Otis M. Lucas Portsmouth – Otis M. Lucas went home to be with the Lord on Saturday, June 14, 2014 at Maryview Medical Center. Born on February 6, 1939 in Portsmouth, Virginia to the late Bishop Joe Percy Lucas, Sr. and the late Novella Copeland Lucas, Otis was the fourth born of seven children. He was predeceased by his father, Bishop Joe Percy Lucas, Sr. and mother Novella Copeland Lucas; three sisters, Margie R. Lucas, Bobby-Jean Lucas and Arlener Lucas Parker; and one brother, Bishop Joe Percy Lucas, Jr. Otis is survived by two brothers, John W. Lucas (Aida) of Florida and James W. Lucas of New Jersey.

Otis married L. Louise Boone and of this union were three children, Jeffrey, Lisa and Theresa. Otis is predeceased by his son, Jeffrey Lee Lucas, Sr. and daughter-in-law, Marita B. Lucas. Otis leaves to cherish his memory; first wife, Senator L. Louise Lucas, daughters, Lisa Louise Lucas-Burke (Herbert) of Portsmouth and Theresa Lynn Lucas Lamb (Stephen) of Chesapeake. Seven grandchildren: T. Nicole Bremby, Quincy Obrian Lucas (Lynette), Demesha LaToya Foster, Natalie Louise Lucas, Ryan Darnell Eichelberger, Jeffrey Lee Lucas, Jr. and Ebony Hardy; six great grandchildren: Kobi Lee Lucas-McDade, Gabrielle Marie Lucas, Tyler Alexander Johnson, Bria A. Hardy, Brittany N. Payne and Ameer M. Baker; and a host of nieces, nephews, cousins, in-laws and friends.

Otis married Elouise Mateen (Bertie County, N. C.) in 2001, who predeceased him in 2012. They leave to cherish their memory; Elouise’s daughter, Glenda V. Barez-Hunter (Raymond) of Georgia, and Elouise’s grandchildren (Maurice G. Pope, Jr., Andre T. Hill and Thomas E. Hill, II) and a host of family and friends.

Otis was a 1959 graduate of I. C. Norcom High School and served honorably in the U. S. Army. He worked as a Court Room Bailiff for 18 years prior to beginning several businesses in the city of Portsmouth. Entrepreneurial in spirit, Otis was the inspiration for Lucas Lodge and Lucas Transportation; the family owned businesses operating in the Lucas Professional Center. Devoted to Lucas Lodge, Otis was always one of the first to get to work each day; even while residing in Bertie County, N.C. Otis enjoyed riding his horses and navigating his boat “The Jeffrey Lee” named in memory of the late Jeffrey Lee Lucas, Sr.; but more than anything, he loved spending time with his family. His hobbies included art work, model airplanes, boats, cars, figurines and coin collection. Otis was a former member of Lebanon Lodge #34 Prince Hall Grand Lodge of Virginia.

The family will be accepting friends at the home of Senator L. Louise Lucas, 1 Eleanor Court South, Portsmouth. A memorial wake for Otis M. Lucas will be held at Metropolitan Funeral Home, 5606 Portsmouth Blvd on Friday, June 20, 2014 at 6:00 pm and a memorial home-going service will be held at St Mark Missionary Baptist Church, 2714 Frederick Blvd on Saturday, June 21, 2014 at 11:00 am. Russia cancels Victory Day celebrations in Crimea over 'safety concerns' amid Ukraine drone strikes

Amid intensified Ukrainian drone strikes, Russian proxy authorities in occupied Crimea have canceled Victory Day celebrations due to "safety concerns," Crimea's head of Russian occupation authorities, Sergey Aksyonov, reported on May 5.

Aksyonov said that this year in Crimea, there will be no military parade or other major events, including the regular Immortal Regiment march.

"This decision by the authorities is based on security considerations," Aksyonov wrote in a Telegram post, without mentioning Ukraine or drones.

"At the same time, we will do everything necessary and possible to pay tribute to our dear veterans, honor the memory of the fallen, and hold celebratory events in various formats. Crimea will mark our main holiday with dignity," Aksyonov added.

Meanwhile, Mikhail Razvozhaev, the head of the illegal Russian occupation government of Sevastopol, said on May 6 that city services are "actively" cleaning monuments to Soviet heroes, tending flower beds, planting flowers, and decorating streets with festive displays.

Every year on May 9, Russia stages large-scale military parades in Moscow and other cities in Russia and occupied Ukraine to commemorate the end of World War II in Europe.

The celebrations emphasize the Soviet Union's role in the victory, and the Kremlin uses the event to showcase its military might and reinforce official propaganda narratives around the war in Ukraine.

But projecting military might will be particularly tricky for the Kremlin this year — it will not feature traditional column of military vehicles "due to the current operational situation," Russia's Defense Ministry said April 28.

Drone attacks on Crimea

Ukraine has ramped up its strikes on Russian military facilities and infrastructure supporting the Russian army in recent weeks, both in occupied territories and inside Russia.

According to Razvozhaev, air raids were issued several times this week and in previous weeks in Crimea because of the threat posed by Ukrainian drones.

Ukraine's military intelligence agency (HUR) released a video on May 5 showing the targets within occupied Ukraine that were struck by its special operations unit "Ghosts."

The targets included a Be-12 Chaika aircraft, three Project 05060 boats, a support vessel, and a hangar for storing Project 05060 assault boats.

"Specialists from the 'Ghosts' unit… continue to implement a systematic approach to neutralizing Russian military facilities in the temporarily occupied Crimea," HUR wrote.

Victory Day ceasefire

Elsewhere, Ukraine sees no reason to observe a ceasefire proposed by Russia for its Victory Day celebrations, a senior Ukrainian official told the Kyiv Independent on May 6.

"We just don't see the point (to follow it) for the parade," the official, who spoke on condition of anonymity as they were not authorized to comment publicly, said.

The comment came after President Volodymyr Zelensky said Russia had violated a Ukrainian-proposed ceasefire 1,820 times by 10 a.m. local time, hours after it took effect.

Zelensky said on May 4 that Ukraine would implement a ceasefire starting May 6, after Russian President Vladimir Putin proposed a separate "Victory Day ceasefire" on May 8–9.

Moscow earlier scaled back its planned Victory Day parade, an annual showcase of its projected military strength, amid fears of potential Ukrainian attacks.

Ceasefires throughout the war, often proposed by Moscow during religious holidays, have never held. Russia violated the previous truce during Orthodox Easter 10,721 times over a 32-hour period in April, Ukraine's General Staff said.

Those catch my eye. They are healthcare and disability assistance businesses.

Lucas Lodge in particular has a history of serious incidents, including deaths, and the Virginia Department of Behavioral Health and Developmental Services website shows multiple Corrective Action Plans (CAP) across the past five years.

In her role as a state senator, Lucas serves on the Education and Health Committee, which oversees Behavioral Health and Developmental Services (DBHDS), as well as the Departments of Medical Assistance Services (DMAS) and Health (VDH).

I wonder if the FBI raid is in relation to either a) a fraud setup that is similar to what has been uncovered in Minnesota and/or b) an investigation by HHS-OIG or similar.

Sudan accuses Ethiopia, UAE over drone attacks on Khartoum airport

The Sudanese government has accused neighbouring Ethiopia and the United Arab Emirates of orchestrating drone attacks on Khartoum International Airport and other military installations in the capital.

According to authorities, the airport and parts of the Greater Khartoum area were hit on Monday, marking a renewed escalation after months of relative calm.

The calm followed the expulsion of the paramilitary Rapid Support Forces from Khartoum by the Sudanese army last year.

Sudan’s Foreign Minister, Mohieddin Salem, announced that the country has recalled its ambassador to Ethiopia for consultations over the incident.

The Information Minister confirmed that no casualties were recorded.

However, the Sudanese army claimed it has conclusive evidence that the drones were launched from Bahir Dar Airport in Ethiopia.

Military officials said they had previously tracked a drone, identified as Emirati-owned, entering Sudanese airspace from Ethiopia before it was shot down.

Ethiopia has denied any involvement in the attack, describing the allegations as unfounded.

The United Arab Emirates also rejected the claims, stating that the accusations undermine efforts to resolve the conflict in Sudan and amount to deliberate misinformation.

Earlier reports in February alleged that Ethiopia was hosting a camp to train RSF fighters and had upgraded the Asosa Airport for drone operations with backing from the UAE.

Both Ethiopia and the UAE denied those reports.Ethiopia’s Foreign Ministry reiterated that Sudan and Ethiopia share a long-standing relationship and called for dialogue among the warring parties in Sudan to end the conflict.

Lutnick Testifying Today On Epstein Ties After Dems Demand Subpoena

Commerce Secretary Howard Lutnick - a former neighbor and pal of Jeffrey Epstein who emailed the sex offender about visiting his Caribbean island (and then said it was 'nice to see him' in a subsequent email) - will provide closed-door testimony today in front of the US House committee investigating the Epstein's crimes and possible lapses in the law enforcement response.

While Lutnick initially claimed he barely knew Epstein (like everybody else), emails and other documents released earlier this year by the DOJ reveals he's full of shit.

About That Trip

As we noted in February, the trip, planned in 2012, came years after Lutnick claimed he cut all ties with the pedophile. Yet in December of that year, Lutnick sent an email to Epstein saying that he had a group of people, including his wife and children and another family, who were visiting the Caribbean - and inquired as to where Epstein was located and whether they could visit for a meal.

Ethiopia and UAE deny involvement in Sudan airport attack

Addis Ababa has dismissed the allegations as baseless, while Abu Dhabi described them as a fabrication aimed at prolonging the war

Ethiopia and the United Arab Emirates (UAE) have denied accusations by Sudan’s government that they were involved in Monday’s drone strikes on Khartoum International Airport.

Sudanese Foreign Minister Mohieddin Salem and military spokesperson Asim Awad Abdelwahab said on Tuesday that they had “conclusive evidence” that multiple airstrikes targeting key sites across the capital originated from Bahir Dar airport in Ethiopia. The officials also presented technical data claiming that a UAV marked S88 and allegedly linked to the UAE had been tracked crossing into Sudanese airspace from Ethiopian territory. Khartoum later recalled its ambassador in Addis Ababa in response to the incident.

In a statement issued by its Foreign Ministry on Tuesday, Addis Ababa dismissed the claims as “baseless” and accused “some belligerents” in Sudan’s civil war of committing “grave violations” of Ethiopia’s territorial integrity and national security.

“These violations include among others the extensive use of TPLF mercenaries in the conflict,” the ministry stated.

The Tigray People’s Liberation Front (TPLF) is a political and armed movement from Ethiopia’s northern Tigray region that dominated the East African country’s ruling coalition for decades before being sidelined in 2018. It waged a brutal two-year war against Ethiopia’s federal government from 2020 to 2022, resulting in tens of thousands of deaths and the displacement of millions.

The Ethiopian Foreign Ministry said the Sudanese Armed Forces has provided “arms and financial support” to TPLF fighters to facilitate their incursions.

“It is evident that these hostile actions, as well as the recent and earlier series of allegations by officials of Sudanese Armed Forces, are undertaken at the behest of external patrons seeking to advance their own nefarious agenda,” the ministry said.

A UAE official cited by Reuters described Sudan’s allegations as a “fabrication” and part of a “calculated pattern of deflection – shifting blame to others to evade responsibility for their own actions,” saying that they were intended to prolong the war and obstruct a genuine peace process.

Sudan’s war erupted in April 2023 between the army and the paramilitary Rapid Support Forces (RSF). The conflict has killed tens of thousands of people and displaced millions.

Open Records Laws Reveal ALPRs’ Sprawling Surveillance. Now States Want to Block What the Public Sees.

Wholesale exemption of ALPR information from disclosure under state public records laws would stymie the public’s ability to monitor how their government is using powerful and controversial surveillance technology.

Reporters, community advocates, EFF, and others have used public records laws to reveal and counteract abuse, misuse, and fraudulent narratives around how law enforcement agencies across the country use and share data collected by automated license plate readers (ALPRs). EFF is alarmed by recent laws in several states that have blocked public access to data collected by ALPRs, including, in some cases, information derived from ALPR data. We do not support pending bills in Arizona and Connecticut that would block the public oversight capabilities that ALPR information offers.

Every state has laws granting members of the public the right to obtain records from state and local governments. These are often called “freedom of information acts” (FOIAs) or “public records acts” (PRAs). They are a powerful check by the people on their government, and EFF frequently advocates for robust public access and uses the laws to scrutinize government surveillance.

But lawmakers across the country, often in response to public scrutiny of police ALPRs, are introducing or enacting measures aimed at excluding broad swaths of ALPR information from disclosure under these public records laws. This could include whole categories of important information: general information about the extent of law enforcement use; details on ALPR sharing across policing agencies; data on the number of license plate scans conducted, where they happened, and how many “hits” for license plates of interest actually occur; analyses on how many false matches or other errors occur; and images taken of individuals’ own vehicles.

No thanks. Public records and public scrutiny of ALPR programs have shown that people are harmed by these systems and that retained ALPR data violates people’s privacy. In this moment, lawmakers should not be completely cutting off access to public records that document the abuses perpetuated by ALPRs.

Transparency with privacy

To be sure, there are legitimate concerns about wholesale public disclosure of raw ALPR data. After all, many of the harms people experience from these systems are based on the government’s collection, retention, and use of this information. Public transparency rights should not exacerbate the privacy harms suffered by people subjected to ALPR surveillance. But many current proposals do not address legitimate privacy concerns in a measured way, much less seek to harmonize people’s privacy with the public’s right to know.

There is a better path to balancing privacy and transparency rights than outright bans or total disclosure.

Any legislative proposal concerning public access to ALPR data must start with this reality: ALPR data is deeply revealing about where a person goes, and thus about what they are doing and who they are doing it with. That’s a reason why EFF opposes ALPRs. It is dangerous that the police have so much of our ALPR information. Even worse for our privacy would be for police to disclose our ALPR information to our bosses, political opponents, and ex-friends. Or to surveillance-oriented corporations that would use our ALPR information to send us targeted ads, or monetize it by selling it to the highest bidder.

FBI Director Kash Patel issues urgent update on government UFO files

The head of the FBI Director has updated the public about the UFO files the president has said will be released.

This comes after President Donald Trump spoke to reporters at the White House, claiming that ‘very interesting’ newly uncovered UFO files could soon be made available to view.

During the press briefing, the president claimed: “We’re going to be releasing a lot of things that we haven’t. I think some of it’s going to be very interesting to people.”

Speaking about the files previously at an event for Turning Point USA, Trump said: “The first releases will begin very, very soon, so you can go out and see if that phenomena is correct. You’ll figure it out.”

Earlier this year, the president took to his own social media platform Truth Social to announce that he would be seeking to release the files ‘based on the tremendous interest shown’.

Now, FBI director Kash Patel has confirmed that these UFO files have been delivered for release.

While not much is currently known about what the files contain, Trump has shared that they contain documents ‘related to alien and extraterrestrial life, unidentified aerial phenomena (UAP), and unidentified flying objects (UFOs), and any and all other information connected to these highly complex, but extremely interesting and important, matters’.

In other news, a retired Air Force general who had links to UFO research was reported missing back in February after he vanished from his home.

68-year-old William Neil McCasland was reported missing by his wife, Susan Wilkerson, who said on the 911 call: “He’s left his phone. He changed his clothes into… I don’t know what. I think he’s on foot. All of our cars and bicycles are in the garage.

“He turned it off and left it behind, which seems kind of deliberate because he’s always got his phone. He has a smartwatch. I don’t know if that’s with him or not.”

McCasland previously worked at the Air Force Research Laboratory (AFRL) at Wright-Patterson Air Force Base in Ohio, which has been linked to conspiracy theories of UFOs.

Now, some believe that the base contains debris which had been left by a crash-landed alien spaceship.

Tennessee Congressman Tim Burchett spoke to WABC radio about McCasland, where he said: “He’s the guy that had a lot of nuclear secrets. I’ve been told by several sources that he was the gatekeeper for the UFO stuff.”
