It looks like the Defense Department will indeed be taking over background investigations.
National Background Investigations Bureau Director Charles Phalen said on Aug. 7 that DOD is expected to absorb the Office of Personnel Management bureau’s facilities, assets, personnel and workload.
The move has not yet been finalized, but comes after a mandate in the 2018 defense spending bill ordering the Pentagon to take over background investigations for DOD personnel and contractors from NBIB -- worth that amounts to 70 percent of the bureau’s 2 million annual investigations.
The White House's government reorganization plan, released in June, indicated that integrating NBIB into DOD would be more efficient than splitting the background investigations workload across two agencies. The Trump administration is reportedly preparing an executive order to finalize such a move, according to FedNewsRadio.
Phalen, who spoke at a NextGov event on insider threats, said OPM had been working with DOD to divorce the responsibilities “and continue to make it work” per the NDAA mandate, but seemed confident the split won’t happen.
“The truth is that split would’ve been debilitating, distracting and frankly pretty counterproductive,” he said. “The good news is the administration has determined that this bifurcation probably is not a good idea.”
Ultimately, Phalen said, switching departmental control was better for the organization’s functionality.
“I think in the long run, this is a much better solution and will keep us able, as an intact organization, to focus on the most important stuff that we’re doing as the initial trust determinations that are made by individuals working for and in the government and the ability to keep track of those individuals,” he said.
Phalen also said NBIB and DOD were working on building out NBIB's “functional” but “fairly old” IT system, which will ultimately “underpin the whole of government investigative and vetting processes” and house “the 'permanent record' that the nuns always warned me about when I was in elementary school.”
That permanent record is critical for continuous evaluation and vetting, he said, which is part of a case management system that is under development but won’t be ready by next year.
While there’s a technical component to preventing insider threats, there’s growing consensus that hacking human behavior will be more efficient in stopping threats before they happen.
Phalen emphasized that catching the problem early is critical, saying “if you don’t get the human part right, the rest of the security might not matter.”
William Evanina, the National Counterintelligence and Security Center director, concurred with Phalen during his speech, calling for a viable behavioral reporting system.
“We do really good job in the government and in the private sector of electronic monitoring,” he said, “But do we really have a fix on the behavioral issues?”
Evanina said the country isn’t there yet, but the government is working on a solution that would protect civil liberties and facilitate good information that prevents insider threats.
Wayne Belk, who leads the National Insider Threat Task Force out of the Office of the Director of National Intelligence, said that noticing behavior -- rather than individual characteristics – is key to stopping insider threats.
“All of us to some extent exhibit narcissism, or some of these other characteristics,” he said. “So you have to be careful about telling your workforce” what to look for.
Belk suggested that insider threat teams should employ or have access to behavior analysts or psychologists “who actually know what that [behavior] means and can evaluate it,” he said. Government’s most successful insider threat programs have behavior analysts on staff or access to them, he added.
“The technology is not going to find your answer,” he said. “You’re not looking at the people, you’re looking at the activity, and that’s particularly critical when it comes to the technology. You want to be looking for what’s abnormal in the activities and behaviors of individuals on your networks.”

Trump cuts staff from financial watchdog office: report

Around 40 staff members at the Office of Financial Research were told they are losing their jobs on Wednesday, according to Reuters.
The office, part of the Treasury Department and created as part of the the Dodd-Frank legislation, is tasked with identifying financial risks and stress on global financial markets.
The move was part of the administration’s larger plan to vastly reorganize the structure of the federal government, as announced in June.President Trump proposed slashing the office's budget and slashing employees last May.
The Wall Street Journal reported that cuts were expected last December.

Certainly some interesting political developments yesterday. Former House Speaker Dennis Hastert indicted; former State Senate Majority Dean Skelos indicted; and the FBI, state troopers and state Attorney General staff search the homes of Steve Pigeon, Steve Casey and Chris Grant. And oh yeah, the Sabres finally hired a new coach and former Governor George Pataki announced his candidacy for president. It’s amazing that the News could cram it all into this morning’s edition.
This post concentrates on the local angle -- the Pigeon-Casey-Grant story. This is primarily a “what we know” or “what we know if we dig a little” post. There are a lot of facts and history involved in all of this.
First a point of order and a disclaimer. The point of order is that none of the three politicos has been arrested, indicted or charged with anything. And even if that does happen, they are entitled to the presumption of innocence. Pigeon has repeatedly labelled accusations against him a “political witch hunt.” This post will just lay out some facts and history. As Pete Seeger sings in “Waist Deep in the Big Muddy,” “well, I’m not going to point any moral; I’ll leave that for yourself…”
And the disclaimer. I’ve known Steve Pigeon for over thirty years. We’ve never been what I would call friends. Customers using devices from four major cell phone carriers could unknowingly be exposing sensitive data to hackers, according to the Department of Homeland Security (DHS). Fifth Domain reports that DHS-funded researchers from mobile security firm Kryptowire have found vulnerabilities in phones used by Verizon, AT&T, T-Mobile and Sprint. The flaws are built into phones by manufacturers, and include a loophole that could exploit data, emails and text messages.
DHS hasn't specified which manufacturers are involved, but a source has revealed that "millions" of US customers are at risk. DHS program manager Vincent Sritapan told Fifth Domain that the vulnerability could "escalate privileges and take over the device" without the device owner's knowledge, and said that it would be difficult to tell whether the flaw has been exploited.
The manufacturers involved were allegedly alerted to the issue as early as February, when the flaw came to light following Kryptowire's research into the Blu phone company. The team is expected to release more details later this week, but if the issue is as pervasive as initial reports suggest, US cell phone carriers have a major problem on their hands. Engadget has reached out to Verizon, AT&T, T-Mobile and Sprint for comment.

Congressman Collins is quoted by the News as saying that Steve Pigeon had nothing to do with his congressional campaigns, and there is no reason to doubt that. But Collins chose his words carefully because he was certainly aware of how his assistant in the county executive’s office, Chris Grant, worked with Steve Pigeon and Steve Casey in 2010 to deliver a working majority in the county legislature for Collins’ benefit. Jobs were provided on the legislative staff to people associated with Steve Casey.
There was nothing illegal about that, but the point is, Grant worked hand-in-hand with the two Steves.
Chris Grant was (is?) a principal in Herd Solutions, a political consulting firm. In 2013 he became Chris Collins’ chief of staff. In March 2013 he filed a new employee Disclosure Statement with the House of Representatives stating that he had $154,366 in income through Herd Solutions in 2012. One or more potential Republican judicial candidates in 2014 were encouraged by party leadership to use Grant for the preparation of campaign materials.
The United States House of Representatives Committee of Ethics requires House staff members who make approximately $120,000 or more per year (actually $120,749 in 2014) to file a Financial Disclosure statement by May 15 each year. To quote from the Committee’s guidelines: Financial Disclosure Reports include information about the source, type, amount, or value of the incomes of Members, officers, certain employees of the U.S. House of Representatives and related offices, and candidates for the U.S. House of Representatives. These reports are filed with the Clerk of the House as required by Title I of the Ethics in Government Act of 1978, as amended. 5 U.S.C. app. 4 § 101 et seq.
Section 8 of the STOCK Act of 2012, as amended, requires the Clerk of the House of Representatives to provide online public access to financial disclosure reports filed by Members of Congress and candidates for Congress.
Note that the law does not provide for public access to financial disclosures of Congressional staff members. Riedl continues, “From that baseline, Sanders has proposed a Social Security expansion, including higher cost-of-living adjustments and higher minimum benefit levels, that the liberal Tax Policy Center estimates will cost $188 billion over the next decade. The Tax Policy Center also scores the Sanders “free college” proposal at $807 billion over the next decade.”
Next: the socialist idea of guaranteeing jobs paying $15 an hour for anyone who wants one. Riedl cites the liberal Center on Budget and Policy Priorities, which estimated the cost could run $6.8 trillion over the next decade.
Infrastructure and student loans? Noting that Senate Democrats have promised $1 trillion for new infrastructure, and House Democrats want to pay of the entire $1.4 trillion in student loan debt, Riedl writes that would cost $42.5 trillion on top of the $12.4 trillion baseline deficit.

I was the one who wrote that response so I'll give my honest input. I don't have any problems with ads on a website. I do however have problems with them taking over my phone and browser and for that reason alone I won't be using the site. If you can find a way to put up ads around the content I'm fine with that.
As far as donations, gofundme, whatever, that's again entirely up to you. I can understand possibly needing help to fund the site. Doing it thru donations still gives the user a choice in the matter instead of being violated by popups without warning.
With all of that being said I think that if you want to be a contributor to the movement then do it from your own pocket to the best of your ability.
