Russian and Chinese naval forces have started joint exercises in the Pacific, the Defense Ministry in Beijing said on Sunday.

The three-day ‘Maritime Joint-2024’ drills are being conducted near the Chinese city of Zhanjiang. They will train naval forces’ ability to address security threats, maintain international and regional stability, and boost the strategic partnership, according to a statement.

“The fourth joint maritime patrol in the western and northern Pacific Ocean” conducted on Sunday “did not target a third party and had nothing to do with the current international and regional situation,” it added.

Two vessels from Russia’s Pacific Fleet are participating in the annual event, TASS reported on Monday, citing the fleet’s press office.

Edmonton leading Alberta in opioid deaths despite recent improvements

Edmonton remains Alberta’s municipality with the most opioid-related deaths, according to recently released provincial data.

While Edmonton tops the list, both the city and the province as a whole have seen a decrease in opioid-related deaths when compared to the same period last year.

Opioid-related deaths in Alberta fell from 436 between Oct. and Dec. 2023 to 355 between Jan. and Mar. 2024, an 18.6% decrease. During the same three-month period in 2023, Alberta saw 442 opioid-related deaths, decreasing 19.7%.

2023 saw a record number of Albertans die from opioid overdoses. In 2023, a total of 2,059 Albertans were killed by drug overdoses, with 1,868 of those deaths being from opioids.

However, Hunter Baril, press secretary for the minister of mental health and addictions, said that the early data released for 2024 is a promising sign.

“As a jurisdictional comparison, the per capita rate for this year is already 26% lower than B.C. This gives us reason to be cautiously optimistic as the number of people losing their lives to addiction continues to trend downward since peaking last year,” he added. Continue…

Canadians think Quebec disproportionately benefitting from Confederation while Alberta pays

Quebec takes more than it gives and Alberta is punching above its weight. These are the takeaways from a new Angus Reid poll on “confederational fairness.”

More Canadians believe that Quebec receives a disproportionate benefit from the nation, while Alberta is the province considered by most Canadians to get a “raw deal,” meaning it gives more to the federation than it receives.

The polling comes as provincial and territorial leaders meet in Halifax for the 2024 Council of the Federation, a biannual meeting to promote cooperation.

42% of Canadians said Quebec benefits disproportionately from its place in the nation. Conversely, 23% said Alberta gives more than it receives, ten points higher than any other province.

Alberta Institute Peter McCaffrey says this isn’t just a perception, but a fact.

“The net difference between total federal tax collected and total federal expenditures in Alberta is approximately $20 billion per year,” said McCaffrey.

While Alberta and Quebec sit on the two poles of the spectrum, residents in Saskatchewan “are most likely to feel little benefit and high levels of angst,” reads the study.

“The figures are closer in Saskatchewan, but it’s important to remember that the unfairness extends not only to direct financial transfers, but also to differences in how people, businesses, and industries are treated in different parts of the country,” said McCaffrey.

A mere 2% of Saskatchewan’s residents said they felt they got an extra advantage from being in Confederation. Conversely, 58% said they got a “raw deal,” resulting in a net alienation score of -55%, followed by Alberta at -41%. The lowest alienation score came from Quebec, where 19% felt they got an extra advantage, and 31% said they had a raw deal, resulting in a net score of -12%. Continue…

CBC Indigenous issues reporter Lenard Monkman referenced the attack on Trump’s life in a Facebook post on Saturday, soon after the shooting claimed the life of a Trump supporter seated near the former president.

“It was a good day. Could have been better, but still a good day,” wrote Monkman.

Monkman also shared a meme to Facebook of someone shrugging in disappointment with the caption, “The entire world at one guy on 13 July 2024.”

A shooter opened fire on the presidential candidate during a rally in Butler, Penn. The incident resulted in two fatalities, including the shooter and the audience member. Trump survived the attack but a bullet grazed his ear.

Between his friendship with a Conservative MP and criticism of the Liberal government, the Senator Republican presidential candidate Donald Trump picked to be his running mate is no stranger to Canadian politics.

At the Republican National Convention, the former President announced that Ohio Senator and former US Marine J.D. Vance would be his VP pick in his 2024 presidential bid. Although a prominent voice in American conservative politics, Vance hasn’t shied away from chiming in on Canadian issues over the last couple of years.

During the 2022 Freedom Convoy protests in Ottawa, Vance was outspoken against the Liberal government’s heavy-handed response to the Canadian truckers’ protest against COVID-19 mandates.

“The Canadian truckers have killed zero people and are being treated like terrorists in their own country,” Vance said on X in February 2022.

In reference to the freezing of Freedom Convoy funds, Vance pointed to Vice President Kamala Harris’s financial support for a Black Lives Matter fund, which bailed out individuals arrested at violent riots. Some of those released had previously been charged with violent offences, including murder, sexual assault and kidnapping.

“18 months ago, BLM rioters killed 20 people and were bailed out of prison by the future vice president of the United States. It’s time for conservatives to get serious,” he said.

When Finance Minister Chrystia Freeland announced that the Liberals would freeze the bank accounts of Freedom Convoy participants, Vance spoke out about what he believed to be government overreach.

“This is why crypto is taking off. The regime will cut off your access to banking if you have the wrong politics,” he said.

In response to the Ottawa police’s Feb. 18 announcement that they would arrest journalists remaining at the protest after it was declared illegal, Vance said Canada was a cautionary tale of democracy under attack.

“What’s happening in Canada is a far greater assault on democracy than anything the Left has whined about the last few years. It could happen here if we don’t elect people who defend our voters,” he said.

“What the hell is happening in Canada?” Vance said another time, remarking on the rise of anti-Christian violence in Canada after another Catholic church burnt down in rural Saskatchewan.

The church burning was suspected to be arson in the wake of media and government announcements that unmarked graves of genocide victims were found at residential schools. However, no bodies have been found at the alleged sites.

According to True North’s incident map, over 100 churches have been vandalized or burned since the announcement of the supposed finding of unmarked graves.

Vance also has connections to the riding of Durham’s recently elected Conservative MP Jamil Jivani. The two were “best friends” in law school at Yale University, according to an article written by Jivani when he was a columnist for the National Post.

Jivani said the two met at a cheese and wine-tasting event at their law school’s orientation, which they both felt out of place because of their humble background.

Notably, former Republican nomination candidate Vivek Ramaswamy attended law school at Yale simultaneously and had good things to say about the Ohio senator from their time together.

“So proud of my friend, classmate, and fellow southwest Ohioan today. We used to watch Bengals games at the bar in law school. It’s awesome we’re now here a decade later with JD joining the strongest presidential ticket in our lifetime,” Vivek said on X.

As the junior U.S. senator for Ohio, Vance has dealt with Canada as a trading partner since he took office in 2023. Ohio, the state with the third largest share of exports into Canada, makes up nearly 20% of America’s exports.

Canada’s ambassador to the U.S., Kirsten Hillman, said in a CBC interview that her team is “very happy” that Vance was Trump’s VP pick. She has worked with him in the past and knows that he values the trading relationship between the two neighbouring countries.

“We’re very happy to have someone on the ticket who understands Canada and the value of the Canada-US relationship. That’s a good thing for us that he has this high level of knowledge.”

The U.S. vice-presidential debates have yet to be scheduled, but election day is Nov. 5, 2024.

B.C. library banned book challenging residential school narrative without reading it

Executives at a British Columbia library decided to ban a book debunking the political narrative that hundreds of graves were supposedly discovered at former residential schools even before conducting a review of its contents.

According to internal emails obtained via an access to information request, Fraser Valley Regional Library’s management scrambled to respond to Canadians after they were flooded with requests to put “Grave Error: How the Media Misled Us (and the Truth about Residential Schools)” in circulation.

“Grave Error” Was published by True North in collaboration with Dorchester Books, edited by C.P. Champion and Tom Flanagan.

True North previously reported that at least two B.C. libraries, including Fraser Valley, had prohibited the bestselling book from its inventory.

One day after True North’s story, Fraser Valley Regional Library CEO Scott Hargrove emailed top library brass demanding strict media discipline, urging all communication requests on the controversy to be directed to him.

“If I’m unavailable, please wait until I am available – do not issue a statement until you talk to me,” said Hargrove.

“This is NOT a book ban,” Hargrove stressed. “Not choosing to purchase a book is not banning it, it is simply deciding it does not have a place in our collection at this time.”

In another email dated Mar. 4, the library’s manager of collections, Dean Kelly, indicated that he had yet to even read the book himself and that the decision to ban the book from the library’s inventory happened before a review took place. Continue…

A severe rainstorm in Toronto led to mass flooding, vehicles abandoned on busy roads, and over 165,000 people without power.

“Extremely heavy rain is expected,” warned Environment Canada on Tuesday. “The ground, already near saturation, has little ability to absorb further rainfall. Rapidly rising rivers and creeks can sweep away bridges, culverts, buildings, and people,” said the weather agency.

The agency warned people to abandon stalled cars if the water level is rising and keep children and pets away from creeks and river banks.

Environment Canada said that as much as 125 millimetres of rain fell at rates of 40 millimeters per hour in the Greater Toronto Area.

Scores of European Parliament members have called on Brussels to punish Hungary after its prime minister, Viktor Orban, allegedly abused the bloc’s rotating presidency by launching his Ukraine “peace mission,” Politico reported on Tuesday.

The outlet published a letter signed by 93 MEPs and addressed to European Commission President Ursula von der Leyen, European Council President Charles Michel, and European Parliament chief Roberta Metsola.

The signatories accused Orban of causing “significant damage by exploiting and abusing the role of the [EU] Council Presidency,” which Hungary assumed earlier this month. The focus of their ire was Orban’s “peace mission” which involved recent visits to Ukraine, Russia, China, and the US.

“Orban deliberately left the impression that he was acting on behalf of the entire European Union,” the letter claimed, despite the leader stressing that he was acting in his capacity as head of the Hungarian government before flying to Moscow earlier this month. MEPs said their assertion was “clearly evidenced” by the fact that senior EU officials had stressed that Orban did not represent the bloc “in any form” during his trips.

The Hungarian leader “is actively pursuing a policy agenda which is contrary to common EU positions,” and “this cannot be allowed to continue,” the MEPs said. They have urged the EU leadership to launch so-called Article 7 proceedings against Hungary.

Widely considered a “nuclear option,” the article allows suspension of voting rights of a member state. The punishment is necessary “since practice has shown that mere verbal condemnations of this situation have no effect,” the letter said. Continue…

Police in Ontario are finally admitting that so-called “safe supply” drugs are being exchanged on the streets for fentanyl.

At a press conference Tuesday morning, London, Ont. police said “safe supply” drugs — referring to prescription opioids legalized by the federal government as part of so-called harm reduction initiatives — are being resold into the community.

“It’s being trafficked into other communities, and it is being used as currency in exchange for fentanyl, fuelling the drug trade,” said London police chief Thai Truong.

Conservative candidate Aaron Gunn has documented how addictive opioids are flooding Canadian streets in his 2023 documentary “Canada is Dying.” He told True North that “deadly and addictive” drugs are making their way to youth and vulnerable groups resulting in “windfall profits for organized crime.”

Speaking at a government meeting on economic issues, Putin said the pilot launch of the electronic currency had proved a success, and that the project is ready for wider implementation.

“The pilot launch of the digital ruble platform has shown its efficiency and functionality. And now we need to take the next step, namely to move toward a wider, full-scale implementation of the digital ruble in the economy, in business activities and in the field of finance,” the president suggested. He added that he plans to discuss the steps intended to speed up this process with regulators.

The idea of introducing a national digital currency was unveiled by the Bank of Russia in late 2020, and the digital ruble officially became operational on August 1 last year. Unlike virtual currencies such as Bitcoin, the digital ruble is an electronic form of the Russian national currency issued by the Central Bank and backed by traditional money. Regulators say that the digital ruble is intended to ease making money transfers and payments both inside and outside Russia, as it will not depend on bank restrictions such as commissions and limits. It’s been mere days since former UK Labour PM Tony Blair, a globalization extraordinaire, and a (digital) ID cards enthusiast remarked that it might take “a little persuading” for his country’s new government to get with that particular program.

And it seems the new Labour government really only needed a little persuasion – after “rejecting” Blair’s call to implement digital ID cards on July 7, by July 10 there were statements by an influential party figure calling that path “inevitable.”

However, that figure – former Home Secretary David Blunkett – is not a member of the just-formed cabinet, and was with his statements challenging current Home Secretary Yvette Cooper, who opposed the idea.

But, Blunkett – who served in Blair’s government – said that “the government would have to streamline (growing digital records) into a single ID.”

Fast forward one week, and it seems Cooper’s cabinet colleague, Secretary of State for Science, Innovation and Technology Peter Kyle, is starting to reverse course.

Somewhere in the meanwhile, Business Secretary Jonathan Reynolds first said the government would be “looking at all sources of advice” – only to quickly backtrack and say there were no ID card plans.

Hezbollah began attacking northern Israel on Oct. 8, following the Hamas invasion and terror attack on Israel's southern border communities near Gaza on Oct. 7.

Despite the mass evacuation of 80,000 civilians from their homes, several people have been killed, including one couple who was driving home with their children on the Golan Heights.

Ford abandons EV plans and invests $3 billion into Super Duty trucks

Saskatchewan has agreed to secure half of the funds the feds say it owes for refusing to pay the federal carbon tax, though the legal battle isn’t over.

The province has accepted a security agreement with the Canadian Revenue Agency, committing to hold half of the funds the agency claims it owes until the dispute is resolved.

The province said Tuesday it would hold 50% of the roughly $56 million the CRA says it owes under the federal carbon tax scheme as a letter of credit.

The agreement was struck a week after Saskatchewan was granted an injunction to block the federal government from taking from its coffers. Saskatchewan earlier this year stopped collecting the federal carbon tax, prompting a standoff between the two levels of government culminating in Canada Revenue Agency taking the province to court earlier this month.

“Saskatchewan has offered to establish a letter of credit, which is common practice for companies and other large entities and explicitly provided for under the federal carbon tax legislation. It will remain in place until our dispute is determined by the Tax Court of Canada,” Saskatchewan Attorney General Bronwyn Eyre said in a statement.

The letter will be held until the dispute within the federal tax court is resolved. This will ensure that if the federal tax court rules against the province, it will have at least half of the funds owed set aside and ready to be paid.

“While an outstanding amount remains to be paid, this agreement ensures that Saskatchewan complies with the law on the funds they owe the CRA,” Marie-Claude Bibeau, the federal national revenue minister, said in a statement posted on X. Continue…

Border patrol arrest four aboard boat in St. Clair River human smuggling attempt

A boat smuggling three passengers from Canada into the United States using the St. Clair River was intercepted by U.S. Border Patrol last month, leading to four arrests.

Smugglers snuck three people onto the Michigan shore, who then entered a waiting vehicle upon landing.

According to a media release from U.S. Border Patrol, “agents from the Marysville Border Patrol Station arrested four individuals after observing a vessel which originated in Canadian waters on the St. Clair River make landfall on to U.S. shoreline” on June 25.

“The vessel dropped off three passengers who then got into a waiting vehicle.”

The St. Clair River runs between Ontario and Michigan, beginning near Sarnia, Ont. before opening up into Lake St. Clair.

U.S. Border Patrol said that it made “collaborative efforts” with Canadian law enforcement partners which resulted in the “arrest of the driver of the vessel after he returned to Canada.”

All four were charged and one suspect is slated to appear in a Sarnia court in September. Continue…

Peel Regional Police have won a major battle against gun trafficking.

According to law enforcement, 97% of the illegal firearms seized during the operation known as Project Chrome were smuggled from the United States.

The police force announced on Wednesday that the project, which began in Sept. 2023, had wrapped up successfully.

Ten individuals were arrested and charged with 185 criminal offences, with some already released on bail.

Of the 71 firearms that were seized, firearm tracing confirmed that 69 of them were smuggled into Canada from the United States.

“We believe the firearms seized in this investigation would have ultimately wound up in the hands of offenders to be used in shootings, carjacking, home invasions, and other acts of violence,” said Detective Sergeant Earl Scott.

Scott presented the findings at a Wednesday press conference alongside other officers.

Nishan Duraiappah, the chief of police for the Peel Regional Police, said that officers have seized nearly 200 firearms so far this year, almost one per day. So far in 2024, the region of Peel has seen as many shootings as it did in all of 2023. Continue…

The “Other Randy” scandal took another plot twist as Global Health Imports co-founder Stephen Anderson spoke before a committee of MPs and confirmed that the company had only ever employed one Randy, Liberal MP and cabinet minister Randy Boissonault.

Anderson was called to testify before the Standing Committee on Access to Information, Privacy and Ethics on Wednesday as MPs grilled him on the identity of the “other Randy” referenced in text messages. The saga stems from questions about whether Boissonault remained active in managing the business he co-owned following his cabinet appointment, involvement that would violate ethics rules.

After a slew of text messages referring to “Randy” were presented to the committee, Anderson not only claimed that they were not referring to Boissonnault, but that they were a series of accidental text messages about someone with a different name.

While Anderson would not provide the identity of who the “autocorrected texts” were referring to, he repeatedly stated that it was not Boissonnault.

Initially, the defence was that there are many “Randys” in Canada and that the text messages would have likely just been referring to another Randy employed at the 121-person company that Boissonnault co-founded with Anderson in 2020.

Anderson maintains that Boissonault left the company before taking office in 2021.

Committee member Anthony Housefather defended Boissonnault, going as far as to present the fact that 28,000 Randys were born in 1956, saying that Canada has “a lot of Randys.” Continue…

Despite resigning as minister of labour and seniors, O’Regan confirmed his intent to remain as a Member of Parliament until the next federal election.

O’Regan said he is stepping down due to family reasons.

“I need to be a better husband, son, uncle, and friend, and this job means, and deserves, a lot of time in order to do it well,” said O’Regan.

Gruesome video circulating online showed the woman walking onto the roundabout in front of the courthouse, dropping her handbag on the ground while pouring a liquid over herself. An Air India Boeing 777 made an emergency landing in the city of Krasnoyarsk, Central Russia on Thursday. Flight AI183 en route from New Delhi to San Francisco had to change course because of a potential fire on board.

Around 18:30 (Moscow time), the crew reported to flight control that a fire alarm had been triggered in the cargo hold and requested an emergency landing. At the time, the plane was flying over Siberia at an altitude of some 11,000 meters. It was diverted and landed safely in Krasnoyarsk.

The Russian Federal Air Transport Agency (Rosaviatsia) subsequently reported that no fire or smoke was discovered on board. Russian specialists also found no serious damage after a preliminary inspection of the plane. Neither leader gave specific evidence on how climate change affected the flooding but confidently assured that more would be expected as a result.

Kenneth Green, a senior fellow at the Fraser Institute and Frontier Centre for Public Policy has written extensively on public policy and he told True North that Chow was discussing adaptation more than additional greenhouse gas reduction measures, such as a further increase to the carbon tax.

A market-based “adaptation” measure would include creating incentives for people to keep more of their land permeable to water penetration, rather than paved over with impermeable materials, Green explained.

“An adaptationist response to climate risk is, I think, far more rational than the idea of reducing GHG emissions, so the more the government focuses on things like this, the better,” he said

Green has warned that “Canadians will pay dearly for Ottawa’s carbon tax,” estimating that it will cause a 1.8% drop in GDP and a loss of 185,000 jobs by 2030.

The collision between Hafnia Nile, a Singapore-flagged refined-products tanker, and Ceres I, a crude oil tanker sailing under the flag of Sao Tome & Principe, occurred "in the international waters of the Riau archipelago this morning," TankerTrackers explained, adding that Hafnia Nile hit Ceres I at a speed of around 14.2 knots at the time of the incident.

Estanguet added: “After twenty years of doing sports in the river, I find it admirable that we are trying to clean it up.”

In preparation for the Summer Games starting on July 26 with a grand open-air ceremony featuring an athletes' parade on boats on the Seine, efforts are underway to highlight the river's improved cleanliness.

Electricity Canada has consulted with Environment Canada about Canada’s proposed electricity regulations under a non-disclosure agreement since Feb. 2024.

The non-disclosure agreement was intended to allow Environment Canada to share modelling and assumptions to enable industry feedback on carbon reductions, reliability, and cost.

Electricity Canada said that Environment Canada agreed to an aggressive schedule of meetings and workshops when signing the non-disclosure agreement.

“However, the department has repeatedly delayed sharing the information for which the NDA process was intended. Despite repeated attempts over the last four months, as of this writing, ECCC has not yet provided their modelling and the assumptions contained material factual errors, making it impossible for industry to provide meaningful feedback,” reads the letter.

Blaine Higgs pledges to cut New Brunswick HST by 2% if re-elected

New Brunsick’s provincial government has pledged to cut the Harmonized Sales Tax by two percent if re-elected.

While the next provincial election hasn’t officially been called yet, Premier Blaine Higgs wants to get the message out before his party begins campaigning.

Higgs made the announcement during a press conference in Moncton on Thursday.

“New Brunswickers know better than government how to spend their own money,” said Higgs. “With the cut to the HST, they’ll have more money to work with.”

The premier said his government could make the cut possible as a result of “strong, smart policies and disciplined fiscal management have resulted in six consecutive balanced budgets.”

Once implemented, New Brunswick will have the lowest HST of all the Atlantic provinces and Quebec.

“We’re able to do this because we can and because we’ve been fiscally responsible since we started, since the very beginning,” said Higgs. “All the while, we’ll maintain our balanced budget.” Continue…

A man who was arrested and charged for filming police outside a Toronto police station has had his charges withdrawn and is now seeking damages from the department.

James Hearn was charged with criminal harassment after police approached him while he was filming a Toronto police station from a city sidewalk.

He was arrested after an officer claimed to feel “harassed and intimidated” by his conduct.

The officer demanded to know why he was filming but Hearn refused to answer, which led to him being arrested, charged and held for bail.

“Mr. Hearn was charged with criminal harassment and intimidation for filming the outside of 52 Division in Toronto after a police officer who was pulling into the underground parking garage complained about feeling harassed and intimidated by Hearn’s conduct,” Hearn’s defence lawyer, Alan Honner, told True North.

Following his arrest, Hearn was searched and had his recording equipment, including the smartphone he’d used to capture the interaction between him and the complainant police officer, seized.

Hearn operates a YouTube channel called “Ontario Audit” which he uses to share experiences he’s had with law enforcement and government officials. Continue…

Ontarians running low on their stocked-up liquor supply may be in luck after the weekend.

The LCBO has announced a “tentative agreement” with the Ontario Public Service Employees Union, ending the strike by next Tuesday.

According to the LCBO, the strike will end at 12:01 a.m. on Monday, July 22, and staff will “return to business as usual” on Tuesday, though the terms of the agreement have yet to be ratified.

“We recognize the disruption the strike caused for our employees, partners, and customers who rely on our services, and we thank everyone for their continued patience and understanding as we begin resuming regular operations,” the public company said in a release.

The LCBO said it would share further details once the agreement is ratified.

The Supreme Court of Canada ruled Friday that the Canadian government can be held liable for enacting laws that are “clearly unconstitutional,” done in bad faith, or stem from abuse of power.

Chief Justice Richard Wagner and Justice Andromache Karakatsanis, writing for the majority, rejected the state’s argument that Canada has absolute immunity from damages for enacting unconstitutional laws. The court reaffirmed the 2002 Supreme Court of Canada decision in Mackin v New Brunswick, which held that the state only has limited immunity. The majority clarified the immunity threshold as being an enactment that is “clearly unconstitutional,” such that the “lawmakers knew the law was unconstitutional or were reckless or wilfully blind as to its unconstitutionality.” If met, then the state can be held liable for damages.

The court reiterated the importance of damages as a remedy for state violations of the Canadian Charter of Rights and Freedoms. The court highlighted that section 24(1) of the Charter, allows a court to provide “such remedy as the court considers appropriate and just in the circumstances,” underscoring the necessity to hold the state accountable.

This case arose from a Charter challenge by an individual who had completed his sentence for two criminal convictions. At the time of his conviction, he was eligible to apply for a criminal record suspension five years post-release. A subsequent law enacted by Parliament retroactively made him permanently ineligible. The individual sued for violation of two Charter rights, sections 11(h) and 11(i), and sought damages under section 24(1) of the Charter.

Canada responded by acknowledging the law’s unconstitutionality but claimed absolute state immunity in its legislative powers. Both lower courts upheld the state’s limited immunity as set out in Mackin. Canada then appealed to the Supreme Court, leading to Friday’s ruling affirming and clarifying the limited immunity threshold.

The central issue was the separation of powers between Parliament and the judiciary. The five-judge majority and four dissenting justices disagreed on whether parliamentary privilege was involved. This privilege, among other things, grants absolute immunity to Parliament for conduct that is within their “sphere of activity.” The majority’s view was that this privilege was not implicated, which is why they adopted a limited immunity approach. The dissenting opinions argued that privilege was implicated and that the majority’s decision encroached into Parliament’s “sphere.”

Historically, Canada’s legal order under parliamentary supremacy meant laws passed by Parliament were limited only by jurisdiction. There were virtually no other checks on its power. In 1982, the advent of the Canadian Charter of Rights and Freedoms altered Canada’s legal order into one where Parliament’s power was checked by a constitution that guaranteed fundamental rights. This change established the Constitution as the supreme law of Canada. It tasked the judiciary with guarding Charter rights against state infringement.

Childhood vaccination rates stalled worldwide in 2023, the United Nations said in a new report, finding that some 2.7 million more children haven’t received vaccines as compared to before the COVID-19 pandemic.

A report by the World Health Organization (WHO) and the U.N. Children’s Fund (UNICEF) issued on July 15 focused on vaccines targeting measles, as well as other illnesses targeted by childhood vaccines such as diphtheria, tetanus, and pertussis—also known as whooping cough.

Last year, some 84 percent of all children surveyed, or 108 million, received three doses of the diphtheria, tetanus, and pertussis (DTAP) vaccine, according to the WHO and UNICEF. The 2023 rate was the same as the 2022 vaccination rate, the U.N. agencies stated, noting that the DTAP vaccination rate was 86 percent in 2019, a year before the pandemic started.

The report found that the number of children who haven’t received a single dose of the DTAP vaccine, also known as DTP or DTP3, rose by 600,000 from 2022 to 2023, or an increase to 14.5 million from 13.9 million in 2022.

Aside from those figures, about 6.5 million children worldwide didn’t receive a third dose of the DTAP vaccine, which the U.N. agencies say is “necessary to achieve disease protection” as an infant or a young child.

Other than its DTAP findings, the U.N. agencies also stated that vaccination rates for measles “stalled” in 2023, leaving about 35 million children worldwide with “no or only partial protection.”

About 83 percent of children around the world got their first measles vaccine in 2023 via routine health services, while the percentage of children getting a second measles vaccine dose was 74 percent last year, according to the U.N. agencies.

“These figures fall short of the 95 percent coverage needed to prevent outbreaks, avert unnecessary disease and deaths, and achieve measles elimination goals,” the WHO said in a statement. Continue…

Alberta Premier Danielle Smith is urging the federal government to provide substantial support to address the overwhelming influx of immigrants into the province.

Despite housing starts increasing in Alberta by 60% last year, it still wasn’t nearly enough to keep up with immigration, which saw 200,000 people come to Alberta in 2023. The housing starts were enough to accommodate around 100,000 people, said Smith.

Immigration to Alberta was bolstered by the province’s Alberta is Calling campaign, which Smith implemented after 13 quarters of outward migration from the province.

“We now have, by our numbers, about 22% of newcomers seeking to come to Alberta, even though we’re only about 12% of the population, and there’s a lot of pressure that goes along with that,” said Smith.

The comments were made to True North during a brief conference as Smith attended the annual opening of Klondike Days in Edmonton.

German State Cuts Benefits For 'Lazy' Migrants

With more than half of German welfare payments going to foreign migrants, the state of Saxony-Anhalt has cut the benefits of asylum seekers who refused to pick up debris following heavy flooding in east Germany.

The Daily Mail reports that 64 migrants had been written to by local authorities demanding they help clear rubbish and erect dykes after devastating floods in the area at the end of last year which saw hundreds of residents in parts of Germany forced to evacuate.

39 people agreed to help, while the rest, who are said to be from Syria, Afghanistan, Niger, Mali and Albania, failed to turn up.

The district council has now declared that the 15 asylum seekers who had no excuse to take part in the clean-up will have their asylum benefits cut in half to €232 (£195) a month for three months.

According to the Asylum Seekers' Benefits Act in Germany, if community service is refused without reason, the right to benefits is limited.

This comes just a week after Federal Justice Minister Marco Buschmann said he was in favor of cutting social benefits for asylum seekers who enter Germany via another EU country.

"The Dublin system applies, according to which the EU state in which a refugee entered the EU is responsible for him. But many still come to Germany," he said.

The top US commander in the Middle East warned Defense Secretary Lloyd Austin that the US’s operations against Houthi fighters in Yemen are "failing" to deter the Iran-backed group from attacking international shipping, The Wall Street Journal reported on Friday.

In a classified letter, General Michael Erik Kurilla, the head of US Central Command (Centcom), suggested the US should take a more forceful approach against the Houthis, the report said. The letter comes amid fears that Red Sea tensions could draw in Russia.

The new interim director of the Canadian Security Intelligence Service authored a report maligning concerns about gender ideology as a domestic security threat.

While serving as deputy director of operations, Vanessa Lloyd, now the first woman to lead Canada’s spy agency following the resignation of David Vigneault, previously led a 2023 public report by CSIS titled “Mission Focused: Confronting the Threat Environment.” The report identified the anti-gender ideology movement as a significant extremist threat to Canada.

It claimed violent threats posed by the anti-gender movement would persist into the coming year, specifically referencing the 2023 attack at the University of Waterloo by international student Geovanny Villalba-Aleman. Villalba-Aleman entered a gender studies class with a weapon and injured two students and a professor.

“CSIS assesses that the violent threat posed by the anti-gender movement is almost certain to continue over the coming year and that violent actors may be inspired by the University of Waterloo attack to carry out their own extreme violence against the 2SLGBTQIA+ community or against other targets they view as representing the gender ideology agenda,” the report states. China bids for Canadian mining firm, skirting national security review threshold

China’s Zijin Mining Group is set to acquire a significant minority stake in the Canadian mining company Montage Gold Corp.

The Chinese mining giant, which counts a state-owned investment company as its largest shareholder, will purchase 32.7 million shares of the Canadian company, representing a 9.9% stake.

At a price of C$1.75 per share, it adds up to an investment of approximately C$57.3 million.

This deal, expected to close by Aug. 12, comes on the heels of China’s commitment to expand its global hold on the metals and critical mineral mining sector.

The transaction unfolds against the backdrop of Canada’s heightened scrutiny of foreign investments under the revised Investment Canada Act, particularly concerning national security risks by geopolitical adversaries.

Despite the Liberals making emission reduction a cornerstone of their climate agenda, Canada is projected to fall short of its carbon targets while also harming the Canadian economy.

A new report by the Fraser Institute has concluded that the Trudeau government’s plan to reduce emissions by 40% below 2005 levels by 2030 will not be met and policies set to achieve that goal will cap economic growth. As a result, wages will fall, and the average Canadian is set to lose thousands of dollars.

According to the report, if Canada were to meet the Liberals’s 2030 emission reduction target and drop emissions below 40% of 2005 greenhouse gas emissions, this would contribute to a drop in global average temperatures by 0.007°C by 2100 compared to if Canada took no action.

However, according to the report, Canada is only projected to reduce its emissions by 26.5% from 2019 emission levels. This analysis factors in the impact of the carbon tax, the clean fuel regulations, and the vast slate of Trudeau government regulations including the electric vehicle mandate, the oil and gas sector emission regulations, the fertilizer use regulations, and more.

These regulations do not have a neutral effect on the economy argued Fraser Institute economists, as economic growth, wage growth, and employment levels are all impacted. Continue…

The old adage that we should “begin with the end in mind” is still great advice, especially when it comes to new technology.

Consider the invention of the lightbulb and the widespread electrification of society. Here was a technology with a clear and unambiguous purpose – to illuminate a world that went dark when the sun went down.

“The days of my youth extend backward to the dark ages,” observed British inventor Joseph Swan, one of the first men to successfully harness electric light. “Common people, wanting the inducement of indoor brightness … went to bed soon after sunset.” Swan’s prototype was a model for Thomas Edison’s far more successful lightbulb. It set off a technological revolution that unleashed great benefits to society, even if it inconvenienced a few candle makers.

Today’s technological revolution – the rapid advance of artificial intelligence (AI) – displays no such clarity of purpose. As we race to create new uses for AI throughout the economy, no one seems to know exactly where we’re going, or what the world will look like when we get there. Even Sam Altman, CEO of OpenAI and a key player in the AI revolution, is disturbingly flippant and honest about this reality. Canada could reduce income taxes for most Canadians and still be able to balance the budget if the government cuts spending by 2.3% over the next two years.

According to a Fraser Institute study, the federal government could balance the budget by 2026 if it cuts $11 billion from its annual spending budget. The report found that this would be possible while reducing personal income tax rates for the middle class, thereby stimulating economic growth.

The study recommends how the government can fix the budget, increase economic growth and Canada’s competitiveness, and set guidelines that the feds can adapt to prevent Canada from falling into future deficits.

Grady Munro, a policy analyst at the Fraser Institute and co-author of the report, told True North that if the government listens to their recommendations, it could reduce the country’s deficit from its expected $39.8 billion this year to a $12.3 billion surplus by 2028 / 2029.

“Canada is dealing with a stagnant economy. Economic growth is not good right now,” Munro said. Continue…
