Stigma or precaution? DoD memo lists Covid-19 as ‘permanently disqualifying’ for survivors seeking to join army

New guidelines for US military recruiters severely limit the chances for survivors of the coronavirus to join the ranks of the armed forces, banning them from service outright unless they obtain a special waiver.

A memo penned by the US Military Entrance Processing Command (MEPCOM) laying out guidelines for staffers who screen applicants for military service has been circulated online. The authenticity of the document – which effectively makes the coronavirus a black mark, excluding survivors from the pool of potential recruits – was confirmed by Pentagon spokeswoman Jessica Maxwell on Wednesday, as cited by the Military Times.

All recruits at Military Entrance Processing Stations (MEPS) will be required to go through a thorough screening process aimed at determining whether they have ever contracted Covid-19, even if they have never tested positive for the disease.

The typical screening procedure would entail MEPS staff taking recruits’ temperatures and asking questions about whether they have ever displayed symptoms consistent with the deadly virus or could have been exposed to the disease. If recruits who had not been formally diagnosed with Covid-19 fail the screening, they will be permitted another attempt at the station after 14 days, provided they remain symptom-free.

However, if an aspiring member of the military has a known history of the virus, confirmed either through a lab test or by a doctor, he will be “authorized to process 28 days after the documented date of diagnosis.” After that period, there is a very slim chance he would be accepted, however, as a history with the illness will be deemed “permanently disqualifying” for service, according to the memo.

The only loophole left for applicants is to obtain a waiver that can be granted for all medical conditions – but they are not easy to get. The likelihood of that happening is even more miniscule given that there is currently no policy regulating when such exemptions can be granted in the context of Covid-19.

Russia’s Health Ministry approves using Chinese drug against coronavirus

The Russian Ministry of Health believes that there are no obstacles to using the Chinese drug hydroxychloroquine unregistered in the Russian Federation to treat a new coronavirus infection, the ministry’s press service told reporters on Saturday.

Earlier, the Russian Government instructed the National Medical Research Center for Cardiology of the Ministry of Health to use and transfer to other medical organizations unregistered Chinese drug hydroxychloroquine in the amount of 68,600 packages for the treatment of coronavirus infection.

"From the standpoint of clinical pharmacology, there are no obstacles to the use of this batch of hydroxychloroquine, because in terms of its safety and effectiveness it does not differ from drugs previously registered in the Russian Federation with the same international non-proprietary name," the report said.

"The presence of a GMP certificate confirms the fact that production meets all international quality requirements for pharmaceutical manufacturing," Deputy Director General for Drug Expertise, Scientific Center for Expert Evaluation of Medicinal Products of the Ministry of Health Vadim Merkulov said.

Lufthansa seeks 9 billion euro bailout amid political discussions

Lufthansa is negotiating a 9 billion euro ($9.71 billion) bailout with Germany’s economic stabilisation fund to ensure its future, the airline said on Thursday, confirming an earlier Reuters report. The “stabilisation package” includes a non-voting capital component, known as a so-called silent participation, a secured loan, and a capital increase which may leave the government with a shareholding of up to 25% plus one share, the company said.

“The Executive Board of Deutsche Lufthansa AG is continuing negotiations with the aim of ensuring the future viability of the company for the benefit of its customers and employees,” the company said in a regulatory statement.

Various alternatives of a capital increase are being discussed, including an increase at the nominal value of the share, if necessary after a capital cut, Lufthansa added. The nominal value of Lufthansa’s shares is 2.56 euros. A 25% stake would cost less than 500 million euros at this price. If Lufthansa opted for a capital cut that would enable the state to buy the 25% stake for an even smaller amount.

Lufthansa shares closed up 0.5% at 7.86 euros on Thursday.

The low price of the new shares issued to the state would enable Germany to sell its stake fast and for a profit — once Lufthansa has stabilised. European Union bailout rules, which are being drafted in Brussels, are expected to ask for a swift exit of the state, one of the people close to the matter said, adding getting an EU nod for the bailout was not a formality.

Lufthansa’s management, however, is lobbying against the government taking a direct stake and has gotten political support from Angela Merkel’s ruling conservative party.

“The negotiations and the process of political decision-making are still ongoing”, Lufthansa said. According to people close to the matter, Germany is offering roughly 5 billion euros in non-voting capital as part of the bailout. Additionally, Germany is offering about 3.5 billion euros in state-backed loans.

Switzerland, Austria and Belgium, where Lufthansa has important subsidiaries, have also offered help. Some of these contributions may lower the share that Germany is putting up in the bailout, the people said. As a condition of the rescue, Lufthansa may have to waive future dividend payments and provide supervisory board representation for members of Germany’s stabilisation fund, the company said.

Last month Reuters reported that the airline group was seeking a 9 billion euro rescue package after travel bans to curb the spread of the novel coronavirus grounded 700 of its aircraft, leading to a 99% drop in passenger numbers.

Salvini slams Italian government’s plan to grant amnesty to 600,000 illegal migrants

Senator Matteo Salvini, the leader of the populist League party in Italy, has slammed Italy’s leftist-establishment government’s plans to grant amnesty to some 600,000 illegal migrants.

According to a report from the Milan-based newspaper Il Giornale, the plan – put forward by Italian Agriculture Minister Teresa Bellanova – would allow the government to issue six-month, renewable residency and work permit to the 600,000 illegal migrants

Responding to the plan, Salvini took to Twitter, writing: “The government has announced an amnesty for illegal migrants at a time when the number of arrivals has increased by 350 percent. 136 people made landfall on Lampedusa only this evening. Italy as a migrant camp? No, thanks.”

Aside from the 181 migrants that were allowed to disembark from the cruise ship ‘Raffaele Rubattino’ on Monday in Palermo, 200 more migrants arrived on the island of Lampedusa this week. According to a report from La Repubblica, the newest group of 200 migrants joins another group of 100 or so migrants that have been living on the Favaloro pier for the past two days. A few kilometers off the coast of Lampedusa another 118 migrants are in quarantine.

Lampedusa Mayor Salvatore Martello has called on Italy’s defense and interior ministers, as well as the President of the Region, to take immediate action to remedy the situation.

“The landings continue, and in this case, moreover, there is a dangerous rejection of responsibility: in fact, no military means so far is willing to accompany the migrants from the dock to the Favaloro pier from where they must be transferred from since the hotspot is already full and cannot accommodate other migrants for the necessary medical quarantine.”

“As mayor I have no direct intervention power. What should we do? I asked to tow the boat to the pier but it is not possible to go on like this. We are in full coronavirus emergency, the citizens of the island have the right to have their health protected and I also understand that the same needs apply to the men of law enforcement. But this situation is unacceptable. The institutions that have a duty to intervene they cannot unload the weight of the reception entirely on our shoulders.”

The Indian authorities’ decision to provide Russia with medicines to combat the coronavirus is in line with the spirit of partnership between the two countries, Kremlin Spokesman Dmitry Peskov told reporters on Friday.

"Moscow is pleased with the Indian government’s decision to send a shipment of medicines to combat the coronavirus to Russia, and is grateful for it," he pointed out.

"We consider our Indian colleagues’ decision to be an effective step to implement the agreements on cooperation in the fight against the new infection that Russian President Vladimir Putin and Indian Prime Minister Narendra Modi reached in a telephone call on March 25," Peskov added.

"Moscow understands perfectly well that India, which is also facing tough times due to the pandemic threat, has made this decision based on the spirit of partnership between the two countries," the Russian presidential spokesman emphasized.

Russian Ambassador to India Nikolai Kuvashev told reporters earlier on Friday that India would provide Russia with medicines for the treatment of coronavirus patients. According to him, the shipment will particularly include paracetamol and hydroxychloroquine. The ambassador added that the medicines were expected to be delivered to Russia in late April or in early May.

NOTE: Hydroxychloroquine is one of the drugs. The other, paracetamol is called acetaminophen in the USA and is the main ingredient of Tylenol

The former Prime Minister of the United Kingdom Theresa May blamed the forces of nationalism and populism for the scale of the Chinese coronavirus crisis, saying that countries should instead coalesce around “great multilateral institutions” such as the World Health Organization (WHO).

In an article entitled “Nationalism Is No Ally in This Battle Without Borders” — the ex-prime minister who failed to deliver Brexit said that the pandemic hit the world at a time in which a “US president was elected on a mandate of America First”.

“Against a backdrop of populist politics in many countries, the search for political solutions to economic and social challenges has become a competition of absolutes. A polarised politics has taken hold. It views the world through a prism of winners and losers and sees compromise and co-operation as signs of weakness,” the ex-prime minister wrote in The Times.

“Lost is the idea that countries do better by working together to solve common problems, even if doing so sometimes means an apparent sacrifice of short-term benefit for the greater good,” she added.

Mrs May chose instead to hail the “great multilateral institutions” of the United Nations, the World Trade Organization (WTO) and the World Health Organization (WHO), despite the fact that the WHO promoted Chinese communist propaganda from the outset of the coronavirus outbreak.

“There remains no collective international view as to what works best in dealing with the virus — nor does there seem to have been any attempt to form one. This risks exacerbating the shift towards nationalism and absolutism which is emasculating the institutions that served us well over decades,” May lamented.

48 Pounds of Liquid Meth Seized at Immigration Checkpoint 80 Miles from Border

Rio Grande Valley Sector Border Patrol agents seized nearly 50 pounds of liquid methamphetamine at an inland immigration checkpoint located about 80 miles north of the border. In addition, agents patrolling near Brownsville, Texas, found four smuggling “mules” carrying more than 65 pounds of marijuana.

Falfurrias Station Border Patrol agents assigned to the immigration checkpoint located on U.S. Highway 281 about 80 miles north of the Mexican border with Texas observed a Hyundai sedan approaching for inspection. During an initial interview and inspection, a K-9 agent alerted to an odor it is trained to detect, according to information provided by Rio Grande Valley Sector Border Patrol officials.

The agents referred the driver to a secondary inspection station where they conducted a search of the vehicle. During the search, the agents found 48 pounds of liquid methamphetamine. Officials estimated the value of the liquid meth to be approximately $1.5 million.

Earlier that morning, agents patrolling the Rio Grande near Brownsville encountered several people carrying backpacks. The agents seized three bundles of marijuana and arrested four smugglers, officials stated. The agents estimated the value of the marijuana to be approximately $52,000.

The Falfurrias Immigration Checkpoint is frequently the scene of drug and human smuggling interactions, Breitbart Texas reported. The newly rebuilt station increased its capacity to screen vehicles and carry out additional secondary inspections.

The ranchlands surrounding the Falfurrias Checkpoint are also frequently the scene of migrant deaths as callous human smugglers abandon migrants as they attempt to circumvent the checkpoint.

“Human smugglers have no regard for the lives of the people they smuggle into this country,” Brooks County Sheriff Benny Martinez told Breitbart Texas in a phone interview earlier this year. “If someone gets injured or they get dehydrated, overheated, suffer hypothermia in the winter, or for any other reason cannot keep up, the cartel-connected human smugglers simply abandon them and leave them to die.”

So far this year, Border Patrol agents and Brooks County Sheriff’s Office deputies recovered the remains of 16 deceased migrants on the ranches surrounding the Falfurrias checkpoint, sheriff’s office officials told Breitbart Texas.

Trump Admin Wins in Appeals Court, Preventing Release of 250 ICE Detainees

A panel on the Ninth Circuit Court of Appeals has overruled a lower court’s order to reduce the detention population of an Immigration and Customs Enforcement facility by the hundreds.

The Trump administration scored a major win on Tuesday after a three-judge panel ruled that detainees in the Adelanto ICE Processing Facility, a dentition center that sits northeast of Los Angeles, do need to be released en masse while a lower court ruling is being appealed, the Los Angeles Times reported.

The decision overrules a decision made by U.S. District Judge Terry Hatter on April 23. The judge had ordered the Adelanto facility to no longer accept new inmates and to reduce its detainee population by at least 250 by the end of the month.

Such a move, Hatter said, would allow remaining inmates and employees to properly practice social distancing amid the coronavirus pandemic. The decision pertained to a lawsuit brought by the American Civil Liberties Union, a progressive organization that has adamantly opposed President Donald Trump’s immigration agenda.

Attorneys for the Trump administration lodged an emergency request against Hatter’s decision one day later in a bid to prevent an immediate release of more than 200 detainees.

The Ninth Circuit panel that overruled the decision consisted of judges Barry Silverman, Jacqueline Nguyen and Daniel Collins. In a written opinion, Collins said the injunction must “state its terms specifically,” according to the Los Angeles Times.

“One of the many problems with the district court’s injunction is that it disregards the very sort of considerations that the [Centers for Disease Control and Prevention] says may require adaption of the guidelines in the context of a particular facility,” Collins wrote.

The Adelanto facility, one of the biggest ICE detention centers in the country, holds space for roughly 2,000 detainees but is currently holding around 1,200.

Across the country, ICE is currently detaining just shy of 29,700 foreign nationals, according to the agency’s latest data.

Information provided by the agency also shows that a total of 1,346 inmates have been tested for coronavirus. Of those, 674 detainees have tested positive for the disease.

The Trump administration has recently been dealt a mixed bag from the Ninth Circuit when it’s come to recent decisions regarding its immigration agenda.

On Monday, the appeals court blocked a request from the administration to deny green card applicants who can’t prove they can afford health care.

The Trump White House shelved the latest CDC guidelines on how to restart public places and the economy.

It was the CDC along with Dr. Fauci, Dr. Birx and the White House COVID-19 Task Force who urged President Trump to shut down the record US economy in March.

Now we know that the model they used to scare the administration was a complete fraud and cannot be scientifically replicated.

A set of detailed documents created by the nation’s top disease investigators meant to give step-by-step advice to local leaders deciding when and how to reopen public places such as mass transit, day care centers and restaurants during the still-raging pandemic has been shelved by the Trump administration.

The 17-page report by a Centers for Disease Control and Prevention team, titled “Guidance for Implementing the Opening Up America Again Framework,” was researched and written to help faith leaders, business owners, educators and state and local officials as they begin to reopen.

It was supposed to be published last Friday, but agency scientists were told the guidance “would never see the light of day,” according to a CDC official. The official was not authorized to talk to reporters and spoke to The Associated Press on condition of anonymity.

The AP obtained a copy from a second federal official who was not authorized to release it. The guidance was described in last week, prior to the White House decision to shelve it.

The Trump administration has been closely controlling the release of guidance and information during the pandemic spurred by a new coronavirus that scientists are still trying to understand, with the president himself leading freewheeling daily briefings until last week.

Traditionally, it’s been the CDC’s role to give the public and local officials guidance and science-based information during public health crises. During this one, however, the CDC has not had a regular, pandemic-related news briefing in nearly two months. CDC Director Dr. Robert Redfield has been a member of the White House coronavirus task force, but largely absent from public appearances…

…Some of the report’s suggestions already appear on federal websites. But the guidance offered specific, tailored recommendations for reopening in one place.

For example, the report suggested restaurants and bars should install sneeze guards at cash registers and avoid having buffets, salad bars and drink stations. Similar tips appear on the CDC’s site and a Food and Drug Administration page.

But the shelved report also said that as restaurants start seating diners again, they should space tables at least 6 feet apart and try to use phone app technology to alert a patron when their table is ready to avoid touching and use of “buzzers.” That’s not on the CDC’s site now.

“You can say that restaurants can open and you need to follow social distancing guidelines. But restaurants want to know, ‘What does that look like?’ States would like more guidance,” said Dr. Marcus Plescia, chief medical officer of the Association of State and Territorial Health Officials.

Education Secretary Betsy DeVos Issues New Title IX Rules To Protect Free Speech, Due Process for Accused Students

On Wednesday, Education Secretary Betsy DeVos formally announced the new rules related to Title IX—the federal statute that governs sexual misconduct in schools—thus completing a process that began more than a year ago, when the government first unveiled its proposed changes.

The new rules aim to protect victims of sexual misconduct while also establishing fairer procedures for the accused. The department believes the new rules will "balance the scales of justice on campuses across America," a Department of Education spokesperson said during today's press briefing.

Justin Dillon, an attorney with the firm KaiserDillon who specializes in campus misconduct adjudication, hailed the new rules as tremendously well thought out.

"Nothing Betsy DeVos has done since she took office will have a more lasting effect on people's lives than this," Dillon tells Reason. "It's frankly inspiring to see how hard she and her staff have worked to get these regulations done and get them right."

The new rules are similar to what the Department of Education proposed in November 2018. Most notably, the government has abolished the single-investigator model, which previously permitted a sole university official to investigate an accusation of misconduct, decide which evidence to consider, and produce a report recommending an outcome. Under the new rules, the final decision maker must be a different person than the investigator, and a finding of responsibility can only be rendered after a hearing in which a representative for the accused is able to pose questions to the accuser—i.e., cross-examination.

Importantly, the new rules narrow the scope of actionable sexual harassment to exclude conduct that ought to be protected under the First Amendment. Obama-era guidance had defined sexual harassment as "any unwelcome conduct of a sexual nature." The new rules keep this definition but add that the conduct must be offensive to a reasonable person, severe, and pervasive. In practice, this should mean that schools will no longer initiate Title IX investigations that impugn free speech.

"This new rule strikes a powerful blow against campus censorship," said a Department of Education spokesperson. "Campus free speech must not be sacrificed in the misguided pursuit of any other value."

WASHINGTON (AP) — The Justice Department on Thursday said it is dropping the criminal case against President Donald Trump’s first national security adviser, Michael Flynn, abandoning a prosecution that became a rallying cry for Trump and his supporters in attacking the FBI’s Russia investigation.

The move is a stunning reversal for one of the signature cases brought by special counsel Robert Mueller. It comes even though prosecutors for the last three years had maintained that Flynn had lied to the FBI about his conversations with the Russian ambassador in a January 2017 interview. Flynn himself admitted as much, and became a key cooperator for Mueller as he investigated ties between Russia and the 2016 Trump campaign.

In court documents being filed Thursday, the Justice Department said it is dropping the case “after a considered review of all the facts and circumstances of this case, including newly discovered and disclosed information.” The documents were obtained by The Associated Press.

The Justice Department said it had concluded that Flynn’s interview by the FBI was “untethered to, and unjustified by, the FBI’s counterintelligence investigation into Mr. Flynn” and that the interview on January 24, 2017 was “conducted without any legitimate investigative basis.”

The U.S. attorney reviewing the Flynn case, Jeff Jensen, recommended the move to Attorney General William Barr last week and formalized the recommendation in a document this week.

“Through the course of my review of General Flynn’s case, I concluded the proper and just course was to dismiss the case,” Jensen said in a statement. “I briefed Attorney General Barr on my findings, advised him on these conclusions, and he agreed.”

The decision is certain to be embraced by Trump, who has relentlessly tweeted about the case and last week pronounced Flynn “exonerated,” and energize supporters who have taken up the retired Army lieutenant general as something of a cause celebre. But it may also add to Democratic concerns that Attorney General William Barr is excessively loyal to the president, and could be a distraction for a Justice Department that for months has sought to focus on crimes arising from the coronavirus.

DOJ drops case against Michael Flynn, in wake of internal memo release

The Justice Department on Thursday dropped its case against former National Security Adviser Michael Flynn, in a stunning development that comes after internal memos were released raising serious questions about the nature of the investigation that led to Flynn’s late 2017 guilty plea of lying to the FBI.

The announcement came in a court filing, with the department saying it is dropping the case "after a considered review of all the facts and circumstances of this case, including newly discovered and disclosed information."

The documents were first obtained by The Associated Press. DOJ sources confirmed the decision to Fox News.

The retired Army lieutenant general for months has been trying to withdraw his plea, aided by a new attorney who has aggressively challenged the prosecution’s case and conduct. But the case has been plodding through the court system with no resolution ever since his original plea, even amid speculation about whether President Trump himself could extend a pardon.

The DOJ decision would appear to put an end to that process.

Earlier Thursday, the top prosecutor on the case, Brandon Van Grack, abruptly withdrew from the case, without explanation, in a brief filing with the court.

Breadcrumbs were being dropped in the days preceding the decision that his case could be reconsidered. Documents unsealed a week ago by the Justice Department revealed agents discussed their motivations for interviewing him in the Russia probe—questioning whether they wanted to“get him to lie” so he'd be fired or prosecuted, or get him to admit wrongdoing. Flynn allies howled over the revelations, arguing that he was essentially set up in a perjury trap. In that interview, Flynn did not admit wrongdoing and instead was accused of lying about his contacts with the then-Russian ambassador – to which he pleaded guilty.

Then on Wednesday, the DOJ released a mostly unredacted version of former acting Attorney General Rod Rosenstein’s August 2017 “scope memo,” outlining the authority then-Special Counsel Robert Mueller had for his investigation. That document revealed for the first time that Mueller’s authority went significantly beyond what was previously known.

Rosenstein’s memo was known to have authorized Mueller to probe “any links and/or coordination between the Russian government and individuals associated with the campaign of President Donald Trump,” and “any matters that arose or may arise directly from the investigation,” and “any other matters within the scope of [obstruction of justice laws].”

But the new document made clear that Rosenstein authorized a deep-dive criminal probe into the Trump campaign that extended well beyond Russian interference efforts.

The memo revealed that Mueller was, among other things, looking into whether Flynn “committed a crime or crimes by engaging in conversations with Russian government officials during the period of the Trump transition.”

That was an apparent reference to the Logan Act, which is an obscure statute that has never been successfully used in a criminal prosecution and was intended to prevent individuals from falsely claiming to represent the United States government abroad.

‘We Are Not Essential. We Are Sacrificial.’ — I’m a New York City subway conductor who had Covid-19. Now I’m going back to work.

When I heard that a co-worker had died from Covid-19 — the first in the Metropolitan Transportation Authority — on March 27, I thought, “It’s starting.” More deaths followed in quick succession, frequently more than once a day. Some of those people I used to see every day and fist bump.

On Facebook, when bad news comes, my co-workers and I express grief and offer condolences to the families. But our spontaneous response is the numb curiosity of an onlooker. We knew this was coming. We knew many among us wouldn’t make it through the pandemic.

Every day I see posts on the M.T.A. workers’ group pages striking a jaunty tone: “Oh Lord, here we go. I got the symptoms, see you all in 14 days. Or not.”

We work at the epicenter of the epicenter, with a mortality rate substantially higher than that of first responders. Common sense tells you that subway trains and platforms are giant vectors of this virus. We breathe it in along with steel dust. As a conductor, when I stick my head out of the car to perform the required platform observation, passengers in many stations are standing 10 inches from my face. At other times, they lean into the cab to ask questions. Bus drivers, whose passengers enter right in front of them, are even worse off.

My co-workers want doors locked on the two cars where the crew rides. Bus drivers want to let passengers enter through the back doors. We want hazard pay and family leave for child care.

In mid-March, a bulletin came out mandating that conductors make an announcement every 15 minutes. Wash hands, soap and water, sanitizer, elbow-sneeze. “Together we can help keep New York safe.”

The irony was that we didn’t have soap and water. At my terminal at that time, the restrooms were closed for three days after a water main break. Most employee restrooms are in similarly bad shape. Crew rooms are packed.

The M.T.A. takes stern action against workers seen without goggles or cotton knit safety gloves. Yet we had to work without protection against the coronavirus.

At first we were warned not to wear masks. The M.T.A. said it would panic the public. It said masks were dangerous for us. Later it said we could wear masks we bought ourselves. But by then there were few masks for sale.

One week after the pandemic was declared, a vice president of TWU Local 100 came to my terminal to give a talk. I rose to my feet in outrage and asked why we weren’t receiving masks. Graham, Feinstein offer bill to move Secret Service back to Treasury

Sens. Lindsey Graham (R-S.C.) and Dianne Feinstein (D-Calif.), the chairman and ranking member of the Judiciary Committee, introduced a bill Wednesday to move the Secret Service back to the Department of Treasury.

The bill is in line with President Trump’s proposal in his 2021 budget to move the agency back to the Department of Treasury from the Department of Homeland Security.

“In my opinion, the Treasury is a better fit for the Secret Service as the Secret Service has primary responsibility dealing with currency forgery,” Graham said in a statement.

The Secret Service was founded in 1865 under the Treasury Department to combat counterfeit currency in the wake of the Civil War. It was moved to the Department of Homeland Security in 2003 when that department was created.

Feinstein said the Secret Service and Treasury Department leaders agree that moving the agency to the Treasury Department will be “mutually beneficial.”

“I was happy to work with Chairman Graham to draft a bill to make this happen,” Feinstein said. “I’m pleased the bill includes a requirement that the Secret Service report its expenditures, including payments to private entities. Ensuring the Secret Service functions effectively and transparently is a worthwhile goal.”

Treasury Secretary Steven Mnuchin thanked Graham and Feinstein for introducing the bill to move the Secret Service back to the Treasury Department.

“This transfer will result in efficiencies that will maximize the Secret Service’s effectiveness and better equip our government to anticipate and counter sophisticated and evolving threats of tomorrow,” Mnuchin said in a statement. “I look forward to the Senate moving forward to passing this important legislation.”

Trump’s 2021 budget proposes $2.4 billion in funding for the Secret Service for the fiscal year, which is in line with the agency’s enacted funding level for this year.

In addition to shifting the Secret Service to the Treasury Department, Trump’s budget proposed boosting funding for the IRS.

The budget proposes $12 billion in base funding for the IRS for fiscal 2021, which is more than the $11.51 billion budget for the agency that was included in the government-funding legislation the president signed in December for fiscal 2020.

Bug experts dismiss worry about US ‘murder hornets’ as hype

Insect experts say people should calm down about the big bug with the nickname “murder hornet” — unless you are a beekeeper or a honeybee.

The Asian giant hornets found in Washington state that grabbed headlines this week aren’t big killers of humans, although it does happen on rare occasions. But the world’s largest hornets do decapitate entire hives of honeybees, and that crucial food pollinator is already in big trouble.

Numerous bug experts told The Associated Press that what they call hornet “hype” reminds them of the 1970s public scare when Africanized honeybees, nicknamed “killer bees,” started moving north from South America. While these more aggressive bees did make it up to Texas and the Southwest, they didn’t live up to the horror-movie moniker. However, they also do kill people in rare situations.

This time it’s hornets with the homicidal nickname, which bug experts want to ditch.

“They are not ‘murder hornets.’ They are just hornets,” said Washington Agriculture Department entomologist Chris Looney, who is working on the state’s search for these large hornets.

The facts are, experts said, two dead hornets were found in Washington last December, a lone Canadian live nest was found and wiped out last September and no live hornets have yet been seen this year.

Looney has a message for Americans: These hornets are not coming to get you. “The number of people who are stung and have to seek medical attention is incredibly small,” he said in an interview.

While its nickname exaggerates the human health threat, experts said this hornet is especially big — two inches long,— so it does carry more and stronger toxin.

“It’s a really nasty sting for humans,” said University of Georgia bee expert Keith Delaplane. “It’s like the Africanized bee... A dozen (stings) you are OK; 100 not so much.”

University of Illinois entomologist May Berenbaum said of the worry: “People are afraid of the wrong thing. The scariest insect out there are mosquitoes. People don’t think twice about them. If anyone’s a murder insect, it would be a mosquito.”

Mosquitoes are responsible for millions of yearly deaths worldwide from malaria, dengue fever and other diseases, according to the World Health Organization. Asian giant hornets at most kill a few dozen people a year and some experts said it’s probably far less.

Hornet, wasp and bee stings kill on average 62 people a year in the United States, according to the Centers for Disease Control and Prevention.

In Japan, Korea and China, “people have co-existed with this hornet for thousands of years,” said Doug Yanega, senior scientist at the University of California Riverside Entomology Research Museum.

Yet bug experts across the country are getting worried calls from people who wrongly think they saw the Asian hornet.

“This is 99% media hype and frankly I’m getting tired of it,” said University of Delaware entomologist Doug Tallamy. “Murder hornet? Please.”

Retired University of Montana bee expert Jerry Bromenshenk said in an email, “One nest, one individual hornet, hopefully, does not make an invasion... Do we want this hornet — surely not. But the media hype is turbo charged.”

For bees and the people who rely on them for a living this could be yet another massive problem, but it is not one yet.

The number of U.S. honeybees has been dropping for years, with the winter of 2018-19 one of the worst on record. That’s because of problems such as mites, diseases, pesticides and loss of food.

The new hornets would be different. If they get into a hive, they tear the heads off worker bees and the hive pretty much dies. Asian honeybees have defenses — they start buzzing, raising the temperature and cook the invading hornet to death — but honeybees in America don’t.

The worry for beekeeping in Washington is based on a worst-case scenario that officials have to take seriously, Looney said.

Yet even for bees, the invasive hornets are far down on the list of real threats, not as big a worry as the parasitic “zombie fly” because more of those have been seen in several states, Berenbaum said.

For people, the hornets are scary because the world is already frightened by coronavirus and our innate fight-or-flight mechanisms are activated, putting people on edge, said risk expert David Ropeik, author of “How Risky Is It, Really?”

“This year is unbelievable in a horrible, horrible way. Why shouldn’t there be murder hornets?” Berenbaum said.

Schumer, Pelosi set to unveil 'Rooseveltian' relief package

Senate Minority Leader Charles Schumer (D-N.Y.) said Thursday that he and Speaker Nancy Pelosi (D-Calif.) will soon unveil a coronavirus relief package that he described as “Rooseveltian” in its scope and size.

“We need big, bold action," Schumer said in an MSNBC interview with Stephanie Ruhle, adding that he and Pelosi "are working very closely together on putting together a very strong plan, which you will hear shortly.”

“We need Franklin Rooseveltian-type action and we hope to take that in the House and Senate in a very big and bold way,” he added.

Schumer's remarks came in response to Senate Majority Leader Mitch McConnell’s (R-Ky.) statement earlier this week that Congress needs to "take a pause” before passing more pandemic relief legislation.

Congress has passed nearly $3 trillion in aid over the past two months.

Schumer on Thursday said the fiscally cautious approach now being taken by Republicans like McConnell and House Minority Leader Kevin McCarthy (Calif.) reminded him of former President Hoover’s response to the 1929 stock market crash and the onset of the Great Depression.

“The people like McConnell and McCarthy and even [President] Trump who say, ‘Let’s wait and do nothing,’ well, they remind me of the old Herbert Hoovers. We had the Great Depression — Hoover said let’s just wait it out. It got worse and worse,” Schumer said.

Hoover famously, and wrongly, predicted a rapid economic recovery in 1930. Instead, the Great Depression lasted until 1939.

Schumer said the better course of action is to follow in the footsteps of former President Franklin Roosevelt, who oversaw the largest expansion of the federal government and is credited by many historians with helping to end the Great Depression.

Schumer noted that Congress has appropriated nearly $500 billion to set up a Treasury Department-Federal Reserve credit-lending facility with more than $4 trillion in firepower so that financial markets would not crash.

“We've got to have the same focus, even a stronger focus on the people — the working people, the average people who are suffering as well. We need the same kind of big, bold, tough action,” he said. “We need action here to help average folks. We’ve done some in the House and Senate, we need to do a lot more.”

The $2.2 trillion CARES Act signed into law March 27 substantially beefed up unemployment benefits by adding a $600-a-week federal bonus to workers' state unemployment benefits, in some states boosting jobless benefits above the average hourly wage.

Greece’s Renewed Relations with Syria Further Isolates Turkey in the Eastern Mediterranean

On Tuesday, the Greek Foreign Ministry finally announced a restoration of relations between Greece and Syria and assigned former ambassador to Syria and Russia, Tasia Athanassiou, as a Special Envoy of Greece’s Foreign Ministry for Syria. Greek Foreign Minister Nikos Dendias confirmed this from his Twitter. The appointment of Athanassiou is extremely strategic as she was Greece’s ambassador to Damascus from 2009 to 2012, meaning she is already familiar with Syria and their authorities.

The Greek Foreign Ministry said that contacts will be made for the “international aspects of Syria and related humanitarian action, as well as coordination of actions in view of the ongoing efforts to rebuild Syria.”

Although the Foreign Ministry claims that the suspension of diplomatic relations “was dictated by the security conditions,” we know it was ordered by former Greek Prime Minister Antonis Samaras in December 2012 under orders from NATO and the European Union who were, and in some instances, still backing jihadists against the secular government of President Bashar al-Assad.

Greece became a country ruled by European banker, EU, and NATO puppets from 2010 onwards when on May 2 of that year, the so-called socialist government of George Papandreou signed the first of three bailout packages with the European Commission, the European Central Bank and the IMF. This caused a 25% contraction of the Greek economy, an unemployment rate of 27% and skyrocketed poverty. Any semblance of Greek independence in domestic and foreign policy was lost.

However, moving to 2020, the economic and geopolitical situation in Greece and its surrounding region has drastically changed. Diplomatic sources quoted by Kathemirini, one of Greece’s oldest and most respected newspaper, said that the decision to appoint a Special Envoy for Syria is part of Greece’s steady activity in the Eastern Mediterranean and the wider region. According to the sources, Greece’s increased desire in contributing to efforts in resolving the Syrian crisis was stated by Dendias in his meetings with the UN Special Envoy for Syria, Geir Otto Pedersen.

Therefore, a major reason for the reopening of relations with Syria is to further tilt the balance of power in the East Mediterranean in Greece’s favor against Turkey, especially at a time when Ankara does not have a single ally in the region, with the exception of the besieged Muslim Brotherhood government in Libya that is nearly collapsed because of the Libyan National Army’s assault.

Ginsburg eviscerates 9th Circuit’s handling of immigration consultant's case

Authoring a unanimous Supreme Court opinion, Justice Ruth Bader Ginsburg tore into the Ninth Circuit Court of Appeals for "drastically" straying from judicial norms when hearing a case involving a California immigration consultant.

After Evelyn Sineneng-Smith had been convicted of violating a federal law related to encouraging illegal immigration, the Ninth Circuit reversed the decision, not based on arguments presented by Sineneng-Smith, but by third parties the court brought in to submit arguments that the panel of judges themselves had suggested.

"[T]he appeals panel departed so drastically from the principle of party presentation as to constitute an abuse of discretion," Ginsburg wrote, later stating that "a court is not hidebound by the precise arguments of counsel, but the Ninth Circuit’s radical transformation of this case goes well beyond the pale."

The Supreme Court sent the case back down the Ninth Circuit "for reconsideration ... bearing a fair resemblance to the case shaped by the parties."

Sineneng-Smith had been convicted of violating a federal law against someone who "encourages or induces an alien to come to, enter, or reside in the United States" if they know they would be in the country illegally. That was after she charged clients who sought to apply for labor certifications to obtain legal status, prosecutors said, even though she knew they could not meet the application deadlines.

She argued that her conduct was not covered by the statute, and if it was it would be a violation of her First Amendment rights. After both sides submitted briefs and held oral arguments, the Ninth Circuit panel instead of deciding the case at that point invited the Federal Defender Organizations of the Ninth Circuit, the Immigrant Defense Project, and the National Immigration Project of the National Lawyers Guild to file briefs.

The Ninth Circuit specifically outlined issues for them to discuss, including whether the law in question was unconstitutionally overbroad under the First Amendment - an issue separate from any of Sineneng-Smith's arguments. They also gave the organizations 20 minutes to present oral arguments, compared to just 10 for Sineneng-Smith's lawyers.

The Ninth Circuit ended up overturning Sineneng-Smith's conviction based on the idea that the law was overbroad under the First Amendment.

Ginsburg wrote that the Ninth Circuit's actions undermined the principle that parties and their counsels are responsible for presenting their own case.

"There are no doubt circumstances in which a modest initiating role for a court is appropriate," Ginsburg wrote. "But this case scarcely fits that bill."
