Alerts

AB 1314 established an alert system for indigenous people who have gone missing “under unexplained or suspicious circumstances.”

Animals

SB-856 removes barriers to hunting destructive and invasive wild pigs whose population is increasing in most of California's counties.

AB-44 makes it illegal to sell or make clothing or products out of animal fur in California.

Automobiles

SB-1087 provides that the only individuals who can sell a catalytic converter is an automobile dismantler, repair dealers, or a person with documentation that they are lawful owners.

AB-1740 requires those who recycle catalytic converters to obtain the year, make, and model of the car that the converter comes from and a copy of that car's title.

Criminal

AB-2239 provides a person convicted of misdemeanor child or elder abuse on or after Jan. 1, 2023, is prohibited from possessing a firearm in California. Currently, persons convicted of felonies and certain specified misdemeanors are prohibited from owning guns in the state.

AB-1788 will subject hotels to civil penalties if employees fail to inform police officials of sex trafficking at their establishment.

AB-2294 permits police to keep individuals in custody for misdemeanor or felony retail theft if that person has been arrested or convicted of theft from a store in the past six months and if that person is suspected of being part of an organized retail theft operation

Employment

SB-3 raises the statewide minimum wage on Jan. 1, 2023, from $14 to $15.50 per hour

AB-2223, the Contraceptive Equity Act (SB-523) protects employees from discrimination based on their reproductive health decisions, including using contraceptives and removes requirements for employees to disclose those decisions as a condition of employment.

AB-1949 will make it illegal for an employer to refuse to grant bereavement leave for up to 5 days for an employee upon the death of a family member.

AB-2183 expands protections for California farmworkers by allowing them to vote by mail in union elections rather than forcing them to vote in-person.

SB-960 provides that individuals are no longer required to be citizens or permanent residents of the United States to become police officers in California; they only need to be legally authorized to work in the U.S.

The embattled president reportedly arrived at

on 1 December. As reported previously, Pelosi

was among a bevy of Deep Staters arrested after

attending a taxpayer-funded, billion-dollar party

honoring socialist Emmanuel Macron. Following

a lengthy military tribunal, a JAG panel convicted

Pelosi of treason and conspiracy to commit murder,

sentencing her to hang by the neck until dead.

Camp Delta staff have called Pelosi an irascible

prisoner, second only to the late Hillary Rodham

Clinton, who, coincidentally, lived in the same cell

ahead of her hanging in April 2021. Perhaps

Hillary’s poltergeist inhabited the cell and haunted

Pelosi, letting her know what awaited her, an

afterlife of eternal damnation in limbo.

GITMO guards said a bellicose Pelosi spent her

first week in confinement detoxing from alcohol

withdrawal. Pelosi, they said, would sit shivering

in a corner of her cell wrapped in a blanket, her

own thoughts, and sometimes untamable,

obligated to offer the condemned a final

statement, and asked Pelosi whether she’d behave

if he ordered that her gag be removed. He

cautioned Pelosi that acrimonious outbursts

would not alter her fate.

Nancy nodded, and the hangman momentarily

removed her gag.

SB-846 extends the lifespan of the state's last operating nuclear plant at Diablo Canyon by up to five years. The bill also authorizes a loan of $1.4 billion from the state to Pacific Gas & Electric (PG&E), which operates the power plant, to facilitate the extension. The plant was previously scheduled to stop operating its Unit 1 in 2024 and Unit 2 in 2025.

Health

AB-2223 also protects reproductive freedom by shielding pregnant people from criminal and civil liability in case of a miscarriage, stillbirth, or self-managed abortion.

SB-107 provides that families that come to California seeking medical treatment for transgender children and teens are protected from out-of-state subpoenas or warrants, as well as families that move to the state to avoid consequences for already seeking that treatment elsewhere.

SB-1338, also known as the Community Assistance, Recovery, and Empowerment Act, allows family members, first responders, and clinicians to ask a judge to order treatment for individuals diagnosed with schizophrenia and other psychotic disorders. Those plans would include medication, housing, and therapy. Those who refuse treatment could be placed in a conservatorship and ordered to comply with the treatment.

Holidays - State

AB-1655 recognizes Juneteenth as a new state holiday on Jun. 19. Additionally, AB-2596 removes the requirement for the governor to declare Lunar New Year as a state holiday annually, and AB-1801 marks Apr. 24 as Genocide Remembrance Day in California.

Real Property

SB-561 requires an audit of all surplus state property to determine what land might be suitable for housing construction.

AB-2097 stops city and county governments across California from implementing a minimum requirement for housing developments to provide parking if those developments are within a half-mile of public transit.

Taxation – Pink Tax

AB-1287 makes it illegal for companies to charge different prices for products based on the gender referring to a practice "pink tax."

Technology

SB-717 creates a system for deploying broadband throughout California to provide improved connectivity for low-income and underserved communities.

Traffic

AB-2147 decriminalizes jaywalking in California.

AB-1909 makes several changes to bicycle and vehicle laws.

Voting

SB-103 ensures the state's presidential electors cast ballots for candidates who win the popular vote and do not instead switch candidates or abstain from voting.

Will my energy bill rise in January? Households confused after being emailed about change

The regulator Ofgem has confirmed its price cap will increase by around 20% from January 1 - but households are still covered by the Energy Price Guarantee, so what does this mean for your bills?

Households have been left confused after being warned of energy bill rises coming into force from this weekend.

The regulator Ofgem has confirmed its price cap will increase by around 20% from January 1 - up from £3,549 a year for someone with typical use to £4,279.

But households are still covered by the Energy Price Guarantee, which means the typical bill will remain at roughly £2,500 a year until April 2023.

This means no one currently pays the full amount under the price cap - however, you may still see slight changes to your bill from January 1.

But these changes are likely to be minimal, meaning pennies more, rather than pounds, for most households.

This has left some people confused as suppliers start to email customers about the Ofgem price cap change in January.

Your bill could change because there are regional differences in the Ofgem price cap rates, and the discount applied through the Energy Price Guarantee is a flat rate.

The Government will increase the discount it applies to energy bills from January - up from 17p per kilowatt hour to 31.8p/kWh for electricity, and from 4.2p/kWh to 6.4p/kWh for gas.

What you pay, and how your bill could change come January, depends on your supplier, where you live and how you pay for your energy.

It is also important to remember that the £2,500 figure is just used to illustrate how much the typical household will pay.

In reality, it all depends on how much energy you use - use more gas and electricity, and your bill will be higher, or use less and you’ll pay less.

On average, there will be no change in January for those paying by direct debit - with the typical bill under the Energy Price Guarantee remaining at £2,500.

For prepayment customers, the average figure will increase from £2,559 to £2,579 a year.

If you pay on receipt of bill - which is the most expensive way to pay for energy - the typical bill will increase from £2,715 to £2,754.

MoneySavingExpert has a breakdown of how prices will change region by region. Billpayers in North Wales and Merseyside will be hit with the biggest increases.

The annual cost for direct debit households in this area will rise 0.5% to £2,579, then 1.3% to £2,655 for prepayment, and 1.9% to £2,838 for pay on receipt on bill.

Those on an Economy 7 tariff, where you pay two different rates for your electricity depending on the time of day, will be hit by the biggest changes.

MoneySavingExpert says it has heard from customers who have already been told their bills are changing by 11% on average.

The next big change to energy bills will come in April 2023 when the Energy Price Guarantee will rise to £3,000 a year for the typical household.

The Duke of York is braced for his sex abuse accuser to return to the public eye as a gagging clause signed by both parties is lifted in February.

Prince Andrew paid millions to settle a civil case with Virginia Giuffre earlier this year, securing a deal that bought him just one-year of silence. The Duke did not admit any wrongdoing as part of the civil case settlement.

However, that agreement will come to an end within weeks, meaning that Ms Giuffre, who now lives in Australia with her husband and children, will be once again likely to be free to talk about the years of abuse she suffered at the hands of Jeffrey Epstein, the convicted sex offender.

It raises the prospect that she could resume television interviews, or even write a book.

Ms Giuffre sued the Duke for unspecified damages last year, claiming she was forced to have sex with him on three separate occasions in 2001, when she was 17.

The Duke, who denied any wrongdoing, was determined to take the civil case to trial and clear his name.

But Buckingham Palace urged him to settle as increasingly damaging and lurid claims dominated the news agenda and threatened to overshadow Queen Elizabeth II’s Platinum Jubilee celebrations.

The late Queen was becoming increasingly frail and may have known at the time that she did not have long to live. There was concern that, among other things, the early February announcement that Camilla, the then Duchess of Cornwall - with her mother-in-law’s blessing - would be known as the Queen Consort when Charles acceded the throne would be eclipsed by the ongoing legal battle.

Buckingham Palace announced in January that it had stripped Prince Andrew of all military titles and patronages, ordered him not to use his HRH title and ruled out any return to public duties.

However, the Duke came under intense pressure to strike a deal - eventually announced on February 15 - that would draw a line under the case and allow him to retreat from the public eye.

In order to facilitate the deal, the late Queen contributed to a hefty financial settlement which was accompanied by a 12-month gagging clause, ensuring that neither side could discuss any aspect of the case or the financial deal.

The majority of the $12 million settlement went to Ms Giuffre, while around $2 million was donated to her sex trafficking charity, it is understood.

The inclusion of the gagging clause was considered critical and is understood to have been a prerequisite for the Duke borrowing sufficient money from his family to settle the case.

However, some aides were said to be “incredulous” that Prince Andrew could have paid so much money only to have the allegations repeated after such a relatively short space of time.

A friend said when the deal was signed: "If you’re going to go for legal resolution at those sorts of prices then you want silence - but what we’ve got is silence for the Platinum Jubilee."

The gagging clause will be lifted in late February, although the specific terms of the deal have not been revealed.

It is thought that while Ms Giuffre might be free to speak publicly about her experience of being sex trafficked by Jeffrey Epstein and Ghislaine Maxwell, she may have agreed not to discuss the Duke or repeat her allegations about him.

A spokesman for the Duke declined to comment.

Alabama Will Allow Concealed Carry of Handguns Without a Permit Beginning on New Year’s Day

December 31, 2022

On New Year’s Day, the state of Alabama will begin allowing people to carry concealed handguns without a permit.

A person will still be able to get a permit if they choose to do so, but it will no longer be required of them.

According to the Associated Press, the legislation states that an officer can still “temporarily take a weapon if it is necessary for the safety of the officer or others. The weapon must be returned unless there is an arrest, or the person is posing a safety threat.”

The National Rifle Association Institute for Legislative Action says thatconstitutional carry is now legal in 25 states.

“It’s going to be a big step to help the average law-abiding citizen to keep them from having to go through the hoops of getting a permit to carry their weapons,” Rep. Shane Stringer, the legislation’s sponsor, told AP. “It’s not going change who can and cannot carry a gun. People that are prohibited now are still prohibited.”

The bill was quickly signed by Alabama Governor Kay Ivey as soon as it was passed.

The law was opposed by the Alabama Sheriffs Association opposed the legislation, claiming that constitutional carry laws cause crime to rise and stop individuals from voluntarily obtaining permits.

“It’s sad that certain sheriffs are actually fighting against restoring gun rights to law-abiding Alabamians,” Dudley Brown, National Association for Gun Rights (NAGR)’s president, told Yellow Hammer News last January.

Brown continued, “Constitutional Carry laws simply recognize what we all know to be true – that the government should not force you to get a permit in order to carry a handgun.”

“Spreading lies and inciting fear in an attempt to kill a pro-gun bill is the same kind of underhanded tactics we see from radical leftists across the nation,” Brown added. “It’s a shame that many sheriffs in Alabama have resorted to this. That’s why we’re mobilizing our members in supporters in Alabama – cranking up the pressure to make Alabama the 22nd Constitutional Carry state.”

After the law was passed, Lee County Sheriff Jay Jones, president of the Alabama Sheriffs’ Association, urged people to still get permits, saying that “maintaining an Alabama concealed carry permit is wise when traveling out of state; reciprocity applies — other states may require non-residents to have a permit from their state of residence.”

Initiative Q: Scam, pyramid scheme, or next PayPal?

In the last few days the social networks have been pushing something called Initiative Q, “launched by ex-PayPal guys to create a new payment system instead of credit cards that were designed in the 1950s.”

Q wants to “integrate the best technological improvements that have been made in the payment industry over the last few decades to create a flexible, easy-to-use and inexpensive payment network.” The Q payment system will use its own currency, the Q.

To get people to start using the system once it’s ready, they are allocating Qs for free to people that sign up now. The amount drops as more people join.

Why should you want to bother? The Q team say:

“There’s nothing to lose but if this payment system becomes a world leading payment method your Qs can be worth a lot. If you missed getting bitcoin seven years ago, you wouldn’t want to miss this.”

You can join Initiative Q only by invitation, but there are plenty of invitations around. Once you are in the system, the person who invited you must confirm you, and then you’ll have five invitations to give. I accepted an invitation received by a Facebook friend, and after confirmation I sent my own invitations.

The front page of the Q website gives an “estimated future value of next spot,” which is currently more than $50,000 for those who invite and confirm other five persons, and assuming parity between Q and USD, which is a design goal. The estimated future value when I joined was higher, so hurry up if you want to jump on board.

Some comments on the social network quickly dismiss Q as a scam, perhaps because the first venture of Q founder Saar Wilf, eventually bought by PayPal, was called “ Fraud Sciences.” My own first impression was that Q is some kind of multi-level pyramid scheme. This must be a common first impression, because it’s answered in the Q FAQ:

“Pyramid schemes collect money from new members and distribute it to earlier members. In contrast, joining initiative Q is completely free. So, clearly, there is no money to hand up the ‘pyramid’ to earlier members.”

The same FAQ makes it clear that Initiative Q has nothing to do with cryptocurrencies. In fact, privacy and decentralization, two key drivers of the cryptocurrency movement, are dismissed by the Q team as useless or worse.

“Initiative Q is designed to succeed as a mainstream payment network, which means fully complying with all laws and regulations… Initiative Q’s main goal is to achieve global adoption, and Initiative Q therefore prioritizes ease of use, stability, security, efficiency, and legality, over abstract goals like decentralization. This is a real world solution for real world problems.”

In case the attitude of the Q team toward cryptocurrencies isn’t clear, they say that one of the reasons you should join the Q network is:

“You will help reduce the enormous waste and pollution caused by Bitcoin and cryptocurrencies, currently consuming as much energy as 6,000,000 households!”

The hordes of cryptocurrency enthusiasts might be tempted to retaliate by dismissing Initiative Q as a joke or a scam. But perhaps there’s more to Q than meets the eye.

FT Alphaville, a daily news and commentary service for financial market professionals operated by The Financial Times, notes that Initiative Q’s economic and monetary models were developed by Lawrence White, a well-known economics professor at George Mason University who favors the idea of free banking. Perhaps it’s the involvement of White that has pushed Q above critical mass:

“Alphaville has been contacted by a handful of people in the past 72 hours — all of them young(ish) men — about the project, and the Twittersphere is abuzz with Q chat.”

While the FT article is essentially negative, it quotes an email received by Wilf:

“Clumping [Q] with the cryptocurrency nonsense completely misses the point — we’re doing something way more interesting. It’s a way for the world to come together and solve economical problems that impact every person on the planet, which until now were unsolvable due to financial structures created centuries ago.”

According to DigitalSpy:

“[The] ultimate question on many people’s lips is: is Initiative Q real or fake? Short answer — we have absolutely no idea.”

The only detailed analysis of Q is available so far comes from David Gerard, the author of “Attack of the 50 Foot Blockchain” (2017), who first covered Initiative Q in June. His conclusion:

“It’s not impossible they’ll get something up … but pure ideas are near-worthless. The hard part is always execution.”
