Telecommunications partner Philip L. Verveer is profiled in the May 15 edition of Wireless Week on his significant contributions to the development of the wireless industry and his extensive expertise in the field.

The article, “Attorney Sees Wireless Through Thick And Thin,” states that Mr. Verveer

“has been with not only the wireless industry since its birth decades ago, but also was a key player in its creation”

and that “his influence on the industry is wide and deep.”

Noting that Mr. Verveer is a partner in the Washington, D.C. office of the “renowned” Willkie Farr & Gallagher,

he is recognized for his current role as principal regulatory advisor to CTIA.

The profile also highlights Mr. Verveer’s past service as lead antitrust lawyer at the Department of Justice,

I am delighted to share with you the thirteenth edition of the Trans-Atlantic Scorecard, a quarterly evaluation of U.S.-European relations produced by Brookings’s Center on the United States and Europe, as part of the Brookings – Robert Bosch Foundation Transatlantic Initiative.

The third quarter of 2021 has seen the U.S. withdrawal from Afghanistan, the announcement of AUKUS — the trilateral Indo-Pacific security pact between Australia, the United Kingdom and the United States, the announcement that the U.S. travel ban on Europe will be lifted, and the German federal election to determine Chancellor Angela Merkel’s successor. Whether these events and developments will lead to a reckoning for Europe and U.S.-European relations remains to be seen, but a few points from this iteration of the Trans-Atlantic Scorecard offer a snapshot of the effect experts believe they have had on US-Europe relations.

Unsurprisingly, given the U.S. withdrawal from Afghanistan and the announcement of AUKUS, U.S.-European relations dropped from an average of 6.6 on a 1-10 scale at the end of the second quarter of 2021 to 5.3 at the end of the third. Political and security relations, meanwhile, dropped 1.8 and 1.5 points, respectively. Only a third of our survey pool, however, saw U.S.-Europe relations trending negatively overall and almost 50% described U.S.-European economic relations as improving. Bilateral relations between the US and Germany, the U.K., Turkey, and Russia were mostly stable from last quarter, while US-French relations suffered a dramatic 2.8-point decrease (from an average of 6.4 to 3.6) and US-European Union relations decreased by 1.1 points.

On the questions specific to events and developments of this quarter, our survey pool was split on the issue of permanently requiring vaccination against COVID-19 for travelers entering the US and EU: 52% agreed with making this a permanent policy, while almost 31% disagreed. Almost 87% of respondents disagreed that America’s NATO partners would never again join the United States in an out-of-area military intervention after Afghanistan. 59% thought that the United States’ treatment of France in the handling of the AUKUS deal was a betrayal of trust, while only 9% disagreed (32% were neutral). Regarding the next German government’s China policy, 59% said that a more hard-edged China policy would be pursued regardless of the makeup of the coalition. Finally, half of our survey pool predicted that the US and the EU would take a joint approach to the COP26 conference in order to pressure China to make greater commitments to combat climate change.

Looking ahead to the final quarter of 2021, several summits are scheduled to take place: the G20 in Rome, COP26 in Glasgow, the Paris Peace Forum, and President Biden’s Summit for Democracy. Although the coalition-formation negotiations have not yet concluded in Germany, the presidential campaign season in France is picking up ahead of April 2022 elections. Following the recent AUKUS deal, we will keep a special eye on trans-Atlantic security relations in the coming months, and how debates about the future of NATO and European foreign and security policy address technological and military challenges posed by China. We will also be waiting to see how trans-Atlantic trade talks evolve after the first Trade and Technology Council and how the European Union responds to political challenges from Poland and other member states.

When i was digging on the "misinformation" network, the common theme was always to disguise political propaganda as based on scientific facts. Many of the people involved either have mediocre academic credentials or are unappealing as leaders (e.g., Joan Donovan) but can be useful to Soros-type groups as pseudo-scientists. Atlantic Council's DFR Lab is another example of one of these groups. Same with the Institute for Strategic Design in London (affiliated with OSF, which funded an anti-Q research project a coupla year ago). China says will roll out property tax pilot scheme in some regions - Xinhua

The top decision-making body of the Chinese parliament said on Saturday it will roll out a pilot real estate tax in some regions, the official Xinhua news agency reported. The State Council will determine which regions will host the pilot tax and other details, Xinhua added.

China’s long-mooted - and long-resisted - property tax has gained new momentum as President Xi Jinping threw his support behind what experts say would be one of the most profound changes to the country’s real estate policies in a generation. A tax may finally tame the country’s red-hot home prices, which have soared more than more than 2,000% since the privatisation of the housing market since the 1990s in a fast-urbanising China, and in recent years creating an affordability crisis especially among millennials. But talk of the plan is coming at a sensitive time, as the property market is showing significant signs of stress and home prices have started falling in some areas.

The real estate tax will apply to residential and non-residential property as well as land and property owners, but does not apply to legally owned rural homes and residences which are appended, Xinhua said. The pilot schemes will have a duration of five years from the issue of the details from the State Council. The idea of a levy on home owners first surfaced in 2003 but has failed to take off due to concerns that it would damage property demand and tank home prices, hurting household wealth and future real estate projects. It has also faced resistance from stakeholders including local governments, who fear it would erode property values or trigger a market sell-off. In pilot programmes rolled out in 2011, the megacities of Shanghai and Chongqing have taxed homeowners, albeit just those possessing higher-end housing and second homes, at rates from 0.4% to 1.2%.

But until now the pilots have not been widened to more cities.

Biden delays release of secret JFK assassination documents

President Biden late Friday signed an order again delaying the public release of records related to the assassination of President Kennedy, saying the COVID-19 pandemic slowed the review process.

Mr. Biden wrote in a memo that the pandemic has halted the government’s ability to decide whether proposed redactions meet the “statutory standard.” The National Archives and Records Administration earlier this year ruled that the pandemic has had a “significant impact on [government] agencies” and it needed more to research the material and “maximize” the information released about the assassination. By delaying the release, Mr. Biden wrote, it gives the government more time to review sensitive information to “protect against identifiable harm to the military defense, intelligence operations, law enforcement or the conduct of foreign relations.”

The president also wrote that the national archivist recommended he direct two public releases of information that has been “deemed appropriate to the public.” The first will be an interim release on Dec. 15 of this year with more sensitive information set to be made public in December 2022. Some 250,000 records have already been released, but the public cannot view them unless they drive to the National Archives facility in College Park, Maryland, the memo said. The records are not available online. Under the order Friday, Mr. Biden instructed the National Archives to digitize all records by Dec. 15.

Former President Trump in 2018 extended the deadline for public release of the Kennedy assassination files to 2021, citing “identifiable harm to national security, law enforcement or foreign affairs.” Mr. Trump’s order came on the deadline he imposed in 2017 for the full release of the files, surprising some.

In 1992, former President George H. W. Bush signed into law a bill that declared the federal government should eventually enable the public to access “all government records” concerning Mr. Kennedy’s death.

However, nearly 30 years later, thousands of documents still remain shrouded in secrecy even as tens of thousands of assassination records with various levels of redactions have been released.

China to create rare-earths giant by joining three state companies

Beijing to tighten grip on market with SOE controlling 70% of domestic production.

China will restructure three rare-earths producers to create a state-owned company with a nearly 70% share of the domestic production quota for the metals that are essential to manufacturing high-tech products.

The move is aimed at accelerating the development of resources and processing technology, as well as strengthening Beijing's control over the mining sector in anticipation of prolonged trade tensions with Washington. By restructuring the country's major rare-earth companies, the government seeks to extend control from production to the entire supply chain, including exports. The move comes as the U.S. looks to create an alternate supply chain for rare earths, joining forces with Australia.

China Minmetals Corporation (CMC), a major state-owned resource company, China Aluminum Corporation, a major state-owned nonferrous metals company, and the government of Ganzhou City in Jiangxi Province, region known for its rare earth deposits, are "planning a strategic reorganization" of their respective rare-earths subsidiaries, according to the listed subsidiary of CMC. Peng Huagang, secretary-general of the State-Owned Assets Supervision and Administration Commission, which oversees state-owned enterprises, said at a news conference this week that the government would "promote the restructuring of rare earths to create a world-class company." While the definition of "restructuring" is not clear, if it were to be a full merger, the new company's share of the production quota for medium and heavy rare earths in China will be nearly 70%, and that of rare earths as a whole, including light rare earths, will be nearly 40%. Medium and heavy rare earths, such as dysprosium and terbium, are considered essential for the production of high-performance magnets, which are used in motors and other components of electric vehicles, and are also believed to be used in U.S. military drones and missiles.

Chinese President Xi Jinping has long seen the metals as a vital part of China's economy, saying in 2019 that "rare earths are an important strategic resource." A draft law on rare earths was released in January and is being discussed at the National People's Congress, China's parliament. China accounts for 60% of the world's production of rare earths according to the U.S. Geological Survey. The top export destinations are Japan (49% by value) followed by the U.S. (15%), according to Chinese media. For the Xi leadership, rare earths can also be used as a diplomatic trump card. When China protested Japan's nationalization of the Senkaku Islands in 2010, Beijing stalled exports of rare earths as a means to pressure the Japanese side. The new move to restructure the rare-earth industry, therefore, may affect rare-earth supply to Japan and the U.S., analysts warn.

Demand for rare earths is expanding due to the global spread of EVs. Due to political instability in Myanmar, another top producer of rare earths, the price of dysprosium and terbium in China has increased by about 60% and 90%, respectively, from a year ago. At the end of September, the Chinese government expanded the production quota for rare earths for 2021 by 20% compared with the previous year.

New research on phagocytosis and SARS-CoV-2's spike protein

Study findings

The results indicated that at a high plasma concentration, there was a reduction in the binding of TPH1 monocytes and the spike protein. This reduction was found to be independent of the age, gender, and disease severity of the patient. Experiments with monoclonal antibodies detected ten spike-reactive antibodies, out of which nine were found to bind to spike beads as detected by flow cytometry.

The results of the epitope analysis indicated that antibodies could bind the spike protein but they did not compete with the binding site of human ACE2. These antibodies included Ab11, 57, 59, 66, 77, 81, 94.

Ab94 could bind to both the receptor-binding domain (RBD) and N-terminal domain (NTD). Ab59 was a neutralizing antibody, while the others were non-neutralizing antibodies. Overall, Ab59 was found to be most effective in SARS-CoV-2 neutralization.

The results also indicated that the spike-specific monoclonal antibodies that were obtained from COVID-19 patients had a dose-dependent effect on the spike-THP-1 cell interactions. This effect was independent of the spike-ACE2 neutralization capability of the monoclonal antibodies.

Although the results indicated that the monoclonal antibodies were effective in the mediation of phagocytosis, a threshold that led to a reduction in interaction efficiency was identified.

Determination of the antibodies’ function in a physiological context took place with the help of mice models. The results from the in vivo study indicated that too high doses of neutralizing antibodies were not beneficial for treatment. Additionally, non-neutralizing antibodies were also found to provide protection against SARS-CoV-2.

Therefore, the current study represents a concentration-dependent modulation of phagocytosis that was brought about by anti-spike antibodies. It may also help to indicate the unclear clinical benefit of COVID-19 treatment with monoclonal antibodies.

Two monoclonal antibody cocktails, of which included both casirivimab and imdevim, as well as bamlanivimab and etesevim, were found to target the SARS-CoV-2 spike protein. As a result of their success during Phase III clinical trials, these two antibody treatments quickly received emergency use authorization (EUA) by the United States Food and Drug Administration (FDA).

Further, the trials indicated that the use of these antibody cocktails led to a reduction in symptoms, hospitalization, and mortality that was associated with early-stage COVID-19. However, the antibiotic cocktails did not show any benefit in case of severe COVID-19 infections.

The aforementioned therapeutic antibodies have been categorized as neutralizing antibodies. Neutralizing antibodies comprise only a fraction of the total antibodies that are generated by B-cells against the SARS-CoV-2 spike protein.

Comparatively, non-neutralizing antibodies comprise a majority of the humoral response against a pathogen. These antibodies are also known to have other immunological functions such as complement-dependent immune activation and viral phagocytosis. By carrying out either virus or cellular phagocytosis, phagocytic cells help to reduce the viral load.

In the case of certain viral infections such as Respiratory Syncytial Virus (RSV), SARS-CoV-2, and Dengue, the level of neutralizing antibodies is found to be insufficient. This allows non-neutralizing antibodies to mediate entry of the virions into the host immune cells resulting in an Antibody-Dependent-Enhancement (ADE). This further results in increased infection, along with worsened patient outcomes. To date, no study has shown evidence of ADE in the case of COVID-19 infections.

A new study published in the preprint server bioRxiv* showed evidence that convalescent patient plasma and monoclonal anti-spike antibodies were able to induce phagocytosis at high antibody concentrations. This study also demonstrated that neutralization potential did not have any effect on the activation and inhibition of phagocytosis. This study also utilized an experimental animal infection model to determine the role of non-neutralizing antibodies in providing protection against SARS-CoV-2.

U.S. Long-Range Hypersonic Weapon Test Fails (Updated)

Details are still limited, but the Pentagon has confirmed that a U.S. military test today of a long-range hypersonic weapon from Alaska has failed. There are reports that the system being tested was the missile design that will be used in the U.S. Army's Dark Eagle and the U.S. Navy's Intermediate-Range Conventional Prompt Strike weapon systems. But it is uncertain that is the case considering where this test took place, and an entirely separate booster stack or even different hypersonic payload may have been used. This all follows an earlier official statement about three successful tests yesterday related to the development of that common Army-Navy weapon.

Reuters was first to report on this failed test, which was conducted from the Pacific Spaceport Complex-Alaska on Kodiak Island in that state. Other outlets are now reporting many of the same basic details, but exactly what was being tested and how it failed remain unclear.

Chinese, Russian warships pass through Osumi Strait for 1st time

Chinese and Russian naval vessels have passed together through the Osumi Strait off Japan's southwestern prefecture of Kagoshima, the Defense Ministry said Saturday.

It is the first time the Japanese ministry has confirmed a flotilla of Chinese and Russian vessels going through the strait, located between the Osumi Peninsula and Tanegashima Island. With the passage, the flotilla almost made a circle around the Japanese archipelago, prompting the ministry to exercise vigilance against the unusual activity of the two countries. After transiting the strait, the warships entered the East China Sea, according to the ministry. On Monday, they passed through the Tsugaru Strait, located between Japan's main island of Honshu and Hokkaido to the north, also marking the first such move.

The warships are believed to have taken part in a joint naval drill in the Sea of Japan conducted by the two countries in mid-October.
