A smaller network of foreign journalists remains, and some undercover C.I.A. men may still roam the world, disguised as correspondents for obscure trade journals or business newsletters.
The C.I.A.'s propaganda operation was first headed by Tom Braden, who is now a syndicated columnist, and was run for many years by Cord Meyer Jr., a popular campus leader at Yale before he joined. the C.I.A.
Mr. Braden said in an interview that he had never really been sure that “there was anybody in charge” of the operation and that “Frank Wisner kind of handled it off the top of his head.” Mr. Meyer declined to talk about the operation.
However, several other former C.I.A. officers said that, while the agency was wary of telling its American journalistagents what to write, it never hesitated to manipulate the output of its foreignbased “assets.” Among those were number of English‐language publications read regularly by American correspondents abroad and by reporters and editors in the United States.

In a table-top pandemic exercise at Johns Hopkins University last year, a pathogen based on the emerging Nipah virus was released by fictional extremists, killing 150 million people.
A less apocalyptic scenario mapped out by a blue-ribbon U.S. panel envisioned Nipah being dispersed by terrorists and claiming over 6,000 American lives.
Scientists from Canada’s National Microbiology Laboratory (NML) have also said the highly lethal bug is a potential bio-weapon.
But this March that same lab shipped samples of the henipavirus family and of Ebola to China, which has long been suspected of running a secretive biological warfare (BW) program.
China strongly denies it makes germ weapons, and Canadian officials say the shipment was part of its efforts to support public-health research worldwide. Sharing of such samples internationally is relatively standard practice.
But some experts are raising questions about the March transfer, which appears to be at the centre of a shadowy RCMP investigation and dismissal of a top scientist at the Winnipeg-based NML.
Dany Shoham, a biological and chemical warfare expert at Israel’s Bar-Ilan University. “I think the Chinese activities … are highly suspicious, in terms of exploring (at least) those viruses as BW agents. “
James Giordano, a neurology professor at Georgetown University and senior fellow in biowarfare at the U.S. Special Operations Command, said it’s worrisome on a few fronts.
China’s growing investment in bio-science, looser ethics around gene-editing and other cutting-edge technology and integration between government and academia raise the spectre of such pathogens being weaponized, he said.
That could mean an offensive agent, or a modified germ let loose by proxies, for which only China has the treatment or vaccine, said Giordano, co-head of Georgetown’s Brain Science and Global Law and Policy Program.
Asked if the possibility of the Canadian germs being diverted into a Chinese weapons program is connected to other upheaval at the microbiology lab, Public Health Agency of Canada spokeswoman Anna Maddison said this week the agency “continues to look into the administrative matter.”
But suspicions have persisted, with the U.S. State Department and other agencies stating publicly as recently as 2009 that they believe China has offensive biological agents.
Though no details have appeared in the open literature, China is “commonly considered to have an active biological warfare program,” says the Federation of American Scientists. An official with the U.S. Army Medical Research Institute of Chemical Defense charged last month China is the world leader in toxin “threats.”
In a 2015 academic paper, Shoham – of Bar-Ilan’s Begin-Sadat Center for Strategic Studies – asserts that more than 40 Chinese facilities are involved in bio-weapon production.
China’s Academy of Military Medical Sciences actually developed an Ebola drug – called JK-05 — but little has been divulged about it or the defence facility’s possession of the virus, prompting speculation its Ebola cells are part of China’s bio-warfare arsenal, Shoham told the National Post.
Ebola is classified as a “category A” bioterrorism agent by the U.S. Centers for Disease Control and Prevention, meaning it could be easily transmitted from person to person, would result in high death rates and “might cause panic.” The CDC lists Nipah as a category C substance, a deadly emerging pathogen that could be engineered for mass dissemination.
Nipah, which was first seen in Malaysia in 1998, has caused a series of outbreaks across east and south Asia, with death rates mostly over 50 per cent, and as high as 100 per cent, according to World Health Organization figures. It can cause encephalitis, an often-fatal brain swelling, and has no known treatment or vaccine.
The Johns Hopkins exercise — called Clade X — involved a version of Nipah modified to be more easily passed between people. America’s Blue Ribbon Study Panel on Biodefence prefaced its 2015 report with a scenario involving the intentional release of Nipah by aerosol spray.
China’s extensive and controversial use of CRISPR gene-editing and related technology makes it conceivable the country could bio-engineer germs like Nipah to make them even more dangerous, Giordano said.

Thirteen children have been rushed to hospital after an 'incident' at a school in north London.
Paramedics were at La Sainte Union Catholic School in Highgate, Camden, at 11.44am.
A London Ambulance Service spokesman said: 'We were called at 11.44am today to reports of an incident at La Sainte Union Catholic School, Highgate.'
'We dispatched a number of resources including a clinical team leader, five ambulance crews, medics in cars and incident response officers.'
'We assessed thirteen teenagers at the scene and took them to hospital.'

Consumer groups for years have criticized former California Gov. Jerry Brown and his appointees for failing to adequately regulate the public utilities to prevent the downed power wires and exploding transformers from igniting the blazes. PG&E and other utilities are notorious for spreading political donations around the state and cutting checks for millions in lobbying and public relations even while going through bankruptcy.
For several years when Brown was in office, his sister Kathleen sat on the board of directors of Sempra, the parent company of Southern California Edison and San Diego Gas & Electric. She made more than $1 million in cash and stock. Brown kept Michael Peevey, a former Southern California Edison executive and longtime family friend, as the head of the Public Utilities Commission (PUC), the agency charged with regulating it and other utilities. Peevey, whose wife Carol Liu was a Democratic state senator at the time, was eventually forced out in 2014 after a scandal involving inappropriate communications with PG&E while soliciting $1 million in political donations from the utility. Peevey retired amid the controversy.
State AG “AWOL,” Argues One Consumer Advocate
Although Jerry Brown is out of office, critics say another prominent California Democrat bears part of the blame – and if the polls are accurate, she’s next in line to become vice president of the United States.
Consumer groups for years have faulted Kamala Harris, Joe Biden’s 2020 running mate, for failing to prosecute the state’s biggest utilities and the Public Utility Commission officials who the groups say let the companies skate for years.
“She was absent, she was AWOL, she didn’t file any charges whatsoever,” Jamie Court told RealClearPolitics.
Court is the president of Consumer Watchdog, a nonprofit progressive organization that advocates for consumer and taxpayer interests with offices in Los Angeles and Washington, D.C.
“She was the first line, and she should have stepped in, and she didn’t because of political concerns,” he charged.
While Harris was still attorney general (she left in 2017 after winning a U.S. Senate seat), Consumer Watchdog was so incensed about Harris’s decision not to prosecute two high-profile utility cases that it issued a one-page paper on what it deemed “public utility corruption and Kamala Harris’s failure to act for the public.”
Harris’s campaign declined to respond to the criticism when contacted by RCP. But Court, who nonetheless supports the Biden-Harris ticket because the idea of Trump in office for another four years is “unthinkable” for him, is hardly alone in the criticism. Several California newspapers and other media outlets have raised similar complaints while Harris remained attorney general and even in the years afterward.

The issue surfaced during Harris’s Senate run in 2016, though it didn’t prove a major problem for her in defeating former Rep. Loretta Sanchez in the Democratic primary and sailing to victory. It popped up again in early 2018 when the San Jose Mercury News ran an editorial board piece pressing current Attorney General Xavier Becerra to pursue the case against Peevey and asking whether it had been “swept under the rug.”
“It would be a travesty if current Attorney General Xavier Becerra let the statute of limitations run out and did not both complete the investigation and announce the result,” the paper argued.
A Becerra spokesman in 2018 told the paper that the attorney general couldn’t comment because the investigation, which began in 2015, was ongoing.
There are actually two investigations Court and other critics cite when they take aim at Harris for failing to prosecute the PUC and PG&E. The first involves a 2010 gas line explosion in the city of San Bruno, south of San Francisco, that killed eight people, injured 66 and destroyed 38 homes. Harris opened a criminal probe into the explosion but never prosecuted the case.
The U.S. attorney’s office eventually took it up and brought criminal charges. In 2016 a federal jury found PG&E guilty of six felony charges – five counts of violating pipeline safety standards and one count of obstructing the investigation into the San Bruno explosion. That investigation turned up evidence that Peevey was so aligned with PG&E he allegedly helped his former employer go judge-shopping for someone who would be sympathetic to the utility in deciding the $1.3-billion penalty phase.
In explaining her decision not to prosecute the San Bruno case, Harris said at the time that her office had become part of a joint task force with federal investigators. Court counters that it was state Democratic politics and a major conflict of interest within Brown’s administration that kept her from pursuing the case.
“Clearly there were prosecutable issues with Mike Peevey and San Onofre, and PG&E, and she let it all go…and it was not good for the public interest,” Court argues. “It’s all public record, and it was all documented. It’s about the political class and not wanting to make trouble for the other members of the class, and I find that appalling when the crimes rise to the level of the facts that we saw.”
The alleged judge-shoppingled the San Jose Mercury News to opine that “Peevey’s relationship with PG&E should have gotten him fired in the wake of the 2010 San Bruno explosion. But Gov. Brown inexplicably kept him on the job.”
Even after the scrutiny, Brown continued to protect the PUC from bills that tried to push it to act more aggressively. In 2016, he vetoed several fire-prevention measures, arguing that the state PUC and the California Department of Forestry and Fire Protection had a perfectly good process in place. One bill passed in 2016 would have required the PUC to identify and map high-risk wildfire hotspots due to overhead utility lines, taking into consideration local governments’ concerns so that utilities would have to step up their mitigation efforts in those areas. The PUC took nine years to create a map of the most fire-prone areas, and Brown vetoed a bill, passed unanimously in the legislature, aimed at getting the agency off the dime.

IMPD investigates rape allegations at faith-based center for survivors of human trafficking
An Indianapolis faith-based residential program for human trafficking survivors is the target of a sexual abuse investigation.
The allegations came from two women who say they were sexually assaulted while clients at Hope Center Indy between 2017 and 2019, IndyStar has learned.
"I can confirm there is an open investigation at that location," an IMPD spokeswoman said in an email response to questions from IndyStar. "However, these cases are sensitive in nature. To maintain the integrity of the investigation we can’t release anything further on it."
The nonprofit center's co-founder and executive director, retired pastor Hubert Nolen, denies the allegations, which first surfaced late last year. Nolen added he is frustrated investigators have not contacted him since they served a search warrant at the center in May.
"There's no truth to the accusations whatsoever," Nolen said, adding the allegations were made by two women who he said provided affidavits to police.
"We have reached out to IPD about a dozen times and said 'do you need to come, do you need to interview anyone, do you need to talk to anyone … We're an open book. You can come freely. We have nothing to hide, nothing to deny.'"

Human Trafficking Operation Exposed In Fultondale
JEFFERSON COUNTY, AL — A suspected human trafficking operation was discovered by the Jefferson County Sheriff's Office Thursday in Fultondale, a discovery that netted multiple arrests.
The Jefferson County Sheriff's Office Vice and Narcotics Unit teamed up with the FBI, Fultondale Police Department, Trussville Police Department, Bessemer Police Department and Gardendale Police Department to investigate a suspected human trafficking operation in the 1700 Block of Fulton Road in Fultondale.
Sgt. Joni Money of the Jefferson County Sheriff's Office said during the operation, two 39-year-old men were arrested. Charles Andrew Harley of Auburn was charged with human trafficking, trafficking in stolen identities and possession of a forged instrument. His bond is set at $55,000.
Nehemiah Isaiah Yearby of Hueytown was also arrested, and was charged with human trafficking, possession of controlled substances, receiving stolen property, certain persons forbidden to possess a firearm and possession of marijuana. His bonds are set at $36,000.
Money said 13 other people were arrested on charges of prostitution. "As is common in these type cases, most of these subjects will not admit to being victims, however, the operation is shut down in Fultondale and will not continue," Money said.

Are PCR tests the key?
I have been looking up what pcr tests actually are because I constantly hear that they are the ones that are being used to diagnose as cases.
From my cursory layman's research, what the test does is basically lets you focus in on a specific molecule or whatever with higher and higher fidelity each time you rerun the test.
In other words, once they take a piece of your DNA, they run it through a PCR test dozens of times and each time they do, the virus comes more and more into view, up to the point where 60 test runs will yield 100% "infection" rates.
The standardization of cycles that should be done, however, is not clear and I have heard (but not verified) that the WHO recommends 45 cycles which has been the subject of criticism from doctors for yielding too many false positives, or "asymptomatic individuals".
According to a New York Times article,
Any test with a cycle threshold above 35 is too sensitive, agreed Juliet Morrison, a virologist at the University of California, Riverside. “I’m shocked that people would think that 40 could represent a positive,” she said.
The point of the test is not to be utilized as a diagnostic tool for doctors, but as a way to quantify precisely how prevalent a particular genetic query is in a sample as well as get the molecule to a measurable size for research.

These tests are to the foundation to the state line that there is still a pandemic to justify ticketing and/or arresting people for not wearing masks out in public around the world. This, of course, gives the state the precedent for new powers but also gives blank checks to pharmaceutical companies and vaccine producers that, I'm sure just by chance, have been absolved of any and all liability from vaccine liability claims.

Santa Rosa posts damage map with homes destroyed in Glass Fire
The city of Santa Rosa released a preliminary damage assessment map showing homes that were damaged or destroyed within the city limits by the Glass Fire.
The map displays home addresses and uses a color-coded system to show the degree of damage, from green (structure is safe to live in) to red (structure is destroyed and unsafe for habitation). The county will continue to add to the map as more homes impacted by the conflagration are identified.
Cal Fire said in its Sunday night incident update that ground crews have now identified 235 destroyed homes in Sonoma County and 252 in Napa County. An additional 73 homes have been damaged in Sonoma County and 64 in Napa County.

DOJ Joins Baptist Church’s Lawsuit Against D.C. Mayor: You Can’t Allow Thousands to Protest While Restricting Worship Outdoors
The Department of Justice on Monday intervened in a lawsuit filed by the Capitol Hill Baptist Church in opposition to Washington, D.C. Mayor Muriel Bowser’s (D) restrictions on outdoor worship during the COVID-19 pandemic. The core argument of the lawsuit is that there is no basis to allows thousands of people to protest in the streets while at the same time restricting the number of people who gather for religious services outdoors.
A currently self-quarantining attorney General Bill Barr and his subordinates argued in a statement of interest that Bowser’s restrictions violate the Free Exercise Clause of the First Amendment and the Religious Freedom Restoration Act (RFRA).
RFRA bars government actors from placing substantial burdens on free exercise or religion unless the government can show, first, that such restrictions further a “compelling governmental interest” and, second, that the restrictions are the “least restrictive means” of accomplishing that goal.
As 42 U.S. Code § 2000bb–1 notes, a person, here the Capitol Hill Baptist Church, who “has been burdened in violation of this section may assert that violation as a claim or defense in a judicial proceeding and obtain appropriate relief against a government.” The DOJ has come to the defense of the church:
This case involves important questions of how to balance the deference owed to public officials in addressing a pandemic threatening the health and safety of the public with fundamental rights of freedom of religion and expression. While a local government has significant discretion to decide what measures to adopt to meet a public health threat, the Free Exercise Clause of the Constitution requires that, whatever level of restrictions it adopts, government must treat religious gatherings the same as comparable nonreligious gatherings, absent the government meeting strict scrutiny, that is, proving that it has a compelling governmental interest pursued through the least restrictive means. Similarly, the Free Speech Clause forbids the government from discriminating against certain speech while privileging other speech with a viewpoint favored by the government, unless it meets strict scrutiny. And the Religious Freedom Restoration Act (RFRA), 42 U.S.C.§ 2000bb et seq., which applies to all actions by the District of Columbia and its officers and agents, requires that any government action imposing a substantial burden on religious exercise meet strict scrutiny.
