Trump Kneecaps Chip Giant SMIC Over 'Concerns' US Exports Being Shared With Chinese Military

Investors expect a ruling on ByteDance's request for an injunction against the Trump Administration order banning TikTok by the end of the weekend (a hearing has been scheduled for Sunday), but in the meantime, it appears the White He is already moving on to its next action item in the ongoing economic war against China.

As was previewed a couple of weeks ago, the Trump Administration is moving to cut off Semiconduct Manufacturing International Corporation - or SMIC - China's biggest producer of microchips, with wafer fabrication sites all across the mainland, off from US-made supplies. A letter obtained by the FT dated on Friday orders American companies not to send any more products to SMIC.

The administration argued that the products pose an "unacceptable risk" of being diverted to "military end use," according to a copy of the letter seen by the Financial Times. Just like sanctions on Huawei, the move threatens to cut off China’s biggest chipmaker from crucial US software and chipmaking equipment. Any companies that do want to export to SMIC will need to secure a special license from the Commerce Department.

"It all depends on how the US implements this. In the worst-case scenario, SMIC is completely cut off, which would severely set back China’s ability to produce chips. This would be a tipping point for US-China relations," said Paul Triolo, head of tech policy analysis at consultancy Eurasia Group.

It's clear that the administration's move goes beyond national security, with the goal of knee-capping another Chinese 'national champion'. SMIC, a "national champion" that is crucial to Beijing's aims of achieving chip self-sufficiency, recently oversaw country’s biggest domestic IPO in a decade, when it raised $7.6 billion in Shanghai earlier this year.

The administration's sanctions against Huawei have already seriously impacted SMIC. The rules appeared almost explicitly designed to stop SIMC from supplying certain chips to its largest customer, Huawei.

But US chipmakers will also feel some blowback: Qualcomm, which uses SMIC's foundries to fabricate some of its chips, will need to find a new partner, which means the Trump Administration might also rob SIMC of its second-largest customer after Huawei.

On Saturday, SMIC said that it was engaging with the Department of Commerce about the new rules. The company reiterated that it "has no relationship with the Chinese military, and does not manufacture for any military end users or end-uses."

To be sure, Chinese law requires all companies to cooperate with intelligence and military forces if so ordered by Beijing

SMIC added it had not received any formal notification of the sanctions.

Leftist Italian Govt Set to Dismantle Salvini Anti-Mass Migration Decrees

Italian Interior Minister Luciana Lamorgese has sent a draft letter to Italian Prime Minister Giuseppe Conte which could dismantle the anti-mass migration decrees enacted by populist Senator Matteo Salvini.

Prime Minister Conte has previously stated that he wants to reform the security decrees which placed large fines on migrant transport NGOs and greatly restricted their activity to bring in migrants from the Libyan coast.

While Interior Minister Lamorgese has already reduced the fines to between €10,000 and €15,000, much of the security decrees remain in place such as the ban on residency permits for failed asylum seekers under “humanitarian” grounds.

According to a report from newspaper Il Giornale, the Conte left-wing coalition government is now looking to reverse the Salvini decrees and open the country back up to mass migration.

The new decree is expected to contain nine articles in total, one of which could expand the “special protection” that went on to replace the humanitarian protection residency permit.

For at least the past year, the coalition of the Democratic Party (PD) and the Five Star Movement has discussed scrapping the anti-mass migration decrees. It has allowed NGOs to operate in a limited capacity, sometimes seizing their vessels after they drop off migrants.

Three Arrested in Raids on Greek Far-Left Terrorist Group

Three people have been arrested following a raid on individuals thought to be linked to the far-left anarchist Popular Fighters Group (OLA) terrorist organisation.

The raids took place on Wednesday in the Greek capital of Athens with counter-terrorism police raiding four homes and a warehouse linked to members of the far-left terror group. Two men, aged 42 and 38, were taken into custody along with a 36-year-old woman.

German Minister Admits Lockdown Will Kill More Than COVID-19 Does

Germany’s Minister of Economic Cooperation and Development, Gerd Muller, has warned that lockdown measures throughout the globe will end up killing more people than the Coronavirus itself.

In an interview with German newspaper Handelsblatt, Muller warned that the response to the global pandemic has resulted in “one of the biggest” hunger and poverty crises in history.

Muller warned that further damage will be done if draconian measures continue to be enacted by governments.

“We expect an additional 400,000 deaths from malaria and HIV this year on the African continent alone,” Muller emphasised, adding that “half a million more will die from tuberculosis.”

“The supply of food and medication is no longer guaranteed,” Muller continued, adding “Many of the West’s aid programs are not adequately funded,” also noting that while countries focus on battling the virus at home, it is having a massive toll on countries not equipped to combat it without help.

Muller further warned that “humanitarian catastrophes” are “building up right on our doorstep,” while European governments concentrate on lockdowns and restricting the movement of people.

“Europe has decided to support its own economy with programs worth around two trillion euros. No additional support is planned for Africa. That will catch up with us,” Muller urged.

The Minister admitted that a further wave of mass migration in the future could result from such action.

Muller’s comments come five months after a leaked study from inside the German Ministry of the Interior revealed that the impact of the country’s lockdown could end up killing more people than the coronavirus due to victims of other serious illnesses not receiving treatment.

The findings dovetail with other research that has concluded lockdowns will conservatively “destroy at least seven times more years of human life” than they save.

As we have previously highlighted, in the UK there have already been up to 10,000 excess deaths as a result of seriously ill people avoiding hospitals due to COVID-19 or not having their hospital treatments cancelled.

Professor Richard Sullivan also warned that there will be more excess cancer deaths in the UK than total coronavirus deaths due to people’s access to screenings and treatment being restricted as a result of the lockdown.

His comments were echoed by Peter Nilsson, a Swedish professor of internal medicine and epidemiology at Lund University, who said, “It’s so important to understand that the deaths of COVID-19 will be far less than the deaths caused by societal lockdown when the economy is ruined.”

According to Professor Karol Sikora, an NHS consultant oncologist, there could be 50,000 excess deaths from cancer as a result of routine screenings being suspended during the lockdown in the UK.

In addition, a study published in The Lancet that notes “physical distancing, school closures, trade restrictions, and country lockdowns” are worsening global child malnutrition.

Experts have also warned that there will be 1.4 million deaths globally from untreated TB infections due to the lockdown.
