U.S. budget deficit hits record high for March as aid payments swell outlays
The U.S. government posted a March budget deficit of $660 billion, a record high for the month, as direct payments to Americans under President Joe Biden’s stimulus package were distributed, the Treasury Department said on Monday. The deficit for the first six months of the 2021 fiscal year ballooned to a record $1.706 trillion, compared to a $743 billion deficit for the comparable year-earlier period. The first six months of fiscal 2020 largely did not include emergency pandemic spending to counter the coronavirus-related lockdowns that started in March 2020.
The March deficit, which compared to a year-earlier deficit of $119 billion, included receipts of $268 billion and outlays of $927 billion - both record highs for that month.
A Treasury official said the March outlays were further increased by $339 billion in direct payments of $1,400 that were sent to many individuals under Biden’s American Rescue Plan Act that was enacted last month. More funding from the $1.9 trillion stimulus package will roll out in coming months, the official said, likely keeping outlays elevated.
For the first six months of fiscal 2021, outlays were a record $3.410 trillion, while receipts were $1.704 trillion, the Treasury said. Total direct payments in the six-month period came to $487 billion, including those from a year-end stimulus package passed under former President Donald Trump, the Treasury official said.

Robert Kraft resigns from Apollo board amid Epstein controversy

New England Patriots Owner Robert Kraft has left the board of Apollo Global Management, the private-equity giant that lately has been grappling with controversy over a co-founder’s ties to Jeffrey Epstein.
Kraft, who had joined Apollo’s board in 2014, quietly stepped down as a director last week, according to a Friday securities filing. The filing didn’t elaborate on the reason for Kraft’s resignation, but a source close to the situation said Kraft’s exit was his idea and that he wasn’t pressured to leave.
Sources said Kraft was a friend of billionaire Leon Black, who made a surprise announcement last month that he was stepping down immediately as chairman and chief executive of the buyout firm. According to press reports, Black attended Kraft’s surprise 75th birthday party in 2016 where rocker Jon Bon Jovi performed.
According to a source close to the situation, Kraft on Jan. 26 told Apollo’s board he was planning to step down from the company by June 1, his 80th birthday. That was a day after Black had announced he would step down as Apollo’s CEO on or by July 31, his 70th birthday.
"On April 6, 2021, Robert Kraft, a member of the Board of Directors of Apollo Global Management, informed the Company of his decision to resign as a member of the Board, effective immediately,” Apollo revealed in the filing.
As exclusively reported by The Post last week, Black’s unexpected exit on March 22 came just days after several directors on the private-equity giant’s board learned of accusations of sexual harassment against him by a woman he claimed was trying to shake him down over a “consensual affair.”
Black — who Apollo earlier this year revealed had paid millions to dead pedophile financier Jeffrey Epstein following the latter’s 2008 convictions for procuring an underage girl for prostitution — cited his wife’s ailing health and his own health problems for the sudden change in plans.

State Attorneys General tell Facebook and Twitter to kill vaccine skepticism
12 State Attorneys General wrote a letter to the CEOs.
12 state attorneys general, headed by New York’s Letitia James, want Facebook and Twitter to do more to stop the spread of coronavirus vaccine skepticism. The AGs said that Facebook and Twitter are not enforcing their existing policies on vaccine misinformation.

In a letter to Twitter CEO Jack Dorsey and Facebook CEO Mark Zuckerberg, the coalition of state Attorneys General called on the social media platforms to fully enforce their vaccine misinformation policies immediately. James argued that vaccine skepticism is jeopardizing the coronavirus vaccination program and America’s road to recovery. James wants skepticism silenced.
“The science is clear — this vaccine saves lives, which is why I already received my vaccine and why I encourage all New Yorkers to get their vaccine when eligible,” James said. “As we continue to make strides in vaccinating New Yorkers and recovering from the pandemic, it is imperative that every individual has access to this lifesaving vaccine and the science-based facts about it. We must ensure that there are no barriers to individuals receiving their dose, especially those in communities most impacted by the pandemic, including communities of color. Facebook and Twitter must take immediate action to protect New Yorkers and limit any further loss of life as a result of the spread of inaccurate information.”

A bill that would ban vaccine passports at the federal level was introduced by Representative Andy Biggs of Arizona.
The bill is called the “No Vaccine Passports Act,” and would ban federal agencies from issuing vaccine passports to document a person’s coronavirus vaccine statutus.

In the official text, the bill looks to prohibit federal agencies from issuing “a vaccine passport, vaccine pass, or other standardized documentation for the purpose of certifying the COVID- 19 vaccination status of a citizen of the United States to a third party, or otherwise publish or share any COVID-19 vaccination record of a citizen of the United States, or similar health information. “It would also prohibit the requirement to show proof of COVID-19 vaccination to access federal property or services, or for access to congressional grounds or services.
In a statement issued by Congressman Biggs, he said that we was “profoundly disturbed” at the considerations, and called them an invasion of privacy. “I am profoundly disturbed that the Biden Administration would even consider imposing vaccine passports on the American people. My private healthcare decisions—and yours—are nobody else’s business. Press Secretary Jen Psaki said last week that the Biden administration has no plans for a national vaccine passport. But then again, this comes from the same administration that wouldn’t answer if they supported or opposed court packing and just created a commission to study expanding the SCOTUS – shamed Trump for “kids in cages” while “caging” more kids than ever were under Trump – and pledged to not raise taxes on anyone earning below $400k before lowering that threshold to $200k.
A number of states have pledged to or introduced legislation to prevent non-vaccinated people from being turned away from businesses, including Arizona, Arkansas, Florida, Iowa, Louisiana, Maryland, Minnesota, Missouri, Montana, Nebraska, Ohio, Pennsylvania, Texas and Wisconsin.
A good chunk of people are understandably creeped out by the idea of a vaccine passport, and it may be a pointless policy to begin with due to its high susceptibility to fraud. New York recently launched a vaccine passport program – and it took privacy advocate Albert Fox Cahn less than fifteen minutes to obtain fake credentials.

Italy prepares new 40 bln euros economic stimulus package
Italy’s government is preparing a new stimulus package worth around 40 billion euros ($47.60 billion) to support its coronavirus-battered economy, a source close to the matter said on Monday.
The extra borrowing will probably push this year’s budget deficit above 10% of gross domestic product (GDP), up from 9.5% in 2020 when the economy shrank by 8.9% as a result of the coronavirus curbs, a government source told Reuters last week. The money will fund additional grants to businesses forced to close due to coronavirus restrictions and extend an existing debt moratorium for small and medium-sized companies, hard hit by the restrictions aimed at curbing the infections. Rome’s last official estimate, made by the previous government in January, envisages a deficit-to-GDP ratio of 8.8% this year. That was premised on an economic growth forecast of 6%, which officials say will have to be revised down to a figure between 4% and 5%. The new stimulus will also increase Italy’s huge public debt, equal to 155.6% at the end of 2020 and proportionally the second highest in the euro zone after Greece. The last time Italy registered a double-digit deficit was in the early 1990s.
The new deficit and debt targets, along with multi-year GDP growth forecasts, will be issued in the Treasury’s Economic and Financial Document, which is expected to be approved this week.

Biden Administration Officials Sued by Arizona AG Over Immigration Executive Orders
The office of Arizona Attorney General Mark Brnovich is filing a lawsuit against White House and Department of Homeland Security (DHS) officials over allegedly harmful immigration orders, and is now asking a court to void President Joe Biden’s executive actions to halt the construction of the border wall and reversing the Trump administration’s “Remain in Mexico” policy.
Brnovich is arguing in court (pdf) that those orders have violated the National Environmental Policy Act (NEPA), which requires federal agencies like the DHS to weigh environmental considerations before taking any significant federal action.
The DHS and federal officials, however, did not provide environmental impact statements or environmental assessments after the agency stopped construction of the U.S.-Mexico border wall and started permitting entry to illegal immigrants after ending the Migrant Protection Protocols, the Remain in Mexico policy that was started under the Trump administration, according to Brnovich’s office.
“It’s the pinnacle of hypocrisy for the Biden Administration to claim it wants to protect our environment, while not enforcing federal statutes that are specifically designed for that purpose,” the Republican attorney general said in a statement Monday. “We’re not going to sit idly by as the Biden Administration ignores real harms to our state resulting from its heavy-handed executive orders.”

The New Hampshire Senate voted 24-0 to pass the bill last Friday and sent it to Governor Sununu’s desk for signing.

This Bill was championed by Senator Bob Giuda and will validate election integrity in our state by mandating a forensic audit on Windham’s 11/3/20 general election ballots and voting machines as configured on November 3, 2020.

The Citizens Committee for the Right to Keep and Bear Arms launched an initiative last year aimed at providing information to Second Amendment-loving Americans. The goal was to provide a comprehensive list of companies and/or CEOs who back gun control initiatives and legislation or have anti-firearm corporate policies in place.
“When we started this project last year, we were actually surprised, and in some cases disappointed, at some of the businesses we added to the list," CCRKBA Chairman Alan Gottlieb said in a statement. "We discovered several brand name businesses and corporate leaders who evidently have a nefarious agenda to limit gun rights. Their current and potential patrons should have the knowledge of what their hard earned dollars are actually funding.”
The CCRKBA recently added Gucci to the list after it was revealed the high-end brand donated $500,000 to the March for Our Lives organization, which launched after the Parkland shooting in Florida. March for Our Lives quickly used the funds to advance anti-Second Amendment legislation, Gottlieb said.
According to Gottlieb, putting together the list was about giving pro-gun Americans knowledge about their purchasing habits. It's not about boycotting companies and businesses but rather about giving Americans the ability to make informed decisions about where their hard-earned dollars go.
“We encourage people to buy products from companies they can count on to not support efforts aimed at curtailing constitutional rights,” he explained. “By providing this information, we hope gun owning consumers are making reasonable decisions about which businesses to patronize. This might convince some businesses to re-think their core values.”
“We’re not calling for a boycott of these companies,” Gottlieb said. “Businesses and the people who own them can support whatever kind of philosophy they want, and gun owning consumers can likewise not spend any money with those firms. Let the marketplace decide. Over 100 million American gun owners represent a sizeable [sic] consumer bloc, and they will decide where they spend their money.”

The vaccine is being widely used in the United States and has the advantage of only requiring one dose, unlike the Pfizer, AstraZeneca and Moderna alternatives which all require two doses.
The federal government had been in talks with the global pharmaceutical giant about potentially acquiring its vaccine, and the company had previously submitted an application to the Therapeutic Goods Administration for provisional registration.
The Johnson & Johnson vaccine is based on similar technology to the AstraZeneca vaccine.

Establishing Twitter's presence in Africa

Twitter’s mission is to serve the public conversation, and it’s essential, for the world and for Twitter, to increase the number of people who feel comfortable participating in it. To do this, we need to make it easier for everyone to join in and provide more relevant experiences for people across the world.
Today, in line with our growth strategy, we’re excited to announce that we are now actively building a team in Ghana. To truly serve the public conversation, we must be more immersed in the rich and vibrant communities that drive the conversations taking place every day across the African continent.
We are looking for specialists to join several teams including product, design, engineering, marketing and communications. Full details on current job openings can be found on the Twitter Careers site. Aligned with our existing WFH policies, we look forward to welcoming and onboarding our new team members remotely so that we can make an immediate impact while we explore the opportunity to open an office in Ghana in the future.
Why Ghana?
As a champion for democracy, Ghana is a supporter of free speech, online freedom, and the Open Internet, of which Twitter is also an advocate. Furthermore, Ghana’s recent appointment to host The Secretariat of the African Continental Free Trade Area aligns with our overarching goal to establish a presence in the region that will support our efforts to improve and tailor our service across Africa.
Whenever we enter new markets, we work hard to ensure that we are not just investing in the talent that we hire, but also investing in local communities and the social fabric that supports them. We have already laid foundations through partnerships with Amref Health Africa in Kenya, Afrochella in Ghana, Mentally Aware Nigeria Initiative (MANI) in Nigeria, and The HackLab Foundation in Ghana. As part of our long-term commitment to the region, we’ll continue to explore compelling ways we can use the positive power of Twitter to strengthen our communities through employee engagement, platform activation, and corporate giving.

Kenyans need ‘immunization’ against Fake News

In war, truth is always an early casualty. This has never been truer than in the current war against the COVID-19 pandemic.
Right from the start, the World Health Organization (WHO) coined the word, ‘infodemic’ as truth was the first casualty as misinformation and disinformation competed for space with facts. And in many instances, truth lost and country decisions from USA to Tanzania and others in between, were guided by myths. In this situation, the virus was the winner.
For the avoidance of doubt, while malformation refers to false and misleading information, disinformation, originally used in Russia as a tool for propaganda, is misinformation with intent to influence public opinion.
In an August 2020 survey by Partnership for Evidence-Based Response to COVID-19 (PERC), over 50 percent of Kenyan participants agreed that foreigners were trying to test a COVID-19 vaccine on them. This reflects how people process information with skepticism especially where we have low levels of trust between and within countries.
More recently, we had many questions raised resulting in eroded trust in COVID-19 vaccines from disinformation created by the Kenya Catholic Doctors Association who made unsupported claims casting doubts on the credibility of the vaccine.
In the COVID-19 public health response measures of wearing masks, social distancing and hand washing, misinformation and disinformation have had a significantly negative result by allowing unchecked spread of the virus resulting in avoidable sickness and death.
As we now enter the next phase of our fight against the pandemic, vaccination, it seems to me that we need first to be ‘immunized’ against misinformation and disinformation.
As we prepared for the scientific breakthroughs of COVID-19 vaccines with hope and optimism, one thing was already worrying many public health experts and the Director of Africa Centres for Disease Control and Prevention, Dr John Nkengasong, captured it aptly: ‘Trust I build before its needed not when its needed’.
Indeed, though the PERC surveys show that over two thirds of Kenyans are willing to receive the vaccines, the one third who are not ready must worry us. This is because vaccination is less of an individual effort, and more of a population level effort where each needs to be safe for all to be safe.
As demonstrated by other vaccination campaigns like Small Pox and Polio, trust and acceptance is important in driving success in ending human suffering. It is trust that drives participation and creates beneficial public mobilization.
This trust is the ‘immunization’ we need against misinformation and disinformation. Whereas the circulation of misinformation and disinformation may look like an innocuous ‘virus’, a report published recently by the non-profit Center for Countering Digital Hate from February 1 to mid-March 2021, showed that about 65 percent of Facebook and Twitter posts analysed originated from the same 12 sources whom the researchers called the ‘Disinformation dozen’. The misinformation and disinformation is not an ‘innocuous virus’ but one deliberated seeded to harm.
This is why we must identify the ‘misinformation and disinformation virus’ its sources, signs and symptoms and develop ‘immunization’ against it. This ‘immunization’ effort will need national, community and individual level interventions.
For one, the state has a duty to inform in a transparent and trusted manner. This doesn’t mean that the state is the owner of all information. By convening trusted sources like researchers, health workers, national and international organizations, the state can provide the ‘first dose’ of this immunization. To be successful, this ‘dose’ will need to be independently and transparently done and must be dissociated from procurement activities. The same people approving procurements are best not the same people discussing the science – in audit, it’s the ‘arm’s length’ transaction.
The ‘second dose’ of this ‘immunization, is the community and individual ownership.
This level is critical in rebuilding trust and is best achieved by allowing community engagement and empowerment through local leaders including religious leaders supported by the scientific community to provide factual information and support individuals to navigate misinformation and disinformation.
By following these two doses strictly and religiously, we can ‘immunize ourselves’ against misinformation and disinformation avoid unnecessary death and suffering.

The Afrochella Foundation is a non-profit organization dedicated to providing developmental opportunities to underserved residents of the festival’s host countries. The Foundation’s influence will provide underrepresented creatives basic opportunities to refine their professional experience.
By connecting the diaspora with the continent, we hope to establish a platform for foundational exchange of mutually beneficial progress and support.
