Mare Island became the first United States naval base on the West Coast in 1854. Spanish ship captain Don Juan Manuel de Ayala y Aranza touched here in 1775. It received its present name from Mexican calvary commander General Mariano Guadalupe Vallejo in 1830.
Mare Island illustrates the Nation's effort to extend its naval power into the Pacific Ocean.
The first U.S. warship (1859) and first dry dock (1872-91) constructed on the West Coast were built here.
To this day, Mare Island holds the record for building the destroyer USS Ward in 17½ days during World War I.
The shipyard has been associated with military affairs, development of industrial design and persons significant in U.S. maritime history beginning with David Farragut through World War II leaders.
During World War II, the shipyard turned out scores of ships and submarines, assembling new destroyer escorts with prefabricated sections brought in from as far away as Colorado.
Warships damaged in battle were also repaired and refitted in the base's drydocks.
By the end of the war, Mare Island had produced 17 submarines, four submarine tenders, 31 destroyer escorts, 33 small craft and more than 300 landing craft.
Mare Island's sprawling National Register historic district boasts hundreds of buildings built between 1854 and the end of World War II, including ranking officers' mansions (c. 1900), duplexes for junior grade officers (1940), and ammunition depots (1856-1960s). Building 46 (1855), which served as an active pipe shop until 1984, is scheduled to reopen as the Mare Island Artifact Museum in 2004.
St. Peter's Chapel (1901), the West's first nondenominational military church, features 29 stained glass windows designed by Louis Comfort Tiffany. At Alden Park, visitors can inspect a German Marder Suicide Submarine and Torpedo (1944) and explore bomb shelters built during World War II.
Closed in 1996, Mare Island was conveyed to the City of Vallejo in 2002 for reuse and redevelopment.
The City is currently negotiating with a master developer on a plan that would provide "seven million square feet of commercial space...1,400 residences, new recreational and open spaces, and revived historical areas.
"The Mare Island Naval Shipyard, a National Historic Landmark, is roughly bounded by Mare Island Strait, Causeway St., Cedar Ave., Mesa, Ribeiro and Tyler Rds.
It is accessible from the Tennessee St. exit of I-80.
Mare Island has also been documented by the Historic American Building Survey.

British Prime Minister Boris Johnson on Saturday pledged new military and economic aid to Ukraine during a visit to Kyiv, where he met Ukraine’s President Volodymyr Zelenskyy.
The package includes 120 armoured vehicles, new anti-ship missile systems, and an additional $500 million (£385 million) in World Bank lending.
Johnson’s visit, which wasn’t announced in advance, was first made public on Twitter by the Embassy of Ukraine to the UK. The account published a photo of the two leaders sitting at a desk, with the word “Surprise.”

Johnson later wrote on Twitter that the meeting was a show of the UK’s “unwavering support for the people of Ukraine” in the country’s “struggle against Russia’s barbaric campaign.”

The new support package came a day after the UK pledged a £100 million ($130 million) defensive aid package, including over 800 more NLAW anti-tank missiles; additional Javelin anti-tank systems; additional loitering munitions; additional Starstreak air defence systems; and additional non-lethal aid including ballistic helmets, body armour, and night vision goggles.
It also followed an appeal from the Ukrainians to Western nations to send more arms as they prepare for the expected Russian offensive in the east of the country, after Moscow pulled back its forces from around Kyiv.
In a statement after his meeting with Zelenskyy, Johnson said Ukraine “has defied the odds and pushed back Russian forces from the gates of Kyiv, achieving the greatest feat of arms of the 21st century.”
“It is because of President Zelenskyy’s resolute leadership and the invincible heroism and courage of the Ukrainian people that [Russian President Vladimir] Putin’s monstrous aims are being thwarted,” he said.
Johnson said the UK stands “unwaveringly” with the Ukrainian people in the ongoing fight, adding, “we are in it for the long run.”
“We are stepping up our own military and economic support and convening a global alliance to bring this tragedy to an end, and ensure Ukraine survives and thrives as a free and sovereign nation,” he said.
Earlier, Zelenskyy called on the international community to hold to account Russian forces who carried out a missile strike on a crowded railway station, killing at least 52 people.
The station at Kramatorsk was packed with women and children trying to flee west before the Russian advance arrives, when the missile hit on Friday.
“All world efforts will be directed to establish every minute of who did what, who gave what orders, where the missile came from, who transported it, who gave the command, and how this strike was agreed,” Zelenskyy said in his nightly video address.
The Kremlin has denied responsibility for the attack, but Western officials believe it was probably a Russian Tochka-U missile, which NATO refers to as an SS-21, which was fired indiscriminately toward the town centre.
Johnson’s visit comes the day after European Commission president Ursula von der Leyen was in the Ukrainian capital, and visited the town of Bucha, where civilians were reportedly raped and killed by occupying Russian troops.
Last month, the prime ministers of Poland, the Czech Republic, and Slovenia visited Kyiv in a show of support for the Ukrainians.

The city is currently governed by a biologically male, transgender mayor
Palm Springs is launching a program that will provide monthly payments to the city’s transgender and non-binary residents. The California city will be providing payments to eligible recipients with little restrictions pertaining to how the money can be spent.
The Palm Springs City Council previously agreed to allocate $200,000 for “DAP Health and Queer Works” in late March after a unanimous vote. This was only step one in a program that will provide transgender residents of Palm Springs with a “regular no strings attached” stipend, according to NPR.
The two organizations are now working through the process of designing a pilot program for the payments. Both organizations currently plan on setting aside $35 million in state funding for universal basic income programs later this year, according to city officials. “The work to develop this program comes as conservative legislatures across the U.S. implement laws targeting transgender people,” NPR said of the Palm Springs program.
Jacob Rostovsky, the founder and executive director of “Queer Works”, spoke with NPR about the new program. “Having that unrestricted cash flow is really important, not only for trans and nonbinary individuals, but for everyone,” Rostovsky told the state funded outlet.
Lisa Middleton, a biological male who know identifies as a transgender female, currently serves as Mayor of Palm Springs. “The $200,000 is to allow DAP Health and Queer Works to develop the application, to do focus groups, to research best practices, to attempt to hire individuals that would be responsible for putting together the program and for messaging to the community,” Middleton said in a statement Wednesday. The mayor claims that the program is not limited to “transgender and non-binary” individuals, though it is being led by the Queer Works organization.

In a Fox News poll, which interview 960 Pennsylvania Republican primary voters during the first week of March, McCormick took a nine-point lead in the race.
His name was officially added to the ballot for the May primary on March 14.

Carla Sands, who was former President Donald Trump’s Danish Ambassador, announced her candidacy for the open Senate seat back in July 2021 at a Cumberland County rally.
“The race is getting real,” Sands told abc27’s Dennis Owens. “Others are in the race as well but I told [former President Donald Trump] I’m the only one that’s not a RINO but can also get elected.”
Sands’ candidate status was approved and her name was added to the ballot on March 11.

Jeff Bartos
Not too far behind Sands, Jeff Bartos announced his candidacy in March 2021. He was the second Republican candidate to enter the race.
In the 2018 campaign cycle, Bartos was the Republican nominee for Pennsylvania lieutenant governor. Outside of politics, he owns a contracting company and several real estate acquisition and developing companies in the Greater Philadelphia market.
Bartos’ name was added to the growing list of Republican candidates on March 10.

George Bochetto
The Philadelphia attorney launched his campaign for Senate at the beginning of January 2022. Last year, George Bochetto helped prevent a 144-year-old statue of Christopher Columbus from being torn down in Philadelphia, according to the Associated Press.
Bochetto’s name was added to the ballot on March 14, just a day before the deadline.

Mehmet Oz
Host of “The Dr. Oz Show” and attending physician at NY Presbyterian-Columbia Medical Center announced his candidacy in December 2021.
While Mehmet Oz lives in New Jersey and works in New York, he told abc27’s Owens, “I actually think people are much less concerned about where I’m from than what I stand for and the values that I hold are deeply held by many Pennsylvanians.”
Oz’s name was officially added to the ballot on March 11. In the recent Fox News poll, he was the only other Republican candidate to receive double-digit support from the voters interviewed.

Sean Gale
Business and health care attorney Sean Gale announced his candidacy in February 2021. Gale’s brother Joe is also in the midst of campaigning for Pennsylvania governor to fill Governor Tom Wolf’s seat.

Kathy Barnette
The former adjunct Professor of Corporate Finance joined the race in April 2021. Kathy Barnette previously ran in 2020 to represent Pennsylvania’s 4th Congressional District.
Barnette is also known for her career as a regular commentator for Fox News. She received her required signatures and her name, therefore, added to the ballot on March 7.

"Pittsburgh Steelers quarterback Dwayne Haskins was killed Saturday morning when he was hit by a dump truck while walking on a South Florida highway.
Haskins, 24, had been in South Florida to train with other Steelers quarterbacks, running backs and wide receivers.
The accident happened around 6:37 a.m. on I-595 West at the I-95 interchange outside Fort Lauderdale-Hollywood International Airport, according to the Florida Highway Patrol. Haskins was killed in the accident, but officials did not reveal why he was walking on the highway, said Lt. Indiana Miranda, highway patrol spokeswoman.
“He was just walking on the highway and got hit,” Miranda said.
The driver “is in full cooperation” with the investigation, she told The Post.
The former Ohio State standout had been in the NFL since 2019, first with Washington and then as a third-string quarterback with the Steelers. The Steelers re-signed him this offseason to a one-year contract worth $2.5 million.
“I am devastated and at a loss for words with the unfortunate passing of Dwayne Haskins,” Steelers coach Mike Tomlin said in a statement. “He quickly became part of our Steelers family upon his arrival in Pittsburgh and was one of our hardest workers both on the field and in our community. Dwayne was a great teammate, but even more so a tremendous friend to so many. I am truly heartbroken. Summary
State practice establishes this rule as a norm of customary international law applicable in both international and non-international armed conflicts.
International armed conflicts
The prohibition of pillage is a long-standing rule of customary international law already recognized in the Lieber Code, the Brussels Declaration and the Oxford Manual.[1] Pillage is prohibited under all circumstances under the Hague Regulations.[2] Pillage is identified as a war crime in the Report of the Commission on Responsibility set up after the First World War, as well as by the Charter of the International Military Tribunal (Nuremberg) established following the Second World War.[3] The Fourth Geneva Convention also prohibits pillage.[4] Under the Statute of the International Criminal Court, “pillaging a town or place, even when taken by assault,” constitutes a war crime in international armed conflicts.[5]
The prohibition of pillage is set forth in numerous military manuals.[6] Pillage constitutes an offence under the legislation of a large number of States.[7] This prohibition has been enforced in several cases before national courts after the Second World War,[8] as it has by the International Criminal Tribunal for the former Yugoslavia.[9] The prohibition of pillage has been supported by official statements and other practice.[10]
Non-international armed conflicts
Pillage is prohibited under Additional Protocol II.[11] Under the Statute of the International Criminal Court, “pillaging a town or place, even when taken by assault,” constitutes a war crime in non-international armed conflicts.[12] Pillage is also included as a war crime in the Statutes of the International Criminal Tribunals for the former Yugoslavia and for Rwanda and of the Special Court for Sierra Leone.[13]
The prohibition of pillage is set forth in military manuals which are applicable in or have been applied in non-international armed conflicts.[14] Pillage is an offence in any armed conflict under the legislation of many States.[15] In its judgment in the Military Junta case in 1985, Argentina’s National Court of Appeals applied the prohibition of pillage in the Hague Regulations to acts committed in the context of internal violence.[16] The prohibition of pillage has been supported by official statements and other practice in the context of non-international armed conflicts.[17]
No official contrary practice was found with respect to either international or non-international armed conflicts. Alleged violations of this rule have generally been condemned by States.[18] They have also been condemned by the United Nations and other international organizations.[19] In most cases, they have been denied or recognized as unlawful by the parties involved.[20] In another instance the authorities expressed their inability to impose discipline on their troops.[21]
The Plan of Action for the years 2000–2003, adopted by the 27th International Conference of the Red Cross and Red Crescent in 1999, requires that all the parties to an armed conflict ensure that “strict orders are given to prevent all serious violations of international humanitarian law, including … looting”.[22]
The specific practice collected with respect to pillage of cultural property (see Rule 40) and of property of the wounded and sick (see Rule 111), the dead (see Rule 113) and persons deprived of their liberty (see Rule 122) should also be considered in the assessment of the customary nature of this rule.
Definition
Pillage (or plunder) is defined in Black’s Law Dictionary as “the forcible taking of private property by an invading or conquering army from the enemy’s subjects”.[23] The Elements of Crimes of the Statute of the International Criminal Court specifies that the appropriation must be done “for private or personal use”.[24] As such, the prohibition of pillage is a specific application of the general principle of law prohibiting theft. This prohibition is to be found in national criminal legislation around the world. Pillage is generally punishable under military law or general penal law.

Flight delays and cancellations continue to plague the travel industry as over 6,700 flights within, into, or out of the United States were delayed Friday.
The delays were accompanied by 714 cancellations in the U.S. and 2,970 cancellations worldwide. Moreover, 17,314 total flights worldwide were delayed Friday, flight-tracking site FlightAware reported. In terms of airlines, Southwest saw the most delays with 1,348, followed by Delta’s 629. Of JetBlue flights, 599 flights took off later than scheduled, totaling 55 percent of its scheduled trips. Spirit Airlines saw delays on 378, or 46 percent, of its flights, while 539 of United’s flights were delayed.
Airlines were having trouble Saturday as well. As of 3:30 p.m., 447 flights within, into, or out of the United States were canceled, and an additional 2,226 delayed, according to FlightAware. JetBlue canceled 182, or 17 percent, of its flights by 3:30 p.m., and passengers on 329, or 32 percent, of its flights experienced delays.
Customers took to Twitter to voice their displeasure over delays and cancellations.
One outraged woman, who goes by the Twitter handle @BagladyKiim, alleged that JetBlue had “inexplicably cancelled” three of the return flights she was scheduled to take home from her last four trips:
@JetBlue nice job cancelling our flight 10 hours before take off with no explanation. We have no hotel, need to return car rental and missing obligations at home. Fourth flight in a row by you where the return flight was changed and third where it was inexplicably cancelled.
Hank Lockwood, a producer for Barstool Sports, said he has been hearing “horror stories” of canceled flights.
The delays came after more than 3,500 flights were canceled and 8,800 were delayed last weekend, as Breitbart News reported:
The airlines cited different reasons for the mass cancellations and delays. JetBlue cited “severe weather in the Southeast and multiple air traffic control delay programs,” as a reason for the delays. Southwest Airlines blamed “weather and airspace congestion” and a “technology issue” for their cancelations and delays.
Transportation Secretary Pete Buttigieg has remained mum as travelers deal with prolonged delays and frequent cancellations.
CNN noted that staffing issues and weather had each played a role in the airline chaos.
A brewing storm threatens to make matters worse next week as AccuWeather meteorologists “say it could result in a five-day stretch of threatening severe weather as well as a robust snowstorm that could produce dangerous blizzard conditions,” the outlet reported.
According to AccuWeather Meteorologist Brandon Buckingham, “Numerous disruptions to travel and shipping efforts are likely, with the potential for power outages as a result of rain, thunderstorms, wind and snow from the unfolding and strengthening storm next week over the middle of the nation.”
The storm threatens to bring feet of snow to central Colorado, Wyoming, Western Nebraska, Southeastern Montana, parts of Minnesota, and the Dakotas, according to Accuweather. Intense thunderstorms are shaping up to hit areas from the Gulf Coast up through the Great Lakes between Tuesday and Thursday, while the West Coast is expected to experience milder effects from the weather system, with rain possibly making landfall in northern California and Oregon on Sunday night. The forecast shows rain and showers in the Northeast.

Friday, during an appearance on FNC’s “Hannity,” Sen. Rand Paul (R-KY) suggested there was a possibility of a double standard for Democratic politicians and the public for receiving monoclonal antibodies.
The Kentucky Republican U.S. Senator asked if recently COVID-diagnosed House Speaker Nancy Pelosi (D-CA) had received those therapies while they were restricted for those in the general public.
“What’s even worse than that it’s not just production which is controlled by the government,” he said. “It’s also the fact that they’ve actually withdrawn the Sotrovimab. They withdrew it because they say it’s not working in the laboratory, but thousands of doctors across the country are saying — well, it still appears to be working in the clinical practice. See, this happened in January. They withdrew the first two monoclonals because they said they weren’t working in the lab. Meanwhile, thousands of doctors were left with no treatment, and they were saying we think it still works.”
“So this is what’s going on now, and this is why it’s going to be a very important question for Nancy Pelosi,” Paul continued. “Did she receive the monoclonal? And so, if they’ve removed them from the market for the rest of the hoi polloi, but Nancy Pelosi gets them, or President Biden should get the monoclonals, then we’ve got a real, real problem that there’s a different standard for Democrat politicians than the regular public.”
“I think they should leave them out there and should be developing new monoclonal antibodies,” he added. “But the thing is, is there still is some omicron. Just because most of the virus is the new variant doesn’t mean that the monoclonal antibodies may not work against the residual omicron, but also might have some carryover effect to this variant as well. I think it’s premature to remove them from the market, but that’s what happens when you centralize all the medical decision-making in Washington, which is a terrible mistake.”
