Italy Becomes First G-7 Country To Restore Ties With Assad

In a huge development, Italy has broken with its G-7 partners and become the first to restore full diplomatic relations with Syria.

President Bashar al-Assad and his government have long been under US and EU sanctions, having been accused of human rights abuses and war crimes by the West, which funded a decade-long jihadist insurgency in a failed attempt to topple the Syrian leader.

"Foreign Minister Antonio Tajani, speaking in front of relevant parliamentary committees Thursday, announced Rome’s intention to re-establish diplomatic ties with Syria to prevent Russia from monopolizing diplomatic efforts in the Middle Eastern country," Associated Press reports.

Washington gives Netanyahu ‘full backing’ to expand war on Lebanon: Report

Hebrew media reports that the army is urging Tel Aviv that ‘now is the right time’ for escalation against Hezbollah and Lebanon

Former Israeli intelligence and security official Yuval Malka told Hebrew media on 25 July that Washington has greenlit a wider war on Lebanon.

“According to the information I received from the delegation and what I know, Netanyahu has received full legitimacy in the United States to wage a war in Lebanon,” Malka told Israel’s Channel 14.

“When he arrives in the country, he is expected to head to the ‘Al-Bur’ in Al-Kiryah, and from there he will start the war in Lebanon,” he added, referring to a military complex that houses the headquarters of the Israeli army’s different corps.

Netanyahu visited Washington this week for a speech in Congress and talks with officials.

The Israeli army has reportedly signaled to the government that the time is ripe for an expanded war against Lebanon, according to a defense analyst for Hebrew media.

“The Israeli army is prepared for a major ground maneuver in Lebanon and warns: Any delay will be in Hezbollah’s favor when there is progress in the background in negotiations to release the hostages,” said Amir Bohbot, military editor and senior defense analyst for Israeli news site Walla, on 24 July.

“The Israeli army is sending a signal to the government – we are at the height of preparations for war in the north, and now is the right time,” he added.

Citing sources, Bohbot says, “postponement for another year or two will lead to the rehabilitation and alignment of Hezbollah and all parties,” and that “the achievements of the Israeli army will be in vain … Hezbollah will have difficulty launching a campaign against Israel without the two division commanders [recently assassinated by Israel].”

“The IDF confirms that the forces trained for the ground maneuver mission in Lebanon, including forces that have gained significant experience in the Gaza Strip, raise the IDF to a very high level of competence.”

Meanwhile, Hebrew newspaper Makan reported that the Israeli navy held a reception ceremony on Wednesday for two new US-made landing ships at a naval base in Haifa.

Combat systems will be installed on the two vessels before they enter service on “several fronts.”

Despite Bohbot’s comments, Maariv newspaper reported on Wednesday that the Israeli army is losing its readiness to launch an all-out war against Lebanon and Hezbollah because its forces have been worn out from almost 300 days of fighting in Gaza.

Hezbollah released the third episode of its “Hoopoe” series on 24 July, revealing recent drone footage of the sensitive and strategic Ramat David Airbase and several other important sites it is capable of striking in the event of all-out war with Israel.

The Lebanese resistance group has recently struck new Israeli settlements not previously targeted in response to assassinations and indiscriminate Israeli attacks on south Lebanon.

Its leader, Hassan Nasrallah, has warned Israel that it is prepared to fight “without limits, rules, or restraints” if a wide-scale war is waged against Lebanon.

In a speech on 17 July, Nasrallah responded to increased Israeli threats against Lebanon and to a recent Hebrew media report that Tel Aviv faces a significant shortage of tanks due to losses in Gaza, saying, “If your tanks come to Lebanon and its south, you will not suffer a shortage of tanks because you will have no tanks left.”

Liz Moench thought it was obvious. During her job interview with Boots Pharmaceuticals in 1981, at its Shreveport, La., offices, the 23-year-old Moench asked company president John Bryer to describe the drug maker’s main customers.

The 1980s was an era of emerging consumer civil rights. People were taking greater charge of their health care decisions. Just two years earlier, in 1981, Merck debuted the first direct-to-consumer print advertisement, promoting its pneumonia vaccine. But Boots was the first to tap into the awesome potential of television broadcast advertising.

The U.S. Supreme Court announced on Friday that oral arguments for its upcoming case involving the government’s ban onso-called “ghost guns” will begin on Oct. 8. It is the lone gun-related challenge on the court’s fall docket.

The case, VanDerStok v. Garland, challenges the Department of Justice’s 2022 Final Rule that redefined important legal terms dealing with guns, including “firearm,” “receiver” and “frame,” making the longstanding American tradition of building personal firearms pretty much a thing of the past. Back in April, the court voted 4-3 to consider the challenge.

At issue is whether the DOJ and Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) overstepped their boundsin promulgating the Final Rule. Plaintiffs in the case argue that the rule is just another example of the bureaucrat-run agencies ignoring the Administrative Procedures Act (APA) and overstepping their bounds by making laws instead of enforcing them.

That was, in fact, what the Fifth Circuit Court of Appeals unanimously ruled last November, upholding an earlier district court decision on the matter. In the ruling, Judge Kurt Engelhardt, who wrote the majority opinion,agreed in no uncertain terms that ATF overstepped its bounds in making the Final Rule.

“ATF,in promulgating its Final Rule,attempted to take on the mantle of Congress to ‘do something’ with respect to gun control,” Judge Engelhardt, a Donald Trump nominee, wrote in the opinion.

“But it is not the province of an executive agency to write laws for our nation. That vital duty, for better or for worse, lies solely with the legislature.”

Judge Engelhardt further wrote that theFinal Rule “flouts clear statutory text”and “exceeds the legislatively imposed limits” on agency authority.

“Because Congress has neither authorized the expansion of firearm regulation nor permitted the criminalization of previously lawful conduct, the proposed rule constitutes unlawful agency action, in direct contravention of the legislature’s will,” the judge wrote. “Unless and until Congress acts to expand or alter the language of the Gun Control Act, ATF must operate within the statutory text’s existing limits.”

The lawsuit was brought by the Firearms Policy Coalition (FPC) on behalf of itself, two individual FPC members and Tactical Machining LLC. A brief filed last month by the FPC spelled out what the court needs to decide.

“The questions presented are: 1. Whether ‘a weapon parts kit that is designed to or may readily be completed, assembled, restored, or otherwise converted to expel a projectile by the action of an explosive,’ is a ‘firearm’ regulated by the Act,” the brief stated. “2. Whether ‘a partially complete, disassembled, or nonfunctional frame or receiver’ that is ‘designed to or may readily be completed, assembled, restored, or otherwise converted to function as a frame or receiver,’is a ‘frame or receiver’ regulated by the Act.”

Biden-Harris gun-ban schemes have been taking a beating in the courts lately, and the Supreme Court has been no exception. Hopefully this will be yet another in a long line of pro-gun victories.

Two FDA officials who attended the meeting told STAT they weren’t shocked by the idea of a drug company wanting to air a TV ad. But they acknowledged that they weren’t sure what to expect.

“Nobody knew what these ads were,” said Lou Morris, who helped oversee the agency’s drug promotion office. “We didn’t know what type of format they would take.” The federal officials reiterated that the ad needed “fair balance,” the standard for an accurate assessment of a drug’s risks and benefits that governed other drug promotions. Moench’s takeaway was: Air the ad and then we’ll see.

So Boots did, and it quickly ran into trouble. Within two days, the FDA sent a cease-and-desist letter to the drug maker to stop airing the ad, Moench said. The agency asked for a few small revisions, Morris said, and then let the ad go back on the air — for a time. On the guidance of the firm’s attorney, the ad never made any specific medical claims about its pain reliever. It simply told viewers that if they were taking ibuprofen — Motrin was the biggest brand name at the time — Rufen was available cheaper. “You had to be a user of that drug to even know what the ad was talking about,” Moench said. “We trod very carefully.” But, meanwhile, FDA officials had other drug companies knocking on their door, asking to air their own ads. Morris and Peter Rheinstein, another top FDA official at the time who was overseeing drug advertising, recalled one proposed ad for a diuretic that angered then-FDA commissioner Arthur Hayes. The never-aired spot — dubbed “Dolores” — involved a firefighter making some suggestive comments, implying that the diuretic being advertised didn’t have the negative sexual side effects that some other similar drugs did.

Hayes “was pretty offended,” Rheinstein said. “It was that proposal, which was made in the commissioner’s office, that led to” the FDA issuing an official policy statement in September 1983, following an informal plea from Hayes earlier in the year, calling for a voluntary moratorium on direct-to-consumer ads until the agency could figure out what to do.

“We were really concerned about what would these ads look like,” Morris said. “Would it trivialize people’s view of what a prescription drug is? How much would they play on emotion as opposed to rational positive benefits?” Ironically, at the time, Donohue said, after Hayes asked about their intentions, drug makers told Hayes that they weren’t that interested in ads for average people. “Almost all of them said, ‘No, that would be a terrible idea,’” Donohue recalled. In a 1984 letter to then-Representative John Dingell of Michigan, who had inquired about direct-to-consumer advertising, an Eli Lilly executive said that it would be “both unwise and inappropriate.”

They reached a détente of sorts: The FDA said in 1985 that drug makers could air ads, but they also had to follow rigid rules for disclosing side effects and other information. That made the kind of ads we see today — specific health claims by specific drugs — implausible. It also meant Big Pharma wasn’t racing to put out a lot more TV ads. But in the mid-’90s, Schering-Plough and others started poking another hole in the dam.

The company put a huge television campaign for Claritin on the air. It was cautious: The ads still never actually said what Claritin was for. One of the ads implored viewers, again and again, to see their doctor.

The FDA had already started to reexamine its policies on television ads, but many experts credit the Claritin ad and others like it with forcing the agency to act. The FDA decided in 1997 to relax its rules. In their TV spots, drug makers could now refer viewers to print ads, offer 1-800 numbers or websites, and urge people to talk to their doctor if they wanted that additional information that the FDA had previously required for TV ads, too, if they promoted particular drugs for particular conditions. That let drug makers air more detailed ads that made specific medical claims for specific drugs, the kind that now dominate airwaves.

“All of these changes together created a market situation where the industry wanted to move in this direction,” said Meredith Rosenthal, a health economist at Harvard University who has studied direct-to-consumer advertising, “and they basically pushed regulators to clarify these issues.” The industry had won. Spending on all direct-to-consumer advertising ballooned from $360 million in 1995 to $1.3 billion in 1998. By 2006, it hit $5 billion, and most of that was on television commercials.

What all this has meant for health care is still a matter of debate. The drug industry points to research that shows consumer ads lead people to talk to their doctors and get treatments they need. But it’s also worth remembering that “lifestyle” drugs — erectile dysfunction being the quintessential example — are usually the kind of medicines promoted directly to the public.

“There’s always been a healthy skepticism,” Donohue said. “But so far, there isn’t strong evidence that (direct-to-consumer advertising) is having terrible effects on public health.” There are some cautionary tales, however. The anti-inflammatory drug Vioxx, which Merck put on the market in 1999, was famously promoted in a 60-second spot that featured figure skater Dorothy Hamill explaining how the drug had helped her overcome her osteoarthritis.

It isn’t clear that, even if they were to convince the FDA or Congress to take action, opponents of direct-to-consumer advertising will be able to overcome that legal barrier. More practically, those who were there at the beginning of mass-media drug advertising think that it’s too late to roll it back. It’s a part of the American landscape now.

Hamas is filming the torture of Israeli hostages in an attempt to force Israel to ease conditions for Palestinian prisoners.

In one video, members of the terrorist group directly address Itamar Ben-Gvir, Israel’s national security minister who controls prison policy, two Israeli officials told The Telegraph.

The video shows hostages being tortured while Hamas warn that harsher conditions for Palestinian prisoners held in Israel are affecting the well-being of hostages in Gaza.

In May, CNN reported that Palestinians arrested in Gaza were facing brutal conditions at the Sde Teiman desert camp in the Negev desert, some of whom were blindfolded and beaten.

A New York Times investigation also found that some 1,200 Palestinian civilians had been held at the Sde Teiman camp “without the ability to plead their cases to a judge for up to 75 days.”

Mr Ben-Gvir has made it a priority to worsen conditions for Palestinian prisoners since taking office in December 2022, causing him to clash repeatedly with the Shin Bet intelligence agency who feared it would ignite another violent conflict with Hamas.

The video is understood to have intensified the rift, with Mr Ben-Gvir said to have doubled down after viewing it.

Mr Ben-Gvir, who leads the hard-Right Jewish Power party, has been a source of friction between Israel and its closest allies due to his extreme views on the Palestinians, as well as his opposition to a ceasefire deal with Hamas that would free the hostages.

In August last year, He said the prisons had begun reducing as much as possible the “indulgences for Hamas terrorists and stopping ‘summer camp’ that was going on in the prison wings in the past.”

He also ordered the prisons to forbid inmates from making their own pita bread while limiting hot showers to three wings in one prison.

Since October 7, Israel has arrested and killed thousands of Palestinians in Gaza and the West Bank, most of whom Israeli authorities say are members of terror organisations.

One senior Israeli official who showed the video to Mr Ben-Gvir said he responded by claiming that it only gives Israel legitimacy to crack down further on Palestinian prisoners.

“Even after being warned that because of his desire for likes on social media, our hostages are suffering in Gaza and being tortured, he smiled and said he would continue,” a senior Israeli official said.

Mr Ben-Gvir told The Telegraph he was “not aware” of the allegations.

The Israeli government announced last month that it would begin reducing the number of inmates held at the camp.

The decision to phase out the camp was harshly criticised by Mr Ben-Gvir, who repeated his hard-line vis-a-vis prisoners. He said: “Why are they closing Sde Teiman? Because they are overcrowded? Prisons are overcrowded, and it is good that they are.”
