ICE HSI investigation leads to 25-year sentence for child exploitation

LONDON, Ky. – A previously convicted child sex offender was sentenced to serve 25 years in federal prison after pleading guilty to production of child pornography.

The case was investigated by U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI) and the Kentucky State Police Electronic Crimes Branch.

The announcement was made Tuesday by HSI Nashville Special Agent in Charge Jerry C. Templet Jr. and the acting U.S. Attorney for the eastern district of Kentucky.

“Because of exceptional efforts by our HSI agents, a previously convicted child sex offender has been sent to federal prison to serve a lengthy sentence, where he will be unable to victimize other vulnerable children,” said HSI Nashville Special Agent in Charge Jerry C. Templet, Jr. “We will continue to work with our law enforcement partners to remove these offenders from our communities and ensure they pay for their incomprehensible actions.”

Court records show that from Aug. 2020 through Nov. 2020, Andrew J. Kerr, 32, of Corbin, Kentucky, recorded multiple videos of himself engaging in sexual acts with a minor victim. He transmitted the explicit images of the victim on Snapchat, a social media platform. Kerr then saved and stored images and videos of the minor victim on his cell phone.

In 2008, Kerr was previously convicted by the Commonwealth of Kentucky of criminal abuse in the first degree for abusing a 12-year-old child.

Under federal law, Kerr must serve 85% of his prison sentence and upon his release from prison, he will be supervised by U.S. Probation for life.

HSI is a directorate of ICE and the principal investigative arm of the U.S. Department of Homeland Security (DHS), responsible for investigating transnational crime and threats, specifically those criminal organizations that exploit the global infrastructure through which international trade, travel, and finance move.

HSI’s workforce of over 10,400 employees consists of more than 7,100 special agents assigned to 220 cities throughout the United States, and 80 overseas locations in 53 countries. HSI’s international presence represents DHS’s largest investigative law enforcement presence abroad and one of the largest international footprints in U.S. law enforcement.

Cannabidiol Inhibits SARS-CoV-2 Replication and Promotes the Host Innate Immune Response

Our results suggest that CBD can block SARS-CoV-2 infection at early stages of infection, and CBD administration is associated with a lower risk of SARS-CoV-2 infection in humans. Furthermore, the active compound in patients is likely to be 7-OH-CBD, the same metabolite implicated in CBD treatment of epilepsy. The substantial reduction in SARS-CoV-2 infection risk of approximately an order of magnitude in patients who took FDA-approved CBD highlights the potential efficacy of this drug in combating SARS-CoV-2 infection. Finally, the ability of CBD to inhibit replication of MHV raises the possibility that CBD may have efficacy against new pathogenic viruses arising in the future.

One mechanism contributing to the antiviral activity of CBD is the induction of the interferon pathway both directly and indirectly following activation of the host immune response to the viral pathogen. In fact, interferons have been tested clinically as potential treatments for COVID-19 (21). Importantly, CBD also suppresses cytokine activation in response to viral infection, reducing the likelihood of immune cell recruitment and subsequent cytokine storms within the lungs and other affected tissues. These results complement previous findings suggesting that CBD suppresses cytokine production in recruited immune cells such as macrophages (22). Thus, CBD has to the potential not only to act as an antiviral agent at early stages of infection but also to protect the host against an overactive immune system at later stages.

CBD has a number of advantages as a potential preventative agent against SARS-CoV-2. CBD is widely available without restricted access if the content of THC is <0.3%. There are multiple means of ingestion, including potential for inhalation and nasal delivery. CBD blocks viral replication after entry into cells and, thus, is likely to be effective against viral variants with mutant spike proteins. Unlike drugs such as remdesivir or antiviral antibodies, CBD administration does not require injection in hospital settings. Finally, CBD is associated with only minor side effects (15).

However, several issues require close examination before CBD can be considered or even explored as a therapeutic for COVID-19 (11). Although many CBD formulations are available on the market, they vary vastly in quality, the amount of CBD, and their pharmacokinetic properties after oral administration, which are mostly unknown. CBD is quite hydrophobic and forms large micellar structures that are trapped and broken down in the liver, thereby limiting the amount of drug available to other tissues after oral administration. The inactive carriers have a significant impact on clinically obtainable concentrations. As CBD is widely sold as a preparation in an edible oil, we analyzed flavored commercial hemp oils and found a CBD content of only 0.30% in a representative sample (fig. S12). The purity of CBD and, in particular, the composition of the materials labelled as CBD are also important, especially in light of our findings suggesting that other cannabinoids such as THC might act to counter CBD antiviral efficacy. This essentially eliminates the feasibility of marijuana serving as an effective source of antiviral CBD, in addition to issues related to its legal status. Finally, other means of CBD administration such as vaping and smoking raise concerns about potential lung damage.

Future studies to explore the optimal means of CBD delivery to patients along with clinical trials will be needed to fully test the promise of CBD as a therapeutic to block SARS-CoV-2 infection. As the clearance rates for CBD in plasma are substantially lower in humans than mice, we would suggest moving to clinical trials rather than doing preclinical studies in animal models (15). We advocate carefully designed placebo-controlled clinical trials with known concentrations and highly-characterized formulations in order to define CBD’s role in preventing and treating early SARS-CoV-2 infection. The necessary human in vivo concentration and optimal route and formulation remain to be defined. We strongly caution against the urge to take CBD in presently available formulations as a preventative or treatment therapy at this time, especially without the knowledge of a rigorous randomized clinical trial with this natural product (23).

Abstract

The global COVID-19 pandemic poses new challenges for communities built around certain sexual practices, and some of which have responded by using their previous experiences of HIV. In this article, we undertake an online ethnography of a popular Anglo-American barebackers' forum to understand how HIV and COVID-19 converge and how these men negotiate COVID-19 risk by adapting previous sexual and disease prevention strategies. Barebackers, aka gay men who eroticise condomless anal intercourse, provide a relevant group to consider given their longstanding negotiation of HIV. We explore processes of responsibility, risk management and pleasure during the COVID-19 pandemic. We suggest that their experiences of both the AIDS crisis and the current context of HIV frame their decisions around COVID-19. We focus on how responsibility and desire shape discussions of bathhouses and the survival of barebackers' sexual practices during and after COVID-19.

Jersey City Police Officer Pleads Guilty to Charge That He Traveled to Atlantic City in Attempt to Sexually Assault Two Underage Girls

Acting Attorney General Andrew J. Bruck announced that an officer of the Jersey City Police Department pleaded guilty today to a charge that he traveled to Atlantic City, N.J., in order to sexually assault two underage girls. The defendant had communicated using a chat app with other adults who indicated they would provide him with access to children he could sexually assault. The officer was suspended by the department following his arrest on February 26, 2021.

Stephen T. Wilson, 34, of Bayonne, pleaded guilty today to an accusation charging him with one count of second-degree Attempted Aggravated Sexual Assault before Superior Court Judge Bernard E. DeLury Jr. in Atlantic County. Under the plea agreement, the state will recommend that Wilson be sentenced to eight years in state prison. He will be required to register as a sex offender under Megan’s Law and will be subject to parole supervision for life. Sentencing for Wilson is scheduled for October 21, 2021.

Deputy Attorney General Rachael Weeks represented the Division of Criminal Justice Financial & Cyber Crimes Bureau in the plea proceedings. Wilson was arrested in an investigation by the New Jersey State Police, U.S. Homeland Security Investigations (HSI), and the New Jersey Division of Criminal Justice.

Wilson was arrested after he traveled to Atlantic City to meet adults who offered him access to underage girls. Wilson had encountered the other adults through an incest chat group, and they offered him access to two girls, ages 10 and 8, to sexually assault in exchange for $200. He had condoms and more than $500 in cash in his possession when he was arrested.

“Predators like Wilson will go to great lengths to sexually exploit children, but law enforcement will go farther to bring them to justice,” said Acting Attorney General Bruck. “Let this sentence serve as a warning to anyone who believes they can exploit or prey on innocent children. We will continue to work with our partners to aggressively investigate and prosecute child predators.”

“This guilty plea reflects our commitment to protect children and bring offenders like Wilson to justice,” said Director Lyndsay Ruotolo of the Division of Criminal Justice. “We will continue partnering with law enforcement at all levels in order to expand our reach and capture those who seek to sexually abuse and exploit children.”

“Child predators like Wilson are not only using more sophisticated technologies, but they are networking with other abusers in order to find their next victim,” said Colonel Patrick J. Callahan, Superintendent of the New Jersey State Police. “The New Jersey State Police and our partners will continue to work together to ensure that child predators and those who assist them are prosecuted to the fullest extent of the law.”

Acting Attorney General Bruck thanked all of those who investigated and prosecuted the case for the New Jersey State Police, U.S. Homeland Security Investigations, and the Division of Criminal Justice (DCJ) Financial & Cyber Crimes Bureau.

Deputy Attorney General Rachael Weeks prosecuted the case under the supervision of Deputy Bureau Chief Lilianne Daniel, and Bureau Chief Jillian Carpenter.

In addition to investigating cyber tips from the National Center for Missing and Exploited Children, members of the New Jersey State Police ICAC Unit, Division of Criminal Justice Financial & Cyber Crimes Bureau, and New Jersey Regional ICAC Task Force routinely conduct undercover chat investigations on social media platforms leading to arrests of hands-on offenders and defendants attempting to lure children. They also conduct proactive investigations to apprehend offenders by monitoring peer-to-peer file-sharing networks and identifying the IP addresses of individuals sharing child sexual abuse materials.

The rapid spread of COVID-19 underscores the need for new treatments. Here we report that cannabidiol (CBD), a compound produced by the cannabis plant, inhibits SARS-CoV-2 infection. CBD and its metabolite, 7-OH-CBD, but not congeneric cannabinoids, potently block SARS-CoV-2 replication in lung epithelial cells. CBD acts after cellular infection, inhibiting viral gene expression and reversing many effects of SARS-CoV-2 on host gene transcription. CBD induces interferon expression and up-regulates its antiviral signaling pathway. A cohort of human patients previously taking CBD had significantly lower SARS-CoV-2 infection incidence of up to an order of magnitude relative to matched pairs or the general population. This study highlights CBD, and its active metabolite, 7-OH-CBD, as potential preventative agents and therapeutic treatments for SARS-CoV-2 at early stages of infection.

Abstract

The burden of morbidity among privately insured transgender people is largely unknown. We identified transgender people enrolled in private insurance (using claims from 2001–19) and compared their rates of selected chronic conditions, using the Elixhauser Comorbidity Index, with claims for a matched cisgender cohort. We documented disparities between transgender and cisgender people across most conditions and found that transgender people were at elevated risk for nearly all chronic conditions compared with their cisgender counterparts. We also found that trans masculine and nonbinary people had the highest predicted average number of chronic conditions compared with all other gender groups. Our findings highlight key gender differences in morbidity between and within transgender and cisgender populations, and they underscore the importance of collecting gender identity information in national surveillance efforts to increase understanding of the health disparities among transgender and cisgender populations. In addition, these findings underscore the need for nondiscrimination protections for transgender people in the US.

I have been working in the HIV arena for about 25 years, and what a wild ride it’s been! I vividly remember the horrible, early days of the epidemic, when an HIV diagnosis was a death sentence. We could do little more than help folks die with some dignity intact. I lost many dear, brilliant friends who didn’t live to see the enormous scientific strides we have taken.

In 1996, effective medication became widely used, and we saw the death rates plummet. The drugs were far from perfect, however, with many terrible side effects, an unbelievable number of pills required, and an equally daunting price. As the years progressed, these difficult medications became better and better, and the pill burden was dramatically reduced.

Fast forward to today: we have tests that can detect a new infection in a minute and screenings that can reveal acute infections, meaning recent transmission. We have effective medications with better durability and fewer side effects. Many regimens consist of one pill once a day, and we are excited about the highly anticipated long-acting treatment options. We have medications that can prevent a person from getting HIV. We understand the medical protocol that allows HIV-positive women to have HIV-negative babies. The life span for a person living with HIV is now within five years of the national average life span. Most surprising of all, we have discovered that a person living with HIV who is on treatment and who has a suppressed viral load (meaning very little HIV in the blood) cannot transmit the virus to others! This new scientific information is a real game changer. Persons living with HIV can now have long, healthy, normal lives, as well as active sexual lives. The campaign Undetectable = Untransmittable has taken off around the country and the world. We have maps that capture community viral load numbers so that resources can be targeted to areas in need.

Now the Trump administration has committed to a 10-year initiative—Ending the HIV Epidemic: A Plan for America—which includes new federal resources to implement the plan. I am pleased that the plan includes many Southern and rural areas, but I am equally dismayed that the plan is almost completely medical, with little emphasis on mechanisms to address other factors that keep people from staying in and adhering to treatment.

The Centers for Disease Control and Prevention estimates that 90% of new HIV infections are transmitted by people who are not diagnosed or are not in care.1 Thus, our task seems clear: increase testing and get people into treatment. Why is that task so difficult, especially in the Southern United States? I see my colleagues in San Francisco, California, and New York City making real progress toward the goal of reducing the new cases to levels below the epidemic thresholds, yet the South lags behind.

I often say that the South presents the perfect storm for the HIV epidemic. In so many ways the South is far below national averages on structural factors that affect public health: poor access to medical care and health insurance, health disparities in every disease state or indicator, lack of decent transportation systems, pervasive poverty, poor educational systems that often ignore sexual health, vast rural areas that make health care more complicated and costly, the country’s largest disenfranchised minority populations who often deal with structural racism, and a huge dose of stigma that serves as the icing on this unhealthy cake.

From the beginning, the HIV epidemic has been fueled by ignorance and stigma, including laws that punish people for being HIV positive, even if they are doing everything right. Politicians were afraid to even say the word AIDS. In the South this barrier is rampant and is often exacerbated by conservative religious beliefs and elected policymakers. People are afraid to go to local health departments, where someone might know them; gay men pretend to be heterosexual to avoid condemnation; and some churches even demonize this disease, despite the fact that their congregations are affected.

The problem of stigma is hurting the South. We are now the epicenter of the country’s HIV epidemic. In addition to the highest rates of diagnoses, the South sees the highest death rates in the country from a disease that can now be managed. In 2016 the Deep South states, defined as Alabama, Florida, Georgia, Louisiana, Mississippi, North Carolina, South Carolina, Tennessee, and Texas, experienced 6045 deaths, 39% of the nation’s total deaths from HIV. From 2008 through 2016, Alabama, Louisiana, and Mississippi saw the highest death rates of persons living with HIV.2

I hope that the architects of this new, ambitious government plan to end HIV as an epidemic will think beyond our status quo parameters. New funding needs to go directly to community providers, bypassing the typical bureaucratic barriers encountered in current service delivery systems. In addition to treatment, focus must be placed on peer support programs, housing, food, transportation, mental health and substance use services, intimate partner violence, employment services, challenges of aging with HIV, and any other roadblocks that keep patients out of care. Many of the people we serve in the HIV community have experienced trauma, and we need providers who understand that lived experience and can provide culturally appropriate services that combat stigma.

The plan promotes four pillars—diagnose, treat, prevent, respond—which include expansion of pre-exposure prophylaxis (PrEP). Many small to medium-sized cities in the South have no medical providers willing to prescribe PrEP. Some of the funding might be well spent in helping trusted community organizations develop clinics for PrEP, sexually transmitted infections, and hepatitis C. The need to build infrastructure to deliver these services in the US South may be a critical component in the success of the plan. Essential to the plan’s success is maintaining the current funding in the country’s HIV portfolio and layering the new funding onto the good programs already in place.

I have heard about a time when cancer was met with suspicion and fear. I remember when women were condemned for taking birth control pills. I know that one day we will look back on the HIV epidemic with the same puzzlement. How did a disease become so vilified? The time has come to move HIV from the moral arena to the medical arena, including critical social services and housing. This approach will allow supportive communities in the Southern United States to fully use the exciting scientific progress that has been made in our fight to end HIV as barriers to staying adherent and in care are removed. If we have real hopes of ending HIV as an epidemic, a holistic approach that includes the Southern United States is our best chance for success.

Fully Vaccinated Woman’s Family Blames Unvaxxed For Her Death: ‘She Was Infected by Others Who Chose Not to Be Vaccinated – The Cost Was Her Life’

A fully vaccinated 66-year-old grandmother died of Covid earlier this month and her family is blaming unvaccinated Americans for her death.

Candace Ayers, a beloved grandmother from Springfield, Illinois, traveled to Mississippi in July after receiving her second dose of the Moderna vaccine in early March.

“I took my parents to get that second jab, and we were all so excited,” said their son, Marc Ayers. “We are a family that believes in science. We believe in masks, and we believe in vaccines. We were ready to get back to normal.”

After her trip to the south, Ayers tested positive for Covid and was hospitalized for three weeks and put on a ventilator before passing away.

The family blasted unvaccinated Americans in Ayers’ obituary because she traveled to a state with a ‘low vaccination rate.’

“This all could have been avoided,” Ayers said. “This could have been prevented by a few acts of kindness. They were in a state that had one of the lowest vaccination rates in the country. Getting a vaccine and wearing a mask for others … had this been done, she would be here today.”

“She was vaccinated but was infected by others who chose not to be. The cost was her life,” the obituary read.

“She is survived by her loving husband of nearly 43 years, Terry of Springfield; her children Marc (Samantha) Ayers of Springfield, and Amanda Foster and her triplet 5-year-old grandchildren Andie, Daniel, and Charlotte Foster of Springfield who were the loves of her life.”

The CDC has made it abundantly clear that ‘fully vaccinated’ people still spread Covid (and can die from the virus).

CDC Director Rochelle Walensky last month said that people who received the Covid vaccine early on are at an increased risk for severe disease.

“We are seeing concerning evidence of waning vaccine effectiveness over time and against the Delta variant,” Walensky said.

Twitter Said It Blocked Hunter Biden Stories Because U.S. Intelligence Shared ‘Rumors’ Of Biden Hack

On Tuesday, the Federal Election Commission (FEC) determined that Twitter did not violate election laws by suppressing a damaging story about then-candidate Joe Biden’s son Hunter. While speaking to the FEC, the head of Twitter’s Site Integrity Team, Yoel Roth, said U.S. intelligence officials had shared “rumors” of the possibility that Joe Biden was in danger of being hacked.

The Washington Free Beacon’s Chuck Ross reported that Roth used these “rumors” to justify the social media giant’s suppression of the Hunter Biden story, which was initially broken by the New York Post. The Post had obtained a laptop purportedly belonging to Hunter that had been left at a computer repair shop in Delaware.

On Wednesday, the FEC released documents relating to its decision to dismiss the complaint against Twitter, which was filed by a conservative group. All six members of the commission, which includes Democrats and Republicans, voted to dismiss the complaint.

“The commission pointed to Roth’s testimony that U.S. officials warned him individuals close to political campaigns would likely be targeted in ‘hack-and-leak’ operations close to the election. Roth said he met frequently throughout 2020 with government officials to discuss election security. He said he learned in one of the meetings that ‘there were rumors that a hack-and-leak operation would involve Hunter Biden,’” Ross wrote.

As Ross noted, the FEC didn’t come to a conclusion about whether Hunter Biden’s laptop was hacked, but no evidence exists to suggest that was the case.

Roth, the Twitter executive who spoke to the FEC, is hardly a nonpartisan actor. He has routinely insulted Republican politicians and conservative voters. Last year, he referred to former President Donald Trump and his administration as “ACTUAL NAZIS.” While the votes were being counted in 2016, Roth tweeted that “we fly over those states that voted for a racist tangerine for a reason.” He’s praised anti-Trump rallies and called Senate Minority Leader Mitch McConnell (R-KY) a “bag of farts.”

When reporting about the FEC decision, The New York Times claimed the Post stories were “unsubstantiated,” even though the FBI was provided the laptop ahead of the Post reporting and there is no evidence to suggest the laptop isn’t authentic.

In fact, Hunter himself admitted that it is “certainly” possible the laptop really is his, though he added that it could have been stolen or hacked. The owner of the computer repair shop where it was left provided a receipt with Hunter’s signature showing he dropped off the laptop.

Without any evidence the laptop or its information was fake, Twitter blocked links to the Post’s article and also suspended the Post’s account, citing policy about publishing hacked information. Other social media outlets also blocked access to the article in the weeks before the 2020 election. No such action was ever taken by these outlets when the damaging information was against former President Donald Trump. For example, The New York Times reported information about Trump’s taxes that it could not have obtained legally, since tax information is private. Twitter took no issue with the Times publishing that information.

This afternoon the parliament voted to legalise the right of the terminally ill to choose when to end their life.

"People have spoken to me and believe — public health experts in the past — that the failure to act adequately in advance is tantamount to a genocide."
