The outbreak of COVID-19 has sickened more than 162,000 people worldwide and has left more than 6,000 dead, with thousands of new cases confirmed each day. The death toll in the United States climbed to 68, while infections passed 3,200. West Virginia is the only state without a confirmed case."

A suppression order issued by the Victorian County Court, which applies in all Australian states and territories, has prevented any publication of the details of the case including the person's name or the charges. It was imposed after the court accepted that knowledge of the person's identity in the first trial might prejudice a further trial being held in March.

It is relatively common in cases where a person faces separate allegations in sequential trials for the first trial to be suppressed. The process is designed not to prejudice later juries.

However, in this case, the word has got out widely online and through social media.

Google searches for the person's name surged on Wednesday, particularly in Victoria. Two of the top three search results on the suppressed name showed websites that were reporting the charges, the verdict and the identity of the person in full.

One of the websites was blocked from viewing by Australian residents, but its content was republished on a number of other sites.

On Wednesday afternoon, the person's name was the subject of thousands of tweets. The tweets both named the individual and the charges and posted links to online sites where the information was available.

A number of readers contacted us asking why we were not reporting this major issue in the public interest. We, like all media organisations, are required by law to adhere to suppression orders and breaching such a suppression order is taken very seriously by the court, and could lead to charges of contempt of court.

Victoria uses more suppression orders than any other jurisdiction in Australia, with the state accounting for more than half of such orders nationally.

The wide dissemination of the suppressed information online, however, highlights the challenges of the suppression regime in some high-profile cases of public interest.

A year-long review of Victoria's 2013 Open Courts Act by retired judge Frank Vincent called into question the function and efficacy of suppression orders in an internet age.

Even if major media organisations were gagged, nothing could prevent a case from being canvassed on social media, blogs and myriad other channels, he said.

A view to the contrary is “most likely to represent wishful thinking than reality'', Justice Vincent found, and a “real world” approach is required.

Despite this, and the principles of transparent justice enshrined in the Open Courts Act, Victorian judges were “troublingly” issuing as many suppression orders as they ever were.

The Vincent report made 18 recommendations, none of which has been implemented by the state government.

IMF Prepares $1 Trillion Bazooka

The IMF has just fired off a trillion-dollar "bazooka" of its own Monday morning. In a blog post published minutes ago, IMF Director Kristalina Georgieva issued three "policy prescriptions" that she said should define a "coordinated response" from the developed economies in Europe and the US. In addition to declaring that the IMF has $1 trillion in loan capacity ready to put to work to salve the economic damage caused by the outbreak, Georgieva encouraged governments to spend more, and asked the Fed to consider bulking up its dollar FX swap lines to emerging-market central banks. Today, the IMF published a set of policy recommendations that can help guide countries in the difficult days ahead.

What more needs to be done?

Three action areas for the global economy:

First, fiscal.

Additional fiscal stimulus will be necessary to prevent long-lasting economic damage.

Fiscal measures already announced are being deployed on a range of policies that immediately prioritize health spending and those in need. We know that comprehensive containment measures—combined with early monitoring—will slow the rate of infection and the spread of the virus.

Governments should continue and expand these efforts to reach the most-affected people and businesses—with policies including increased paid sick leave and targeted tax relief.

Beyond these positive individual country actions, as the virus spreads, the case for a coordinated and synchronized global fiscal stimulus is becoming stronger by the hour.

During the Global Financial Crisis (GFC), for example, fiscal stimulus by the G20 amounted to about 2 percent of GDP, or over $900 billion in today’s money, in 2009 alone. So, there is a lot more work to do.

Second, monetary policy.

In advanced economies, central banks should continue to support demand and boost confidence by easing financial conditions and ensuring the flow of credit to the real economy. For example, the U.S. Federal Reserve just announced further interest rate cuts, asset purchases, forward guidance and a drop in reserve requirements.

Policy steps that we know have worked before—including during the GFC—are on the table. Yesterday, major central banks took decisive coordinated action on monetary easing and opening of swap lines to lessen global financial market stresses.

Going forward, there may be a need for swap lines to emerging market economies.

As the Institute for International Finance said last week, investors have removed nearly $42 billion from emerging markets since the beginning of the crisis. This is the largest outflow they have ever recorded.

So central banks’ policy action in emerging-market and developing economies will need to balance the especially difficult challenge of addressing capital flow reversals and commodity shocks. In times of crisis such as at present, foreign exchange interventions and capital flow management measures can usefully complement interest rate and other monetary policy actions.

Third, the regulatory response.

Financial system supervisors should aim to maintain the balance between preserving financial stability, maintaining banking system soundness and sustaining economic activity.

This crisis will stress test whether the changes made in the wake of the financial crisis will serve their purpose.

Banks should be encouraged to use flexibility in existing regulations, for example by using their capital and liquidity buffers, and undertake renegotiation of loan terms for stressed borrowers. Risk disclosure and clear communication of supervisory expectations will also be essential for markets to function properly in the period ahead.

All this work—from monetary to fiscal to regulatory—is most effective when done cooperatively.

Indeed, IMF staff research shows that changes in spending, for example, have a multiplier effect when countries act together.

What the IMF can do

The IMF stands ready to mobilize its $1 trillion lending capacity to help our membership. As a first line of defense, the Fund can deploy its flexible and rapid-disbursing emergency response toolkit to help countries with urgent balance-of-payment needs.

For the people overseeing nationwide vaccination initiatives in developing countries, keeping track of who had which vaccination and when can be a tough task.

But researchers from MIT might have a solution: they’ve created an ink that can be safely embedded in the skin alongside the vaccine itself, and it’s only visible using a special smartphone camera app and filter.

In other words, they’ve found a covert way to embed the record of a vaccination directly in a patient’s skin rather than documenting it electronically or on paper — and their low-risk tracking system could greatly simplify the process of maintaining accurate vaccine records, especially on a larger scale.

“In areas where paper vaccination cards are often lost or do not exist at all, and electronic databases are unheard of, this technology could enable the rapid and anonymous detection of patient vaccination history to ensure that every child is vaccinated,” researcher Kevin McHugh said in a statement.

The Bill and Melinda Gates Foundation funded the team’s research, which was published in the journal Science Translational Medicine on Wednesday. According to a Scientific American story, the project came about following a direct request from Microsoft founder Bill Gates himself, who has been personally involved in efforts to eradicate polio and measles through vaccinations.

Storing medical information below the skin’s surface

Every year, a lack of vaccination leads to about 1.5 million preventable deaths, primarily in developing nations. One factor that makes vaccination campaigns in those nations more difficult is that there is little infrastructure for storing medical records, so there’s often no easy way to determine who needs a particular vaccine.

MIT researchers have now developed a novel way to record a patient’s vaccination history: storing the data in a pattern of dye, invisible to the naked eye, that is delivered under the skin at the same time as the vaccine.

“In areas where paper vaccination cards are often lost or do not exist at all, and electronic databases are unheard of, this technology could enable the rapid and anonymous detection of patient vaccination history to ensure that every child is vaccinated,” says Kevin McHugh, a former MIT postdoc who is now an assistant professor of bioengineering at Rice University.

The researchers showed that their new dye, which consists of nanocrystals called quantum dots, can remain for at least five years under the skin, where it emits near-infrared light that can be detected by a specially equipped smartphone.

McHugh and former visiting scientist Lihong Jing are the lead authors of the study, which appears today in Science Translational Medicine. Ana Jaklenec, a research scientist at MIT’s Koch Institute for Integrative Cancer Research, and Robert Langer, the David H. Koch Institute Professor at MIT, are the senior authors of the paper.

Canada ratifies USMCA trade deal, replacing NAFTA

The Canadian Parliament on Friday ratified the U.S.-Mexico-Canada Agreement on trade, making Canada the third and final country needed to make the trade pact official and replace the 1993 North American Free Trade Agreement.

The USMCA had faced opposition in the Canadian Parliament and became stuck in a committee for several weeks. That delayed the adoption of the deal for two months after the United States ratified it and even held a signing ceremony. Mexico approved the deal last year.

"Now that the USMCA has been approved by all three countries, a historic new chapter for North American trade has begun," said U.S. Trade Representative Robert Lighthizer.

The underlying deal was agreed to by the leaders of all three countries in late 2018 but spent most of the next year being debated in Congress. House Democrats and their union allies argued that USMCA lacked significant enforcement provisions. House Speaker Nancy Pelosi engaged in extensive negotiations with the White House to amend the agreement, finally reaching a deal late last year. The House approved it in December, and the Senate approved it the following month.

By that time, swift ratification in Canada was no longer possible. Prime Minister Justin Trudeau's ruling Liberal Party lost its majority in last year's elections and, with that, its ability to move legislation through the Parliament quickly. Several opposition parties raised objections to the USMCA, saying it made too many concessions to U.S. interests. The deal was never believed to have been in danger of being rejected by Canadian legislators, but procedural delays meant it spent weeks in the Foreign Affairs and International Trade Committee.

Canada's Deputy Prime Minister, Chrystia Freeland, said passing the trade deal would provide an economic boost that would help counter the damage to the country's economy from the coronavirus pandemic. "Getting NAFTA done was something that was entirely within the power of Canadian legislators to do and something we were able to do to help the Canadian economy at this challenging time," she told reporters Friday.

New Zealand’s central bank shocked by cutting rates 75 basis points to 0.25%, while the Reserve Bank of Australia (RBA) pumped more money into its financial system. South Korea and Kuwait both cut rates while Russia and Germany were throwing together multi-billion dollar anti-crisis funds.

LSE gets U.S. nod for Refinitiv deal

Al Roker and Craig Melvin Pulled Off Air as Coronavirus Hits the ‘Today’ Show

Al Roker and Craig Melvin were given the morning off after a staffer at the Today show tested positive for the novel coronavirus. NBC is attempting to trace the contacts of the staff member, who works on the weekday third-hour show from 30 Rockefeller Plaza.

Noah Oppenheim, the president of NBC News, emailed employees late Sunday to tell them that the unnamed member of the team was receiving medical care for “mild symptoms” and wished them a speedy recovery.

The show will go on, but all members of the third-hour editorial team have been told to work from home Monday while the network sets out to identify everyone who has had close contact with the individual. Those people will then be told to self-isolate for some time.

The third-hour show is usually hosted by Sheinelle Jones and Dylan Dreyer, alongside co-hosts Al Roker and Craig Melvin.

Today co-host Savannah Guthrie announced at the top of Monday’s show that Melvin and Roker “have taken the morning off so we can trace their contacts, see what's going on with them.” She added: “We promise to keep you posted... They feel good. Caution is the order of the day.”

Sitting at the table around four feet apart—for the sake of social distancing— co-host Hoda Kotb said: “We're just trying to play exactly by the rules. We hope and wish that they come back soon.”

In the overnight memo to staff, which was seen by the Daily Beast, Oppenheim said NBC was working to reduce the spread of the virus among staff.

“As you know, we have been preparing for this possibility and are taking all necessary steps to ensure the health and safety of our teams, which includes multiple deep cleanings of our offices, control room, and Studio 1A,” said Oppenheim in the memo. “Additionally, we are identifying employees who had been in close proximity to the affected employee and—while not required to do so by the NY Health Department—are in the process of asking those who had close contact to self-isolate.”

Oppenheim said the measures were in addition to an existing plan to allow tri-state area employees to work remotely or stagger work hours.

The network president added: “We want to continue to assure you that your health and safety are our top priority, and remind you that NBCUniversal’s experienced team of medical professionals and crisis-management experts is in constant communication with authorities, and are continuously assessing the best and safest practices for all of us.”

The development comes after the show closed Rockefeller Plaza to Today fans and suspended live audiences for the show.

New York City Mayor Bill de Blasio described the coronavirus as an “unprecedented threat” to the city Sunday when he announced that he was shutting down schools, possibly for the rest of the academic year.

The city has recorded 329 cases of COVID-19 and five have died.

China is coming after author Mario Vargas Llosa for saying the coronavirus originated there

In its ongoing campaign to spin the global narrative over the origins of the novel coronavirus, China is leaving no stone unturned. Its latest target: Peruvian author Mario Vargas Llosa.

The Chinese embassy in Lima published an announcement (link in Chinese) today blasting the Nobel laureate for his “irresponsible” comments he made with regards to China and the coronavirus outbreak. The statement, which can be found on the embassy’s account on chat app WeChat, was in reference to a column (link in Spanish) written by Vargas Llosa and published in Spanish newspaper El País yesterday.

In the column, 83-year-old Vargas Llosa stated that the virus had “originated in China,” and that because of the epidemic, society is showing signs of returning to the Middle Ages when people lived in fear of the plague. This would not be happening, Vargas Llosa wrote, were it not for China’s undemocratic political system, highlighting the fact that doctors who tried to blow the whistle at the start of the outbreak were silenced, and time that could have been used to develop a vaccine was thereby lost. He said such actions were the hallmark of dictatorships, and compared the sequence of events in China to that of the Chernobyl disaster (a comparison that many in China began making in the early days of the epidemic).

In recent weeks, as the epidemic worsened globally and the number of reported cases in China has stabilized, the Chinese government has sought to re-frame the established narrative that the coronavirus had originated in the city of Wuhan, where the first cluster of patients was infected at a seafood market. Those efforts reached a fever pitch last week when Zhao Lijian, a spokesman for the foreign ministry with over 360,000 followers on Twitter, tweeted a conspiracy theory that the US military may have been responsible for bringing the virus to China.

In a subsequent briefing with journalists, another foreign ministry spokesman said he would not comment on Zhao’s tweets, but said that the “international community” has different opinions as to the origins of the virus, which he added was a “scientific matter.” China has also hit out at US politicians, such as secretary of state Mike Pompeo, for using the term “Wuhan virus,” a term that has also drawn criticism inside the US for being racist.

The Chinese embassy in Lima said that Vargas Llosa’s comments on the origins of the virus were “stigmatizing,” citing guidance from the World Health Organization against linking a place to a disease in naming it, and said it was unreasonable and unconstructive to criticize other countries’ political systems at a time when everyone should be “united in responding” to the epidemic.
