A $1 trillion infrastructure bill under debate by the U.S. Senate includes a provision that directs U.S. regulators to mandate a passive technology to prevent intoxicated drivers from starting vehicles and avert more than 10,000 deaths annually.

For more than 15 years, automakers and others have studied potential technological fixes to address the roughly one-third of annual U.S. traffic deaths that involved impaired drivers.

The legislative push has won the backing of the advocacy group Mothers Against Drunk Driving, the auto insurance industry and some alcohol trade associations.

JPMorgan’s punishment for currency rigging end

The Federal Reserve has lifted restrictions on JPMorgan Chase for its role in rigging foreign exchange rates between 2008 to 2013.

The Fed, which among its responsibilities helps to regulate banks, ended a 2015 enforcement order against JPMorgan for “unsafe and unsound banking practices,” such as coordinating trades with other banks via chat rooms and sharing confidential customer information, the Fed said in a statement Thursday. At the time of the order, authorities also fined JPMorgan $342 million and instructed it to improve oversight and controls. The end of JPMorgan’s regulatory punishment closes a chapter in the fixing scandal, even as potential class-action lawsuits loom for banks accused of colluding to rig benchmark exchange rates. Global banks, including Citigroup, JPMorgan, Barclays, The Royal Bank of Scotland and UBS, have paid more than $10 billion in fines and settlements in the wake of the scandal. The market for currencies, in which $6.6 trillion changes hands daily, is the largest in the world.

Last year, a former JPMorgan trader, Akshay Aiyer, was sentenced to eight months in prison for his role in bid rigging. Richard Usher, another former trader at JPMorgan, was acquitted in 2018, alongside former bankers at Citigroup and Barclays who were accused of belonging to a group known as “the Cartel.”

U.S. President Joe Biden’s administration on Friday announced a final extension of a coronavirus relief pause on federal student loan repayments, interest and collections until Jan. 31, 2022.

Consumer Credit Soars Most On Record As Credit Card Borrowings Hit An All Time High

The American consumer has made a triumphal return.

After several months of subdued increases in consumer credit, moments ago the Fed reported that in June, total consumer credit surged by the most on record, soaring by $37.69 billion, nearly double the consensus estimate of $23 billion. The monthly increase was a whopping 10.6% SAAR, pushing the total to a new record high of $4.319 trillion.

What was behind this stunning surge? Well, just as stimmies ran out, US household decided to shift from debit to credit cards, and splurged to a never before seen pace, pushing revolving credit, i.e., credit card debt, higher by a whopping 17.9$ billion, the biggest monthly increase on record, and pushing the total revolving debt back to just shy of $1 trillion or $992.2 billion. This was to be expected: earlier this week we showed that according to the latest Senior Loan Officer Opinion Survey, credit terms for various products - and especially credit cards - just hit the loosest on record. Yes, it has never been easier to take out a credit card and abuse it with impunity. Meanwhile, one month after non-revolving credit also jumped by a record, in June there was a modest slowdown in debt issuance on student and auto loans, and as a result nonrevolving credit rose by "only" $19.8 billion, which still was one of the highest monthly increases on record. Looking at the composition of this increase, it will come as no surprise that both student and auto loans hit a new all time high, the former rising by just $4.1 billion to $1.732 trillion, while the latter surged by $41 billion as Americans went hog wild buying cars whose prices as everyone knows by now have hit an all time high. This shift in spending patterns, means that things are now truly back to normal, and that with consumers shifting from spending using their debit cards (which is where the stimmy checks arrive) to instead going crazy with their credit cards, Americans are once again splurging wildly massively beyond their means, as they always tend to do just before there is a crash.

Two Myanmar citizens arrested for plot to kill U.N. ambassador

Two Myanmar citizens have been arrested in New York State for plotting with an arms dealer in Thailand – who sells weapons to the Burmese military – to kill or injure Myanmar’s ambassador to the United Nations, U.S. authorities said on Friday. Ambassador Kyaw Moe Tun, who represents Myanmar’s elected civilian government which was overthrown by the military in February, told Reuters on Wednesday that a threat had been made against him and U.S. authorities had stepped up his security.

The U.S. Attorney’s Office for the Southern District of New York said on Friday that Phyo Hein Htut, 28, and Ye Hein Zaw, 20, had each been charged with one count of conspiracy to assault and make a violent attack upon a foreign official, which carries a maximum sentence of five years in prison. The ambassador did not immediately respond to a request for comment on the charges. Myanmar’s junta fired him in February, but for now he remains the country’s U.N. envoy because the United Nations has not acknowledged the junta.

According to the legal complaint, Phyo Hein Htut told FBI investigators that the arms dealer in Thailand had contacted him online and offered him money to hire attackers to hurt the ambassador and force him to step down. If the ambassador did not step down, then the arms dealer proposed that the attackers would kill him, according to the complaint. Phyo Hein Htut and the arms dealer then agreed on a plan to tamper with the ambassador’s car to cause a crash. Ye Hein Zaw contacted Phyo Hein Htut and made two money transfers totalling $4,000 in late July, according to the complaint. Phyo Hein Htut told the FBI he was supposed to receive an additional $1,000 after the attack was completed. A volunteer security guard at Myanmar’s U.N. mission told the FBI on Tuesday that Phyo Hein Htut had told him about the plan “to hire a hitman to kill or injure the ambassador.” The complaint said Ye Hein Zaw admitted he transferred the money to Phyo Hein Htut, that he regularly sends money to others on behalf of the arms dealer and recently booked travel to the United States for two other people at the arms dealer’s request.

“These defendants reached across borders and oceans in designing a violent plot against an international leader on United States soil,” New York Police Department Commissioner Dermot Shea said in a statement.

New ‘Delta Plus’ COVID Variant Detected In San Francisco Bay Area: ‘It’s At Least As Bad’ As Original

MOUNTAIN VIEW (KPIX) — As the Delta variant of the coronavirus fuels an ongoing COVID wave, Bay Area health experts are keeping a close eye on yet another variant: Delta Plus.

“We believe that it’s at least as bad as Delta,” said Dr. Peter Chin-Hong, an infectious disease specialist at the University of California San Francisco.

“We don’t know if it’s even worse than Delta yet. When I say worse we think about number one: is it more transmissible? Number two, does it evade vaccines? And, number three, does it make you sicker?”

The Santa Clara County Public Health Department has detected 46 cases of the Delta Plus mutation, according to their latest statistics. It is not the dominant strain in the area, however.

Santa Clara County provided KPIX with the following statement: “The County of Santa Clara is currently tracking the Delta variant, and the “Delta plus” variants on our dashboard. Cases of Delta-plus exist statewide and nationwide and there is currently not enough information on these particular variants to indicate whether they may be more concerning than the original Delta variant.”

“Having additional variants is going to be expected with any virus,” said Dr. Yvonne Maldonado, professor of Global Health & Infectious Diseases at Stanford University School of Medicine. “The fact there’s a Delta plus doesn’t mean this is going to be any better or worse. At this point, we just don’t know.”

Both doctors expect more mutations will continue to arise until vaccination rates increase.

“Delta-plus is not the end of the story. Until more of us get vaccinated we’re going to have these reports of weird other Greek letters and combinations of Greek letters — we might even run out of the Greek alphabet,” Dr. Chin-Hong said. “It sounds like a broken record but we’re going to see these things pop up until more of us are vaccinated to kick them out of our communities.”

“What we can do is get vaccinated and keep ourselves from getting infected. That’s how we stop these viruses from mutating,” Dr. Maldonado said. “We have to just keep these viruses from transmitting so that we will reduce the risk of developing the next variant that could be worse than Delta and we don’t know if Delta-plus is that virus.”

Florida Will Give Vouchers To Parents, Let Them Send Kids To Private Schools If They Oppose Public School Mask Mandates

Parents can now redirect their tax dollars to private schools if local school districts demand their children wear face masks

The Florida Board of Education determined today that it will provide private school vouchers to parents of students who believe face mask requirements amount to undue “harassment” of children.

Many schools in the United States are still requiring face masks to be worn by students, with only rare breaks, despite science suggesting that children not only are highly unlikely to contract COVID and experience serious symptoms, but that they are also highly unlikely to transmit COVID to adults. Parents in Florida, which has become a symbol of resistance to unscientific COVID-19 policies, will now have the option to take their tax dollars to the private sector with a new voucher program that will allow children to attend private schools that do not require face masks.

According to the Associated Press, the move will take taxpayer dollars earmarked for public schools and instead spend them in private schools. Teachers and unions have, predictably, used this to create “yet another flashpoint in the fight between local school boards and” Gov. Ron DeSantis. However, it appears that this move merely incentivizes schools to drop unscientific mask mandates.

The Board of Education rule “has the effect of law,” said board member Ben Gibson. He added, “If a parent wants their child to wear a mask at school, they should have that right. If a parent doesn’t want their child to wear a mask at school, they should have that right.”

So far only two Florida school districts have opted to follow the guidance from the Centers for Disease Control and Prevention (CDC) that will require students to wear masks. The decision, however, prompted a lawsuit from over a dozen parents of disabled children who say that their children are physically incapable of wearing masks, and thus will be subject to discrimination from the public school system.

Last week, DeSantis signed an executive order that appeared to ban face masks in schools, calling the CDC’s recommendation a “callous disregard for the physical, emotional, and academic well-being of our children.” He added that masks “may lead to negative health and societal ramifications,” and could also “inhibit breathing, lead to the collection of dangerous impurities and adversely affect communications in the classroom and student performance.”
