Suburban Chicago Man Sentenced to 37 Years in Prison for Sexually Exploiting Nearly 100 Children

CHICAGO — A federal judge has sentenced a Chicago man to 37 years in prison for sexually exploiting nearly 100 children with whom he communicated on social media.

In 2022, SHAUN HEALY used Snapchat to contact and persuade young girls to create and send him sexually explicit images and videos of themselves. Healy often posed as a young girl himself to gain his victims’ trust and induce them to produce the sexually abusive material. He provided graphic, step-by-step instructions to his victims, including the type of explicit conduct they should engage in and how to record and send it to him.

Healy also extorted his victims by threatening to publish the images and videos they sent him if they didn’t produce and send him even more such materials.

In December 2022, law enforcement arrested Healy at his residence in Elburn, Ill., and searched his cellular phone. Law enforcement discovered a password-protected album on the phone that contained dozens of carefully organized folders of children that Healy had stored from his Snapchat account. Each folder contained the child’s Snapchat username, image, and a catalog of the sexually explicit videos and images that he instructed them to produce and send.

Healy, 45, pleaded guilty last year to child exploitation charges. U.S. District Judge Sharon Johnson Coleman imposed the 37-year prison sentence during a hearing on Feb. 12, 2026, in federal court in Chicago.

The sentence was announced by Andrew S. Boutros, United States Attorney for the Northern District of Illinois, and Matthew J. Scarpino, Special Agent-in-Charge of Homeland Security Investigations (HSI) in Chicago. Valuable assistance was provided by the Illinois Attorney General’s Office’s Internet Crimes Against Children Task Force.

“Defendant is a child predator,” Assistant U.S. Attorneys Saqib Mohammad Hussain and Elly Moheb argued in the government’s sentencing memorandum. “And not just a child predator, but one who ruthlessly sexually exploited young girls and prided himself on it. What defendant made these children do will affect them for the rest of their lives in ways that we cannot appreciate.”

This case was brought as part of Project Safe Childhood (PSC), a nationwide initiative to combat child sexual exploitation and abuse. PSC marshals federal, state, and local resources to better locate, apprehend, and prosecute individuals who exploit children, while also providing critical services to victims.

President of Insurance Brokerage Firm and CEO of Marketing Company Sentenced in $233M Affordable Care Act Enrollment Fraud Scheme that Preyed on Vulnerable Consumers

Two executives were each sentenced to 20 years in prison after being convicted for their roles in a years-long scheme to steal from the Affordable Care Act (ACA) program. The defendants — the president of an insurance brokerage firm and the CEO of a marketing company — preyed on tens of thousands of vulnerable consumers to improperly enroll them into fully subsidized ACA plans, for which the defendants earned millions of dollars in commission payments from insurance companies.

“Preying upon medically compromised consumers to rob hundreds of millions from taxpayer-funded programs is evil and unforgivable,” said Attorney General Pamela Bondi. “Fraud schemes like this rob citizens and shake faith in our institutions — today’s sentencing is the latest example of this DOJ’s commitment to fighting fraud nationwide.”

“These defendants didn’t just commit fraud; they built a business model around exploiting people at their most vulnerable,” said FBI Director Kash Patel. “They targeted vulnerable individuals in the community, manipulated federal health programs for profit, and put victims at risk of losing critical medical care so they could cash in. Stealing hundreds of millions of taxpayer dollars while endangering lives is as callous as it gets. The FBI and our partners will continue to track down and hold accountable anyone who treats vulnerable Americans as a payday.”

“These defendants will rightly spend decades in prison for taking advantage of thousands of vulnerable people and stealing millions from a health care safety net designed for working families,” said Assistant Attorney General A. Tysen Duva of the Justice Department’s Criminal Division. “These defendants were sophisticated, licensed insurance brokers. They had everything and intentionally took advantage of people who had nothing. The message from these sentences is simple: those who seek to line their own pockets with taxpayer dollars, victimize our most vulnerable and deplete federal programs will be held accountable.”

“These defendants designed a purposeful scheme to profit from human suffering, targeting individuals at their most vulnerable moments, solely for personal gain,” said Inspector General T. March Bell of the U.S. Department of Health and Human Services, Office of Inspector General (HHS-OIG). “Their callous greed put lives at risk, and such disregard for human dignity is unacceptable. HHS-OIG will continue to work tirelessly with our law enforcement partners to ensure that those who defraud federal health care programs and endanger public health are brought to justice.”

“Benefit fraud against public programs isn’t just a crime — it hurts real people, especially the most vulnerable,” said IRS Criminal Investigation Chief Guy Ficco. “These sentencings send a powerful message: cheating a federal program comes with serious consequences. Andrew Warner and Kishore Vangipuram Schemed to Defraud Investment Firm in Connection with Its $915 Million Acquisition of Mobileum, Inc.

United States Attorney for the Southern District of New York, Jay Clayton, and Assistant Director in Charge of the New York Field Office of the Federal Bureau of Investigation, James C. Barnacle, Jr., announced the unsealing of an Indictment charging ANDREW WARNER, the former Chief Financial Officer of Mobileum, Inc., and KISHORE VANGIPURAM, the former Chief of Delivery of Mobileum, with conspiracy to commit securities fraud and wire fraud, securities fraud, and wire fraud. The charges in the Indictment arise from an alleged scheme by WARNER and VANGIPURAM to inflate Mobileum’s key financial metrics in advance of the company’s 2022 sale to an investment firm at an enterprise value of $915 million. Mobileum declared bankruptcy in 2024, after the fraud was uncovered. WARNER surrendered in San Jose, California, on Friday and was presented before U.S. Magistrate Judge Susan van Keulen. VANGIPURAM was arrested Friday at the San Francisco International Airport and will be presented today before U.S. Magistrate Judge Kandis A. Westmore. The case has been assigned to U.S. District Judge J. Paul Oetken.

“As alleged, Andrew Warner and Kishore Vangipuram manipulated Mobileum’s financial metrics to sell the company at a higher price and, as a result, line their own pockets,” said U.S. Attorney Jay Clayton. “The company’s investors, creditors, and employees deserved fair and complete financial information, not inflated numbers and schemes. When C-Suite executives commit fraud, the women and men of our Office, together with our law enforcement partners, will hold them accountable. That is what investors and the American people want.”

Zynex, Inc. Agrees to Criminal Resolution Addressing Claims of Millions of Dollars of Health Care Fraud, Securities Fraud and Related Offenses

PROVIDENCE – Zynex, Inc, a Colorado-based medical device company, has agreed to enter into a non-prosecution agreement (NPA) with the U.S. Attorney’s Office for the District of Rhode Island and admit to participating in a conspiracy to commit health care fraud, securities fraud, mail fraud, and other violations, announced United States Attorney Charles C. Calenda.

Under the agreement, which is subject to approval of the bankruptcy court in Zynex’s ongoing Chapter 11 proceedings, Zynex will pay between $5 and $12.5 million depending on the company’s earnings and profit over the period of the agreement. Zynex will also forfeit all unpaid claims submitted prior to September 1, 2025, including claims submitted during the period of suspension of TRICARE payments. These forfeited claims include more than $85 million billed to TRICARE during a suspension period and more than $13 million billed to other payors and patients.

In the Statement of Facts included in the NPA, Zynex also admits the following:

Zynex fraudulently obtained millions of dollars from government and private health care payors and patients by submitting excessive and improper claims for medical devices and supplies.

During the relevant period, Zynex collected more than $873 million for its products, including more than $600 million for supplies, the vast majority of which were the result of fraud.

Zynex shipped and billed for medically unnecessary supplies in excess quantities, sometimes as large as 32, 64, or 128 electrode pairs per patient each month.

Zynex misled investors by concealing that its revenues were driven by fraudulent billing practices.

As part of the resolution, Zynex agreed to implement enhanced compliance and corporate governance reforms designed to prevent future misconduct, strengthen internal oversight, and ensure accountability under its new leadership. The company also agreed to fully cooperate with the government’s ongoing investigations.

“This resolution addresses the seriousness of the fraud committed by Zynex while recognizing the substantial turnaround in conduct implemented under new management,” said United States Attorney Charles C. Calenda. “It also demonstrates that when new management confronts the fraudulent conduct, reforms its practices, and fully cooperates, the Government will take those actions into account in reaching an appropriate resolution.”

Fiji's former prime minister Frank Bainimarama charged with inciting mutiny

Long-serving Fijian prime minister Frank Bainimarama and ex-police commissioner Sitiveni Qiliho have been charged with inciting mutiny.

The men allegedly encouraged senior military officers to act against the current military commander during a 2023 meeting.

Mr Bainimarama faces an additional charge. He is accused of sending text messages through the Viber messaging app to a senior officer urging him to assume command at the time of the military's first parade of 2023.

Inciting mutiny is an offence under Fiji's crimes act.

The pair were arrested on Monday after questioning at the criminal investigations headquarters in Suva.

REPORT: Pete Hegseth Orders Removal of Top Army Secretary Adviser Linked to Milley Amid Ukraine War Negotiations in Geneva — Promotion List Frozen for Months

According to a Fox News report by Chief National Security Correspondent Jennifer Griffin, Defense Secretary Pete Hegseth has ordered Army Secretary Dan Driscoll to remove Colonel Dave Butler from his post as Chief of Army Public Affairs and as the top adviser to the Secretary.

Driscoll, who is currently in Geneva, Switzerland, serving on the U.S. negotiating team tasked with helping end the war in Ukraine.

He was reportedly ordered by Pete Hegseth to remove Butler last week at the Pentagon, according to the Washington Post.

Butler served as the head of public affairs for the Joint Chiefs of Staff under none other than General Mark Milley.

Patriots remember Milley well for his “white rage” comments and his secret calls to China behind President Trump’s back.

Butler was reportedly slated to receive his first star, appearing for two years in a row on an Army list of 34 officers selected for promotion to General. But Pete Hegseth put a stop to it.

Hegseth has reportedly held up that promotion list for nearly four months.

Fox News reports that Col. Butler “volunteered to take his name off the promotion list” if it would help unlock the promotions for the other officers.

“After 28 years of dedicated service, Col. Dave Butler is immediately transitioning from his position as Chief of Army Public Affairs to retire,” Cynthia O. Smith, an Army spokesperson, told The Hill in a statement Tuesday. “His integral role in the Army’s transformation efforts will be missed, and we wish him tremendous success.”

Col. David Butler was a senior spokesperson for former Gen. Mark A. Milley, who served as chairman of the Joint Chiefs of Staff from 2019 to 2023 and later described Trump as “fascist to the core” during the 2024 election.

More recently, Butler was a spokesperson and media strategist for Army Secretary Dan Driscoll, a close personal friend of Vice President J.D. Vance who has played an increasingly prominent role in the Trump administration after a series of missteps and scandals on Hegseth’s part.

Last week, Hegseth demanded that Driscoll fire Butler, according to The Washington Post.

It was the second time since September that the defense secretary had raised the issue, sources told the paper, and Butler’s prior work for Milley appeared to be a key factor in the effort to oust him.

Driscoll had resisted Hegseth’s demands for months, Fox News reporter Jennifer Griffin reported.

But several months ago, Butler was included in a list of about three dozen promotion-eligible Army officers that was supposed to be sent to the White House.
