>members of Congress can be arrested during shut down
Article I, Section 6, Clause 1:
The Senators and Representatives shall receive a Compensation for their Services, to be ascertained by Law, and paid out of the Treasury of the United States. They shall in all Cases, except Treason, Felony and Breach of the Peace, be privileged from Arrest during their Attendance at the Session of their respective Houses, and in going to and returning from the same; and for any Speech or Debate in either House, they shall not be questioned in any other Place.
In Article I, Section 6, Clause 1, the Framers provided for Members of Congress to be free from arrest when attending or traveling to and from Congress except in cases of treason, felony, or breaches of the peace.1 In interpreting this provision, the Supreme Court has held that the phrase treason, felony, and breach of the peace encompasses all criminal offenses.2 Consequently, Members are only privileged from arrests arising from civil suits, which were common in America at the time the Constitution was ratified.

China is the world’s largest soybean importer. BBG
US trade representative Jamieson Greer has warned that Washington will continue to hit its trading partners with tariffs even if some are ruled illegal by the Supreme Court later this year. Fed’s Logan (2026 voter) said the Fed will be cautious in any further reductions and that the US may need additional labour market slack to reach the 2% inflation target. Tylenol Maker Said In Internal Emails Evidence Of Link To Autism 'Starting To Feel Heavy'
Wednesday, Oct 01, 2025 - 06:40 AM
The manufacturer of Tylenol was keeping tabs on research into the drug and neurodevelopmental issues such as autism, and concluded in 2018 that evidence of a link between them was becoming significant, according to newly disclosed documents.
In a Feb. 8, 2018, email obtained by The Epoch Times, Rachel Weinstein, director of epidemiology at Johnson & Johnson subsidiary Janssen, wrote, “The weight of evidence is starting to feel heavy to me.”
Weinstein was emailing Jesse Berlin, Johnson & Johnson’s global head of epidemiology, about a review that concluded that nine studies suggested that use of acetaminophen—the active ingredient in Tylenol—by pregnant women was linked to autism and other neurodevelopmental issues in the women’s children.
Weinstein said that Janssen had been discussing with a neurologist about how acetaminophen could be beneficial.
“But now we’ve added the studies in prenatal exposure and neurodev [sic] outcome,” she said.
Berlin wrote that he read the review and that “there appears to be some specificity of the association.” While he took issue with how some papers did not analyze other drugs, “at least one study looked separately at specific indications and the association didn’t go away,” he said.
Johnson & Johnson was the maker of Tylenol for years. In 2023, a newly created company called Kenvue took over the Tylenol brand and other consumer brands.
“These documents show we were doing exactly the right thing,” a spokesperson for Kenvue told The Epoch Times in an email. “We have continuously evaluated the science, and there is no credible evidence that taking acetaminophen causes autism.”

DC Police Sergeant ARRESTED After Crashing Into Federal Agents’ Car — Found With Machine Gun and Arsenal of Unregistered Firearms
A Metropolitan Police Department (MPD) sergeant was arrested last night after crashing his vehicle into a car carrying federal agents, and was discovered to be armed with a machine gun and a cache of unregistered firearms.
The suspect, Sgt. Montez Clark (age 27), was driving a blue Chevrolet Camaro when District and federal law enforcement officers attempted to stop the vehicle for what they described as an equipment violation, according to NBC Washington.
Rather than comply, Clark allegedly fled, colliding head-on with a vehicle carrying three Diplomatic Security Service agents.
Once the vehicle was immobilized, federal and local officers say they discovered a terrifying arsenal: two Glocks, one equipped with a “switch” converting it into an automatic machine gun, plus multiple types of unregistered ammunition and high-capacity magazines.
Clark, along with two passengers identified as Sakou Yates (25) and Russell Campbell (23), were taken into custody. Charges against Sgt. Clark reportedly include:
Assault on a federal law enforcement officer
Fleeing law enforcement
Leaving after colliding
Possession of a machine gun
Possession of unregistered firearms and ammunition
Carrying a pistol without a license
Violation of the National Firearms Act
Possession of a large-capacity ammunition-feeding device
Related firearms violations
Campbell faces an additional count of being a felon in possession of a firearm, according to WJLA.
MPD has placed Sgt. Clark on administrative leave while the department’s Internal Affairs Bureau opens its own investigation.

The Fabians originally were a faux elite group of pseudo-intellectuals who formed a semi-secret society for the purpose of bringing socialism to the world. Whereas Communists wanted to establish socialism through violence and revolution, the Fabians preferred to do it gradually through propaganda, infiltration and legislation. The word Socialism was never to be used. Instead, they would always speak of benefits for the people such as pensions, welfare, medical care, higher wages, and better working conditions. EXCLUSIVE:
🚨Lead Scientist For Human-Guided Machine Learning At The U.S. Army Research Laboratory in Maryland is the founder of an ICE Tracking App that helps illegal aliens evade ICE🚨
Meet Nicholas Waytowich @NickWaytowich, he is the Lead Scientist for the Human-Guided
Machine Learning Branch at the US Army Research Lab in Maryland.
He is also the founder of an app called “Red Dot”, which is an ICE tracking app that helps illegal aliens evade detection from
@ICEgov
. This app is currently available in the app stores.
@Google
@Apple
, despite the fact that law enforcement has confirmed violent, Leftist radicals are using these apps to locate ICE agents and shoot them. This happened in Dallas, Texas last week.
In the App Store, Red Dot says it was created by Binary Brains, LLC, a company registered out of Florida, according to SunBiz records. Florida’s SunBiz business registry lists Nicholas Waytowich as the CEO of Binary Brains, LLC. I have blurred the addresses out so I am not accused of doxxing. But, I am happy to give the original documents to
@SecWar
@SecArmy
@DHSgov
and
@FBI
.
Cc:
@AGJamesUthmeier
@GovRonDeSantis
According to the SunBiz records, the CEO’s address, the mailing address and the principal address for Binary Brains LLC is the same address listed as Nicholas Waytowich’s personal residence, which he listed on his most up to date resume on his website, in which he lists himself as the Lead Scientist for the Human-Guided Machine Learning Branch at the US Army Research Lab in Maryland, where he has been working for the last 10 years.
On his website, Nicholas Waytowich says in addition to working at the
@USArmy
Research Lab, he is an “Adjunct Professor at both the University of Maryland Baltimore County (UMBC)
@UMBC
and Anne Arundel Community College (AACC)
@AnneArundelCC
” where he “teaches Introduction to Machine Learning as well as other engineering and computer science courses.”
It’s completely unacceptable for the founder of an ICE tracking app to be employed at the US Army Research Lab, the U.S. Army's primary foundational research laboratory, responsible for driving scientific discovery and developing innovative technologies to meet the Army's future operational needs.
Not only should Nicholas Waytowich be investigated for endangering the lives of
@ICEgov
agents, but he should be FIRED from the US Army Research lab.

WATCH: Maxine Waters Snaps When Asked About Healthcare for Illegal Aliens
When confronted outside the Capitol, Rep. Maxine Waters (D-CA) was asked if Democrats are willing to shut down the U.S. government to prioritize healthcare for illegal immigrants.
“Quit it. Stop it. This is the kind of journalism we don’t need,”
@RepMaxineWaters
shot back after being pressed on whether Democrat demands for universal healthcare include non-citizens during a looming shutdown.
Despite denying any prioritization, Waters admitted:
“Democrats are demanding healthcare for everybody. We want to save lives.”
With a shutdown deadline approaching,Democrats are facing criticism over pushing expansive government healthcare while risking vital services for American citizens.

Leo on Cupich-Loves-Durbin: 'Meh.'
The Cupich-Durbin award was disgraceful, but nobody was surprised that Cupich would do such a thing. He’s been a reliable enemy of Catholic moral teaching for years. What stunned people was Leo XIV stepping in to defend him; doubling down on the “seamless garment” logic, and rebuking pro-life Catholics by saying you aren’t really pro-life if you support the death penalty.

NGC 6960: The Witch's Broom Nebula
Ten thousand years ago, before the dawn of recorded human history, a new light would suddenly have appeared in the night sky and faded after a few weeks. Today we know this light was from a supernova, or exploding star, and record the expanding debris cloud as the Veil Nebula, a supernova remnant. This sharp telescopic view is centered on a western segment of the Veil Nebula cataloged as NGC 6960 but less formally known as the Witch's Broom Nebula. Blasted out in the cataclysmic explosion, an interstellar shock wave plows through space sweeping up and exciting interstellar material. Imaged with narrow band filters, the glowing filaments are like long ripples in a sheet seen almost edge on, remarkably well separated into atomic hydrogen (red) and oxygen (blue-green) gas. The complete supernova remnant lies about 1400 light-years away towards the constellation Cygnus. This Witch's Broom actually spans about 35 light-years. The bright star in the frame is 52 Cygni, visible with the unaided eye from a dark location but unrelated to the ancient supernova remnant.

WASHINGTON — The FBI surveilled Rep. Scott Perry (R-Pa.) at his congressional office and private residence roughly a month before seizing his cell phone and demanding information for a sprawling probe into 2020 election interference, unclassified records reviewed by The Post show.
The files — which are part of a probe known as “Arctic Frost” that targeted nearly 100 Republican-aligned entities in the wake of President Trump’s electoral loss — show that Perry was trailed by bureau agents in July and August 2022.
“Goal from surveillance is to get a pattern of life, identify his vehicle, and possibly identify a location to serve him with a SW [seizure warrant],” one of the FBI’s documents stated.

New Data on the Extreme Nickel Production of 3I/ATLAS
October 1, 2025
A new report (accessible here) from the UVES spectrograph of the European Very Large Telescope in Chile provides data on the anomalous abundance of nickel and iron in the plume of gas surrounding the interstellar object 3I/ATLAS.
The presence of nickel and iron atoms in the spectrum of comets is unexpected because the surface temperature is too low to allow the sublimation of refractory minerals containing these metals.
The interstellar comet 2I/Borisov showed nickel and iron with an abundance ratio that is similar to that observed in solar system comets.
On average, the typical cometary ratio is an order of magnitude higher than the solar abundance ratio of nickel to iron.
The new data on 3I/ATLAS covers six time-bins at heliocentric distances ranging from 3.14 to 2.14 times the Earth-Sun separation (AU). Nickel was detected at all times, but iron was only detected at heliocentric distances smaller than 2.64 AU.
Altogether, 3I/ATLAS shows a high production rate of nickel atoms as well as a high nickel to iron ratio, making it exceptional when compared to solar system comets and 2I/Borisov.
In conclusion, the authors write: “At the distances at which comets are observed, the temperature is far too low to vaporize silicate, sulfide, and metallic grains that contain nickel and iron atoms.
Therefore, the presence of nickel and iron atoms in cometary coma is extremely puzzling… 3I/ATLAS, which is a C2-depleted comet, exhibits extreme properties in the early phases of its activity with regard to the production rates and abundance ratios of nickel and iron.”
Hopefully, we will learn much more about 3I/ATLAS in the coming days. Between October 1–7, 2025, NASA’s Mars Reconnaissance Orbiter and ESA’s Mars orbiters Mars Express and ExoMars will observe 3I/ATLAS as it passes within 29 million kilometers from Mars.
The highest resolution image so far was obtained by the Hubble Space Telescope on July 21, 2025, when 3I/ATLAS was at a distance of 570 million kilometers from the telescope. This is 20 times farther than the closest approach of 3I/ATLAS to Mars.
As a result, the HiRISE camera on the Mars Reconnaissance Orbiter will obtain images with a much better spatial resolution of 30 kilometers per pixel. The brightest pixel in the HiRISE image would gauge the surface area of 3I/ATLAS and therefore its diameter.
In a recent paper (accessible here), I derived that the diameter of 3I/ATLAS is larger than 5 kilometers — the width of Manhattan Island. The first recognized interstellar object, 1I/`Oumuamua, was pancake shaped and 0.1 kilometers in diameter — the size of a football field (see discussion here).
Why is the third interstellar object 3I/ATLAS a million times more massive than the first one? The HiRISE image might exacerbate or weaken the discrepancy. Nature is sometimes more imaginative than script writers in Hollywood.
Science is fun because we can learn something new from evidence, and not from past narratives dictated by the “adults in the room”.
My biggest reward arrived recently in the form of an email message from a former US Air Force pilot who wrote that his daughter wants to become a scientist after seeing me on television talking about 3I/ATLAS.
Early this morning, I was asked on “Fox & Friends” whether my gut feeling is that 3I/ATLAS is a natural comet or a technological artifact?
I responded that 3I/ATLAS is most likely a natural comet, but we need to be prepared for a black swan event where among the interstellar rocks discovered by the NSF-DOE Rubin Observatory there might be a tennis ball thrown by a cosmic neighbor.

McCaffrey's Military-Industrial-Media Complex
Submitted by Diane Farsetta on December 1, 2008 - 4:09pm
Barry McCaffrey
After outing the Pentagon's pundit program which recruited some 75 retired military officers who are frequent media commentators, to serve as the Bush Administration's "message force multipliers" New York Times reporter David Barstow profiles one particularly conflicted pundit, Barry McCaffrey. The retired general is an NBC News analyst; heads his own consulting firm, BR McCaffrey Associates; and holds lucrative positions with numerous military and security contractors, including Veritas Capital, DynCorp, Defense Solutions and HNTB Federal Services. McCaffrey was anearly participant in the Pentagon pundit program, but then-Defense Secretary Donald Rumsfeld "abruptly cut [him] off"after McCaffrey's belated admission of concerns about U.S. military operations in Iraq. A chastened McCaffrey responded by publicly praising Rumsfeld and the Administration. McCaffrey's influence was so great that, even in semi-exile, the Pentagon continued to pay for him to visit Iraq and Afghanistan. "Other military analysts were invited on trips, but only in groups," Barstow writes. "McCaffrey went by himself." While McCaffrey's overseas visits, Pentagon contacts, media appearances and Congressional testimony benefited his corporate clients, neither he nor NBC disclosed those clients. NBC News president Steve Capus called McCaffrey an "independent voice" whose business obligations wouldn't color his commentary. McCaffrey simply claimed that his consulting "never has been a problem" for his punditry.

Nov. 29, 2008
In the spring of 2007 a tiny military contractor with a slender track record went shopping for a precious Beltway commodity.
The company, Defense Solutions, sought the services of a retired general with national stature, someone who could open doors at the highest levels of government and help it win a huge prize: the right to supply Iraq with thousands of armored vehicles.
Access like this does not come cheap, but it was an opportunity potentially worth billions in sales, and Defense Solutions soon found its man. The company signed Barry R. McCaffrey, a retired four-star Army general and military analyst for NBC News, to a consulting contract starting June 15, 2007.
Four days later the general swung into action. He sent a personal note and 15-page briefing packet to David H. Petraeus, the commanding general in Iraq, strongly recommending Defense Solutions and its offer to supply Iraq with 5,000 armored vehicles from Eastern Europe.“No other proposal is quicker, less costly, or more certain to succeed,” he said.
Thus, within days of hiring General McCaffrey, the Defense Solutions sales pitch was in the hands of the American commander with the greatest influence over Iraq’s expanding military.
“That’s what I pay him for,” Timothy D. Ringgold, chief executive of Defense Solutions, said in an interview.
General McCaffrey did not mention his new contract with Defense Solutions in his letter to General Petraeus. Nor did he disclose it when he went on CNBC that same week and praised the commander Defense Solutions was now counting on for help “He’s got the heart of a lion” or when he told Congress the next month that it should immediately supply Iraq with large numbers of armored vehicles and other equipment.

Not Only Tulsi: Three Members of Congress Also Spied On In Quiet Skies Program 1/3
Exclusive: new Senate documents show members of Congress, others placed under an intrusive surveillance for dubious reasons under now-defunct TSA program
MATT TAIBBI
SEP 30, 2025
Ahead of Tuesday hearings on the subject, the Senate’s Homeland Security and Governmental Affairs Committee (HSGAC) obtained documents showing three members of Congress, all Republicans, were followed under the TSA’s just-discontinued Quiet Skies program, which became infamous last summer when whistleblowers revealed bomb-sniffing dogs and Air Marshals were assigned to follow former Hawaii Congresswoman and future National Intelligence Director Tulsi Gabbard.
The members’ names have not yet been publicly released, but they were turned over to the Committee by the Department of Homeland Security, along with “TSA” notes explaining how they ended up on the list. Two of the three members made it onto the list before being elected, but as the Committee notes, “a cursory review would have revealed them to be a member of Congress, or a decorated U.S. veteran or service member.” The list below looks like four entries, but the second and third are the same member:
Three current members of Congress in addition to Tulsi Gabbard were recently chosen for “Quiet Skies” surveillance
A wealth of other information — not just about Quiet Skies but other questionable TSA practices— has been produced to the Committee chaired by Kentucky Senator Rand Paul. Among the revelations:
Documentation showing theTSA approved “enhanced screening” and watchlisting for individuals merely “suspected of traveling to the National Capital Region” in conjunction with January 6th, and who are “believed to pose an elevated risk” but for whom “there is a current lack of specific information relating to unlawful entry into the U.S. Capitol”;
Placement on the TSA Watch List (Enhanced Screening) is appropriate for:
Redioninconninctionwith with the
• Individuals suspected of traveling to the National Capital Region in conjunction with the January 6, 2021 attack on the U.S. Capitol and who are believed to pose an elevated risk of domestic terrorism,? but for whom there is a current lack of specific information relating to unlawful entry into the U.S. Capitol, violent acts in support of the January 6, 2021 attack, or incitement of the same, and who do not otherwise the criteria forplacement on the TSA Watch List (Deny Boarding).
At least 24 people were put into the programfor being associated with a group the protested mask mandates, and 12 were placed on a watch list for removing their masks in-flight. The latter act was described in one memo as being “an act of extreme recklessness in carrying out an act that represents a threat to the life of passengers and crew”;
Confirmation that Gabbard was indeed surveilled for eight flights last summer,as UncoverDC and Racket reported. The ostensible justification? She waslisted as a “possible affiliate” of a member of the Terrorist Screening Database (TSDB), which at last count contained over a million people. Internal correspondence also shows that after the story was made public, “TSA is looking into the incident with regards to people with access to this information”;
Confirmation that the TSA pulled a web screenshot of Gabbard’s Congressional bio and not an official Passport or other government photo, as would be standard;
=Confirmation that the TSA put Christine Crowder, wife of a Federal Air Marshal and upcoming witness Mark Crowder, under “Special Mission Coverage==” due to “association of traveling on the same itinerary as a KST,” or Known or Suspected Terrorist. The TSA mistakenly believed Mrs. Crowder entered the Capitol on January 6th, and eventually conceded the episode was a case of “mistaken identity.”
Racket readers will recall a fiasco that spilled into public last August 4th, when UncoverDC (a site run by well-known online journalist Tracy Beanz) ran a story citing travel dates titled “Federal Air Marshal Whistleblowers Report Tulsi Gabbard Actively Under Surveillance via Quiet Skies Program.” When I reached out to Gabbard, she told me “The whistleblowers’ account matches my experience,” and told of a series of intrusive searches dating to July 23, 2024,just after she’d criticized eventual nominee Kamala Harris on The Ingraham Angle, saying she “does not have the strength to stand up to the Military-Industrial Complex.”

Only after Donald Trump was re-elected and news broke that Gabbard was his likely choice for the DNI position did the mainstream press bound into action — not to question surveillance of a high-profile politician, but to raise questions about Gabbard’s character.
CNN, for instance, wrote “the episode has raised eyebrows among security officials, who point to Gabbard’s history of unusual relationships overseas.” The New York Times waited almost six months, until January of 2025, to say there was no indication Gabbard “did anything wrong” in her overseas trip, but the episode “raised questions about the extent to which Mr. Trump’s nominee to serve as the nation’s top intelligence official adequately weighed the implications of her foreign travels and association’s.
New York Times, January 28, 2025
Quiet Skies became known to the public in 2018, when The Boston Globe exposed that the TSA was following 30 people a day (later reports put the number closer to 50), despite the program never once leading to an arrest or preventing a terrorist incident. The program was both intrusive and wasteful, to extreme degrees. Each “selectee” was followed by three (and now, we learn, possibly more) members of the Federal Air Marshal Service (FAMS),in addition to being subject to special searches and examination by bomb-sniffing dogs. A 2019 report of the Homeland Security Inspector General found an astonishing $394 million — nearly half the Air Marshals’ $803 million budget — could have been “put to better use.”
If you were chosen for Quiet Skies coverage, Marshals trained to prevent terrorists from rushing cockpitswould instead be asked to try to listen to your in-flight conversations, register the type of smartphone you used, even mark down “what exact times you went to the bathroom, so they could figure out the frequency,” as formal Marshal Robert MacLean put it.
At the time, this was not a partisan issue. The Globe’s hometown Senator,Ed Markey, grilled then-TSA chief David Pekoskie aboutwhy his agency would “monitor Americans who aren’t suspected of any crime” and “does the TSA monitor whether Americans go to the bathroom during flights?”
Over the years, however, party interest in Quiet Skies became curiously divided. In 2023, then-Democratic Chair of the same Homeland Security Committee Gary Peters released a report showing a number of concerning details likely unknown to most Americans.For instance, “U.S. travelers may be screened for at least 22 different reasons” (likely 21, now that Quiet Skies has been eliminated). The Peters report however stressed the notion that “certain communities — Muslim, Arab, and South Asian Americans in particular — claim they have been unfairly targeted,” at a timewhen the program was targeting all sorts of people, including people protesting mask mandates.
Meanwhile,the Trump administration and DHS Chief Kristi Noem ended the program because “since its existence has failed to stop a single terrorist attack while costing US taxpayers $200 million a year,” citing also episodes and documents that “highlight the inconsistent application of Quiet Skies and watchlisting programs, circumventing security policies to benefit politically aligned friends and family at the expense of the American people.”
In 2023, William “Billy” Shaheen, husband of New Hampshire Democratic Senator JeanneShaheen, also triggered a Quiet Skies rule by scheduling a flight with a “KST,” meaning a Known or Suspected Terrorist(reportedlyimmigration lawyer Celine Atallah). After two enhanced searches, Senator Shaheen contacted then-TSA administrator David Pekoske, after which Mr. Shaheen was excluded from Quiet Skies.
The TSA throughout the Gabbard affair maintained that entry into “Quiet Skies” only took place if a person was “matched to a risk-based rule.” The new documents do bear this out, showing for instance in the cases of the three members of Congress that each was put in the program after triggering a rule, identified by a multi-digit numeral. The “rules,” however, are in many cases just arcane combinations of demerits. While we’re unable to disclose the exact “derog” info that might entail, a hypothetical example might be: “A person who falls in a certain age range and traveled to the U.S. from a particular NATO Country and who traveled to one of four Middle Eastern countries in the last two years.”
Gabbard was ostensibly placed in the program because, as the Times reported, she attended an event “at the Vatican that was organized by a European businessman who appeared on an F.B.I. watch list

Pentagon military analyst program
The Pentagon military analyst program was revealed in David Barstow's Pulitzer Prize winning report appearing April 20, 2008 on the front page of the New York Times and titled Behind TV Analysts, Pentagon’s Hidden Hand.
Background of Pentagon War Propagandists in the US TV Networks
The Bush/Cheney/Rumsfeld covert propaganda program was launched in early 2002 by then-Assistant Secretary of Defense for Public Affairs Victoria Clarke. The idea was to recruit "key influentials" to help sell a wary public on "a possible Iraq invasion." Former NBC military analyst Kenneth Allard called the effort "psyops on steroids." [1]
Eight thousand pages of the documents relative to the Pentagon military analyst program were made available by the Pentagon in PDF format online May 6, 2008 at this website:
http://www.dod.mil/pubs/foi/milanalysts/
Text-searchable versions of the documents are available via the SourceWatch page Pentagon military analyst program: Documents.
"Internal Pentagon documents repeatedly refer to the military analysts as 'message force multipliers' or 'surrogates' who could be counted on to deliver administration 'themes and messages' to millions of Americans 'in the form of their own opinions.' ... Don Meyer, an aide to Ms. Clarke, said a strategic decision was made in 2002 to make the analysts the main focus of the public relations push to construct a case for war." [emphasis added] Clarke and her senior aide, Brent T. Krueger, eventually signed up more than 75 retired military officers, who appeared on television and radio news shows as military analysts, and/or penned newspaper op/ed columns. The Pentagon held weekly meetings with the military analysts, which continued as of April 2008, when David Barstow reported on the program in the New York Times, later winning a Pulitzer Prize for his reporting. [1]
The program proved successful and was expanded to issues besides the Iraq War. "Other branches of the administration also began to make use of the analysts. Mr. Gonzales, then the attorney general, met with them soon after news leaked that the government was wiretapping terrorism suspects in the United States without warrants, Pentagon records show. When David H. Petraeus was appointed the commanding general in Iraq in January 2007, one of his early acts was to meet with the analysts." [1]
On April 25, 2008, Pentagon spokesperson Robert Hastings said "the briefings and all other interactions with the military analysts had been suspended indefinitely pending an internal review." [2] Hastings "could not say ... how long this review might take. 'We'll take the time to do it right,'" he told Stars and Stripes. Hastings, who became the principal deputy assistant secretary of Defense for public affairs in March 2008, also said "he is unaware of the Defense Department's ... activities with retired military analysts" before that time. [3] The following week, Pentagon spokesman Bryan Whitman told Reuters the suspension is "temporary" and "he does not think the program violated any laws." [4]
Keeping doubts to themselves
Many of the analysts were also lobbyists for defense contractors, and boasted of their Pentagon access to potential clients. This financial conflict discouraged the analysts from questioning or criticizing the Pentagon's claims. [1]
Timur J. Eads, a Fox analyst, program participant and lobbyist for military contractor Blackbird Technologies "said he had at times held his tongue on television for fear that 'some four-star could call up and say, "Kill that contract."' For example, he believed Pentagon officials misled the analysts about the progress of Iraq’s security forces. 'I know a snow job when I see one,' he said. He did not share this on TV." [1]
At least two analysts Robert S. Bevelacqua and Robert L. Maginnis doubted the Administration's case for war with Iraq, but kept their reservations to themselves. Both had attended "a briefing in early 2003 about Iraq’s purported stockpiles of illicit weapons." Maginnis "concluded that the analysts were being 'manipulated' to convey a false sense of certainty about the evidence of the weapons. Yet he and Mr. Bevelacqua and the other analysts who attended the briefing did not share any misgivings with the American public." [1]
The analysts were also reluctant to be critical, fearing they would lose their high-level Pentagon access. The Pentagon tracked what the analysts said, via a six-figure contract with Omnitec Solutions. As William V. Cowan learned, there were repercussions for analysts who didn't follow the Pentagon's suggested talking points. He was fired from the Pentagon analysts group after saying on Fox News that the United States was "not on a good glide path right now" in Iraq

It’s Shutdown Time
September 30, 2025
This was sent out to NASA employees by Stephen Shinn Acting NASA Chief Financial Officer:
“A funding lapse will result in certain government activities ceasing due to a lack of appropriated funding.
In addition, designated pre-notified employees of this agency would be temporarily furloughed. P.L. 116-1 would apply.”
Planning for Potential Lapse in Funding
NASA Civil Servants,
We have received official confirmation from the White House Office of Management and Budget (OMB) to notify employees of the potential upcoming lapse in appropriations. Please see below for its official correspondence.
We encourage employees to be on the lookout for additional guidance from NASA’s Office of the Chief Human Capital Officer (OCHCO) and to regularly review NASA’s shutdown webpage at www.nasa.gov/shutdown
Stephen Shinn
Acting Chief Financial Officer
President Trump opposes a government shutdown, and strongly supports the enactment of H.R. 5371, which is a clean Continuing Resolution to fund the government through November 21, and already passed the U.S. House of Representatives.
Unfortunately, Democrats are blocking this Continuing Resolution in the U.S. Senate due to unrelated policy demands. If Congressional Democrats maintain their current posture and refuse to pass a clean Continuing Resolution to keep the government funded before midnight on September 30, 2025, federal appropriated funding will lapse.
A funding lapse will result in certain government activities ceasing due to a lack of appropriated funding. In addition, designated pre-notified employees of this agency would be temporarily furloughed. P.L. 116-1 would apply.
The agency has contingency plans in place for executing an orderly shutdown of activities that would be affected by any lapse in appropriations forced by Congressional Democrats.
Further Information about those plans will be distributed should a lapse occur.

.” Marshals were told this was the reason.The DHS documentsinclude text exchanges between Marshals assigned to cover Gabbard from July 22 of last year.One section describes her as an “affiliate” with a member of the Terrorist Screening Database:
so Gabbard is an affiliate with a TSDB, and since she’s no longer in Congress that’s probably why she hit for the rule.
Yeah I talked with [redacted] about it and that’s the conclusion we came to as well.
cool cool
This explanation isn’t exactly seamless, however. Other well-known Americans should have triggered the same rule and did not. The use of Gabbard’s Congressional photo instead of an official one suggested to multiple former Marshals that there was at least human review of the episode.
“Obviously,” one former Marshal explained, “there is a way for human beings to influence the decision tree above our level.”
Quiet Skies wasn’t just a 9/11 anachronism that wasted taxpayer money and created a high risk of politicized use of federal enforcement resources.MacLean describes how the program complicated ordinary anti-terrorist surveillance, because Marshals were often seated in the backs of planes to watch members of Quiet Skies lists, and terrorists do not rush cockpits from rear seats. In a refrain that’s become common among current and former FBI agents as well as other enforcement or interdiction agents, MacLean complained,“The air marshal’s job is to protect the cockpit and the pilots. Let somebody else do the intelligence and criminal investigative work.” A Merit Systems Protection Board judge dismissed the complaint in early 2020, but the DHS IG agreed with MacLean later that year.
“For those flights covered by Federal air marshals,” it wrote, “seating positions on the aircraft, as well as aircraft layout, impeded sightlines and may have prevented air marshals from visually identifying potential threats.”
==Another serious issue involved Marshals being asked to follow selectees all the way out of the airport to see who, if anyone, picks them up.
They are asked to do this even overseas. “You’re basically telling air marshals to conduct foreign surveillance,” MacLean said. “It’s crazy==.” He pointed to an incident in 2010 in which two Air Marshals had to flee Brazil on “alternate documents.” It wasn’t over Quiet Skies, but it underscores the risk of sending people not trained to operate overseas into the field abroad.
The elimination of Quiet Skies, along with programs like the Global Engagement Center, shows the administration is serious at least about eliminating the most obviously abusive and indefensible security programs. However, as I’ll be testifying this morning in the Senate, there are more. And they need to be reevaluated, and in many cases defunded. Thanks to Senator Paul and his staff for retrieving these documents.

>Pentagon military analyst program
Pentagon-funded trips
In addition to the meetings, the Defense Department paid for some analysts to travel to Iraq and Guantanamo Bay, Cuba, encouraging them to counter negative press with Pentagon talking points. "Eventually the effort involved officials from Washington to Baghdad to Kabul to Guantánamo and back to Tampa, Fla., the headquarters of United States Central Command," reported the Times. [1]
The trips included: [1]
A September 2003 tour of Iraq, which included William L. Nash, William V. Cowan, Carlton A. Sherwood and Paul E. Vallely;
John C. Garrett also took part in "three Pentagon-sponsored trips to Iraq";
An Omnitec Solutions report assessed the program's "several trips to Iraq in 2005" positively, stating: "Commentary from all three Iraq trips was extremely positive"; and
A June 24, 2005 trip to Guantanamo Bay, Cuba, "the first of six such Guantánamo trips."
Public relations ties
In addition to Victoria Clarke, a former Hill & Knowlton executive, Allison Barber was copied on emails about the program. [1] At the time, Barber was the Deputy Assistant Secretary of Defense for Public Liaison and Deputy Assistant Secretary for Internal Communications. She launched the controversial pro-war program America Supports You, as well as the Pentagon Channel, the Defense Department's New Media Operation and the speakers bureau program called "Why We Serve." [5] Barber had previously run her own PR firm; upon leaving the Pentagon, she returned to her firm, Sodenta. [6]
In an April 2006 email, Dallas B. Lawrence, the Defense Department's director of community relations and public liaison, informed Barber and others that members of the military analysts program were writing op/eds and appearing on television to respond to some retired generals' criticism of then-Defense Secretary Donald H. Rumsfeld. Barber responded: [1]
Great work, dallas. [sic]
I wanted everyone to see what you can pull off. Way to go Ab
Early indications
The military analyst programwas first reported on by the New York Times in April 2006, though its scope at the time was unclear. At the time, Rumsfeld was coming under increased criticism and pressure to resign. [7]
"The Defense Department has issued a memorandum to a group of former military commanders and civilian analysts that offers a direct challenge to the criticisms made by retired generals about Defense Secretary Donald H. Rumsfeld," reported Mark Mazzetti and Jim Rutenberg. "The one-page memorandum was sent by e-mail on Friday to the group, which includes several retired generals who appear regularly on television, and came as the Bush administration stepped up its own defense of Mr. Rumsfeld." [7]
The Times story added, "It is not uncommon for the Pentagon to send such memorandums to this group of officers, whom they consider to be influential in shaping public opinion.But it is unusual for the Pentagon to issue guidance that can be used by retired generals to rebut the arguments of other retired generals."
