The conference committee question

The House and Senate must now reconcile their respective versions of the NDAA through a conference committee.

The New Paradigm Institute has identified 13 key offices involved in the process, including the Chairs and Ranking Members of the Armed Services and Intelligence Committees and congressional leadership.

“The same Armed Services and Intelligence Committee leadership that ran the 2023 negotiations are holding the pen,” the organisation warned. “They can quietly delete the teeth of this bill with no recorded vote and no public debate.”

The institute has created an online tool allowing members of the public to email and call all 13 offices simultaneously, and stressed that telephone calls carry more weight than emails in congressional advocacy.

“Closed doors only work when they think no one is paying attention,” the organisation urged.

Scepticism and the evidence gap

It is worth noting that the debate around UAP disclosure continues to rest on an unusual foundation: there is no publicly available, independently verified physical evidence of non-human intelligence or technology.

While a number of current and former US government officials and military personnel have made claims, including under oath in congressional testimony, about the existence of retrieved materials and non-human craft, none have produced or publicly identified such evidence.

Online communities dedicated to UAP discussion reflect this tension. Some supporters of the bill argue that the legislation itself is the mechanism by which evidence would be surfaced.

“That’s exactly why the UAPDA needs to get passed. It’s how we get the evidence, if it exists, released,” one supporter of the bill argued. “What is irregular is why anyone, if UFOs and alien tech are all fake, would be opposed to this bill.”

Others are more cynical about the prospects for genuine transparency.

“Unless you have a seat with the gang of eight, and a spare couple of billion for ‘campaign donations’, nothing we do genuinely matters,” one commenter observed.

Some advocates, however, point to the repeated gutting of the legislation itself as circumstantial evidence that something substantive is being protected.

“Them gutting the UAPDA each year is what most makes me think there might be something to all this,” another commenter reflected.

The climate dimension

There is a further argument gaining traction in some policy circles that adds urgency, and controversy, to the disclosure debate.

If, as some claimants allege, recovered non-human technology includes advanced energy or propulsion systems that operate outside known physics, the implications would extend well beyond national security.

Such technology, were it to exist and be withheld, could represent a suppressed solution to the global climate crisis.

Under that framing, anyone with knowledge of or authority over such materials who actively prevents their disclosure could be argued to be obstructing the development of technologies capable of addressing the worst effects of climate change, from rising sea levels to extreme weather events to food insecurity. It is a provocative line of reasoning and one that remains entirely contingent on the unproven premise that such technology exists.

But it illustrates the stakes that disclosure advocates believe are in play, and helps explain why the debate generates such intensity despite the absence of hard public evidence.

What happens next

The timeline for the NDAA conference process is not fixed, and the final bill could emerge at any point in the coming weeks. There will be no public hearings on which provisions survive and which are removed.

For advocates of UAP transparency, the window to exert influence is narrow and closing. For sceptics, the annual cycle of legislative ambition followed by quiet retreat raises its own questions about whether Congress is engaged in a genuine effort at oversight or simply managing public interest in a topic that refuses to go away.

Nearly 100 Election Ballots Discovered Among Discarded Mail in Seattle Dumpster

Nearly 100 voters in Washington state have been issued replacement ballots after election workers recovered a large collection of undelivered mail from a dumpster at a Seattle park, just days before the midterm elections, according to KOMO News.

The incident came to light when a resident alerted King County Elections to suspicious mail disposal at Golden Gardens Park. County employees investigated and discovered two containers of discarded correspondence, including 92 election ballots that had never reached their intended recipients.

The KOMO report says that all 92 ballots have since been replaced, while federal postal authorities have been notified and are examining the circumstances surrounding the discovery.

King County Elections Chief of Staff Kendall Hodson said stolen mail occasionally turns up in public places during election season. According to Hodson, investigators generally find that criminals are searching for valuables or sensitive personal information rather than attempting to interfere with voting. Ballots are often simply thrown away with the rest of the stolen correspondence.

The U.S. Postal Service confirmed it was aware of the Seattle incident and indicated that its Office of Inspector General was handling the matter.

Election administrators also sought to reassure residents that the discovery does not mean the missing ballots could be used to cast fraudulent votes. Washington's election system uses individual tracking identifiers for voters and ballots, along with a review process intended to prevent duplicate submissions.

Officials examine the signature accompanying every returned ballot against the voter's registration records. Employees conducting those reviews receive instruction from the Washington State Patrol, and any questionable signatures trigger an additional verification process.

Rather than immediately rejecting a ballot with an uncertain signature, election workers contact the voter and provide an opportunity to establish that the ballot was legitimately submitted. Those discrepancies can be addressed until the day preceding the election's official certification.

Appeals Court Throws Out Alex Berenson's Case Against Pfizer Executives

A federal appeals court has thrown out a lawsuit from independent journalist Alex Berenson accusing Pfizer executives of pressuring Twitter to censor him because of his comments opposing COVID-19 vaccines.

A unanimous panel of U.S. Court of Appeals for the Second Circuit judges on Oct. 20 determined that Twitter's terms of service were not altered by a subsequent "five strikes" policy and promises made to Berenson that his posts on COVID-19 vaccines would not lead to strikes.

The terms said that Twitter may suspend or terminate an account "at any time for any or no reason," including for violations of Twitter rules and policies.

"The five-strike policy is clearly among the 'Rules and Policies' that the Terms of Service contemplates," the circuit judges said in the decision.

"However, the provision makes clear that suspension or termination of an account is not limited to violations of that policy; rather, as noted above, such suspension or termination could be 'at any time for any or no reason.'

"Thus, the five-strike policy is not wholly incompatible or inconsistent with the Terms of Service and did not modify it."

Twitter executive Brandon Borrman's comments to Berenson before he was banned from Twitter - including that "the points you're raising should not be an issue at all" - are too vague to modify the terms of service, the panel also said.

The appeals court judges also agreed with other conclusions from U.S. District Judge Jessica Clarke, a New York-based judge who wrote in a 2025 decision that Berenson "has not plausibly alleged the existence of a cognizable protected class, or any discriminatory animus" from the Pfizer executives.

Russian forces have launched an overnight attack targeting the Ukrainian military logistics network in the northeastern Kharkov Region, the Defense Ministry in Moscow has said. The list of targets included three hubs used to store and redistribute supplies for the armed forces and dual-use goods, the ministry said in a statement published on Sunday.

Separately, Russia also struck a bulk freighter in the Black Sea that was carrying military supplies to the Ukrainian port city of Chernomorsk, the ministry added. The attacks were part of a broader operation that involved strikes on Ukrainian energy and transport infrastructure used to support the military, as well as drone storages and launch sites in a total of 159 locations over the past 24 hours.

Ukrainian officials confirmed strikes on the city of Kharkov, adding that an “industrial facility” was among the targets.

According to the Russian Defense Ministry, the nation’s air defense systems intercepted a total of 532 Ukrainian drones during Sunday night alone. The drones were used in attempted attacks on more than two dozen Russian regions, the ministry stated.

Ukraine’s tactics have led to tension between Kiev and Washington. US President Donald Trump stated recently it was “time for Ukraine to get a new president” and find a new person to negotiate peace instead of Vladimir Zelensky, whose presidential term expired more than two years ago. The American president also questioned the Ukrainian leader’s willingness to reach a deal with Moscow and criticized him for continued strikes on Russian oil refineries despite Washington’s repeated requests to stop.

Zelensky has said that Ukraine’s Western backers failed to provide advance warning about Russian ballistic missile launches twice in one week in October. He maintained however, that cooperation between Kiev and Washington had not been suspended, echoing Trump’s earlier remarks in which he said the US is “helping [Ukraine], and we are sharing intel.”

OpenAI has restricted internet access for training its most powerful artificial intelligence (AI) models after agents found ways to escape isolated computing environments. It will switch to an offline setup with cached web pages for reinforcement learning.

The findings published by the company on Friday come amid growing concerns over the cybersecurity risks posed by increasingly capable AI agents, which can identify software vulnerabilities and exploit weaknesses in the systems they interact with. Security researchers have warned that such capabilities could allow agents to exploit flaws in the safeguards designed to contain them.

OpenAI said one of its research models gained limited internet access on September 20 by exploiting a misconfiguration in the system that translates web addresses into IP addresses. The company contained the incident and paused training and evaluation of its most advanced models while strengthening its defenses.

Military boards are disobeying Defense Secretary Pete Hegseth’s ban on openly transgender-identifying service members in the U.S. Armed Forces.

Nine of 12 Navy and Marine Corps review boards have recommended retaining transgender service members despite Pentagon directives calling for their discharge, according to The New York Times. The decisions raise questions about enforcement of Defense Secretary Pete Hegseth’s military personnel policies and whether individual review boards are prioritizing their own ideology over the Pentagon’s stated readiness standards.

Directly after this executive order, the Pentagon enacted a system paying transgender service members to voluntarily separate from the military, the Times reported. As a result, hundreds left.

Those who challenged their dismissal faced three-member separation boards, according to the outlet. Those officers were given a set of criteria that a service member must meet to be dismissed. Boards of sailors and Marines have completely disregarded the criteria.

The Pentagon told the Daily Caller News Foundation that it does not comment on ongoing litigation.

Nokturnal calls Unruly a long-range, one-way attack drone. The Pentagon selected the firm to compete in its $1.1 billion Drone Dominance program.

Luna voted for the One Big Beautiful Bill and the House’s FY2026 Defense Appropriations Act. The defense bill set aside $400 million for APFIT, a Pentagon program that makes $10 million to $50 million awards to small or nontraditional defense contractors.

Luna has argued that Congress should stop enriching personal portfolios with official knowledge. Her disclosure valued Gamberzky’s Nokturnal stake at $1 to $1,000 before the reported awards; it does not disclose its current value. Mother Jones reported Luna did not answer questions about financial benefits from the company.

The order to demolish homes near where Friday’s incident took place, he added, “will begin to be implemented within the next hour, and the demolitions will continue throughout the afternoon.”

Mustafa Barghouti, founder and leader of the Palestinian National Initiative (PNI), was among those warning that what comes next will not be good for the Palestinian people, calling the complete closure of the West Bank “an act of collective punishment.”
