Myanmar coup latest: EU sanctions 2 military-linked companies

8:00 p.m. The European Union adopts a new round of Myanmar sanctions in response to the Feb. 1 coup, targeting 10 people and two military-controlled companies. "Today's decision is a sign of the EU's unity and determination in condemning the brutal actions of the military junta, and aims at effecting change in the junta's leadership," the European Council says in a statement. The 10 individuals include members of the State Administrative Council -- the junta's name for the post-coup government. The two companies, Myanma Economic Holdings Public Co. Ltd. (MEHL) and Myanmar Economic Corp. (MEC), "are owned and controlled by the Myanmar armed forces [Tatmadaw], and provide revenue for it," according to the statement. The U.S. and the U.K. also have imposed sanctions on MEHL and MEC, whose far-reaching business interests include mining, food, beverages and tourism. The statement stresses that European sanctions "specifically target the economic interests of Myanmar's military regime" and "are crafted in such a way to avoid undue harm to the people of Myanmar." "It's once again clear that humanitarian aid to the people of Myanmar needs to be increased," Josep Borrell, high representative of the EU for foreign affairs and security policy, tells reporters. "We increased it by 9 million euros ($10.8 million). But the important thing is to stop the repression."
6:00 p.m. Myanmar's security forces have stepped up house arrests in Yangon on Monday. There has been no confirmation of the number of such arrests, but protesters residing in Kyauk Myaung and Tarmwe townships, among other areas, have reportedly been arrested at their homes for allegedly taking part in the civil disobedience movement against the junta. Security forces have increased raids and detentions over the past week, especially after more cases of explosions and arson attacks. Observers say that some of those attacks were conducted by armed protesters who have been trained to handle explosives. In response, security forces now stop and search more pedestrians for explosives, rather than checking their mobile phones for links to lawmakers from the National League for Democracy. Separately, Japanese freelance journalist Yuki Kitazumi is being investigated for allegedly spreading fake news, according to the Japanese Embassy in Myanmar. Myanmar's security authority confirms that Japanese freelance journalist Yuki Kitazumi has been charged with allegedly violating section 505-A of the Penal Code, which prohibits a wide range of expressions that might cause fear, spread false news, or agitate directly or indirectly someone toward a criminal offense against a Government employee, according to the Japanese Embassy in Myanmar.
7:30 a.m. The Japanese Embassy in Myanmar confirms with local police that journalist Yuki Kitazumi was detained around 7:50 p.m. on Sunday at his home and transferred to Insein Prison, on the outskirts of Yangon. The prison is known for holding political prisoners.

Tokyo to request another state of emergency as early as April 22
Tokyo metropolitan government officials on April 19 initiated the process to ask the central government to declare a third state of emergency for the capital over the COVID-19 pandemic. Officials will hear opinions from health experts and make a formal request as early as April 22, according to sources.
Under the new state of emergency, metropolitan officials are expected to request that eateries shut down. Under the second state of emergency issued in January, the metropolitan government only asked eateries to close early. “To completely stop the movement of people, we have no choice but to ask (many facilities) to shut down like we did during the state of emergency last spring,” a metropolitan official said. Officials have also discussed a plan to ask entertainment facilities to shut down as well. The capital has been under pre-emergency measures, requesting restaurants and bars to close early since April 12. But Tokyo's number of new infections has increased every day by 10 to 20 percent from the previous week. On April 15, Tokyo logged 729 new infections, the first time the number topped 700 in two and a half months, and the rate of positive cases has also been rising.
Based on the data, officials have apparently concluded that Tokyo needs far stronger, stricter measures to stop the movement of people and contain the spread of more contagious COVID-19 variants.

U.S. Treasury names green financial adviser to new climate 'czar' post
The U.S. Treasury on Monday named climate change financial adviser John Morton to head the department's new "climate hub,' to foster green finance and use tax policy and financial risk assessments to help reduce carbon emissions.
Morton, a partner with Pollination Group, a specialist climate change advisory and investment firm, had served in the Obama administration White House as senior director for energy and climate change on the National Security Council. He also served in senior positions at the U.S. Overseas Private Investment Corp and has more than 25 years of experience in emerging markets, investment finance and economic and environmental policy, Treasury said. As the Treasury's 'climate counselor' Morton will report directly to Treasury Secretary Janet Yellen and advise her on a broad range of climate matters, in particular efforts to facilitate and unlock financing needed for investments to achieve 'net zero' carbon emissions, the Treasury said. The new Treasury climate czar joins several other high-profile positions within the Biden administration, including a White House climate policy team led by former Environmental Protection Agency administrator Gina McCarthy and former Secretary of State John Kerry.

Oil futures end higher; Libya reportedly halts output at some major oil fields
Oil futures settled modestly higher on Monday, finding some support from reports that Libya has halted output at some of its oil fields. State-owned National Oil Corp. subsidiary Arabian Gulf Oil Co. stopped pumping at its oil fields citing the government's failure to send federal funds for operations since September, S&P Global Platts reported Monday. A Reuters report on the Financial Post, meanwhile, said National Oil Corp. declared force majeure on exports from the port of Hariga - meaning it can't fulfill its contractual obligations. Arizona Gov. Doug Ducey's executive order on April 19, 2021, said taxpayer-funded entities can not require COVID-19 vaccine passports. It allows schools, health care facilities and businesses to keep collecting documentation of vaccination.
Gov. Doug Ducey on Monday issued an executive order forbidding state and local governments from requiring so-called vaccine passports to access services or facilities.
“The residents of our state should not be required by the government to share their private medical information,” the Republican leader said in a statement. “While we strongly recommend all Arizonans get the COVID-19 vaccine, it’s not mandated in our state — and it never will be. Vaccination is up to each individual, not the government.”
The order comes two weeks after Ducey said his team was "digging into" the legality of vaccine passports, which generally are some kind of proof that a person has received the COVID-19 vaccine. Ducey's directive primarily focuses on taxpayer-funded entities, and allows schools, health care facilities and businesses to keep collecting documentation of vaccination.
Here's a closer look at what prompted Ducey's order and what it means.
What does the order say?
The directive prohibits government policies or regulations requiring individuals to provide documentation of COVID-19 vaccination status to enter facilities, businesses or parks, or to receive services, permits or licenses.
To whom does it apply?
The order focuses on state agencies, counties, cities, towns and businesses contracted by the state to provide services to the public.
It does not apply to private businesses, health care institutions, schools and universities, child care centers and other entities permitted to collect vaccination documents under state law, such as state and local health departments.
Who will enforce the ban?
The order does not outline any enforcement mechanisms.
How long will it remain in effect?
The ban is effective until the public health emergency declaration prompted by the pandemic is lifted.
Why was this issued now?
The timing of Ducey's preemptive ban raised some eyebrows Monday, given that local governments haven't exactly rushed to mandate vaccine passports.

Parler Allowed Back on App Store After They Fire Pro-Free Speech CEO, Introduce ‘Trolling Filter’
Critics claim that Parler has "bent the knee to Big Tech."
Conservative “free speech” social media network Parler has now been allowed back on Apple’s App Store, after instituting various new content policies that would limit speech on the site.
In a letter to Senator Mike Lee and Representative Ken Buck, Apple revealed that Parler, the social media network that purported to be a place where conservatives and others could speak freely, would be allowed back onto its App Store, after being kicked off following the mostly peaceful protests at Capitol Hill on January 6th.
Apple booted Parler off the App Store for various content policy violations, the Big Tech giant had claimed, including allegedly allowing posts that “encourgaed violence, denigrated various ethnic groups… and called for violence against specific people.” Since then, Apple has said that they and the Parler team have “engaged in substantial conversations,” resulting in Parler proposing “updates to its and the app’s content moderation practices,” which Apple have declared to be sufficient enough to be allowed back on the App Store. As soon as the update goes live, it will be “available immediately” to redownload.

Representative Buck hailed this move as a “huge win for free speech,” rather than Parler kow-towing to the demands of Big Tech, as others have suggested. “Oligarch-owned Parler fired their free speech CEO and founder John Matze, integrated third-party artificial intelligence moderation software to ban “hate speech,” bent the knee to Big Tech, and got rewarded by CNN with glowing press,” wrote Gab’s Andrew Torba in a post on the pro-free speech social network. “Gab’s entire Apple Developer Account has been banned for years,” he added. “What more do you need to know?”
It is unclear at this moment in time what exactly these new proposals include, but some changes were already made to the desktop version in order to satisfy Parler’s new hosting company, after Amazon Web Services broke off their contract at the same time as Apple. The professed free speech platform now labels certain posts with a message that says “Trolling Content Detected.” According to Parler’s Guidelines Enforcement Process released on February 23, the “trolling” filter detects “personal attacks” based on race, sex, sexual orientation, or religion, which they say “doesn’t contribute to a productive conversation.”

The main house, a pool cabana and another building were being razed Monday, along with the pool, which is being filled in.
It was purchased by developer Todd Michael Glaser, who plans to build a new home there.

Palm Beach's Architectural Commission approved the plan to demolish the six-bedroom mansion in December.
The property, located at 358 El Brillo Way, was built in 1952 and purchased by Epstein in 1990.
It was one of several homes Epstein owned around the world where he assaulted underage girls and young women in a sex trafficking operation that lasted for years, according to federal prosecutors.
Federal officials identified 36 girls, some as young as 14 years old, whom Epstein had allegedly sexually abused.
Epstein died in 2019 while in federal custody. He was found hanged in a New York City jail cell.
The medical examiner ruled his death a suicide. That ruling was disputed by his lawyers and received a great deal of skepticism from the public.
Epstein's longtime associate, Ghislaine Maxwell, was charged by the U.S. federal government in 2020 with enticement of minors and sex trafficking of underage girls.

Cigarette Makers Plunge on News That U.S. May Curb Nicotine
Shares of Marlboro producer Altria Group Inc. plunged on Monday following a report that the U.S. government is considering a rule that would lower the nicotine content of cigarettes.
The Biden administration is mulling a requirement that nicotine be lowered to levels that aren’t addictive, the Wall Street Journal reported, citing people familiar with the matter. The Food and Drug Administration could also move to ban menthol cigarettes, the Journal reported. Shares of Altria, which sells the Marlboro brand in the U.S., slumped 7% at 3:25 p.m. in New York trading. Philip Morris International Inc., which sells the brand internationally, also declined. Stock of 22nd Century Group Inc., which sells cigarettes with very low nicotine levels, jumped 18%.
The FDA declined to comment on the report. Altria didn’t immediately respond to an email request for comment
The FDA has been expected to state its position on whether it would still allow menthol cigarettes by April 29, under a deadline imposed by a lawsuit. The case, brought by the African American Tobacco Control Leadership Council, had sued the government agency saying it had taken an unreasonably long time to respond to a citizen’s petition filed years ago that sought to prohibit menthol as a flavor in cigarettes.
There has also been anticipation that the agency would make a decision about nicotine levels in cigarettes. The agency had declared in 2018 that it intended to do so, but Altria had said it wasn’t clear whether that was “technically achievable” or would lead to reduced smoking. Since then, 22nd Century Group, based in Williamsville, New York, has come out with reduced nicotine cigarettes.

New Zealand said Monday it would not let the 'Five Eyes' intelligence alliance dictate its dealings with its largest trading partner China, in the latest distancing from the US-led group's approach to tensions with Beijing.
Foreign Minister Nanaia Mahuta told the New Zealand China Council that the Five Eyes the United States, Canada, United Kingdom, Australia and New Zealand should not stray from its scope of intelligence-sharing between member nations.
"We are uncomfortable with expanding the remit of the Five Eyes relationship," she said.
"We would much rather prefer to look for multilateral opportunities to express our interests on a number of issues."
New Zealand has previously been reluctant to sign joint statements from Five Eyes partners criticising China, including on the crackdown on Hong Kong's democracy movement and the recent arrests of activists in the city.
Officials in New Zealand have not previously addressed the issue but Mahuta said Wellington wanted to chart its own course in dealings with China.
"New Zealand has been very clear... not to invoke the Five Eyes as the first point of contact on messaging out on a range of issues," she said.
"So we've not favoured that type of approach and have expressed that to Five Eyes partners."
The comments come just months after Trade Minister Damien O'Connor urged Australia to show more "respect" to Beijing.
New Zealand officials have also been careful not to directly criticise China's expanding influence in the Pacific, unlike their US and Australian counterparts.
In her speech, Mahuta raised the "major risk" posed by high levels of debt in the Pacific but stopped short of calling out China for what some critics have described as its "debt-trap diplomacy" in the region.

Kevin McCarthy Moves to Formally Censure Maxine Waters for Having ‘Broke the Law,’ ‘Incited Violence’
House GOP leader Kevin McCarthy told Breitbart News exclusively that he will move to formally censure House Financial Services Committee chairwoman Rep. Maxine Waters (D-CA) over her call to violence in Minnesota this weekend.
McCarthy’s move, which comes after House Speaker Nancy Pelosi refused to hold Waters accountable, will force a censure vote in the House. Pelosi cannot stop McCarthy’s resolution censuring Waters from receiving a vote, because it is a privileged resolution. If Democrats lose just three of their members on this vote and all Republicans vote for it, then Waters will be formally censured by the House and likely lose her powerful position as chair of the Financial Services Committee.
If Waters is successfully censured by the House, it would also invoke a powerful but little-known rule in the House Democrat Caucus rules called Rule 25, which would formally strip her of her ability to serve as chairwoman of the Financial Services Committee.
McCarthy’s statement, provided exclusively to Breitbart News ahead of its public release, makes clear that it is his belief that Waters “broke the law by violating curfew” before she “incited violence” with commentary she made to reporters in Brooklyn Center, Minnesota, this weekend.
“This weekend in Minnesota, Maxine Waters broke the law by violating curfew and then incited violence. Increased unrest has already led to violence against law enforcement and her comments intentionally poured fuel on the fire,” McCarthy said. “We’ve heard this type of violent rhetoric from Waters before, and the United States Congress must clearly and without reservation reprimand this behavior before more people get hurt. But Speaker Pelosi is ignoring Waters’ behavior. That’s why I am introducing a resolution to censure Rep. Waters for these dangerous comments, and I hope that all my colleagues – both Republican and Democrat – will stand up for peace on America’s streets.”
Waters appeared with protesters in Brooklyn Center in Minnesota who for days have been protesting the death of Daunte Wright. During remarks to reporters, Waters specifically urged people to “get more confrontational” if the jury in the trial of former Minneapolis police officer Derek Chauvin does not return a murder conviction in the death of George Floyd.
“We’re looking for a guilty verdict,” Waters said. “And we’re looking to see if all of the talk that took place and has been taking place after they saw what happened to George Floyd, if nothing does not happen, then we know that we’ve got to not only stay in the street, but we’ve got to fight for justice. But I am very hopeful, and I hope we are going to get a verdict that says ‘guilty, guilty, guilty.’ If we don’t, we cannot go away.”
In response to a follow-up question on what protesters should do if Chauvin is not convicted of murder, Waters said: “We’ve got to stay on the street and we’ve got to get more active. We’ve got to get more confrontational. We’ve got to make sure they know we mean business.”
After video of Waters’ remarks circulated widely on social media, McCarthy on Sunday night pressed Pelosi to do something about Waters inciting violence. Pelosi has not acted, other than defending Waters and saying she should not apologize for the commentary.
“Maxine talked about confrontation in the manner of the Civil Rights movement,” Pelosi said, according to CNN. “I myself think we should take our lead from the George Floyd family. They’ve handled this with great dignity and no ambiguity or lack of misinterpretation by the other side.”

Foxconn reaches new deal with Wisconsin on scaled-back US plant
Foxconn, the world's biggest contract electronics manufacturer, has reached a new agreement with the state of Wisconsin after years of delays to begin mass production at its U.S. plant.
The agreement likely will let the Apple supplier scale back its unfinished manufacturing facility in Wisconsin, with reduced tax breaks from the government, based on Monday's announcement by Foxconn and Gov. Tony Evers. The deal still needs approval from Wisconsin Economic Development Corp., the state's top business agency, which will meet Tuesday to vote on the issue. Foxconn in 2017 released initial plans for a $10 billion plant in Wisconsin to produce cutting-edge 10.5-generation displays, responding to then-President Donald Trump's call to bring more manufacturing jobs to the U.S. Wisconsin is a political battleground state that Trump won in the 2016 election. The Taiwanese company, which trades as Hon Hai Precision Industry, said the project would create 13,000 local jobs. In exchange, the state and federal governments promised to give Foxconn a $4 billion package of tax breaks and other incentives. But Foxconn later scaled back the project several times, citing an incomplete supply chain and a glut of displays at the time. The planned manufacturing complex largely remains unbuilt. Given the weaker demand for its displays, the company said it also is considering production of a wide range of items in the Wisconsin factory including servers, software and artificial intelligence-related offerings.
Foxconn said last month it is looking at two possible sites in North America Wisconsin and Mexico for test production and mass manufacturing of electric vehicles.

James O’Keefe sued Twitter in The Supreme Court of New York today
over “false and defamatory” statements made by the Big Tech giant.
James O’Keefe made good on his promise to fight back and “go on offense” against corrupt media platforms today, by filing a lawsuit against Twitter – citing false and defamatory statements the company made about him last week.
Project Veritas has already sued and won on Motion to Dismiss against The New York Times for defamation and will sue CNN for similar reasons.
O’Keefe, who was permanently banned from Twitter on Thursday, was accused of operating “fake accounts. O’Keefe operates no fake accounts.
Legal Complaint reads: “This is a defamation action arising from the publication of a false and defamatory statement by Twitter on April 15, 2021 concerning its decision that day to ban Plaintiff James O’Keefe, an investigative journalist followed by over 926,000 Twitter users as of the time he was banned.”
The Complaint continues: “Twitter’s false and defamatory claim was that it removed Mr. O’Keefe because he “operated fake accounts.”
The ban came on the heels of Project Veritas’ Bombshell undercover CNN videos, showing Technical Director Charlie Chester admitting the news network is “propaganda,” designed to oust President Trump and control viewers through “fear.”
This most recent lawsuit against Twitter is just one in a string of litigation O’Keefe and Project Veritas have lined up.

State Department Plans "Do Not Travel" Advisory For 80% Of Countries Amid COVID Comeback
The US State Department is preparing to update its international travel guidelines by raising the risk level of about 80% of the world to "Level 4: Do Not Travel", the first sweeping modification to these guidelines since last year. The Department cited "COVID risk" as the primary motivation for the advisory and pushed roughly 80% of countries to "reconsider all travel abroad." The advisory will be officially updated later this week. The changes will lead to a "significant increase" in the number of nations facing the Level 4 classification. Notably, the State Department said in the press release that "this does not imply a reassessment of the current health situation in a given country, but rather reflects an adjustment in the State Department's Travel Advisory system to rely more on CDC's existing epidemiological assessments." Still, COVID represents "unprecedented risks" to Americans seeking to travel abroad.
"As always, we are closely monitoring conditions around the globe, and will regularly update our destination-specific advice to U.S. travelers as conditions evolve," the State Department added.

The State Department raised travel advisories for China and other nations hard-hit by COVID last year, but the Biden Administration's latest seems to cut against the growing surge in domestic and international travel as vaccinations have emboldened more Americans to book flights, prompting a significant rebound in air travel. Currently the state department has “Level 3” travel advisories in place for most countries, which urge US citizens to "reconsider travel" though many of those advisories date back as far as August of last year. Earlier this month, we noted that airlines in the US had reached their busiest level in roughly 13 months.
