GOING TO THE OFFENSIVE: A U.S. Strategy to Combat Russian Information Warfare

Moscow continues to wage an offensive information campaign designed, in the words of the U.S. Director of National Intelligence, to “weaken and divide the United States.” But Washington has been reactive, slow to respond, and focused on defensive measures. The United States needs to adopt a proactive, offensive campaign to coerce Russia to curb its information warfare efforts, punish Moscow when further incidents occur, and exploit Russian weaknesses and vulnerabilities. The Reagan administration’s strategy and actions offer a useful template.

Moscow considers the United States its main adversary. Russian leaders are engaged in an aggressive, offensive information campaign designed to sow discord inside the United States, create fissures between Washington and its allies, undermine U.S. influence around the world, and increase Russia’s power and influence. In an opinion poll published earlier this year, most Russians identified the United States as their country’s primary enemy.1 Moscow’s actions have been a reaction, in part, to three decades of perceived humiliation following the collapse of the Soviet Union, the expansion of the European Union and NATO to Russia’s borders, and what Russian leaders view as U.S. meddling in nearby countries like Ukraine.

In response, the U.S. government has been flat-footed and reactive. While Russia has maintained its ability to conduct information warfare over the past several decades, the United States is ill-prepared to fight a new Cold War. The United States largely abandoned these capabilities following the collapse of the Soviet Union. After 9/11, the United States focused on lethal, not political or information, operations: finding and targeting terrorists and other adversaries around the world with sophisticated intelligence and precision-strike capabilities. Yet these lethal capabilities are of limited value against adversaries who are fighting primarily with information and disinformation.

The United States needs to quickly develop an information warfare campaign—both overt and covert—that can compete with Russia and other adversaries. Thankfully, the United States doesn’t have to start from scratch. During the late Cold War, the United States established an effective and proactive information campaign against the Soviet Union that combined overt and covert programs. While much has changed over the past four decades—including the evolution of technology and the use of social media—the Reagan administration’s playbook offers a useful model.

This CSIS Brief involves the collection and analysis of thousands of pages of primary source U.S. and Russian documents—many of which have been recently declassified—from the 1980s on Moscow’s “active measures” campaign and the Reagan administration’s response. It also includes new information on one of the Central Intelligence Agency’s most successful covert action programs of the Cold War: the support to Solidarity in Poland, codenamed QRHELPFUL. Using this information, the rest of this brief is divided into four sections. The first analyzes Soviet active measures during the Cold War. The second section outlines the Reagan administration’s response. The third highlights the successes of QRHELPFUL. The fourth section discusses lessons for today.

I agree that current way of doing civil asset forfeiture is wrong, Unconstitutional, and tends to create corrupt police forces. I have personally witnessed a landlord suspiciously angry about tenants dealing drugs in his rental home downstairs unit. He reported activity to the police (twice while outraged because of wife/two week old son in the unit upstairs) and discovered that the police intentionally made both reports out to be "responses to domestic disputes".

Why did police do this?

Because when the bust happens, police can seize the landlords home.

Set up. Plain pure simple corruption.

And it is wrong.

It causes landlords to shut up about drug activity. Not good.

But there is a solution, that would accomplish what Huber needs, without destroying the Constitution. It is an easy procedural one:

Civil asset forfeiture often takes property from innocent owners without ever charging the owner at all. The property is charged with the crime. That ought to have anons almonds wondering in and of itself.... Attempted end run around Constitutional rights against search and seizure? One has to ask, frankly.

Police have enough corruption to deal with, without having to cope with corruption incentives among their own ranks. They should not have to depend on finding a way to do something unjust for a paycheck. Period.

Anons should look at the unconstitutionality of civil asset forfeiture. (And so should Huber)

Huber said we needed to have a discussion.

It is HUGE problem with our Constitution, just the way it is being done.

Many local police are good, and many are corrupt. The courts are taking up the issue, but, we need to have a Constitutional ruling to remind the government that:

"freezing" assets is one thing;

but "taking assets permanently, without so much as a charge of any wrongdoing on the part of the owner, is totally inescapably FLAWED, and unconstitutional.

I think later this week will take HUBERS letter, paragraph by paragraph and tell him why it is wrong, while addressing his concern, as they are also important where he raises them.

I think given the need to seize assets of cabal criminals world wide, to be returned to the people of the world, we need to come up with a Constitutional solution.

Perhaps hold assets in escrow until charges and conviction? Seems Huber believes there are only two options.

C.1.) in cases of humans, follow the constitution because Americans are flesh and blood humans protected under the Constitution.

All other non humans such as corporations, trusts, NGO's, Non Profits etc etc are called "fictitious persons". (which have limited constitutional rights, for instance, they are not allowed to vote etc); Take the assets, but place in escrow holding until conviction.

Then, Constitutionally, this would be proper, but would still work as the "Tool" Huber spoke of in his letter. The problem is legally disarming (((them))) without destroying the Constitution. We need to keep our Constitution, but enable the good guys in fighting the cabal.

The states can absolutely figure out another way to tackle the loss in revenue and the companies affected are more than able to be resilient with other, non-regulated, governed items, if they are with their salt and if freedom/capitalism is truly embraced. We don’t know her birth time which makes it hard to pin down the Moon (emotions) but appears to be in Gemini. If it is later degrees then it fits into the Saturn pattern above. And would have squared (obstacles) the Uranus/ Pluto/ Mars — meaning she was a “hell raiser” as a child, rebellious and stubborn. Hard for her parents or any authority figure to control.
