Subpoenaing the Brookings Institution, Durham Focuses on Trump-Russia Dossier
The special counsel scrutinizing the Russia inquiry, a Trump-era leftover, appears to be retreading ground that an inspector general explored in 2019.

WASHINGTON — Exiled from Twitter, former President Donald J. Trump issued a sarcastic statement recently inquiring about the ongoing public silence from John H. Durham, the special counsel who has been investigating the Trump-Russia inquiry since May 2019.
“Where’s Durham?” said Mr. Trump, who repeatedly predicted before last year’s election that Mr. Durham’s investigation would prove a deep-state conspiracy against him. “Is he a living, breathing human being? Will there ever be a Durham report?”
Mr. Durham ignored the complaint publicly, and the scope of his inquiry remains opaque. But one aspect has come into focus recently, according to people familiar with the investigation: Mr. Durham has keyed in on the F.B.I.’s handling of a notorious dossier of political opposition research both before and after the bureau started using it to obtain court permission to wiretap a former Trump campaign adviser in 2016 and 2017 and questioned witnesses who may have insight into the matter.
In particular, Mr. Durham has obtained documents from the Brookings Institution related to Igor Danchenko, a Russia researcher who worked there a decade ago and later helped gather rumors about Mr. Trump and Russia for that research, known as the Steele dossier, according to people familiar with the request.
By asking about the dossier, Mr. Durham has come to focus at least in part on re-scrutinizing an aspect of the investigation that was already exposed as problematic by a 2019 Justice Department inspector general report and led to reforms by the F.B.I. and the Foreign Intelligence Surveillance Court.
A spokesman for Mr. Durham declined to comment.
Asked whether the special counsel had briefed his new supervisor — Attorney General Merrick B. Garland — a Justice Department spokesman would only point to a statement by Mr. Garland as a nominee. “If confirmed,” he said, “one of the first things I am going to do is speak with Mr. Durham and learn the status of his investigation.”
In February, several weeks before the Senate confirmed Mr. Garland, Mr. Durham obtained old personnel files and other documents related to Mr. Danchenko from the Brookings Institution, a prominent Washington think tank, using a subpoena. Mr. Danchenko had worked there from 2005 until 2010.
Mr. Danchenko traveled to Russia in 2016 and gathered rumors about Mr. Trump and his associates on behalf of Christopher Steele, who produced the dossier as a subcontractor for an investigative firm being indirectly paid by Democrats to look into any Trump-Russia ties.

CCP Virus Variant Affects Vaccinated People More Than Unvaccinated People: Study” [South African variant]

A study from Tel Aviv University found that a South African variant of the CCP virus affects people vaccinated with the Pfizer shot more than unvaccinated people.
The study, which has not yet been peer-reviewed, indicated that the B.1.351 variant of the virus—also known as the novel coronavirus—was foundeight times more than individuals who were unvaccinated, or 5.4 percent against 0.7 percent. Clalit Health Services, a top Israeli health-care provider, also helped in the study.
“We found a disproportionately higher rate of the South African variant among people vaccinated with a second dose, compared to the unvaccinated group,” said Adi Stern of Tel Aviv University. “This means that the South African variant is able, to some extent, to break through the vaccine’s protection.”
The study looked at 400 people who received at least one shot of the Pfizer/BioNTech vaccine and had contracted the COVID-19 variant and compared them to the same number of people who were infected and unvaccinated. Moderna’s vaccine is also used in Israel, but it was not included in the study.
“It is the first in the world to be based on real-world data, showing that the vaccine is less effective against the South Africa variant, compared to both the original virus and the British variant,” said Professor Ran Balicer, director of research at Clalit, according to news reports.
Stern said the study’s findings came as a surprise.
“Based on patterns in the general population, we would have expected just one case of the South African variant, but we saw eight,” Stern told the Times of Israel. “Obviously, this result didn’t make me happy.” He added, “Even if the South African variant does break through the vaccine’s protection, it has not spread widely through the population.”
He continued: “These preliminary findings necessitates close continued attention to the dissemination of this strain in Israel, emphasizing the need for epidemiological monitoring and systematic sequencing, in order to contain further spread of the South African variant in Israel.”
The South African variant accounted for less than one percent of all COVID-19 cases in Israel, reported AFP, citing the study.
“This means that the Pfizer-BioNtech vaccine, though highly protective, probably does not provide the same level of protection against the South African (B.1.351) variant of the coronavirus,” the study said.
Israel, separately, has rolled out a so-called “vaccine passport” system that allows people who have been vaccinated privileges over individuals who are not vaccinated. Japan decides to release water from Fukushima nuclear plant into sea
The Japanese government decided Tuesday to release treated radioactive water accumulating at the crippled Fukushima Daiichi nuclear power plant into the sea, having determined it poses no safety concerns to humans or the environment despite worries of local fishermen and neighboring countries.
Prime Minister Yoshihide Suga met with members of his Cabinet including industry minister Hiroshi Kajiyama to formalize the decision, which comes a decade after a massive earthquake and tsunami triggered a triple meltdown in March 2011.
Water pumped into the ruined reactors at the Fukushima plant to cool the melted fuel, mixed with rain and groundwater that has also been contaminated, is treated using an advanced liquid processing system, or ALPS.
The process removes most radioactive materials including strontium and cesium but leaves behind tritium, which poses little risk to human health in low concentration. The water is being stored in tanks on the plant's premises -- more than 1.25 million tons in total.
Plant operator Tokyo Electric Power Company Holdings Inc. expects to run out of storage capacity as early as fall next year, and the government had been looking for ways to safely dispose of the tritiated water.
"Disposing of the treated water is an unavoidable issue in decommissioning the Fukushima Daiichi plant," Suga said at the meeting, adding the plan will be implemented "while ensuring that safety standards are cleared by a wide margin and firm steps are taken to prevent reputational damage."
A Ministry of Economy, Trade and Industry subcommittee concluded in February 2020 that releasing the tritiated water into the sea and evaporating it were both realistic options, with the former more technically feasible. The International Atomic Energy Agency has backed the move, with Director General Rafael Grossi saying it is scientifically sound and in line with standard practice in the nuclear industry around the world.
China and South Korea have also expressed worries over the impact of discharging tritium into the environment.
The Chinese Foreign Ministry said Monday it formally relayed its "serious concern" to Japan following media reports the government was set to make the decision, urging Tokyo not to "overlook or shrug off" criticism from the international community.
A spokesman for the South Korean Foreign Ministry said releasing the tritiated water would "directly and indirectly affect the safety of the people and the neighboring environment."
China and South Korea are among 15 countries and regions that continue to restrict imports of Japanese agricultural and fishery products due to the Fukushima disaster.

Joe Biden will pick Chris Inglis to serve as national cyber director, according to news reports.
Inglis, the former deputy director of the National Security Agency, is on the advisory board for a U.K.-based intelligence think tank that was co-founded by Stefan Halper.
Halper was a confidential source for the FBI during Crossfire Hurricane.
A former Cambridge professor, Halper secretly recorded three Trump campaign aides for the FBI. He also provided false information to his FBI handler regarding a visit that Michael Flynn made to Cambridge in 2014.
President Joe Biden’s pick for national cyber director is on the advisory board of an intelligence think tank co-founded by Stefan Halper, the longtime political operative who worked as a confidential human source for the FBI during its investigation into the Trump campaign.
Chris Inglis, the former deputy director of the National Security Agency, was nominated for the cyber role on Monday, the Associated Press reported.
“We are determined to protect America’s networks and to meet the growing challenge posed by our adversaries in cyberspace — and this is the team to do it,” National Security Adviser Jake Sullivan said in an announcement of the nomination.
Inglis, who left the NSA in 2014, is currently on the board of multiple defense and intelligence consulting groups. He is a senior adviser to WestExec Advisers, a strategic consulting firm and managing director of Paladin Capital, an investment firm made up of former intelligence officials.
He is also on the advisory board for the Cambridge Security Initiative (CSi), which is based at the University of Cambridge.
Halper co-founded CSi in 2015 with Sir Richard Dearlove, the former chief of MI6, and two other Cambridge academics. Halper and Dearlove have worked closely together for years on intelligence issues at Cambridge. They were also co-conveners of the Cambridge Intelligence Seminar, which hosts current and former intelligence operatives from across the globe.
CSi provides intelligence consulting and analysis for companies and foreign governments.
According to CSi’s website, it “provides a unique link between the worlds of business, government and academia.”

Belgium Must Lift ‘All COVID-19 Measures’ Within 30 Days, Brussels Court Rules
The Belgian State has been ordered to lift “all coronavirus measures” within 30 days, as the legal basis for them is insufficient, a Brussels court ruled on Wednesday.
The League for Human Rights had filed the lawsuit several weeks ago and challenged Belgium’s system of implementing the measures using Ministerial Decrees, which means it is done without any input from parliament.
The judge gave the Belgian State 30 days to provide a sound legal basis, or face a penalty of €5,000 per day that this period is exceeded, with a maximum limit of €200,000, reports Le Soir.
The current coronavirus measures are based on the Civil Safety Act of 2007, which enable the State to react quickly in “exceptional circumstances,” but the judge has now ruled that these laws cannot serve as a basis for the Ministerial Decrees.
“The judge ruled that the principle of legality has been violated because the current way of working is not foreseeable enough,” Kati Verstrepen of the Human Rights League confirmed to VRT, adding the consequences are “not so dramatic” that from one day to the next, the measures would no longer be valid.
For the time being, the current coronavirus measures will not change, and the verdict is currently being studied by the office of Interior Minister Annelies Verlinden, reports De Standaard.
Appealing against the court ruling is still possible, but as it concerns a summary judgment, an appeal would not suspend the execution of the judgment.
On Wednesday afternoon, the Chamber will debate Belgium’s upcoming pandemic law, which is supposed to provide “a permanent legal basis, for taking this kind of restrictive measures during a pandemic.”
Several legal experts already pressed the Belgian State to bring forward the law as soon as possible to avoid judges cancelling fines written out for violations of the measures, and this ruling only increases the pressure to quickly adopt it.
