Google Says It’s Eliminating Cookies From Browsers

Google on Tuesday announced it would begin phasing third-party cookies out of its Chrome web browser, following in the steps of competitors Safari and Firefox.

However, unlike those two companies that banned cookies outright, Google will phase out their support for cookies “within two years,” Justin Schuh, director at engineering for Chrome, wrote in a blog post.

“Some browsers have reacted to these concerns by blocking third-party cookies, but we believe this has unintended consequences that can negatively impact both users and the web ecosystem,” he continued.

Google cited user concerns about cookies including privacy and data collection, pledging to replace them with new technical solutions.

Cookies allow companies to track patterns of specific users and are often used for targeted advertising.

In Tuesday’s blog post, Google argued that banning them immediately would encourage other bad behavior in its place, like fingerprinting, a cookie-less method used to identify web users.

During the two year period until it drops services for third party cookies altogether, Google will use some new methods to block cross-website tracking.

Chrome will require that cookies designated for third party use can only be accessed using secure connections starting in February

Michael Flynn moves to withdraw guilty plea, citing 'bad faith' by government

Former national security adviser Michael Flynn moved Tuesday to withdraw his guilty plea for lying to the FBI in the Russia probe, citing "bad faith" by the government.

The court filing came just days after the Justice Department reversed course to recommend up to six months of prison time in his case, alleging he was not fully cooperating or accepting responsibility for his actions.

But, in Tuesday’s court filing, his legal team said he moved to withdraw his plea "because of the government's bad faith, vindictiveness and breach of the plea agreement."

"The prosecution has shown abject bad faith in pure retaliation against Mr. Flynn since he retained new counsel," Flynn’s attorney, Sidney Powell, wrote in the filing. "This can only be because with new, unconflicted counsel, Mr. Flynn refused to lie for the prosecution."

Powell added: "Justice is not a game, and there should be no room for such gamesmanship in the Department of Justice."

In the court filing, defense lawyers said the Justice Department is attempting to "rewrite history" by withdrawing its recommendation that he be sentenced to probation and by suggesting he had not been forthcoming or cooperative.

"Michael T. Flynn is innocent. Mr. Flynn has cooperated with the government in good faith for two years. He gave the prosecution his full cooperation," Flynn's lawyers wrote.

Flynn's case stemmed from a 2017 FBI interview, in which he was asked about his conversations with former Russian Ambassador to the U.S. Sergey Kislyak. Flynn ultimately pleaded guilty to making false statements regarding those conversations during his interview, as part of former Special Counsel Robert Mueller’s Russia investigation.

Flynn is scheduled to be sentenced Jan. 28 in a D.C. federal court by Judge Emmet Sullivan.

The judge last December rejected claims from Flynn's lawyers that he was pressured to plead guilty to lying to federal investigators about his contacts with the Russian diplomat. His lawyers also had claimed the government withheld critical evidence that may have favored their client.

The Justice Department wrote in its sentencing memorandum last week that Flynn's "conduct was more than just a series of lies; it was an abuse of trust."

The memorandum continued: "The government acknowledges that the defendant's history of military service, and his prior assistance to the government, though not substantial, may distinguish him from these other defendants. The government asks the court to consider all of these factors, and to impose an appropriate sentence."

China Injects $58 Billion Into Banking System as Holiday Nears

China added liquidity to the financial system Wednesday, helping to offset a cash squeeze ahead of the Lunar New Year holiday. It kept interest rates on the loans unchanged. The People’s Bank of China added 300 billion yuan ($44 billion) through the medium-term lending facility at 3.25%, according to a statement from the central bank Wednesday. It also injected 100 billion yuan via open market operations after a 15-day hiatus, selling 14-day reverse repurchase agreements at 2.65%. There were no funds maturing Wednesday. Some 257.5 billion yuan worth of targeted medium-term loans will come due on Jan. 23.

Analysts estimate a 3.8 trillion yuan liquidity gap may need offsetting in January as Chinese companies and residents withdraw cash ahead of the week-long holiday. Banks also have to build cash levels for tax payments and reserve requirements, among other needs. Authorities have signaled they will continue to reduce borrowing costs for companies in 2020 in part of a broader government drive to stabilize economic growth, even though signs of a recovery have emerged.

The injection comes after the central bank earlier this month lowered the amount of cash banks must keep in reserve, unleashing about 800 billion yuan into the financial system. It had also lowered the cost of the key one-year funding facility in November. The measures are expected to help with this year’s earlier-than-usual sale of local government debt, which is largely used to finance infrastructure construction. Banks are the main buyers of the bonds.

Pledge of Allegiance: Chairwoman says those who rise to say it risk being booted by lawmen

ELIZABETHTOWN — Chairwoman Louella Thompson said she’ll have law enforcement present to take action if anyone stands to say the Pledge of Allegiance at the next meeting of the Bladen County Board of Elections.

Her comments were delivered at the end of a one-hour meeting that included an impromptu pledge from the majority of the audience after the board voted along party lines not to include it in the meeting’s agenda. She said the action by the audience was a disruption of the meeting, and would not be tolerated in the future, adding lawmen would be brought in.

Republicans Emery White and Michael Aycock were for it, and Thompson and fellow Democrats Deborah Belle and Patsy Sheppard each voted against.

“Being in the military, we honor the flag all the time in the military,” said White, who motioned for the pledge to be added. “I just think it should be on the agenda. There is no way we should have a meeting without it. It’s like having a prayer. Why do we object to the Pledge of Allegiance?”

Aycock seconded the motion.

After some passionate words from multiple members of the audience about adding it, and one voice against it, Daine Smith told the group if they wanted to join him he was going to lead it.

More than half the room stood with him, including Board of Elections Director Chris Williams. Among those not standing was Commissioner Arthur Bullock, who when asked did stand and offer a prayer at the start of the meeting, with everyone in the room standing and bowing their heads with him.

Asked for an explanation on her vote against, Thompson said, “That’s my right, and I exercise it.”

Since being seated last spring, this board has not included the pledge at its meetings. A flag has not been present but was on Tuesday, placed directly behind Thompson’s seat at the middle of the head table. According to accepted flag etiquette, it should have been to the right of the speaker.

Following a short recess, the board did attend to business.

One-stop workers were approved with one exception, and training dates for them were set on Jan. 28 at 6 p.m. and Feb. 6 at 10 a.m. Election day workers were approved with only a couple of exceptions noted.

Williams, in the director’s update, said seven total absentee ballots have been sent out for the March 3 primary. Six were absentee by mail, and one was military.

The board will not move up its 5 p.m. meeting on the day of the primary, based on the number of absentee ballot requests to date.

Federal Judge Orders Justice Department to Explain Why Awan Documents Are Being Kept Secret

An apparently frustrated federal judge ordered attorneys for the Department of Justice (DOJ) to appear Jan. 15 for a “snap” hearing to explain why the government isn’t producing documents sought by Judicial Watch concerning former Democratic information technology aide Imran Awan.

U.S. District Court for the District of Columbia Judge Amit Mehta’s unusual order followed a sealed submission by DOJ attorneys Jan. 10 in the case prompted by the nonprofit government watchdog’s November 2018 Freedom of Information Act (FOIA) lawsuit.

Such hastily convened hearings are extremely unusual in a federal judicial system so jammed that months can pass before cases are litigated in courtrooms.

“In a hearing last month, U.S. District Court Judge Amit P. Mehta expressed frustration and ordered the Justice Department to explain its failure to produce records by January 10 and to provide Judicial Watch some details about the delay,” Judicial Watch said in a statement Jan. 14 about the snap hearing.

“Instead, the Justice Department made its filing under seal and has yet to provide Judicial Watch with any details about its failure to produce records as promised to the court,” Judicial Watch said.

Federal attorneys previously said in December 2019 that they were unable to provide the documents sought in the Judicial Watch FOIA requests because they include materials from a “related sealed criminal matter.”

The lawsuit was prompted by DOJ’s failure to produce documents sought by Judicial Watch in two separate FOIA requests in the Awan scandal.

Awan, a Pakistani national, and several members of his family and friends were IT aides to more than 40 Democratic members of key national security and foreign policy committees in the House of Representatives. Their positions gave the aides access to all of the members’ digital communications and documents.

With the exception of Imran Awan, all of the Awan network members lost their access to the House IT network in February 2017, as a result of a report by the top House administrative officials that said the aides “are an ongoing and serious risk to the House of Representatives, possibly threatening the integrity of our information systems and thereby members’ capacity to serve constituents.”

Imran Awan was kept on the House payroll by then-Democratic National Committee Chairman Rep. Debbie Wasserman-Schultz (D-Fla.) until he was arrested by federal agents while trying to leave the United States.

Awan was subsequently charged with bank fraud in connection with a loan from the Congressional Federal Credit Union.

Awan pleaded guilty in a plea deal in which federal prosecutors agreed to drop a bank fraud charge against Awan’s wife, and said they found no evidence that he “illegally removed House data from the House network or from House members’ offices, stole the House Democratic Caucus server, stole or destroyed House information technology equipment, or improperly accessed or transferred government information, including classified or sensitive information.”

To date, federal prosecutors haven’t explained why their investigation reached a conclusion opposite to that of House Sergeant-at-Arms Paul Irving and House Chief Administrative Officer Phil Kiko.

Awan served no time in prison and only three months of supervised release. His attorney in the bank fraud case was a longtime associate of Bill and Hillary Clinton.

The Awan scandal was first exposed by Daily Caller investigative journalist Luke Rosiak, who subsequently published a book on his findings, titled “Obstruction of Justice: How the Deep State Risked National Security to Protect the Democrats.”

None of the Awan network members were reportedly required to undergo security background checks prior to being employed on congressional staffs.

Judicial Watch President Tom Fitton said in the nonprofit’s statement that “the DOJ’s handling of the Awan brothers case has long been an issue of concern and now we are expected to believe some secret investigation prevents the public from knowing the full truth about this scandal. We are skeptical.”

WASHINGTON (Reuters) - Documents to be released Wednesday will show skeptics that a Phase 1 U.S.-China trade agreement will be fully enforceable, including a pledge by China to refrain from manipulating its currency, U.S. Treasury Secretary Steven Mnuchin said Tuesday.

U.S. President Donald Trump is due to sign the trade pact with Chinese Vice Premier Liu He at a ceremony at the White House, marking a truce after 18 months of tit-for-tat tensions that have stalled U.S. business investments and dampened global growth.

"Tomorrow we'll be releasing the documents and people will be able to see there's a very detailed dispute resolution process," Mnuchin told Fox Business Network. "This is an enforceable agreement just as the president dictated it would be."

Mnuchin also pushed back against what he described as "misreporting" that suggested the world's two largest economies had concluded agreements outside the Phase 1 trade deal.

U.S. tariffs on Chinese goods would remain in place until an enforceable Phase 2 agreement was reached, he said.

"There's no side agreements. The only way the president will be reducing the tariffs is if there is a Phase 2 part of the agreement that is also fully enforceable," he said.

Mnuchin's interview was taped at the White House as U.S. and Chinese officials met for longer than expected at the office of U.S. Trade Representative Robert Lighthizer, sparking some concern about a possible last-minute glitch.

"It's taken a long time to translate 86 pages, and this is really important," Broadman said. He said it was not unusual to hold off on releasing the text until after the signing ceremony, but it was curious that the translation had dragged on so long.

One industry source briefed on the negotiations said there was still a chance the full text of the trade deal would not be released on Wednesday as expected. "There are signs that the full text of the agreement will not be released since there are concerns that China is not in a position to meet all of the specific commitments," said the source. It was not immediately clear from Mnuchin's comments if he meant the actual text of the agreement would be released, since he referred to "documents" but did not use the word "text".

Mnuchin said he viewed the trade deal as a "great win for American business and American farmers."

China committed to purchase $200 billion of additional U.S. goods and services over the next two years under the agreement, he said, adding that U.S. companies and farmers could reap further gains once structural reforms were tackled in a Phase 2 agreement.

Whereas, The actions of the government at Richmond undertaken since the recent general election have, regrettably, resulted in unproductive contention and escalating a lamentable state of civic tension; and

Whereas, That, as has been proven in numerous instances, such as have been observed internationally in more recent times with the peaceful dissolutions of Czechoslovakia and the Soviet Union, and the creation of South Sudan, or, earlier in Virginia’s own history, with the formation of Kentucky, the peaceful partition of neighboring peoples can occur, and, is often very beneficial to both sides in reducing tensions and improving the tenor of discourse over ongoing political and societal differences; and

Whereas, Article VI, Section 11 of The Constitution of the State of West Virginia explicitly permits additional territory to be admitted into, and become part of this state, with the consent of the Legislature and of a majority of the qualified voters of the state; and

Whereas, In a spirit of conciliation, the Legislature of West Virginia hereby extends an invitation to our fellow Virginians who wish to do so, to join us in our noble experiment of 156 years of separation from the government at Richmond; and, we extend an invitation to any constituent county or city of the Commonwealth of Virginia to be admitted to the body politic of the State of West Virginia, under the conditions set forth in our state Constitution, specifically, with the consent of a majority of the voters of such county or city voting upon such proposition; and we hereby covenant that their many grievances shall be addressed, and, we further covenant with them that their firearms rights shall be protected to the fullest extent possible under our Federal and State Constitutions; and

Whereas, Providing that the General Assembly of the Commonwealth of Virginia shall give its assent to any county or independent city presently part of the Commonwealth of Virginia having the opportunity and ability to do so, therefore, be it

That the question of admission, or, the rejection of such admission, of any county or independent city of the Commonwealth of Virginia desiring admission to the State of West Virginia, and a majority of whose qualified voters, voting on the question, have approved such measure, prior to August 1, 2020, shall be submitted to the voters of the State of West Virginia at the next general election to be held in the year 2020.

Such proposal shall be placed upon the general election ballot in the following form: “Shall the following county (or independent city) _____(name), currently a constituent part of the Commonwealth of Virginia, be admitted to the State of West Virginia as a constituent county of the State of West Virginia.”

Should the General Assembly of the Commonwealth of Virginia give its assent to any county or independent city presently part of the Commonwealth of Virginia having the opportunity to do so, and such county or independent city desiring admission to the State of West Virginia, and a majority of whose qualified voters, voting on the question, not have approved such measure prior to August 1, 2020, but do approve such measure at a later date;

Then, this provision of this Act shall serve as an official request of the Legislature of West Virginia to the Governor of West Virginia to call a special session of this Legislature to provide for a special election to provide for the approval of the admission, or, the rejection of such admission, of such county or independent city; and, be it

Further Resolved, That the Legislature directs that the Clerk of the House forward copies of this resolution to the Board of Supervisors of each county in the Commonwealth of Virginia who have voted to become sanctuary counties for firearms rights, and to the Council of each independent city in the Commonwealth of Virginia who have voted to become sanctuary cities for firearms rights; and, be it

Further Resolved, That the Legislature directs that the Clerk of the House forward copies of this resolution to the Clerk of the House of Delegates and Clerk of the Senate of the General Assembly of the Commonwealth of Virginia and requests, in a spirit of peace and goodwill, that the General Assembly will allow this measure for the peaceful transfer of peoples and the restoration of harmony to the Virginias; and, further requests, in a continuance of such spirit, that any firearms legislation proposed by that body have an effective date far enough into the future so that this exchange of peoples and territory could be accomplished before the effective date of such legislation.

The Plot to Level the Administrative State

The Supreme Court's conservative majority could use an obscure legal doctrine to permanently kneecap the ability of progressives to govern.

The nondelegation doctrine, unlike most legal concepts, is less boring than it sounds. After the 1930s, it became constitutional esoterica, a relic of a bygone age in which the Supreme Court resisted efforts by Americans to regulate their own economic affairs. But it has the potential to overthrow most of the federal government if wielded in a certain way, and the Roberts court could soon give it startling new relevance. The doctrine’s puissance lies in the separation of powers. In the American constitutional order, it’s the role of Congress to write the laws and the role of the executive branch to carry them out. The doctrine bars any branch from handing its powers to another branch. Congress can’t pass a bill that gives the president the power to write his own legislation, for example. Nor can the president instruct the military to take orders from the House and Senate Armed Services Committee instead of himself. Sounds simple enough.

For more than a century, however, lawmakers have tackled complex issues of national governance by creating regulatory agencies within the executive branch to address them. Those agencies, empowered with a certain degree of discretion, relieve Congress of the burden of determining which drugs are safe for the marketplace and which pollutants can’t be released into the air or groundwater. This interplay between executive and legislative power might not be exactly what James Madison and Alexander Hamilton had in mind in 1789. But it has nonetheless formed the bedrock for modern American governance. Last year, all five members of the Supreme Court’s conservative majority expressed a willingness to revisit the doctrine. It’s tempting to think that the justices might be onto something here. I’ve written extensively in the Trump era about how lawmakers have sometimes given the executive branch too much latitude, particularly when it comes to national security and immigration. But the movement to expand the nondelegation doctrine doesn’t seek a healthier relationship between Congress and the administrative state. Instead, it hopes to roll back the administrative state itself.

The justices called up the nondelegation doctrine from the constitutional minor leagues in 2018, when they agreed to hear Gundy v. United States. At issue was the Sex Offender Registration and Notification Act, or Sorna, which requires people on sex-crime registries to keep their registration current and notify states when they move. Congress gave the attorney general the discretion to determine whether those requirements would apply to people convicted before the law went into effect, which he did. Herman Gundy, who was convicted of sexually assaulting a minor in Maryland, was later convicted of violating Sorna’s requirements because he failed to register in New York. Justice Brett Kavanaugh had not been sworn in by the time oral arguments took place and thus missed the opportunity to participate in the case. Four of the court’s members voted to uphold the law, with Justice Elena Kagan writing for the plurality. Justice Samuel Alito voted in favor of that plurality’s outcome, perhaps to avoid a 4-4 deadlock that would have left the case unresolved. He also drafted a short concurring opinion to keep himself at arm’s length from their reasoning, writing that he would be willing to revisit the nondelegation issue in a future case. (Kavanaugh later expressed a similar stance.)

Homeowners along the Oregon Coast are fighting the imminent arrival of a tech giant on their shores.

Facebook recently bought a parcel of beachfront property in Tierra Del Mar, an unincorporated community south of Tillamook, from former Oregon Ducks and NFL quarterback Joey Harrington, and hopes to gain approval to install a undersea fiberoptic cable there.

The proposal was approved after deliberation by the Tillamook County Planning Commission.

That decision was upheld last week by a 2-1 vote of the Tillamook County Board of Commissioners.

"The county is saying we think it’s more important for a corporate interest to be able to come onto this property and do this than to value that the entire community said no," said Lynnae Rutledge, one of several homeowners to appeal the decision to the board.

Rutledge said she and her neighbors are concerned about the heavy equipment and deep drilling required to bring the cable to shore.

"This is going to bring in huge pieces of industrial equipment," said Rutledge. "It’s going to have vibration, which could impact people’s property. Their foundations. Their septic systems. Our groundwater."

In its permit application, the company tasked with installing the cable, Edge Cable Holdings, doesn't address potential impacts to neighboring properties, but said there will be no permanent impacts to wetlands or waters of the United States.

The company does acknowledge there are several threatened or endangered species in the area that could be affected by construction.

Asked for comment on the board's decision, a county employee said there would be no public comment until after the appeals process has been completed.

Neighbors can still file an appeal with the state's Land Use Board of Appeals.

China must rethink its hardline stance towards Taiwan, President Tsai Ing-wen said on Wednesday, as she warned the island was already independent and that any invasion would be “very costly” for Beijing.

Tsai won a second term over the weekend with a record 8.2 million votes, an outcome that was seen as a forceful rebuke of China’s ongoing campaign to isolate the self-ruled island.

China’s leadership had made no secret of its desire to see Tsai turfed out because she and her party refuse to acknowledge their view that the island is part of a “one China”.

Beijing regards Taiwan as its territory and has vowed to one day seize it, by force if necessary – especially if it declares independence.

But in her first interview since Saturday’s re-election, Tsai told the BBC there was no need to formally announce independence because the island already runs itself.

“We don’t have a need to declare ourselves an independent state,” she said in the interview, which aired on Wednesday.

“We are an independent country already and we call ourselves the Republic of China, Taiwan.”

Explosive Parnas Docs Tie Trump to Ukraine Dirty Tricks

WASHINGTON (CN) – On the eve of transferring the articles of impeachment to the Senate, House Democrats have released a trove of explosive documents from Rudy Giuliani’s now-indicted associate Lev Parnas providing new evidence tied to the Ukraine scandal.

The batch of files expose covert surveillance of ousted U.S. Ambassador to Ukraine Marie Yovanovitch, ties to a Russian mafia-linked oligarch under federal indictment and intimate details of the pressure campaign on newly elected Ukrainian President Volodymyr Zelensky.

A week before two central figures in the plot – Parnas and his accused co-conspirator Igor Fruman – were arrested, President Donald Trump personally signed off on their criminal defense attorney.

“The president consents to allowing your representation of Mr. Parnas and Mr. Furman [sic],” Trump’s current attorney Jay Sekolow wrote to the president’s former attorney, John Dowd, on Oct. 2, 2019.

The 59-page trove begins with a note Parnas scrawled on a notepad from the Ritz Carlton hotel in Vienna, Austria.

The first line in Parnas’ notes lays bare the plan to have Ukraine’s president investigate Trump’s political rival: “Get Zalensky [sic] to announce that the Biden case will be investigated.”

Scanned copies of the handwritten notes released Tuesday – stamped on the bottom right by the U.S. Attorney’s office – repeatedly refer to attorneys for oligarch Dmytro Firtash, who is under federal indictment in the United States on bribery and racketeering charges.

Those Firtash attorneys include repeat Fox News commentators Victoria Toensing and Joseph DeGenova, as well as Michael Cohen’s counsel Lanny Davis.

After Zelensky won the election, Giuliani wrote him a letter requesting a meeting with him in mid-May 2018, bringing Toensing along with him as a guest.

“I will need no more than a half-hour of your time, and I will be accompanied by my colleague Victoria Toensing, a distinguished American attorney who is very familiar with this matter,” Giuliani wrote.

A week before Trump agreed to their legal counsel, Parnas and Fruman were detained at Washington’s Dulles Airport before they boarded a flight bound for Vienna. Firtash is currently living in Austria’s capital city.

The coordinated effort to oust Yovanovitch, meanwhile, comes into focus through text messages Parnas exchanged with Robert Hyde, a Republican congressional candidate.

“Wow. Can’t believe Trump hasn’t fired this bitch. I’ll get right in that,” Hyde texted Parnas in March 2019.

Routinely tracking Yovanovitch’s whereabouts through a contact with embassy access, Hyde passed the information along to Parnas.

“They know she’s a political puppet. They will let me know when she’s on the move,” Hyde texted Parnas, who responded: “Perfect.”

The next day Hyde alerted Parnas: “Update she will not be moved special security unit upgraded force on the compound people are already aware of the situation my contacts are asking what is the next step because they cannot keep going to check people will start asking questions.”

Until recently, the Stone of Jacob (Israel) has sat under the Coronation Chair in Westminster Abbey, in silent testimony to the dual promises made by Almighty God to the descendants of Abraham. After 700 years at Westminster Abbey, the stone was recently returned to Scotland and is on display at Edinburgh Castle. It has remained with the descendants of Israel since the time of Jacob, and the Royal Seed of David have always been crowned upon it.

The stone of Scone was recently tested and stated to be of the sandstone found in the area of Scotland and Scandinavia.

Whether this signified that it was not the original, or that it was the Lia Fail that was the stone allegedly brought to Ireland by the Tuatha De Danaan when they returned to Ireland from their sojourn in Denmark is unknown.

Russians may be asked to vote on some key changes to the constitution, including setting out its supremacy over international law,

as well as tightening background requirements for presidential candidates, President Putin said.

Amendments to the constitution could be brought up for a popular vote to ensure “the development of Russia as a welfare and rule-of-law state,”

the Russian President told in his annual state of the nation address.

Adopting a brand new constitution is not necessary, because the actual one will remain relevant for many years to come, Putin explained.

But he did offer some changes he'd like to see.

One of the key issues Putin outlined was that Russia should abide by international acts only if they don’t come into conflict with the country’s own constitution.

Adopted back in 1993, it should serve as a prime source “in our legal environment,” he stated.

International agreements and treaties, as well as decisions by international bodies may apply in Russia

“only to the extent that they do not entail restrictions on the rights and freedoms of people and citizens, and do not contradict our constitution.”

The President then suggested stricter profiling of the top political brass, starting with presidential candidates and going all the way down.

An amended constitution would include compulsory requirements for “persons holding positions crucial for ensuring the country’s security and sovereignty,”

including the Prime Minister, cabinet members, governors, heads of federal agencies, MPs and judges.

They should be barred from having foreign citizenship or residence permit, Putin proposed.

Anyone willing to run for President will be subject to “even more stringent requirements.”

Aside from the absence of foreign citizenship “not only during elections, but also at any time earlier,”

a candidate must have lived in Russia for at least 25 years – as opposed to the current 10 years.

Meanwhile, Russia’s Central Election Commission signaled the popular vote could be held as early as 2020.

“If everything is solved quickly, this may happen this year,” the body’s secretary Maya Grishina was quoted by Sputnik.

Former U.S. Ambassador to Ukraine Marie Yovanovitch called for an investigation Tuesday after new documents obtained by the House of Representatives suggest she may have been followed by associates of President Trump's personal lawyer Rudy Giuliani while in Ukraine.

“Needless to say, the notion that American citizens and others were monitoring Ambassador Yovanovitch’s movements for unknown purposes is disturbing,” Yovanovitch’s attorney said in a statement, according to The Hill. “We trust that the appropriate authorities will conduct an investigation to determine what happened."

The House Intelligence, Foreign Affairs and Oversight and Reform committees released the documents turned over by indicted Giuliani associate Lev Parnas that included messages between him and Republican congressional candidate Robert Hyde.

In one text, Hyde, a Trump donor, allegedly wrote to Parnas, “Wow. Can’t believe Trump hasn’t fired this b-ch. I’ll get right in that,” according to The Hill.

In another message, he allegedly wrote, “they will let me know when she’s on the move,” in an apparent reference to Yovanovicth,” adding later, “if you want her out they need to make contact with security forces,” according to The Wall Street Journal.

"Guess you can do anything in the Ukraine with money," he reportedly texted, after apparently establishing that Yovanovitch was under some form of surveillance.

The House released the documents as new evidence for the upcoming Senate impeachment trial related to Trump’s July phone call asking Ukrainian President Volodymyr Zelensky to investigate Former Vice President Joe Biden and his son Hunter’s involvement in the country.

Parnas and his business partner Igor Fruman, both U.S. citizens who emigrated from the former Soviet bloc, have been indicted by federal prosecutors on charges of conspiracy, making false statements and falsification of records related to allegations that they made outsized campaign donations to Republican causes after receiving millions of dollars originating from Russia.

Parnas' attorney stated last year he would be willing to testify in the impeachment inquiry.

Russian government resigns, after President Putin's State-of-the-Nation Address proposes changes to the constitution

Russian Prime Minister Dmitry Medvedev has announced that the government is resigning. The statement came shortly after President Vladimir Putin delivered his annual state-of-the-nation address.

Accepting the resignation, Putin asked the ministers to function as a caretaker government until a new one is formed.

Before announcing the resignation of the cabinet, Medvedev met with Putin to discuss his state-of-the-nation address, which took place earlier on Wednesday, the Kremlin’s press office said.

In his address, Putin proposed several amendments to the constitution.

Medvedev explained that this cabinet is resigning in accordance with the Article 117 of the Russian Constitution, which says that the government can offer its resignation to the president, who, in turn, can either accept or reject it.

“In this context, it is obvious that, as the government, we must provide the president with a capability to make all decisions,” which are required to implement the proposed plan, Medvedev said.

Putin also said that he plans to create a position of the deputy secretary of Russia’s security council, and offer it to Medvedev.

The daughter of a Democrat county commissioner in Ohio was among three people arrested on disorderly conduct charges outside President Trump's rally in Toledo on Thursday night, police say.

Laura Gerken, 36, engaged in a physical fight with another person outside the Huntington Center, said Toledo police, adding that she was yelling obscenities and resisted when officers placed her under arrest.

Her father, Pete Gerken, has been a Lucas County commissioner since 2005. He joined fellow Democrats in the days leading up to the rally, calling on Trump to be respectful toward the local community during his visit, the Toledo Blade reported.

Gerken issued a statement in response to his daughter's arrest.

"All Americans have the right to free speech and to exercise their right to express their opinions," Gerken said. "The Toledo police department and all law enforcement professionals did a great job yesterday protecting everyone’s safety in the downtown area. Like so many other Americans, we feel strongly about the views of President Trump. We will deal with this issue as a family."

Police said a third person, John Miller, was drinking around the time of the rally and refused to leave, according to Toledo's WTOL-TV. He was also charged with disorderly conduct.

City spokesman Ignazio Messina said Toledo Mayor Wade Kapszukiewicz was "super pleased with how police and firefighters handled" the rally and estimated it cost taxpayers $30,000 due to police overtime, the Blade reported.

“Those who attended the rally and those who protested outside all exercised their free speech peacefully,” he wrote, according to the outlet.

Germany Records Slowest Economic Growth In Six Years

Germany’s economic growth rebounded slightly in the fourth quarter but slowed last year to its weakest level in nearly six years as trade tensions escalated, exports plunged, and a steep downturn in the automotive industry led Europe’s largest economy onto the brink of a recession, reported Bloomberg. Official government statics show Wednesday morning that GDP growth rate in the last three months of 2019 was 0.6%, the lowest since 2013’s 0.4% expansion

Despite the economy continuing to decelerate, there was a small notable increase in GDP growth at the tail end of the year – with some optimism that the worst of the slump could be over. A synchronized global downturn had plunged Germany into an economic decline since late 2017 when growth printed a high of 2.5% on the year. Then by 2018, growth plunged to 1.5%, and a year later, to 0.6% in 2019. Germany narrowly avoided a recession late last year as GDP contracted in the second quarter and expanded by 0.1% in the third. The economy is powered by industrials and exports, and with a global manufacturing recession still underway with a decelerating China – the hopes of a massive rebound in the European country are limited in 2020.

At the center of the global industrial slowdown is the auto manufacturing industry. Germany has yet to diversify from building cars and is still heavily exposed to global crosscurrents that persist. As a countercyclical buffer, the German government deployed increased government spending to counter declines in equipment investment and exports. After a dynamic start to the year, and a decline in the second quarter, there were signs of a slight recovery in the second half,” said Albert Braakmann, head of the Federal Statistical Office of Germany. Bloomberg economist Jamie Rush says the 2020 outlook for Germany is comparable to last year: sluggish. 2019 forecasts are 0.70%, which is barely any growth:

“Germany’s economy saw a slight recovery in growth in 4Q, according to the statistics office - that’s consistent with our slightly above-consensus expectation for an expansion of 0.2% to be recorded. Leading indicators have turned up into 2020, and we see the worst as being over for the German economy. Renewed trade tensions are the biggest risk to that view,” Rush said.

Highlights of Putin's State of the Nation Address

MOSCOW, January 15. /TASS/. Russian President Vladimir Putin has delivered his annual State of the Nation Address to the Federal Assembly on Wednesday.

The Address to the Federal Assembly is one of the most important annual events on the president’s schedule. The document, which outlines the goals and tasks for the country, becomes the guideline for the government and the parliament to follow.

Here are the highlights from this year's Presidential Address:

On Russia’s demographic situation

Putin said he was dissatisfied with Russia's birth rate. The Russian president noted that the total fertility rate stood at 1.5 in 2019. "This is not enough for our country," he stressed.

According to Putin, Russia’s birth rate in the 1990s was worse than the fertility figures during the Second World War.

Putin said that low incomes of most households with children directly threatened Russia’s demographic future and proposed a number of measures to support families.

For instance, the Russian leader suggested providing monthly payments for children between the ages of three and seven years old starting from January 1, 2020. According to the president, families, whose income does not exceed one living wage per person, will receive these payments.

Moreover, the maternity capital program will be extended until the end of 2026 and the payment amount will grow to 616,617 rubles ($10,028).

On Russia's weaponry

Putin said that Russia has been able for the first time in history to become the world’s leader in advanced weapons.

"We are not threatening anyone, nor are we seeking to impose our will. At the same time, I can assure everyone that our steps for strengthening national security were timely made and in a sufficient volume," the Russian president assured.

Today, Russia is the world’s leader in developing advanced weaponry, Putin stressed. "Other leading countries of the world will still have to develop weapons, which Russia already possesses," the head of state emphasized.

On the supremacy of the Russian Constitution

Putin has suggested a putting up a package of constitutional amendments for a plebiscite. At the same time, the Russian president stated that he sees no grounds to adopt new constitution in Russia.

Putin also suggest stipulating the supremacy of the Russian Constitution over international norms in Russia.

“The time has come to make some changes to the nation’s fundamental law that would directly guarantee the priority of the Russian Constitution in our legal space. What does this mean? It means that requirements of international law and decisions of international bodies can only be enforced in Russia to such an extent that does not violate human and civil rights and freedoms and does not violate our Constitution,” Putin emphasized.

On presidential terms and candidates

Putin agrees that the same person should not hold the post of the head of state for more than two consecutive terms.

"I know that our society is debating the constitutional provision that the same person should not hold the office of President of the Russian Federation for more than two consecutive terms. I do not believe that this question is of fundamental importance, but I agree with this," Putin said.

The president has also suggested complementing Russia’s Constitution with a special requirement that a candidate running for the post of head state should be a resident of Russia for no less than 25 years and have neither foreign citizenship nor an overseas residence permit, not just at the moment of the election, but never before in the past.

Under the Constitution today, any Russian citizen who has lived in the country for no less than ten years can be elected as Russia’s president.

On 75th anniversary of Victory

Russia is obliged to protect the historical truth about the victory in the Great Patriotic War, Putin said.

"This year we will celebrate the 75th anniversary of the Victory in the Great Patriotic War. May 9 in Russia is the greatest and sacrosanct holiday. We are proud of the generation of victors, we remember their heroism. Our memory is not only a token of respect for the heroic past. It serves our future, inspires us and strengthens our unity. We are obliged to protect the truth about the Victory. Otherwise what shall we be able to tell our children if lies spread about the world like an epidemic?" he said.

Putin also said that a network of archive documents on the history of the Second World War accessible to the whole world will be created in Russia.

2020 outlook for cybersecurity legislation

Here's a rundown of all the security-related bills working their way through this year's U.S. Congress, plus some hot security topics likely to be debated.

As the partisan divide in Washington widens during this 116th Congress, the prospects of enacting any meaningful legislation that bolsters the nation’s cybersecurity seem, at first blush, dim. Of the nearly 300 pieces of legislation that touch on some aspect of cybersecurity, or more urgently, election security, introduced since the current Congress began last year, only nine have become law. Most were budget-related measures that appropriated or increased funds for federal agencies to spend on cybersecurity or election security as part of the fiscal 2020 spending deal passed in December.

Now, roughly halfway through the current Congress, it’s time to take stock and review where things stand in the legislative arena. A number of bills have been passed by either the House or the Senate and are awaiting further action. They are worth watching in 2020 because they have progressed the farthest and arguably might come closest to gaining some momentum toward passage.

House-passed cybersecurity legislation

Notable pieces of digital security-related bills that the House has passed include:

R. 3710 - Cybersecurity Vulnerability Remediation Act: This bill was passed by the House in September and is now before the Senate Homeland Security and Governmental Affairs Committee, which has taken no action yet. The bill would allow the Department of Homeland Security’s (DHS’s) Cybersecurity and Infrastructure Security Agency (CISA) to issue protocols to mitigate vulnerabilities, and would allow the Science and Technology Directorate of the Department of Homeland Security to establish an incentive program that allows industry, individuals, academia, and others to compete in providing remediation solutions for cybersecurity vulnerabilities.

R.2331 - SBA Cyber Awareness Act and H.R.1649 - Small Business Development Center Cyber Training Act of 2019: Both bills passed the House on July 15. The SBA Cyber Awareness Act addresses the cybersecurity of the Small Business Administration (SBA). It requires the SBA to report annually to Congress on SBA’s IT technology and any necessary improvements the agency’s technology infrastructure may need. It also requires SBA to provide an account of its IT equipment or interconnected system or subsystem of equipment manufactured by an entity that has its principal place of business in the People's Republic of China.

The annual report must further provide accounts of any cybersecurity incident SBA has encountered during the previous two years and how the government agency dealt with the incidents. The Small Business Development Center Cyber Training Act requires the SBA to establish a program for certifying that at least 5% or 10% of the total number of employees of a small business development center provide cybersecurity planning assistance to small businesses. Both bills have companion legislation in the Senate sponsored by Sen. Marco Rubio (R-FL) who chairs the Senate Small Business Committee and are awaiting votes by the full Senate.

R. 328 - Hack Your State Department Act: This bill was one of the first cybersecurity measures passed by the House during the 116th Congress, enacted last January and quickly referred to the Senate where companion legislation was introduced on June 12. It requires the “Secretary of State to design and establish a Vulnerability Disclosure Process (VDP) to improve Department of State cybersecurity” and mandates a bug bounty program “to identify and report vulnerabilities of internet-facing information technology of the Department of State.”

R. 1 - For the People Act of 2019: The first bill introduced in the new Congress was passed by the House on March 8. Among other things, this sweeping piece of legislation “sets forth provisions related to election security, including sharing intelligence information with state election officials, protecting the security of the voter rolls, supporting states in securing their election systems, developing a national strategy to protect the security and integrity of U.S. democratic institutions, establishing in the legislative branch the National Commission to Protect United States Democratic Institutions.”

A companion bill in the Senate, S 949, was introduced in March. Of all the cybersecurity-related bills passed by the House, H.R. 1 is least likely to gain momentum in the Senate given stiff resistance by Majority Leader Mitch McConnell (R-KY), who has vowed to never bring what he perceives as overly progressive legislation to the Senate floor.

A Plano man was arrested Thursday on charges of possession of child pornography and possession with the intent to promote child pornography, according to the Collin County Sheriff's Office.

Investigators had found 18 terabytes of data on devices used to share and view child pornography while executing a search warrant at Christopher Michael Chairez's home, a spokesperson for the sheriff's office said.

An undercover investigation led deputies to Chairez, allegedly identifying him "as an individual utilizing the internet to traffic in child pornography," authorities said.

One terabyte is equal to 1,000 gigabytes. For perspective, an iPhone 11 Pro can hold up 512 GB.

"The shocking quantity of child pornography seized in this investigation reminds us how important it is for parents to diligently monitor their children's online activities," said Collin County Sheriff Jim Skinner in a written statement.

He warned parents to remain vigilant of any suspicious social media activity.

"Child predators seek to exploit children whose parents don't know, or don't care about, the identities of the individuals who communicate with them over the web," Skinner said.

Chairez had bonded out of the Collin County Detention Facility by Wednesday.

Sort of (though unusual in all American jurisprudence) the House were a grand jury handing down an indictment, that indictment will be delivered to the Senate to hear the case and make a determination of guilt.

State Department Withholding All Key Documents on Biden-Ukraine Until After Impeachment Trial

The State Department is withholding all key documents on Biden’s extortion of the Ukrainian government until after Trump’s impeachment trial.

Conservative watchdog group Judicial Watch in September sued the State Department for documents related to Joe Biden’s involvement in the firing of Viktor Shokin, the Ukrainian prosecutor investigating Hunter Biden and Burisma Holdings.

Joe Biden’s drug addict son Hunter was sitting on the board of Burisma Holdings, a Ukrainian natural gas company and being paid by some accounts over $200,000 a month even though he had zero experience in the field.

Then-Vice President Joe Biden, who was tasked to oversee US dealings with Ukraine, threatened to withhold over $1 billion in loan guarantees to Ukraine unless they fired Viktor Shokin.

Biden bragged about shaking down Ukraine and getting Mr. Shokin fired during a 2018 speech to the Council on Foreign Relations.

Instead of investigating Biden for corruption and extortion, the Democrats impeached President Trump for wanting to work with Ukrainian President Volodymyr Zelensky to ferret out Biden corruption.

The State Department told Judicial Watch that it hasn’t even started searching for the documents and won’t be releasing anything until the end of January.

Judicial Watch president Tom Fitton blasted the State Department and said “Pompeo needs to get on the ball.”
