During the 2025 legislative session, SB 1851 was passed and then enacted into law. This law bars cities from raising property taxes above the no-new-revenue rate if they do not meet Texas’s financial statement audit and transparency requirements. Last month, Attorney General Paxton demanded documents from over 1,000 municipalities as part of an ongoing investigation to determine statewide compliance with SB 1851. That led to the identification of over 130 cities that failed to comply with the statutory requirements for the new fiscal year.

Now, Attorney General Paxton has notified those cities that they are subject to the enforcement provisions and penalties established under SB 1851 and may not adopt property tax increases above the no-new-revenue rate. These letters are addressed to an initial list of non-compliant cities, and the investigation remains ongoing. The OAG will continue to take additional action and make further determinations as more cities are found to be out-of-compliance with audit requirements.

“I will not allow cities to unlawfully raise taxes on hardworking Texans. That is why I took aggressive action against over 130 Texas cities to hold them accountable and ensure they comply with state law,” said Attorney General Paxton. “Cities cannot fail to abide by state audit requirements without consequences. My office will continue to aggressively enforce Texas law to protect taxpayers across the state.”

The Pentagon has unexpectedly called off the deployment of an armored brigade to Poland, marking a significant move in line with President Trump’s plan to reduce the US military presence in Europe, Wall Street Journal reported on Thursday.

The decision reportedly surprised some military officials.

The cancellation came after the Pentagon announced earlier this month that 5,000 US troops would be withdrawn from Germany.

That announcement followed Trump’s anger over German Chancellor Friedrich Merz’s criticism of the White House’s handling of the US war with Iran.

Trump has said the reductions in Europe will go beyond Germany, telling reporters that Washington is “cutting a lot further than 5,000” troops and warning that forces could also be withdrawn from Italy and Spain.

According to the Pentagon, the broader objective is for European allies to take greater responsibility for conventional defense, allowing the US to scale back its military role on the continent.

US officials said the canceled deployment of the 2nd Armored Brigade Combat Team of the 1st Cavalry Division, a unit of more than 4,000 troops, is part of a wider reshaping of America’s military footprint in Europe.

More changes are expected. Although the brigade was scheduled to go to Poland, some of its units could have been stationed elsewhere in Europe.

The Wall Street Journal reported last month that the Trump administration was considering removing US troops from bases in some European countries that did not support Washington during its war with Iran.

Still, the move was notable because the Trump administration has maintained close ties with Poland. Trump had even suggested earlier this month that some US troops could be moved from Germany to Poland.

Military commanders had already submitted proposals for how to carry out the 5,000-troop reduction in Germany, and many expected a gradual, organized review of the US force posture in Europe.

Instead, Defense Secretary Pete Hegseth moved more quickly than expected, surprising many in the defense establishment.

Some troops and equipment from the “Black Jack” brigade were already on their way when the deployment was canceled.

Justice Department Investigation Determines Yale’s Medical School Discriminated Based on Race in Admissions

The Justice Department’s Civil Rights Division has completed a year-long investigation into the admissions policies and practices at the Yale School of Medicine.

Yale’s documents show that its leadership intentionally selected applicants based on their race. Yale’s documents reveal that they studied how to use racial proxies to circumvent the Supreme Court’s prohibition on using race to select students. Yale’s admissions data demonstrate that Black and Hispanic students have a much higher chance of admission to Yale than White or Asian students with the same test scores.

“Yale has continued its race-based admissions program despite the Supreme Court and the public’s clear mandate for reform.” said Assistant Attorney General Harmeet K. Dhillon of the Justice Department’s Civil Rights Division. “This Department will continue to shed light on these illegal practices, and demand that institutions of higher education comply with federal law.”

The investigation showed that, in general, Black and Hispanic applicants were admitted with consistently lower academic qualifications than their White and Asian counterparts. These facts support the Department’s finding that Yale violated the law by intentionally discriminating based on race in its admissions, in clear violation of federal law.

Medical schools use substantial federal financial assistance to train the next generation of doctors. The Department is continuing its focus on eradicating illegal race politics from admissions at medical schools, where quality and excellence are vitally important to public safety.

Democratic Rep. Steve Cohen drops reelection bid after redistricting in Tennessee

Democratic Rep. Steve Cohen of Tennessee announced Friday that he's dropping his bid for reelection in the state's ninth congressional district, a seat he's held since 2007.

He made the decision in light of the Tennessee legislature's redistricting, which affected his district in Memphis. Cohen, 76, is Tennessee's only Democrat in Congress.

"This is by far the most difficult moment I've had as an elected official," he said as he opened his remarks.

Cohen, a fourth-generation resident of the Memphis area, said he'll be retiring from public life.

He said he "considered" running in one of the new districts, but said they are "nothing like the ninth district that I've represented."

"I've had the great honor to represent the ninth district for the last 19 and a half years. And it's been a district that is a majority African-American district," he said.

The redistricting vote by the GOP-dominated state legislature last week drew protests for splitting the Memphis population into parts of several different districts that lean more Republican.

In his time in Congress, Cohen has served on the House Permanent Select Committee on Intelligence, the House Judiciary Committee and the House Committee on Transportation and Infrastructure, focusing on issues like civil rights and policing reform.

"The first Jewish person elected to represent Tennessee in the Congress, Steve has been a powerful champion for civil rights, leading passage of a resolution issuing the first formal apology for slavery in the U.S.," House Democratic Leader Hakeem Jeffries said in a statement. He noted that Cohen led hearings on the Voting Rights Act, police reform and racial justice, "reaffirming his commitment to making true America's promise of equality and justice for all."

"The city of Memphis, the Congress and the nation are better because of Steve's commitment to making a difference," Jeffries said.
