade war would be for China to allow Hainan to become a gambling destination and divert visitors who would otherwise be visiting Macau,” Koo wrote. “As one of Trump’s principal supporters, it’s undoubtedly a good time for Mr. Adelson to have a private conversation with the president.”

It’s not clear if Adelson has had that conversation. According to The Associated Press, Adelson was present for a discussion of China policy at the dinner he attended with Trump at the White House in February 2017. In September, Trump escalated his trade war with China. He raised tariffs on $200 billion Chinese imports. China retaliated with tariffs on $60 billion of U.S. products.

Adelson has said privately that if he can be helpful in any way he would volunteer himself to do whatever is asked for either side of the equation — the U.S. or China, according to a person who has spoken to him.
