State, local officials plead for vaccine distribution funds

Public health experts say state and local governments are underfunded and unprepared for what is expected to be the largest vaccination campaign in U.S. history.

While the Trump administration has spent more than $10 billion supporting the development of COVID-19 vaccines, just $340 million has been allocated to agencies below the federal level to help with distribution efforts that will cost anywhere from $6 billion to $13.3 billion, according to various estimates.

Health care workers, nursing home residents and other priority groups could be vaccinated as soon as this month, according to estimates by Trump officials. But the administration has not planned for the subsequent vaccination of hundreds of millions of Americans in the general population next year or how to pay for it.

“We knew vaccines would be in development, so it’s not a surprise we would need to build up the deployment system. Now we could be weeks away from the first doses going out, and we really haven’t invested in any of that work,” said Adriane Casalotti, chief of government and public affairs at the National Association of County and City Health Officials (NACCHO).

“Things could have been done earlier without having to reach this level of emergency,” she added. “To not have put a single dime toward deployment of it is a real disservice.”

The administration’s Operation Warp Speed plans to ship out 6.4 million doses of Pfizer’s COVID-19 vaccine within 24 hours of receiving authorization from the Food and Drug Administration. Federal officials estimate shipments will begin in mid-December, with each state receiving a certain proportion based on its population.

Health workers and nursing home residents are likely to be first in line, followed by other essential workers as well as teachers, the elderly and people with underlying health conditions.

Members of the general public could begin receiving vaccinations by March, when monthly production is projected to reach as many as 150 million doses.

Vaccinating the vast majority of Americans requires at least $8.4 billion in funding for state and local governments, according to estimates from NACCHO, the Association of State and Territorial Health Officials, and the Association of Immunization Managers. Centers for Disease Control and Prevention (CDC) Director Robert Redfield previously told Congress about $6 billion would be needed.

Both Democrats and Republicans in Congress say they recognize the need for vaccine distribution funding, but negotiations over another COVID-19 relief bill have yet to lead to a deal despite months of sporadic talks.

Paul Alexander, 57, the CEO of a small, Bronx-based charter jet company, was arrested this week on charges he trafficked girls as young as 12 years old.

The arrest was the result of a joint investigation by the state prosecutor’s office called “Operation Mile High” — a nod to his job as CEO of Central Jet Charter, New York Attorney General Letitia James said Saturday.

Alexander had no remorse for his young victims, and would charge older men to have sex with them, the AG’s office said.

Controlling and manipulating the media is something Scott Morrison spends a lot of time on and that is why he has the nickname “Scotty from Marketing” because he is all spin never missing a picture opportunity but almost always fails to deliver. Morrison has a large team who work behind the scenes trying to minimise bad publicity.

A prime example is in 2015 when Morrison was Minister for the Department of Social Services and the SMH reported:

But there is also a brutal side to Scott Morrison and the government trying to control information that the public receives with whistleblowers such as Witness K and Bernard Collaery, David McBride and Richard Boyle still facing jail.

The fact that Facebook and/or Google might have been politically motivated to have taken the action they have against my book and website cannot be ruled out and it is a real possibility.

A Jesuit Plot to Assassinate President Lincoln?

The fact that many of the conspirators were Catholic may have helped bring about more anti-Catholic legislation after the Civil War.

You have probably never heard of a Jesuit plot to assassinate President Abraham Lincoln, because there wasn’t any. But after the capture and death of John Wilkes Booth on April 26, 1865, authorities began to explore the conspiracy Booth and others had planned to murder the President, the Vice President, and the Secretary of State on Good Friday, April 14 that year. They discovered one common theme: all the conspirators met at the boarding house owned by Mary Surratt.

Mary Jenkins Surratt was a Catholic, having converted before her marriage to John Surratt in 1840. Everyone who had rooms in her house was a Catholic. Her son John, Jr.—who escaped capture and trial for a time by seeking sanctuary in a Montreal church rectory and then as a Papal Zouave—was a Catholic and had discerned and decided against a vocation to the priesthood. Another accomplice, David Herold, had studied at Catholic colleges including Georgetown. Dr. Samuel Mudd, who set Booth’s broken leg, was a Catholic. One of the main witnesses for the prosecution, Louis J. Weichmann, was a former seminary classmate of John Surratt. Several of the witnesses for the defense were Catholic priests, testifying to Mary Surratt’s Christian character and charity. Another Catholic boarder, Honora Fitzpatrick, was a witness for both the prosecution and the defense at the military tribunal that condemned the conspirators in May and June, 1865.

The Mid-Century Nativist Movement

Perhaps Catholic priests weren’t the best character witnesses in 1865. Since the 1840’s anti-Catholic nativists had been protesting against the influx of Catholics, particularly Irish immigrants. The Native American, American, or Know-Nothing political party—whose members were supposed to reply that they “knew nothing” about the activities or goals of the party—was anti-immigrant and anti-Catholic. They nominated Millard Fillmore, the 13th President (and the last Whig) to run again in the presidential election of 1856. The Democrat James Buchanan won that election and in a way, the American Party won too, since the Republican candidate John C. Fremont was accused of being a Catholic because he and his wife, Jessie, the daughter of Missouri Senator Thomas Hart Benton, were married by a Catholic priest when they eloped. Fears that the Pope would control a Catholic president were raised, just as they were when John F. Kennedy ran for the office.

As Mark A. Noll notes in his 2006 study "The Civil War as a Theological Crisis", the “American Catholic community remained small and relatively isolated” during the Civil War period and Catholics “had good reason to be wary of dominant American opinions” about them. When Cincinnati’s Archbishop John Baptist Purcell debated the Presbyterian minister Alexander Campbell, the latter stated that the Catholic laity was enslaved by their priests, bishops, and popes, having no free will to make their own decisions. Campbell further opined that Catholics were “essentially anti-American” and “fundamentally opposed to American freedom”.

The fact that the Surratts and other conspirators were Catholic — his family managed to hide indications that John Wilkes Booth was a convert too — just added fuel to Campbell’s fiery denunciations of Catholics. Those opinions continued to hold sway and resulted in the Blaine Amendments after the Civil War, which are in the news today at the Supreme Court.

President Ulysses S. Grant and Representative James G. Blaine of Maine were concerned about the mingling of Church and State in public schools. Blaine introduced an amendment to the Constitution which read “No State shall make any law respecting an establishment of religion, or prohibiting the free exercise thereof; and no money raised by taxation in any State for the support of public schools, or derived from any public fund therefore, nor any public lands devoted thereto, shall ever be under the control of any religious sect; nor shall any money so raised or lands so devoted be divided between religious sects or denominations.”

The amendment failed to pass, but many states took up the cause. While the amendment Blaine proposed seems to affect all religious sects, the states’ versions often included the designation of the King James Bible as the exclusive translation to be used in public schools. The existing Blaine amendments have prevented voucher programs for school choice from going to parents who wish to send their children to Catholic or other religious schools.

The irony could be that the Blaine amendment in Missouri that prevents state funds for religious organizations could be declared unconstitutional on behalf of a Protestant church, Trinity Lutheran. Even if individual state Blaine amendments are changed, anti-Catholic prejudice endures in American society and culture. Although there is absolutely no evidence of any Jesuit conspiracy against Abraham Lincoln, if you search for “Jesuits and Abraham Lincoln” on the internet you will find websites trying to prove that there was one and that Catholics still can’t be trusted to be good Americans.

WITH THE NATION FOCUSED ON THE VOTES COMING IN FROM ATLANTA, ONE PROMINENT ELECTION DIRECTOR SPARKED SOME INTRIGUE.

Fulton County Elections Director Richard Barron has been a major focus of the nation this week. As eyes converge on Atlanta votes coming in to see if Georgia flips from red to blue in the U.S. presidential election, Barron has appeared on TV to explain the process to media such as CNN.

And he’s done so with some soccer paraphernalia adorned around his neck.

As many on Twitter have pointed out (and my brother texted me about it Wednesday night), Barron has been wearing a Portland Timbers lanyard in all of his interviews on TV. Fulton County, of course, is Atlanta United territory, so many folks were understandably confused. Some jokingly suggested a conspiracy, but we all know conspiracy theories about voter fraud are never true.

So, what gives? Why is an Atlanta-area election director supporting a Portland soccer team? Again, almost all alleged voter fraud is a conspiracy theory purported by those who want to increase voter suppression, so it’s definitely not that.

And it’s not hard to figure out why the Fulton County Elections Director is pro-Portland.

Chris Barron (@tbc5150 on Twitter) claims to be Richard’s brother, and we have no reason to not believe him considering his past tweets prior to Richard’s sudden fame on TV on Wednesday. Chris said Richard has been an Atlanta United season-ticket holder but is a lifelong Timbers fan.

Two opposing events in Olympia, Washington, have resulted in violent brawls between supporters of president Donald Trump and Antifa. Police has confirmed an arrest of a suspect who allegedly fired shots during the conflict.

Pro-Trump demonstrators who gathered outside Washington State Capitol faced off with counter-protesters who attended an event labeled"Squash fascists". Violence followed, with videos on social media showing supporters of the president beating Antifa with American flags.

Police later confirmed they made an arrest of one individual who "appeared to fire at least one round from a handgun into the opposing crowd." They added that groups of protesters eventually dispersed as officers were "monitoring to ensure things are peaceful from here forward."

21-year-old Fort Bragg soldier killed on Outer Banks was decapitated, autopsy says

The 21-year-old Fort Bragg soldier found dead this summer on North Carolina’s Outer Banks was decapitated, an autopsy report says.

It was a homicide, but the cause of death for Spc. Enrique Roman-Martinez remains undetermined, because only a head was available for examination,

according to the Division of Forensic Pathology at East Carolina University’s Brody School of Medicine.

“While decapitation is, in and of itself, universally fatal, the remainder of the body in this case was not available for examination, and therefore potential causes of death involving the torso and extremities cannot be excluded,” the report states. “A definitive cause of death cannot be determined, (but) the findings in this case are most consistent with death due to homicide.”

Among the findings:

“Evidence of multiple chop injuries of the head” and a jaw broken in at least two places, the report says.

A toxicology report was also done and detected no evidence of drug use in the soldier’s tissues, officials said.

Roman-Martinez, a paratrooper with the 82nd Airborne Division, was reported missing May 23, while on a Memorial Day weekend camping trip with friends at Cape Lookout National Seashore, according to the National Park Service.

A 10-day search was launched to find him, and during that period a human head washed up on a beach at the Shackleford Banks, NPS officials said. Dental records positively identified the remains as that of Roman-Martinez, the U.S. Army Criminal Investigation Command says.

Roman-Martinez, a native of Chino, California, was last seen May 22 at a campsite on the park’s South Core Banks, the Army says. “His phone and wallet were found at the campsite,” Army investigators say.

A $25,000 reward has been offered for tips leading to an arrest and conviction in the case, the Army says. To date, no arrests have been announced.

Roman-Martinez was “a three-time volunteer” starting in September 2016, according to the Army. He was assigned to Fort Bragg in March 2017 and served as a human resource specialist, officials said.

The mystery surrounding his death — and the grisly details — have earned the case heavy media attention in Roman-Martinez’s home state of California. A Change.org petition set up to raise awareness and “rally justice” (Justice For Enrique Roman Martinez) has gotten nearly 20,000 signatures.

“It was so cruel what they did to him,” Roman-Martinez’s sister, Griselda Martinez, said in a July interview with KABC. “Why did they have to do that to him? … Why did they have to go the extra step to do this to him?”
