Two new supercomputers are set to join the Defense Department’s stock of sophisticated machines.
The Army Research Laboratory, which houses the Pentagon’s Supercomputing Resource Center, announced the fresh acquisition this week. Among other systems, the new and advanced computers will push the center towards establishing a cumulative capability of more than 23 petaflops of performance.
Defense officials anticipate the supercomputers will enter production service in “the mid-fiscal 2021 timeframe,” the lab’s announcement notes.
The systems are named Jean and Kay, as an homage to Jean Jennings Bartik and Kathleen “Kay” McNulty Mauchly, who are considered by Defense to be “computing pioneers as part of the original team of programmers of the Electronic Numerical Integrator and Computer,” or what the release called the world’s first general purpose computer. They’ll follow the center’s Betty system, another that was previously installed and named in honor of Frances Elizabeth “Betty” (Snyder) Holberton, who also served on that early and innovative team of programmers.
“Jean and Kay will allow ARL to support many of DOD’s most significant modernization challenges to include digital engineering and other emerging workloads,” ARL Defense Supercomputing Resource Center, or DSRC Director Matt Goss explained. “By adding specialized technology to augment traditional high performance computing with data analytics, these machines will serve as a springboard on which DOD scientists can make game changing discoveries.”

Senator Chris Murphy (D-CT) said Wednesday on MSNBC’s “Andrea Mitchell Reports” that his colleague Sen. Josh Hawley (R-MO) is attempting to overthrow democracy by announcing he will object to the certification of President-elect Joe Biden’s electoral college win in the Senate on January 6.
Mitchell said, “Your Republican colleague Josh Hawley of Missouri announcing today he’s going to object to the Electoral College vote certification on January 6. It’s unlikely to change the result, it’s not going to happen, but it’s going to cause delay, lengthy debate, both Houses in Joint Session. It’s a complicated process that sets off.”
Murphy said, “Let’s be clear, Josh Hawley and anyone who supports his effort are engaged in the attempted overthrow of democracy. There is no evidence that there was any fraud. Senator Hawley apparently believes that if a Democrat wins the presidential race, it must be illegitimate by definition, even absent any actual evidence of misbehavior.”
He continued, “While you’re right that Senator Hawley’s efforts here are not going to change the results of the election, Joe Biden is still going to be president, there won’t be enough votes to overturn the Electoral College, what he is doing and those who support him are doing is breeding in the American public and certainly amongst the hardcore Trump supporters this belief that the election itself was illegitimate and any time a Democrat wins, it must be illegitimate. That is ultimately going to potentially end in the overthrow of democracy. At some point, there will be a successful attempt by Republicans at the state level or national level to throw out a legitimate election just because a Democrat won. We don’t do this in this country, right? We put our country before our party and our personal beliefs. Pulitzer confirmed that the Georgia runoff IS connected to the internet.
He established a two-way communication from a polling pad in a voting center.
“At this very moment at a polling location in the county, not only do we have access through the devices to the poll pad–the system, but WE ARE IN,” Pulitzer said.
He continued, “And it’s not supposed to have WiFi and that’s not supposed to be able to happen so we’ve documented now it’s communicating two ways in real time, meaning it’s receiving data and sending data — should never happen, shouldn’t be WiFi, we’ve now documented it in real time.

McConnell Dooms $2,000 Stimulus Check After Refusing To Split Trump's Three Demands
In a move that all but doomed Congressional approval for $2,000 stimulus checks (up from $600), top Senate republican Mitch McConnell said he would not separate the plan for $2K checks, from President Donald Trump’s other demands: section 230 repeal and an election fraud commission.
"The Senate is not going to split apart the three issues that President Trump linked together just because Democrats are afraid to address two of them. The Senate is not going to be bullied into rushing out more borrowed money into the hands of Democrats rich friends who don't need the help," McConnell said from the Senate floor.
Over the weekend, the Democratic-controlled House approved a stand-alone bill to boost the checks to $2,000 from $600, as 44 Republicans prodded by Trump joined nearly all Democrats in backing the measure. But the Republican-controlled Senate has said it will not pass the checks without attaching other Trump priorities that Democrats consider toxic, and would sink any legislation.
The latest twist in this bizarre saga of Helicopter Money and government handouts came just as the Treasury Department started to send out the payments of up to $600 on Tuesday night. If Congress can overcome the thorny political dynamics to increase the deposits to $2,000, the government would later add on to the cash it already distributed.
On Tuesday, McConnell introduced the bill that would boost the payments to $2,000 but also repeal Section 230 of the Communications Decency Act, which provides legal liability protections for internet platforms, and create a commission on voter fraud, something which Trump has pushed for as he continues to challenge the outcome of the November election.
McConnell's gambit came shortly after he blocked Democrats’ efforts to quickly pass the $2,000 checks as has tried to balance a desire not to immediately add to the price tag of the $900 billion rescue package, while appeasing a GOP president who has fixated on sending more direct payments to struggling Americans, and jeopardizing Republican chances in the Georgia Senate runoff where the topic of $600 vs $2,000 checks has become especially sensitive.
Democrats - who were for the $2,000 check but against repeal of Section 230 and the electrion fraud commission - threw up all over McConnell's bill as expected. Top Senate Democrat Chuck Schumer, said Tuesday that tying other proposals to the direct cash measure “would be a blatant attempt to deprive Americans of a $2,000 survival check.” On Wednesday, Schumer said that the House-passed bill to increase stimulus checks was the only option at this point. Making other changes/additions “is way to kill the bill. Make no mistake about it."
Nancy Pelosi also urged the Senate to approve the stand-alone bill before the new Congress starts at noon ET on Sunday, but this effort was promptly stymied by McConnell.
"I do hope that in the days ahead - we only have a few days left in the session - that they will see the light and understand the suffering that is going on in this country," the California Democrat said of Republicans.

“I’ve stood by the president 100 percent of the time. I’m proud to do that and I’ve said, absolutely, we need to get relief to Americans now and I will support that,” Loeffler said during a Tuesday appearance on Fox News.
Similarly, Perdue on Tuesday spoke to Fox News’s Sandra Smith and stated he is “delighted to support the president in this $2,000.”

While Senate Majority Leader Mitch McConnell (R-KY) blocked Democrat efforts for quick approval of $2,000 stimulus checks on Tuesday, he assured that the Senate will being Trump’s three priorities “into focus” this week and subsequently introduced a measure that increases checks to $2,000, creates a commission to investigate voter fraud, and addresses Section 230 — three requests outlined by the president on Sunday.
Other GOP senators have indicated that they support increasing checks as well, including Sens. Marco Rubio (R-FL), Sen. Lindsey Graham (R-SC), and Josh Hawley (R-MO).

The leader of the Scottish National Party in the UK Parliament has slammed Boris Johnson’s trade deal with the EU and vowed to vote against it in a complete U-turn on Brexit.
Speaking on Wednesday, Ian Blackford, SNP leader in Westminster, said that Scotland would soon be heading back into the European Union, having seen the PM’s “bad Brexit deal.”
“It’s the people of Scotland that are sovereign, and it’s the people of Scotland that will determine to take them back into the European Union with independence,” he stated during the five-hour debate on the European Union (Future Relationship) Bill in Parliament on Wednesday.
The SNP MP had already been cautioned by the speaker of the house for repeatedly interrupting Boris Johnson during his opening speech.
Once again calling for another referendum on Scottish independence from the UK, the MP for Ross, Skye and Lochaber said that Scots had a very clear choice on their future.
“Which future will we choose? This broken Brexit Britain or the European Union? If this whole Brexit saga was truly about sovereignty then the Scottish people can’t and won’t be denied our sovereign right to that self-determination,” he asserted.
The SNP have vowed to vote against Boris Johnson’s Brexit deal, in a move which marks a total U-turn on the party’s Brexit position but is unlikely to stall the bill, as Blackford’s MPs do not have enough power in the UK Parliament to impact its passing.
Earlier in December, SNP leader Nicola Sturgeon said that “a deal, any deal, is better than a no deal.”

Major cryptocurrency XRP crashes as exchanges ditch token over SEC lawsuit
The price of one of the world’s most traded cryptocurrencies, Ripple’s XRP, has continued to plunge after crypto exchange Coinbase became another platform to announce the removal of the coin.
Ripple’s XRP, the fourth-biggest token by market capitalization, was down 13 percent on the day, sitting at just above $0.20 as of Wednesday morning. It has lost over 43 percent of its value over the past week and is down more than 70 percent against its last month’s high of around $0.70.
The latest drop came shortly after US-based platform Coinbase made the decision to suspend XRP trading pairs from its marketplace “in light” of US Securities and Exchange Commission’s (SEC) lawsuit against XRP’s creator, Ripple. Trading will be fully halted on January 19.
Coinbase’s announcement came just days after similar decisions by other cryptocurrency exchanges. Bitstamp said last week it would remove the option for XRP trading and deposits for all US customers on January 8, while OKCoin’s delisting of the cryptocurrency comes into effect on January 4. Such firms as B2C2, OSL, Crosstower, and Beaxy similarly decided to halt XRP trading.
“This is obviously bad for XRP across multiple dimensions: fewer potential buyers, and lower overall liquidity. For XRP to work as Ripple intends, XRP needs to be very liquid, so this is particularly harmful,” Kyle Samani, co-founder of Multicoin Capital, was quoted as saying by Bloomberg.

As most of its digital peers, XRP enjoyed one of its biggest rallies in years in recent months as global investors started piling into cryptocurrencies. However, most of this year’s gains were erased when the SEC filed a lawsuit against Ripple and two of its executives. In a complaint unveiled earlier this month, the regulator said that Ripple had sold more than $1.3 billion in unregistered tokens since 2013. The SEC insists that XRP is actually a security and thus should have been registered with the commission.
Ripple, which had been anticipating a sweeping lawsuit from the SEC before the official announcement, called the SEC’s allegations “an attack on the entire crypto industry” in the US. It noted that the regulator just “needlessly muddied the waters” and hurt countless innocent XRP retail holders instead of introducing regulatory clarity for crypto.
“The SEC has introduced more uncertainty into the market, actively harming the community they’re supposed to protect. It’s no surprise that some market participants are reacting conservatively as a result,” Ripple said in statement, adding that it will continue to work with the SEC’s new leadership once appointed.

President Donald Trump’s campaign adviser said the team is aiming to present evidence during a potential congressional debate on Jan. 6 if lawmakers in the House and Senate object to states’ Electoral College votes.
As of Wednesday, it appears that at least one member of the Senate, Sen. Josh Hawley (R-Mo.), and a number of House lawmakers will object to the electoral votes during the Joint Session of Congress. Hawley announced he would object to the electoral vote, pointing to previous Democratic efforts to do so during the 2004 and 2016 presidential elections. After the objection, an hours-long debate will occur.
Miller said that evidence could be presented in Congress, which would differ from what the Trump campaign presented in courts over the past several weeks.
“We will have a chance in front of the American people, next week to present these cases, all these evidences of fraud,” Miller told Newsmax, pointing to a lawsuit filed by Rep. Louie Gohmert (R-Texas) against Vice President Mike Pence earlier this week to prevent him from confirming Joe Biden’s electoral victory. Miller told the outlet that the 1887 Electoral Count Act allows the vice president, who is the president of the Senate, to preside over the Joint Session of Congress.
Then, Miller told Newsmax that he hopes at least one senator and representative join together to object to the Electoral College vote, allowing for two hours of debate.
Should that happen, Miller said President Donald Trump’s team is seeking to present alleged evidence of voter fraud or irregularities in the Nov. 3 election, including law changes regarding mail-in ballots in Wisconsin, “suitcases of ballots” in Georgia being wheeled out late at night on Nov. 3 in Atlanta’s State Farm Center, and being blocked in Arizona and Michigan from inspecting voting systems, alleging that ballots were counted several times.
“These are the specific types of evidence we want to present to the American people on the national stage and not allow local politicians to sweep it under the rug,” Miller said.
Weeks ago, Trump’s team led by Rudy Giuliani presented a surveillance video from the State Farm Center that showed suitcase-like boxes being wheeled from under a table. It came after election officials allegedly told other workers and poll observers that counting was done for the night.
The Georgia GOP said they received conflicting and incorrect answers and statements from Fulton County officials about what happened on Election Night, and officials later acknowledged that vote-counting went on until the early-morning hours. State election officials, in response to the video, said nothing unusual occurred with the ballot boxes and vote-tabulation process in Fulton County.
Elaborating on Wisconsin, he said, “Article II of the Constitution makes it very clear, the state legislatures, and state legislatures alone, set up the voting systems for each state, the codes and the way they are conducted.” He said, “And what we have here is we have over 20,000 ballots that were cast without actually having an application on file, the mail ballots. Wisconsin’s very clear, very specific you got to have an application on file.”

Thousands of sex offenders may be eligible for early release: California Supreme Court
The California Supreme Court ruled on Monday that thousands of sex offenders may be eligible for early release. Under a ballot measure that was overwhelmingly approved by almost two-thirds of Californian voters four years ago, those convicted of non-violent sex offenses may be eligible for early parole.
The initiative, named Proposition 57, was composed by former Governor Jerry Brown. It was intended to reduce the state’s prison population, which is among the highest in the United States. Brown says that the legislation was not initially intended to cover sex offenders, referring only to those found guilty of a “nonviolent felony offense.” However, lower appeals courts ruled that nonviolent sex offenders were covered by the proposition. The high court later affirmed those rulings.
“The initiative’s language provides no indication that the voters intended to allow the (Corrections) Department to create a wholesale exclusion from parole consideration based on an inmate’s sex offense convictions when the inmate was convicted of a nonviolent felony,” wrote Chief Justice Tani Cantil-Sakauye in the unanimous 7-0 decision, reports the Los Angeles Times.
The measure “is not ambiguous concerning its scope regarding offenders who were previously convicted of a registerable sex offense or who are currently convicted of a registerable sex offense that the Department has itself defined as nonviolent,” the justices ruled.
As reported by the Associated Press, “the ballot measure allows officials to consider paroling inmates convicted of nonviolent crimes after they have served their basic sentence and before they have completed sometimes lengthy additional terms for enhancements for things like using a gun, having prior criminal convictions, or being involved in a street gang.”
Crimes “like rape, sodomy, and continuous sexual abuse of a child” are considered violent offenses but not “pimping, incest, indecent exposure and possessing child pornography.”
Prosecutors warned voters prior to Prop 57’s passage that the piece of legislation was “so sloppily and poorly drafted” it would “wreak havoc on public safety.”
As reported by the San Francisco Chronicle the California Department of Corrections and Rehabilitation had “prohibited the board from considering early release for inmates serving time for a conviction that required registration as a sex offender,” and:
On Monday, the state’s high court ruled unanimously that the department’s regulations were unauthorized by Prop. 57. As of 2018, the state rules barred about 4,400 inmates from being considered for early parole.
A spokeswoman for the CDCR told the Chronicle that Monday’s ruling “does not mean that sex offenders will automatically be released to the community,” clarifying that the parole board would “assess their case factors individually, including whether they continue to propose a public safety risk.”
Sacramento attorney Janice Bellucci, who is the executive director of the Alliance for Constitutional Sex Offense Laws, argued the case. Bellucci called the decision “a significant victory” for those imprisoned for sex crimes.
Opponents of Prop 57 made few efforts to fight the measure in 2016, while top contributors poured more than $11.8 million into the winning campaign. Top campaign donors included the California Democratic Party, Mark Zuckerberg’s FWD.US non-profit, billionaire philanthropist Tom Steyer, and George Soros’ Open Society Policy Center.

A Supreme Court Decision May Cause Democrats' Sanctuary Policies to Backfire
Democrat-run states and cities have declared themselves sanctuaries for illegal immigrants and implemented various policies to thwart ICE law-enforcement activities. This includes everything from refusing to honor ICE detainers to the Mayor of Oakland, Calif., issuing a public warning about planned enforcement actions by ICE. Leaders were hopeful these policies would prop up their census counts and assist states in maintaining their seats in the House of Representatives. They went to the Supreme Court to ensure they could.
On December 18, the Supreme Court blew this strategy right out of the water. SCOTUS vacated two lower court decisions preventing the exclusion of illegal immigrants from congressional apportionment. They cited the speculative nature of the claims being made by the jurisdictions opposing the president’s directive.
The memorandum from President Trump to the secretary of Commerce requires two counts—the full census numbers and a second number that excludes illegal immigrants. Because Chief Justice John Roberts did some outrageous judicial gymnastics in an earlier case regarding a citizenship question on the census, the second count will rely on other agencies’ administrative records. That information was collected under an Executive Order issued following the decision on the census question.
The president’s reasoning for requesting that illegal immigrants be excluded from apportionment is clear:
Increasing congressional representation based on the presence of aliens who are not in a lawful immigration status would also create perverse incentives encouraging violations of Federal law. States adopting policies that encourage illegal aliens to enter this country and that hobble Federal efforts to enforce the immigration laws passed by the Congress should not be rewarded with greater representation in the House of Representatives.
In the memorandum, the president noted that a single state (which he did not identify) is estimated to be the home to more than 2.2 million illegal immigrants. Current congressional districts in that state each have about 700,000 residents, so the illegal population would apportion approximately three additional seats. The president points out that this is not consistent with the principles of representative democracy. Providing political influence based on the presence of non-citizens reduces the representation of citizens and legal residents.
The plaintiffs alleged that the exclusion of illegal immigrants from the apportionment would impact federal funding. SCOTUS did not find that this conclusion could be made and determined there was no actual controversy and said it was not a dispute that could be resolved through the judicial process.
California attorney general, and candidate for HHS Secretary under Joe Biden, Xavier Becerra, is unhappy with the ruling. California is a sanctuary state—and likely the state singled out by President Trump in the memorandum. While there has been speculation that California would lose one seat due to unprecedented outmigration from the state’s failed urban centers, it now has the potential to lose three.
In a statement, Becerra said:
A complete, accurate census is about ensuring all our voices are heard and that our states get their share of resources to protect the health and well-being of all of our communities. We remain committed to the core principle that everyone counts. Here in California, we’ll continue to stand up for each and every person who calls our state home.
The memorandum explicitly states that it does not apply to functions of the director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals. It is narrowly construed to address only the apportionment of seats in the House of Representatives. It would appear Becerra’s premise is moot.
However, it would be nice to insert a bit of federalism here. California voters elect the leaders that implement the policies to encourage illegal immigrants to reside in the state. One could assert that voters in other states that do not have sanctuary policies are under no obligation to provide resources for the decisions of California voters. Sometimes paying for bad decisions helps people make better ones.

Dan Blumenthal, a former official of the George W. Bush Administration, now directs Asia policy at the American Enterprise Institute, and his new book offers a horrible example of why we are losing the great civilizational war to China.
I review it today at the Law and Liberty site, one of the great sources of conservative analysis and opinion.
My summary: “American policymakers believe that China is fragile, and that external pressures will crack the regime and mitigate China’s challenge to American strategic dominance. Cutting off access to technology, hectoring allies to exclude Chinese tech companies from communications infrastructure, encirclement through the ‘Quad’ alliance of the US, Japan, India, and Australia, sanctions over the treatment of Hong Kong or Xinjiang, and so forth will weaken or even collapse the Communist regime, according to the Washington consensus. Dan Blumenthal, the director of Asian Studies at the American Enterprise Institute, presents the consensus view in a new book that illustrates by negative example how utterly wrongheaded the consensus has been.”
The real howler in Blumenthal’s account is his conclusion–written when the volume went to press in late April–that COVID-19 will flatten the Chinese economy and maybe even bring down the regime. China (and all of East Asia, including Taiwan and South Korea) crushed the pandemic, and the Chinese economy will grow this year while all the other big economies shrink. Blumenthal was so convinced about China’s imminent collapse that he mistook the headlamp of the oncoming express for the light at the end of the tunnel.
My conclusion: “We remain in a national state of denial over the magnitude of China’s challenge to us, and Blumenthal’s error-ridden account shows how hard it is to sustain this self-consoling fiction in the face of massive evidence to the contrary. It is high time to focus on what China does right rather than what it does wrong—and undertake to do it better.

This is a failure-prone civilization we cannot fix no matter how hard we try. Dolphin Swarm Algorithm
Designing a new algorithm to seek better solutions for optimization problems is becoming increasingly essential. Dolphins have many noteworthy biological characteristics and living habits such as echolocation, information exchanges, cooperation, and division of labor.
Combining these biological characteristics and living habits with swarm intelligence and bringing them into optimization problems, we propose a brand new algorithm named the ‘dolphin swarm algorithm’ in this paper.
We also provide the definitions of the algorithm and specific descriptions of the four pivotal phases in the algorithm, which are the search phase, call phase, reception phase, and predation phase.
Ten benchmark functions with different properties are tested using the dolphin swarm algorithm, particle swarm optimization, genetic algorithm, and artificial bee colony algorithm. The convergence rates and benchmark function results of these four algorithms are compared to testify the effect of the dolphin swarm algorithm. The results show that in most cases, the dolphin swarm algorithm performs better.
The dolphin swarm algorithm possesses some great features, such as first-slow-then-fast convergence, periodic convergence, local-optimum-free, and no specific demand on benchmark functions. Moreover, the dolphin swarm algorithm is particularly appropriate to optimization problems, with more calls of fitness functions and fewer individuals.
