As Europe works towards a more sustainable future in orbit, in-orbit servicing is becoming an important tool for extending the lifetime of satellites and supporting a circular economy in space.
Through initiatives such as the Investor Forum and commercially driven missions like RISE, ESA is bringing together industry, investors and public institutions to help turn these technologies into viable commercial services and strengthen Europe’s leadership in space sustainability.
Satellite operators need effective ways for managing spacecraft during their operational period and at the end of their mission.
In-orbit servicing can help operators extend the lifetime of satellites, enabling the generation of more value from existing assets over a longer period of time.
These services can also support the safe removal of defunct spacecraft that could otherwise add to the growing debris population.
ESA Space Safety and ESA Space Transportation are helping develop the technologies and operational expertise needed to approach, inspect, maintain and remove spacecraft in orbit, a set of capabilities that are central to a safer and more sustainable space environment.
In the long run, ESA aspires to stimulate a true circular economy in space, minimising the impact of spaceflight on Earth and its resources where possible.
These capabilities open the door to a new generation of commercial in-orbit services.
Turning them into reality, however, demands long-term investment and confidence in emerging markets, making the path to commercial success both promising and challenging.
From capabilities to commercial opportunities
What better opportunity to put investing in in-orbit servicing centre stage than the Investor Forum 2026?
Held in Paris on 18 September, the forum was organised by ESA with the support of the European Commission (DG-DEFIS) and the EU Agency for the Space Programme (EUSPA).
The event brought together investors, project finance specialists and senior representatives from European institutions and Member States to discuss financing mechanisms and strengthen collaboration through public-private partnerships.
Among the various themes covered during the forum, in-orbit servicing was featured in a session introduced by Holger Krag, ESA Space Safety Programme Manager, and moderated by Quentin Verspieren, Head of the ESA Space Safety Programme Coordination Office.
“In-orbit servicing is one of the building blocks of a sustainable future in space, but no market develops on technology alone. Investors, industry and public institutions all have a role to play.
ESA can help bring these entities together and provide the technical expertise and operational experience needed to reduce uncertainty, build confidence and support the transition from demonstration missions to operational services,” Holger Krag commented.

The top diplomats have discussed the Ukraine conflict and US-Russia relations on the sidelines of the UN General Assembly in New York
Ukraine’s deliberate attacks on energy and cross-border infrastructure are destabilizing global markets, Russian Foreign Minister Sergey Lavrov has told US Secretary of State Marco Rubio.
Lavrov and Rubio met on Wednesday on the sidelines of the 81st UN General Assembly in New York, where they held an extensive discussion on Ukraine, bilateral relations, and a range of international issues.
According to the Russian Foreign Ministry, Lavrov drew Rubio’s attention to what it described as close coordination between Kiev and its European backers and raised Ukrainian strikes on civilians and “cross-border infrastructure facilities,” which Russia said are deliberately contributing to instability in global energy markets.
The issue has increasingly drawn attention in Washington as diesel prices have surged to record highs, topping $6.50 a gallon nationally in September 2026.
US President Donald Trump recently urged Ukrainian leader Vladimir Zelensky to stop striking Russian refineries, saying the attacks were creating a global shortage and “hurting the world.”
US Treasury Secretary Scott Bessent similarly said earlier this month that Ukrainian attacks on Russian energy assets and refined products were contributing to an “energy shock.”
The US State Department’s brief readout from the Lavrov-Rubio meeting on Wednesday said only that the two diplomats had discussed the Russia-Ukraine conflict and the US-Russia relationship.
Following the meeting, Rubio said both Russia and Ukraine had expressed some interest in a limited ceasefire covering energy targets.
He acknowledged, however, that such an arrangement “doesn’t solve the war,” and said reaching one would be difficult because both sides regard energy infrastructure as a strategic target.
Moscow has repeatedly rejected the idea that any limited truce can substitute for a comprehensive settlement, pointing to what it describes as Ukraine’s past violations of ceasefires and arguing that Kiev seeks talks only when the situation on the battlefield becomes critical.
Zelensky said this week that Kiev was prepared to stop targeting Russian refineries if Moscow halted strikes on a wide range of Ukraine’s energy, logistics, and port infrastructure.
Lavrov reiterated on Wednesday that Russia would not halt its military operation merely to facilitate negotiations, arguing that such a pause would give Kiev and its European sponsors time to replenish depleted weapons stocks.
Zelensky has meanwhile continued to push for the “full and swift implementation” of the recently enacted sanctions package championed by the late US Senator Lindsey Graham.
The law gives Trump authority to impose tariffs of up to 100% on major buyers of Russian oil and gas, potentially targeting countries such as China and India.
With global supplies already strained, sharply curbing Russian exports could further disrupt energy trade and drive prices higher as major importers are forced to compete for alternative barrels.
The Russian side reiterated during the Rubio talks that it remains prepared to pursue a political and diplomatic settlement, but only one that addresses the “root causes” of the conflict.
Russian officials have repeatedly identified NATO’s expansion toward Russia and Kiev’s policies toward Russian speakers among those issues.
Lavrov also called for further normalization of US-Russia relations, including resolving disputes over diplomatic missions and Russian diplomatic property in the US.
In another sign of continued engagement, Rubio announced after the talks that Washington had invited Russian President Vladimir Putin to attend the G20 summit in Miami in December.
The Kremlin welcomed the invitation and said it would consider it through diplomatic channels.

A law professor said Thursday on CNN that President Donald Trump’s media ban was just as “egregious” as the January 6 Capitol riot.
Days after Trump’s stunning decision to ban CNN, MS NOW, and Politico from the White House, a judge ordered the administration to reverse its decision and allow them back on White House grounds. Until around noon Thursday, however, the White House refused to grant access to media members from those outlets.
Reacting to Trump’s initial ban — as well as the administration openly defying a court order —Georgetown University professor Michele Goodwin made the case that the situation was comparable to the 2021 riot at the Capitol complex.
“This is a losing issue for this administration,” Goodwin said, “but as [Brian Stelter] said, this is something that is deeply alarming and quite egregious. It is not a stretch to think about this in conversation with January 6th, in terms of thinking about how egregious it is.”
She continued:
Let’s put this in context. The First Amendment of the United States Constitution was proposed in 1789. That’s 237 years ago. Two-hundred and thirty-seven years of understanding freedom of the press, freedom of speech, freedom to petition your government.
Let’s also understand that it is almost a century of Supreme Court precedent that has further underscored freedom of the press. Explicit cases that have said that, whether it’s state legislatures, whether it’s the federal government, can’t impose what’s called prior restraints, which means you can’t think that the news media may say something that’s unfavorable to a president, to a governor, to a mayor and say, well, you just can’t cover. That is very clear, almost a century of precedent before the United States Supreme Court. So this is an administration that knew the law was not on its side.

During Chinese President Xi Jinping’s visit to the White House on Thursday morning, Chinese photographers stole the show by clashing with Secret Service agents while awaiting Xi’s arrival and later shoving American reporters as they made their way through the briefing room.
President Trump and First Lady Melania Trump welcomed Xi and his wife, Madame Peng, to the White House this morning. Trump and Xi delivered remarks, exchanged gifts, and observed a military review.
The festivities included a B-2 Spirit stealth bomber and F-22 flyover.
This follows Trump’s spectacular welcoming ceremony for the Chinese President on Wednesday at Joint Base Andrews. Trump also orchestrated a B-1 bomber demonstration during an arrival ceremony with cannons, a 21-gun salute, a presentation of colors, the US Air Force Band, platoons from each branch of the US military, and American flower presenters.
Ahead of Xi's arrival, Chinese photographers were causing trouble for the American press and Secret Service.
AFP correspondent Danny Kemp shared footage from a confrontation at the South Portico this morning after the Chinese reporters shoved their way to the front of the crowd to get their shot.
Another clip from the Telegraph's Connor Stringer shows a Chinese photographer being physically restrained and then escorted away by two female Secret Service agents.

Following a relatively loud disagreement between Chinese photographers, a White House staff photographer and secret service over where the Chinese photographer could set up, the ceremony began.
POTUS and FLOTUS walked out on to the North Portico where a red carpet was rolled out. They were met by Chinese President Xi Jinping and his wife Madam Liyuan Peng who rolled up in a black suv.
During a later photo op, Trump joked that the Chinese had the friendliest press corps, according to the White House press pool.
Following the events this morning, NTD correspondent Iris Tao shared another video from inside the briefing room where a male Chinese photographer "shoved an American female reporter while rushing through the briefing room door to the Oval Office."

These statements are unacceptable.
When judges publicly criticize government officials...it undermines public confidence in the courts. And it destroys the perception of impartiality upon which the justice system relies.
Make no mistake, all Americans are entitled to disagree with government officials. That includes judges too. But with great power comes great responsibility.
Judges wield the power of a co-equal branch of government – to faithfully and impartially uphold the Constitution. With that comes the responsibility to preserve the integrity of the judiciary.
Federal judges should be issuing opinions and orders in accordance with the law, not giving quotes based on their personal views to the New York Times.

KHARTOUM: Sudan’s paramilitary Rapid Support Forces have intensified deadly drone attacks in government-held towns in the frontline state of North Kordofan, disrupting normal life and causing a deep sense of insecurity, residents say.
Reuters filmed the aftermath of major attacks that took place this month in two frontline cities, which residents described as part of an apparent new campaign of such strikes after several weeks when the RSF appeared to have scaled them back under international pressure.
The RSF did not respond to a request for comment but has said it does not intentionally target civilians.
Drones have increasingly become the weapon of choice in Sudan’s three-and-a-half-year-old civil war, with both the RSF and their foes, the Sudanese army, deploying the latest technologies used in other war zones such as Ukraine.
The UN says drone attacks by both sides killed more than 1,000 civilians in the first half of this year.
On September 8, a drone hit a crowded courtroom in the government-held town of Um Ruwaba in North Kordofan, a state in central Sudan that is now one of the war’s main front lines.
Some 10 people were killed and dozens injured, according to Emergency Lawyers, a human rights monitor. When Reuters reached the site, the entire facade had been blown out, with columns at the front of one of the city’s most prominent buildings blasted apart.
A day later, a drone struck a college in Al-Obeid, the state capital, blasting off the roof. The dean, Abdel Aziz Al-Sheikh, standing amid the damage as workers cleared away rubble, said a security guard had been killed and eight classrooms damaged.
“As you can see, the entire faculty is destroyed and we feel that our dreams are destroyed, our future is destroyed,” said Omnia Aboul Gassim, a student who had taken her exams at the college in Al-Obeid the day before it was struck, standing by the ruins.
At a hospital in Um Ruwaba, Salah Bakheit, whose arm had been smashed and body pockmarked by shrapnel in the attack on the courthouse, said he had come to that city in search of shelter after fleeing Al-Obeid, which the RSF had bombarded with drones for months earlier this year in an attempted siege.
“Once I heard the sound of the blast, I knew it was a strategic drone,” he said. “I have been living with drones of all types, strategic drones and suicide drones. I can distinguish between them.”

Israeli Prime Minister Benjamin Netanyahurailed against New York City Mayor Zohran Mamdani in a speech at the UN General Assembly on Thursday.
“Mr. Mamdani, you tried to stop me from coming here. You tried to silence me,” Netanyahu said. “But you cannot silence me and you cannot silence the truth. And this is the truth: Israel did not commit genocide. Israel prevented genocide!”
He continued, “Mr. Mamdani, since you were elected mayor of this city, many Jews no longer feel safe in New York. They talk to me. They tell me. This isn’t the city we remember. It changed so quickly.”
Netanyahu once again falsely accused Mamdani of supporting Hamas militants as he raged against the mayor, who campaigned for office on a promise to have Netanyahu arrested for alleged war crimes should he visit the largest US city, but later said he determined he lacked the legal authority to do so.
Mamdani described Netanyahu this week as "the architect of a horrific genocide against Palestinians." He posted a video the night before Netanyahu’s speech captioned: “Last night I planted an olive tree at Gracie Mansion with Palestinian families from Gaza. May peace be our future.”

A Pennsylvania man who survived gunshot wounds during President Trump's Butler campaign rally two years ago has died, sources confirmed.
James 'Jim' Copenhaver, 76, died in hospital on Wednesday after surviving the terrifying rally that saw Trump shot in the ear on July 13, 2024.
Copenhaver endured permanent 'life-altering' injuries after he was shot twice at the infamous rally; once in his left arm and again in his abdomen.
The native of Moon Township, around 20 minutes from Pittsburgh, was in critical condition at Allegheny General Hospital in Pittsburgh before he was left numb from his knee to his hip.
Joseph Feldman, the family's attorney, told Fox News at the time that Copenhaver was 'a tough guy' after he was able to survive the horrific injuries.
Ken Silva of Headline USA first reported the death, citing sources close to the family of Copenhaver, who wrote the foreword for the journalist's book, The Trump Assassination Plots: What Investigations Missed and Why it Matters.
Silva said he had few details surrounding Copenhaver's sudden passing, 'but it was no secret that Jim was dealing with permanent injuries from Butler - including having bullet fragments still inside of him.'
In the foreword, shared by Silva on social media, Copenhaver wrote: 'I've lived a good life, but most of it has been what I'd described as "uneventful" in a grand historical sense.'

Copenhaver recalled raising his family, working for over 30 years and his time playing in a band and asked how he would be remembered in the foreword he penned.
'Well, I got my answer... though taking a bullet meant for the President wasn't exactly what I had in mind,' he said.
Copenhaver recalled his day at the rally leading up to 'when I almost met my maker,' and said a friend had got him the tickets…..

LONE TREE, CO — Rep. Lauren Boebert (CO-04) warned that government drone programs are expanding without a public inventory, without sufficient Fourth Amendment protections, and with too many Chinese drones and parts still in the fleet.
“Not one piece of hardware or software from the People’s Republic of China belongs on a police or federal drone in the United States,” Rep. Boebert wrote. “Not the chip, camera, battery, flight controller, app, firmware, or cloud login. American first responders deserve American supply chains.”
“Until recently,” she noted, “most drones sold to police departments were made in China.” Even if new sales slow, fleets of Chinese drones remain deployed, and efforts continue to keep Chinese components, software, and supply chains in the fleet.
“The United States government has no official public count of how many drones law enforcement agencies own and fly,” Rep. Boebert wrote.
“Congress should not have to take its numbers from corporate earnings calls about how many aircraft are already circling overhead.” Rep. Boebert wrote that all drones across the United States should be registered within 30 days of operational deployment.
Rep. Boebert wrote that federal tax dollars should go to real emergencies, including search and rescue, wrecks, officer safety, and barricaded suspects, rather than persistent aerial patrols above American homes.
“‘Drone as first responder’ is not a substitute for a warrant,” she wrote. “Persistent neighborhood surveillance is a general warrant from the sky, and a microphone on a drone is an intercept.”
She wrote that listening should require the same legal process as a Title III wiretap, with no fishing expeditions, audit logs, and short retention.
“I stand with law enforcement. I stand even more firmly with the Constitution,” Rep. Boebert wrote. “We can give first responders the tools they need without surrendering the right of free Americans to live unmonitored lives.
Protecting individual privacy is essential if freedom is to mean anything for the next generation.”

Instead, Jim and so many other wonderful Patriots who love our Country, stood united in defense of our shared values of Freedom, Liberty, and Justice.
