JPMorgan Bails Out Chinese Nickel Giant Facing Billions In Losses From Record Margin Call

Two days ago we reported that while "plain vanilla" commodity producers such as coal giant Peabody had no choice but to pay up on their commodity margin calls (which they funded with an expensive, 11%, Goldman credit facility), others such as Chinese giants were magically exempt from mandatory payments in the billions.

Extending on our observation earlier this week that the record surge in commodities, such as nickel, would - ironically - cripple producers who despite being long physical commodities in the spot market are also short in the futures market as a hedge, and it is these hedges that are causing unprecedented waterfalls of cascading short squeezes at this moment as producers scramble to find the cash to satisfy variation margins…

… earlier this week we learned that Chinese nickel titan Tsingshan Holding Group, the world’s largest producer of the metal, controlled by Xiang Guangda - known as “Big Shot”, or is that "Big Short" - faced billions of dollars in trading losses after Russia’s war in Ukraine set off an unprecedented rise in the price of nickel, and which soared by a record 250% in two days

As further detailed yesterday, the paper loss stood at $8 billion on Monday - the result of holdings of about 100,000 tons of nickel on the LME - before a violent rush higher in nickel prices led the London Metal Exchange to suspend trading in the metal on Tuesday after it hit a record $101,365 per metric ton up from $20,175 in January. The exchange has since said it anticipates trading won’t resume before Friday (for more see "An LME Member Has Defaulted On Billions In Margin Calls, But The LME Doesn't Want To Declare Default")

According to the WSJ, Tsingshan’s founder, Xiang Guangda, told a Chinese media outlet that “there have been some moves by foreigners,” and that it is in active negotiations with relevant parties, without specifying who they were and what was being negotiated.

Xiang was also quoted saying that “relevant government departments and leaders are all very supportive of Tsingshan. Tsingshan is a solid Chinese enterprise and our positions and operations do not have problems,” according to the report in Yicai, a financial-news outlet.

Needless to say, the fact that the LME is now owned by Hong Kong Exchanges and Clearing, whose biggest shareholder is the Hong Kong government which for the past two years has been a puppet of China, did not hurt Xiang, whose empire would have been bankrupted had the LME forced him to make payment on his margin call. None other than outgoing LME chief executive Matt Chamberlain admitted as much.

Uranium Stocks Soar After US Said To Weigh Sanctions On Russian Nuclear Giant Rosatom

Earlier today we asked if Putin would voluntarily put Russian enriched uranium exports on the list of banned Russian exports, in the process sending the stocks of uranium producers sharply higher (as Russia is currently 40%-45% of the world’s enriched Uranium supply). Well, moments ago Joe Biden may have made that decision for him.

According to Bloomberg, the Biden administration is considering imposing sanctions on Russia’s state-owned atomic energy company, Rosatom - a major supplier of fuel and technology to power plants around the world - although no final decision has been made and the White House is consulting with the nuclear power industry about the potential impact.

Rosatom is described as "delicate target" because the company and its subsidiaries account for about 35% of global uranium enrichment and has agreements to ship the nuclear fuel to countries across Europe, which means any sanctions risk plunging Europe in darkness. Thus, any punishment would also have to exempt the work Rosatom does with Iran under the terms of the deal limiting the country’s nuclear program, which Biden is seeking to revive. In other words, if Rosatom is sanctioned, it likely means that the Iran nuclear deal - which is mediated by Russians - is dead, and oil prices will soar even higher.

It’s also unclear what the sanctions would mean for U.S. nuclear plants and importers of fuel. Russia accounted for 16.5% of the uranium imported into the U.S. in 2020 and 23% of the enriched uranium needed to power the fleet of U.S. commercial nuclear reactors; notably uranium was not included when the Biden administration announced on Tuesday it was banning Russian imports of crude, coal, and other energy products because - you know - Hillary… The reactors typically need to refuel every 18 to 24 months, and utilities typically buy fuel years in advance and maintain significant inventories. It's also why we said earlier that companies that would benefit from an escalation in uranium sanctions would be the Sprott Physical Uranium Trust, as well as our old favorite Cameco, which we have urged readers to buy since 2020.

Needless to say, any such ban would send the price of uranium soaring and have a big impact on nuclear operators such as Southern and Exelon while a possible boon for domestic miners such as Energy Fuels Inc. and Ur-Energy Inc, as well as Cameco. In fact the entire uranium sector is soaring

Tina Peters is the Election Clerk from Mesa County Colorado who backed up the voting machines in her county when the corrupt Secretary of State demanded that all voting machines be altered in a manner that erased election data (which is against the law) after the 2020 election. Ms. Peters was attacked for her actions. The FBI raided her home instead of investigating her claims.

Ms. Peters recently sent a report to the state of Colorado with the results from an investigation into the Dominion voting machines used in her state in the 2020 Election. The report is damning. It shows that the county’s voting machines were illegally certified and illegally configured in the 2020 Election. Zelensky Calls Putin's Nuclear Threats A "Bluff" & "Show Of Weakness"

(Update 16:35ET): Ukrainian President Volodymyr Zelensky has made a number of statements to German media on Wednesday sure to get noticed in Moscow. First, he reiterated that he stands ready to make compromises with Russia in order to end the fighting, but still emphasized he's not willing to concede anything that would be seen as a "betrayal" by Ukrainians, though without explaining exactly what this would look like in terms of the Kremlin's specific proposals on the table.

He said to Bild TV, however, that "the other side must also be willing to make compromises - that’s why they are called compromises." He added when pressed further, "We can’t talk about the details yet." So far there's been three rounds of meetings between the Ukraine-Russia delegations over a possible ceasefire.

And perhaps more provocatively Zelensky made comments on Russia's previous raising of its nuclear readiness level, calling Putin's threat of putting nuclear weapons use on the table but a mere "bluff". The response to Moscow's raised nuclear posture was given to German newspaper Die Zeit, and included the following:

Zelensky went on to say that Putin’s nuclear threat "shows a weakness."

"You only threaten the use of nuclear weapons when nothing else is working," Zelensky said. "Every use of nuclear weapons means the end for all sides, not just for the person using them."

Meanwhile, on the inter-NATO side of things, the Polish MiG transfer saga continues and confusion, after Wednesday reports that Washington and Warsaw were still mulling the possibility…

Amazon Suspends Retail Shipments To Russia & Belarus, Blocks Prime Video

Amazon has announced it has suspended most of its main services across Russia and Belarus, including access to Prime Video in Russia, and also confirming it will no longer ship retail orders to customers in both countries.

The US-based multinational e-commerce company has been backing away from services in Russia amid ratcheting pressure to do so, which also now includes stopping all new signups for Amazon Web Services. "Given the ongoing situation in Russia and Ukraine, we’ve taken additional actions in the region," Amazon announced in a blog post.

"We’ve suspended shipment of retail products to customers based in Russia and Belarus, and we will no longer be accepting new Russia and Belarus-based AWS customers and Amazon third-party sellers," Amazon said.

"We are also suspending access to Prime Video for customers based in Russia, and we will no longer be taking orders for New World, which is the only video game we sell directly in Russia."

In the last week, and since Russia's invasion of Ukraine which started on Feb.24, Amazon has come under increased pressure from the public and politicians to suspend services in Russia as punishment.

Already, Apple, Microsoft and Google (Alphabet) had been among the first tech companies with the largest market capitalizations in the world to begin winding down services in Russia.

A 2011 PBS Frontline program on those anthrax attacks explained: “in October 2001, Northern Arizona University microbiologist Dr. Paul Keim identified that the anthrax used in the attack letters was the Ames strain, a development he described as ‘chilling’ because that particular strain was developed in U.S. government laboratories.” Speaking to Frontline in 2011, Dr. Keim explained why it was so alarming to discover that the U.S. Army had been cultivating such highly lethal and dangerous strains in its lab, on U.S. soil:

We were surprised it was the Ames strain. And it was chilling at the same time, because the Ames strain is a laboratory strain that had been developed by the U.S. Army as a vaccine-challenge strain. We knew that it was highly virulent. In fact, that’s why the Army used it, because it represented a more potent challenge to vaccines that were being developed by the U.S. Army. It wasn’t just some random type of anthrax that you find in nature; it was a laboratory strain, and that was very significant to us, because that was the first hint that this might really be a bioterrorism event.

This lesson about the severe dangers of so-called dual-use research into biological weapons was re-learned over the last two years as a result of the COVID pandemic. While the origins of that virus have not yet been proven with dispositive evidence (though remember, fact-checkers declared early on that it was definitively established that it came from species-jumping and that any suggestion of a lab leak was a “conspiracy theory,” only for the Biden White House in mid-2021 to admit they did not know the origins and ordered an investigation to determine whether it came from a lab leak), what is certain is that the Wuhan Institute of Virology was manipulating various coronavirus strains to make them more contagious and lethal. The justification was that doing so is necessary to study how vaccines could be developed, but regardless of intent, cultivating dangerous biological strains has the capacity to kill huge numbers of people. All of this illustrates that research that is classified as "defensive” can easily be converted, deliberately or otherwise, into extremely destructive biological weapons.

At the very least, Nuland's surprising revelation reveals, yet again, just how heavily involved the U.S. Government is and for years has been in Ukraine, on the part of Russia's border which U.S. officials and scholars from across the spectrum have spent decades warning is the most sensitive and vulnerable for Moscow. It was Nuland herself, while working for Hillary Clinton and John Kerry's State Department under President Obama, who was heavily involved in what some call the 2014 revolution and others call the “coup” that resulted in a change of government in Ukraine from a Moscow-friendly regime to one far more favorable to the EU and the West. All of this took place as the Ukrainian energy company Burisma paid $50,000 per month not to the son of a Ukrainian official but to Joe Biden's son, Hunter: a reflection of who wielded real power inside Ukraine.

BlackRock founder and CEO Larry Fink has never shied away from an opportunity to burnish his reputation with some ESG virtue-signaling, which is what makes this latest news so much more surprising. Until 2004, Svoboda was called the Social-National party, a deliberate reference to the Nazi’s National-Socialist party.

In 2004, the leader of Svoboda, Oleh Tyahnybok was kicked out of Viktor Yushenko’s government for a speech calling for Ukrainians to fight against a “Muscovite-Jewish mafia (https://www.bbc.co.uk/news/magazine-20824693)”.

In 2005, he wrote open letters demanding Ukraine do more to halt the “criminal activities” of “organized Jewry”.

Assistant Secretary of State Victoria Nuland was caught on a leaked phone call planning Ukraine’s new government, where she can be heard saying, “I think Yats [Arseniy Yatsenyuk] is the guy” and discussing how to “glue this thing.”

Less than one month after the audio leaked, Yatsenyuk became the next prime minister of Ukraine.

About 100 people traveling to a global AIDS conference in Australia were on board the Malaysia Airlines flight that crashed and killed 298 people in eastern Ukraine, reports the Sydney Morning Herald.

Among the victims planning to attend was Dutch national Joep Lange, a top AIDS researcher and former International AIDS Society president. Briton Glenn Thomas, a spokesperson for the World Health Organization and a former BBC journalist, was also on flight MH17.

The International AIDS Society expressed sadness over the news that its colleagues were on the Malaysian jetliner.

Three US Senators and members of the members of the Senate Armed Services committee — John McCain (R-Arizona), Lindsey Graham (R-South Carolina), and Amy Klobuchar (D-Minnesota) — visited the front lines in Ukraine today in order to pay tribute to the Ukrainian soldiers who are standing up to Russian aggression, a move which has increased symbolic value in light of president-elect Donald Trump’s repeated praise for Russian president Vladimir Putin.

In a statement, McCain and Graham slammed Russia’s interference in US elections as well as their invasion of Ukrainian territory, and the senators showed support for new sanctions that have been levied against Russia’s military intelligence apparatus, the GRU.

USA Today reports:

“The retaliatory measures announced by the Obama Administration today are long overdue,” the two Republican senators said. “But ultimately, they are a small price for Russia to pay for its brazen attack on American democracy. We intend to lead the effort in the new Congress to impose stronger sanctions on Russia.”

The tough stance has contrasted sharply with the expressed views of President-elect Donald Trump. The Republican standard-bearer responded to the initial hacking report by saying he would discuss the issue with intelligence leaders next week, but otherwise felt that “(i)t’s time for our country to move on to bigger and better things.”

After Putin declined to expel any U.S. diplomats, in the usual tit-for-tat diplomatic response, Trump tweeted praise for the Russian leader’s decision, saying: “Great move on delay (by V. Putin) — I always knew he was very smart!”

Yesterday, Under Secretary of State for Political Affairs Victoria Nuland admitted during testimony before a US Senate committee the existence of biological research labs in Ukraine.

But then this afternoon, less than 24 hours later, White House Press Secretary Jen Psaki said that reports of biolabs in Ukraine was fake news propagated by Russia and Ukraine.

Psaki then said that we should be ready for Russia possibly using chemical or biological weapons in Ukraine.

The Daily Mail also reported on Biden’s White House latest claims that there were no biological research labs in Ukraine after admitting to this fact yesterday

The White House is warning on Wednesday that Russia’s autocratic leader Vladimir Putin could use chemical or biological weapons in a massive escalation of his unprovoked and deadly attack on Ukraine.

Press Secretary Jen Psaki sharply criticized Moscow’s claim that the U.S. is building bioweapons labs in Ukraine as ‘preposterous propaganda.’…

…She denied that the U.S. government produces or owns any biological weapons, and said it is in full compliance with the Chemical Weapons Convention and the Biological Weapons Convention.

She pointed out Russia’s own track record of allegations of using chemical and bilogical weapons against its enemies, adding: ‘It’s Russia that has long maintained a biological weapons program in violation of international law.’

‘Also, Russia has a track record of accusing the West of the very violations that Russia itself is perpetrating. In December, Russia falsely accused the U.S. of deploying contractors with chemical weapons in Ukraine.’

South Koreans elected right-wing candidate Yoon Suk-yeol as their new president on Wednesday, Yonhap News Agency reported on Thursday local time in Seoul.

Yoon ran a successful campaign for the presidency as the official nominee of South Korea’s right-wing, opposition People Power Party (PPP). The Korea Herald described Yoon as “the South Korean Trump,” referring to former United States President Donald Trump, in a profile of the conservative politician on March 2. The newspaper offered several parallels between Yoon and Trump that may have contributed to their comparison, including the following:

On top of using anti-China rhetoric, the two also like to speak to their base on social media and announce policies that read like slogans. For example, Yoon’s “Abolish the Gender Equality Ministry” could be compared to Trump’s “Build the Wall.”

Yoon served as South Korea’s prosecutor general from July 2019 to March 2021 under current leftist South Korean President Moon Jae-in. South Koreans elected Moon as their president in May 2017 after he successfully ran for the office as the candidate of South Korea’s left-wing Democratic Party of Korea (DPK). Moon will finish his single, five-year term as president of South Korea on May 10, 2022, clearing the way for Yoon to succeed him in the office.

Yonhap News Agency described the 2022 South Korean presidential election on March 9 — the day of the vote — as a “dead heat” and “too close to call” hours before reporting Yoon’s victory on March 10. Minutes earlier, the news agency revealed Yoon’s opponent in the race, Lee Jae-myung, had “conceded defeat.” Lee ran for the presidency as the official nominee of the left-wing DPK.

Lee’s campaign manager, Song Young-gil, was attacked by a man wielding a hammer during a campaign rally in Seoul on March 7. Song, who is also the DPK’s chairman, suffered minor head injuries requiring stitches during the assault.

“I was struck in the head from behind with a hammer, but luckily it missed fatal parts,” Song wrote on his Facebook page on March 8 after being discharged from a Seoul hospital.

“Since there is no brain hemorrhage, I will leave the hospital and will join the final campaign rallies,” he added.

Police arrested Song’s attacker on March 7, identifying him as a 70-year-old man who ran a South Korean politics-focused YouTube page.

South Korea’s presidential election included early voting from March 4 to March 5. The early balloting drew a record-high turnout of voters.

“More than 16 million, or 36.93 percent, of a total of some 44 million registered voters already cast their ballots in early voting Friday and Saturday [March 4-5],” Yonhap observed on March 9.

“The turnout marked the highest since the early voting system was introduced in 2014. Election officials will add the number to Wednesday [March 9]’s turnout to report overall voter turnout starting at 1 p.m.,” the South Korean news agency reported.

In the late summer of 2016 Stefan A. Halper met with at least three of Donald Trump’s associates in England and the United States, bragging about his friendship with Russian spies who “can be very helpful to us at this time.”

As they listened to his tales of foreign intrigue and promises of illegal foreign help, what George Papadopoulos, Carter Page and Sam Clovis did not know was that Halper was not who he said he was. He was, indeed, a spy, but his handler was not the Kremlin – it was the FBI. Armed with leading questions and on at least two occasions a hidden tape recorder, Halper had been tasked by the bureau with finding dirt on the Trump campaign.

Halper’s undercover operation, which was documented in a report by the Department of Justice’s Inspector General, would prove largely a bust. Transcripts between Halper and Trump campaign officials would show that none of them took the bait, or appeared to otherwise be soliciting Russia’s help in the 2016 presidential campaign

Even now, it might seem odd that the FBI made Halper, then a septuagenarian Cambridge University professor, a linchpin of its top-secret counterintelligence probe codenamed "Crossfire Hurricane." But a closer look at Halper’s life and work makes that decision seem inevitable. Stefan Halper is the Zelig of modern American political scandal – a chameleon-like, unusually ubiquitous figure who keeps appearing when mischief is afoot.

A Wide Resume,

and Questions About It

The former son-in-law of a top CIA official, Halper cut his teeth in the Nixon White House during Watergate. The New York Times identified him as the Reagan campaign’s point man in an alleged effort to spy on President Jimmy Carter, and he was later chairman of a bank that helped provide money to surreptitiously fund Nicaragua’s pro-American contra rebels during the 1980s. In the run-up to his subterfuge in the Trump-Russia caper, Halper was paid more than $1 million by a Pentagon office that produced work deemed of such little value that Sen. Charles Grassley recently identified it as a prime example of the government’s “systemic failure to manage and oversee” spending.

Given the secret nature of his work, it is not surprising that Halper’s exact role in these scandals is still debated by insiders and historians. An examination of long-ignored records by RealClearInvestigations, however, shows that Halper has added to the mystery by appearing to consistently misrepresent his background and experience on resumes. There is, for example, no public evidence for his claim, on a resume he submitted to the Ford White House, that he was class president at Stanford University in 1967, or a Fulbright scholar. Nor is there any for the claim on another resume that he held the prestigious position in the Ford administration listed.

Halper declined to speak with RCI when asked for an interview in person at his Virginia home. He also declined to respond to a letter from this reporter subsequently sent to his attorney, inquiring about discrepancies documented in this article.

New audio from the cockpit of Donald Trump's private jet shows the pilot calmly discussing his return to the airport shortly after takeoff, when an engine failed.

Trump's plane, loaned to him by a donor, was flying from New Orleans on Saturday night home to Florida.

The plane had traveled around 75 miles, reaching an altitude of about 28,000 feet, before being forced to turn around after one of its engines failed, reported the Washington Post and Politico.

The private plane, a Dassault Falcon 900, belonged to a donor at the event. It also had secret service members on board, along with other staff and Trump advisers.

A female air traffic control officer tells the pilot: 'Try to maintain 2,000. They said there was a fog blowing in so I'm not sure how it looks for the visual but the airport is off to your right.'

Now the terms of surrender are under discussion.

I'll make a prediction: They'll be exactly the same terms Russia offered before, with another few additions, and Ukraine will take them.

No accession to NATO, period, with sufficient protections to prevent it from being revoked or evaded. This likely means a bar on military resupply and rebuilding in Ukraine and perhaps changes to the Ukraine legal structure to forbid it. The West's word means nothing as we promised this 20+ years ago (no eastward expansion) and we lied, repeatedly.

The two eastern provinces are confirmed as independent demilitarized states and Crimea remains Russian; this is formally adopted by the Ukraine government. Demilitarization is to be enforced, and the Nazi (literal, and yes, there are two units in Ukraine that are best-described as same) will be disbanded. Russia provides security guarantees to the two eastern provinces with the explicit understanding that any further shelling or similar act by Ukraine against them (which has intermittently been going on for eight years) will be met with immediate Russian military retaliation. In other words if Ukraine ****s with those provinces or Crimea the deal is off and the war is back on.

Permanent revocation of permission to place or operate any bioweapon or dual-use facility in the nation. Nuland confirmed in sworn testimony yesterday we violated the UN Charter and in fact what Russia said they found there was not propaganda it was true. Said facilities shall be razed under Russian supervision and no attempt will be made to rebuild them irrespective of who sponsors or operates same.

A permanent ban on enrichment or other nuclear activity beyond that required for civilian power production, with a specific ban on the presence of any nuclear fuel beyond 5% fissile in the nation and an absolute ban on any reactor operation that short-cycles fuel. To be enforced under IAEA surveillance.

Each nation bears its own costs. Nobody owes anyone anything for what's happened to this point. You can bet it will be used when it is most-appropriate in their view too.

House Democrats passed a $1.5 trillion omnibus spending bill after hours of delay and Democrat confusion.

House Democrats passed the $1.5 trillion omnibus spending bill, which was separated into two votes. The first half, focusing on security funding, passed with 361 votes for and 69 votes against the provision. The second half, featuring the remainder of the spending, passed with 260 votes for and 171 against the measure.

House Speaker Nancy Pelosi (D-CA) held the vote on the spending bill after hours of delay and confusion.

The bill originally had $15 billion in coronavirus aid; however, Pelosi moved to strip the coronavirus aid after facing steep opposition from her own caucus. Democrat leadership had to move the bill back to the Rules Committee to address Democrats’ concerns.

The delay over passing the omnibus — which must be passed before Friday to avoid a government shutdown — put off a House Democrat retreat in Philadelphia, Pennsylvania. The Democrat retreat will feature a man who presents himself as a parody of a woman — in “drag” — to entertain Democrat lawmakers as they design their election strategy ahead of the pivotal 2022 midterm elections.

Democrat leaders said they “will proceed to Philadelphia by bus this evening immediately following last votes. At the conclusion of the vote series, Members should proceed as quickly as possible out the East front to the buses”

The bill would provide Ukraine with over $13 billion in new humanitarian, economic, and military assistance in its conflict with Russia.

Russian and Ukrainian FMs arrive in Turkey ahead of talks

Lavrov and Kuleba touched down in Antalya ahead of the highest-profile talks since the start of the military conflict in Ukraine

Russian Foreign Minister Sergey Lavrov and his Ukrainian counterpart Dmytro Kuleba have reportedly landed in Turkey, which has offered to mediate talks between the two top diplomats.

Moscow’s Foreign Ministry confirmed that Lavrov was set to depart for the Turkish city of Antalya on Wednesday, with local media reports later noting that both he and Kuleba had arrived for the peace negotiations, set for Thursday at the Regnum Carya Hotel.

Spokesperson for the Ukraine Foreign Ministry Oleg Nikolenko confirmed Kuleba’s arrival at the resort on Twitter.

Turkish Foreign Minister Mevlut Cavusoglu first announced the planned meeting on Monday, voicing hopes it would mark “a turning point and… an important step towards peace and stability.” He said the talks were brokered following “intensive diplomatic efforts” by Ankara, and that he would be present for the dialogue.

Russian FM #Lavrov also arrived in Antalya and traveled to a hotel where they will stay.

US President Joe Biden is also set to hold a call with Turkey’s Recep Tayyip Erdogan to discuss the situation in Ukraine on Thursday, the White House has confirmed.

The meeting in Antalya will follow three rounds of talks in Belarus – a close Russian ally – which produced limited humanitarian corridor plans in several Ukrainian cities but few other results. Since then, Ukrainian President Volodymyr Zelensky has signaled willingness to discuss key Russian demands, including the recognition of Crimea as a Russian territory and the status of the breakaway Donetsk and Lugansk republics.

Moscow says its “special military operation” was launched in defense of the two separatist republics in the Donbass region, though the mission has since extended into major Ukrainian cities. Kiev, meanwhile, has denounced the attack as unprovoked, insisting it had no plans to reclaim the separatist areas by force.

March 9 (Reuters) - The Ukrainian government is preparing for the potential need to move its data and servers abroad if Russia's invading forces push deeper into the country, a senior cybersecurity official told Reuters on Wednesday.

Victor Zhora, the deputy chief of Ukraine's State Service of Special Communications and Information Protection, emphasized his department was planning for a contingency, but that it is being considered at all suggests Ukrainians want to be ready for any Russian threat to seize sensitive government documents.

"We are preparing the ground," Zhora said. Plan A was to protect IT infrastructure within Ukraine. Removing it to a another country would only be a "Plan B or C".

The move could only happen after regulatory changes approved by Ukrainian lawmakers, Zhora said.

Government officials have already been shipping equipment and backups to more secure areas of Ukraine beyond the reach of Russian forces, who invaded on Feb. 24 and are laying siege to several cities. read more

Last month Zhora told Politico there were plans to move critical data out of the capital Kyiv should it be threatened, but preparations for potentially moving data abroad go a step further.

Ukraine has received offers to host data from a variety of countries, Zhora said, declining to identify them. For reasons of proximity "a European location will be preferred," he said.

"There are a lot options," he said. "All the proposals are highly welcome and worth considering."

Zhora gave few details of how such a move might be executed, but he said past efforts to keep government data out of Russia's grasp involved either the physical transport of servers and removable storage devices or the digital migration of data from one service or server to another.

PROTOCOL

Even if lawmakers agreed to lift the restriction on sending Ukrainian data abroad and a protocol for the removal of IT assets were established, it would not necessarily mean that all or even most of the government's data or network equipment would immediately be sent out of the country, Zhora said.

Government agencies would have to decide on a case by case basis whether to keep their operations running inside the country or evacuate them.

What to do in wartime with piles of data gathered by governments became a topic of international concern following the Taliban's lightning offensive in Afghanistan last August that took city after city as U.S. and other foreign forces withdrew.

The Taliban conquest of Kabul meant that their forces were in a position to inherit sensitive data - such as payroll information for Afghan government employees and soldiers - which they could potentially mine for leads on how to arrest or eliminate domestic opponents.

Similar concerns are at play in Ukraine. Russia possessing Ukrainian government databases and intelligence files could be helpful if Russia wanted to control Ukraine.

Pavol Jakubec, a historian at Sweden's University of Gothenburg, said Ukraine was not necessarily planning for a potential government in exile, usually a last resort.

"It may be that they want to forestall potential Russian efforts to block their operations, analogue and digital," he said.

In 1940 Norway physically sent the bulk of its Foreign Ministry archives to the north of the country and then eventually to Britain as German forces invaded, Jakubec said.

Beyond trying to protect citizens under occupation, Ukrainian officials would want to deny Russian forces the opportunity to possess documents "which could otherwise be doctored by the enemy and used for propaganda purposes," Jakubec said.

People in the Netherlands still die from the consequences of chronic Q fever, report researchers from hospitals in Nijmegen, Den Bosch and Utrecht. The total number of deaths attributed to a permanent Q fever infection has risen to 116 in recent years. Since 2018, 21 patients have died. ‘These data show that an outbreak can cause new victims for a long time afterwards,’ concludes the Radboudumc in Nijmegen.

The largest Q fever outbreak in the world occurred between 2007 and 2011 in the southeast of the Netherlands. Between fifty and one hundred thousand people contracted the Q fever bacteria. It can be passed from sheep and goats to humans. In most people, the bacteria disappears from their bodies over time, but a minority of patients developed a chronic infection.

Data from patients with chronic Q fever are collected in the National Chronic Q fever Database, a collaboration between UMC Utrecht, Radboudumc and Jeroen Bosch Hospital. The team consists of Jan Jelrik Oosterheert, internist-infectiologist, Chantal Bleeker-Rovers professor of infectious disease outbreaks and physician-microbiologist Peter Wever. The database contains data from 585 patients. A recent update added 66 people with proven or suspected chronic Q fever since the last time in 2018. ‘It is striking that even ten years after the end of this major outbreak, new cases of chronic Q fever have still been diagnosed in patients who were infected years ago,’ says Radboudumc.

Actual numbers of chronic infections and deaths are likely higher, the researchers think. Because chronic Q fever is a relatively unknown disease, the correct diagnosis is often missed, according to them. People with this chronic condition can develop complications to their heart and blood vessels. Long-term courses of antibiotics are needed to combat the bacteria in them. The figures published on Thursday make it clear once again that the disease can be fatal.

The American authorities previously admitted that Ukraine hosts "biological research facilities", expressing concerns they could come under the control of Russian forces.

The Russian Defence Ministry on Thursday announced that the US-funded biological labs located in Ukraine were conducting experiments with bat coronavirus samples.

"According to the documents, the American side planned to conduct work on pathogens of birds, bats, and reptiles in Ukraine in 2022, with a further transition to studying the possibility of carrying African swine fever and anthrax", chief spokesman for the Ministry of Defence Major General Igor Konashenkov said.

In addition, the facilities were studying the possible spread of pathogens via wild birds, migrating between Russia, Ukraine, and other countries in the region.

"The purpose of this - and other Pentagon-funded biological research in Ukraine, was to create a mechanism for the covert spread of deadly pathogens", he added.

The Russian Defence Ministry will soon publish the documents received from staff at the Ukrainian biolaboratories, as well as the results of their examination, Konashenkov said.

On 7 March, the Russian armed forces discovered 30 biological compounds in Ukraine, which were possibly involved in the production of bio weapons, according to the head of the radiation, chemical and biological defence of the Russian armed forces Igor Kirillov.

THE WORLD HEALTH ORGANISATION (WHO) has issued a stark warning over the conflict in Ukraine sparking a health crisis which will move across Europe as the refugees flee with limited or no medical attention.

Speaking at a press conference in Geneva, Doctor Mike Ryan, Head of WHO Emergencies Programme, warned an outbreak could spell disaster for those involved and those fleeing the conflict. He said: “The conditions we see in Ukraine are the worst possible ingredients for the amplification and the spread of infectious disease.

It doesn’t matter if it’s Covid, doesn’t matter if it’s polio, doesn’t matter if it’s measles, doesn’t matter if it's cholera.
