This is something I consider important to all of you:

The argument used by the prison industrial complex is always that deplorable, dangerous; and criminally abusive conditions, are always the fault of "understaffing".

46% of state inmates are there for nonviolent crimes.

In one state alone last year, there were 19 suicides inside facilities, and videos of inmates roaming around with machetes.

This is not caused by a staffing issue. It is caused by a system designed to inspire fear in you, that imprisons nearly 1% of your total population at any given time (thats over 1.8 million people); 25% of whom are low-level non-violent offenders there because of prison-lobbied mandatory minimum laws that require extensive portions of a lifespan for minute legal infractions. Many of those people, are imprisoned after laws change around their crimes. For instance, marijuana offenses commited in states that have since legalized it; are not automatically released. Etc.

The reality is that the Prison Industrial Complex abuses the US population like a slave labor force; and in truth, a quick search engine type will show you that multiple mainstream corporations constantly get caught outsourcing supply line labor to prison complexes; where those same nonviolent offenders, are paid a few cents an hour to manufacture the tools of unbridled, unchecked, corporate greed.

In fact, some prisons and states have contracts with one another where the state promises to fill the prison beds, and pays them for the ones they cannot fill. This is called a "lockup quota" and it is a very real thing you can search.

The issue with prisons, is not staffing. It is that they are purposefully archaic and cruel, and purposfully ineffective in terms of reducing the actual crime rate. In fact, the lack of rehabilitation within them is designed to encourage repeat offenses, feeding the slave labor force.

While there are certainly a myriad of reasons to remove some people from society who present a real danger to others; largely that is not what is occurring.

The DOJ is currently opening an investigation into the situation with Georgia prisons (a move begun under the Trump Admin), and we need to be sharply aware of how these issues happen, and that substantial changes are needed to our system of civilian incarceration. We need to be able to hold the DOJ accountable here, and to do that we must understand the issues at hand.

Our collective voices, should push to shape those changes loudly, and carefully, because they affect all of us.

The Senate should tell the AZ Supreme Court they will release their records when they receive the routers from Maricopa County.

Without complete accountability, the courts have no place to tell the legislative branch anything.

The Arizona Supreme Court on Tuesday rejected an effort by the state Senate to keep secret records of its ongoing review of the 2020 election in Maricopa County that are in the possession of the contractors conducting the recount.

The high court without comment rejected the appeal filed after an appeals court and trial court both ruled the documents are public records that must be released. The court also dissolved a stay on the appeals court ruling it put in place on Aug. 24 so it could review the record and decide whether to accept the appeal.

Republicans who control the Senate have tried for months to keep secret how their contractors are conducting the recount. They argued that because the records are maintained by Senate contractors, they were not subject to public records law and that legislative immunity applies. But the appeals court in its Aug. 19 ruling rejected that argument.

The court said the main contractor, Florida company Cyber Ninjas, was subject to the records law because it was performing a core government function that the Senate farmed out.

After a pandemic-driven decision to lay off hundreds of toll collectors and auditors last year and end cash collections, the turnpike issued a 45% rate increase this year for drivers who do not have E-ZPass and instead must be billed.

In place of the toll collectors are license plate cameras and employees of contractors who have to examine photos of vehicles when the system has not automatically generated an owner’s name and address for a paper bill to be mailed out.

The turnpike’s July report said that in nearly half the instances in which license plate camera images were not usable, the reason was the plate was not in the frame of the photo. Examples provided in the report included lack of front license plates, which are not issued in Pennsylvania.

About 41% of the image failures were blamed on an obstruction such as a bike rack. In about 1.1% of manually voided images, the problem was attributed to intentional obstruction of the license plate.

The International Bridge, Toll and Tunnel Association, in establishing a task force on the topic earlier this year, said lost revenue can result from camera problems, equipment failure, unreliable information from state motor vehicle agencies, inefficient collection practices and “customer behavior.”

Toll evaders around the country have been creative, using grease to obscure plate numbers and installing devices that deploy to cover up plates when drivers go past plate cameras. Weather conditions and camera malfunctions can also make plates impossible to read.

Under a 2017 state law, the Pennsylvania Turnpike Commission has gone through PennDOT to suspend Pennsylvania vehicle registrations, and as a result, about 10,000 are currently suspended. Those drivers had six or more unpaid toll violations, or at least $500 in toll violations, or defaulted on a payment plan for unpaid turnpike tolls or fees.

The turnpike also asks county district attorneys to pursue theft-of-services charges for those who owe at least $2,000, and since 2002 has been referring overdue payments to debt collectors for drivers in Pennsylvania and beyond.

Out-of-state drivers are a particular problem. The turnpike gets vehicle registration addresses from 49 other states — only Iowa does not provide it — but so far does not have agreements in place letting them currently suspend out-of-state registrations for unpaid toll bills.

The Pennsylvania Turnpike is finalizing such an agreement with Delaware and is in talks with New York.

State Transportation Secretary Yassmin Gramian, who chairs the turnpike board, said the state’s overall toll collection rates are consistent with those in other states and slightly better than the national average.

Gramian said the turnpike commission wants more power to go after out-of-state toll scofflaws, but that requires legislation in those states. The variation among states about the penalties and fees they assess on turnpike drivers is another issue, Compton said.

“Uniformity at the federal level would certainly be helpful in this area, and reciprocity between states is an ongoing conversation among tolling agencies nationwide,” Gramian said.

Backers of all-electronic tolling say it improves traffic flow, curbs pollution and requires less maintenance than manned, cash-accepting toll booths. The 2020 layoffs cut the turnpike’s workforce from nearly 1,900 to more than 1,300 currently. Total toll revenues were about $1.3 billion last year, with E-ZPass accounting for more than $1 billion.

The Pennsylvania Turnpike approved a $45 million contract in 2014 to develop and implement all-electronic tolling, and it currently pays vendor TransCore about $10 million annually to operate the toll-by-plate system.

It is also spending $129 million to relocate tolling points to gantries on the interstate rather than the brick-and-mortar facilities currently at interchanges, a project currently being designed and engineered.

New York passes law that will ban all gas-powered car sales by 2035

In 14 years' time, no fossil fuel-powered vehicles will be sold in New York anymore. The state has passed a new law that bans the sale of gas vehicles starting in 2035, requiring all new cars to be zero emission. New York's Senate and Assembly passed the bill and Governor Kathy Hochul signed it into law last week. The move will help reduce the state's greenhouse gas emissions by 35 percent and help it achieve its climate targets, including an 85 reduction in GHG emissions by 2050.

As Ars Technica notes, though, the state has a lot of work ahead of it, considering only around one percent of new vehicles sold in New York at the moment is fully electric. That's why, under the new law, several state agencies are required to work together to conjure a zero-emissions vehicle market development strategy by the end of next year. They'll have to find a feasible way to make sure that even off-road vehicles and equipment sold in the state are emissions-free by 2035. The law also requires all medium- and heavy-duty vehicles sold in New York to be emissions-free by 2045.

In addition to having to convince people to buy electric within the next 14 years, New York will also have install an extensive charging network across the state. That includes installing charging stations at apartments, groceries, malls and parking lots.

California also banned the sales of new gas-powered cars by 2035 last year, and Massachusetts followed suit earlier this year. Meanwhile, Washington lawmakers tried to pass a law that prohibits sales of gas-powered cars by 2030, but it was ultimately vetoed by Governor Jay Inslee.
