A former Federal Reserve employee admitted to illegally taking documents, including bank stress test data, after deciding to leave the board, U.S. prosecutors said Friday.

Venkatesh Rao, 67, pleaded guilty in federal court in Maryland on Thursday to a single charge of theft of government property. In 2019, Rao entered the Federal Reserve building in Washington over several weekends and printed more than 50 restricted documents, which contained information used by the board to conduct stress tests. Rao, who at the time was voluntarily separating from the board after receiving a poor performance evaluation, took the documents to his home in Bethesda, Maryland, according to a plea agreement. Court records don’t explain what Rao intended to do with the information or whether any of that data was given to anyone outside of the government. Rao, who’s scheduled to be sentenced in May, faces as much as a year in prison. A lawyer for Rao didn’t immediately respond to an email seeking comment.

The priest who presided over Joe Biden’s inauguration mass is now under investigation in California for “inappropriate behavior.”

According to a statement from Santa Clara University, where Father Kevin O’Brien is the president, he “exhibited behaviors in adult settings, consisting primarily of conversations, which may be inconsistent with established Jesuit protocols and boundaries.”

The statement did not elaborate on what those conversations entailed or what the allegations against him are.

12:31 a.m. The U.S. House of Representatives approves legislation that condemns the coup in Myanmar and the detention of civilian leaders by a 398-14 vote.

The bill calls for the released of detainees and the return of poser to the elected government.

COVID-19 disproportionately affects men compared with women, raising the possibility that a hormone like progesterone may improve clinical outcomes for certain hospitalized men with the disease. New research from Cedars-Sinai published online in the journal Chest supports this hypothesis.

The pilot clinical trial, involving 40 men, is believed to be the first published study to use progesterone to treat male COVID-19 patients whose lung functions have been compromised by the coronavirus. While the findings are promising, larger clinical trials are needed to establish the potential of this experimental therapy, the investigators said.

The study was prompted by multiple reports that men are at higher risk of mortality and severe illness from COVID-19 than are women, according to Sara Ghandehari, MD, director of Pulmonary Rehabilitation in the Women’s Guild Lung Institute at Cedars-Sinai and principal investigator for the trial….

Results:

The study showed that, compared with the control group, patients in the group treated with progesterone scored a median 1.5 points higher on a standard seven-point scale of clinical status after seven days. The scale ranged from a high of 7 ("not hospitalized, no limitations on activities") to 1 ("death").

Study Limitations:

A federal judge on Thursday agreed with Ghislaine Maxwell’s request to keep certain details in the criminal case against her secret — finding that information would be too “sensational and impure” to reveal to the public.

US District Judge Alison J. Nathan issued a ruling on redactions that Maxwell had asked for regarding transcripts the government filed under seal last month.

“Those portions of the transcript, which were redacted in the civil matter, concern privacy interests and their disclosure would merely serve to cater to a ‘craving for that which is sensational and impure,’” Nathan wrote in the order.

The regulator also fined the company for so-called “wash trades” in Litecoin and bitcoin by a former Coinbase employee on GDAX, it said in a statement.

The settlement comes ahead of a planned stock market listing for the world’s largest cryptocurrency exchange which is valued at around $68 billion based on private market transactions, the company said on Wednesday.

GDAX disclosed that Coinbase was trading on GDAX but failed to disclose it was operating more than one trading program and through multiple accounts, the CFTC said.

Coinbase subsequently included the information for these transactions on its website and provided that information to reporting services and exchanges, either directly or through access to its website.

“Transactional information of this type is used by market participants for price discovery … and potentially resulted in a perceived volume and level of liquidity of digital assets, including bitcoin, that was false, misleading, or inaccurate,” the CFTC said.

Biden administration wants the financial sector to face up to climate risk

The Commodity Futures Trading Commission aims to create a new Climate Risk Unit, joining initiatives at Treasury, the Securities and Exchange Commission, and the Federal Reserve.

A growing number of federal regulators are pushing corporate America to reckon with the cost of climate change, arguing that global warming poses significant peril not only to the environment but also to the U.S. economy.

On Wednesday, Rostin Behnam, the acting chairman of the Commodity Futures Trading Commission, announced that he is establishing a Climate Risk Unit to focus on the role of complex financial derivatives in understanding and pricing climate-related hazards. That follows a request on Monday by the Securities and Exchange Commission for public input on how to require companies to disclose “consistent, comparable, and reliable information on climate change” risks to investors.

The moves come as President Biden’s administration is pledging to slash greenhouse gas emissions and following the U.S. record for billion-dollar weather and climate disasters set in 2020. There were 22 extreme weather events last year — ranging from tropical cyclones to drought — that cost taxpayers, businesses, investors and homeowners a combined $95 billion, according to the federal government.

Intelligence Officials Believe China Meddled in 2020 Election to Damage Trump: Report

A report from the U.S. intelligence community suggests that a minority of intelligence officials believed that the Chinese Communist Party (CCP) did, in fact, attempt to hinder former President Donald Trump’s chances in the 2020 election, while reporting that the CCP did not “deploy interference efforts.”

A report from the National Intelligence Council (pdf) released March 10 stated that Russia sought to denigrate President Joe Biden and boost Trump during the 2020 election, and that China “did not deploy interference efforts and considered but did not deploy influence efforts intended to change the outcome of the U.S. presidential election,” adding: “We have high confidence in this judgment.”

The report further asserted that the CCP “sought stability in its relationship with the United States and did not view either election outcome as being advantageous enough for China to risk blowback if caught,” while intelligence officials suspected that “Beijing probably believed that its traditional influence tools, primarily targeted economic measures and lobbying key individuals and interest groups, would be sufficient to achieve its goal of shaping U.S. policy regardless of who won the election. We did not identify China attempting to interfere with election infrastructure or providing funding to any candidates or parties.”

But the report also indicated that some U.S. intelligence officials believe the CCP tried to undermine Trump.

“The National Intelligence Officer for Cyber assesses that China took at least some steps to undermine former President Trump’s reelection chances, primarily through social media and official public statements and media,” says the report in its minority view section. “The NIO agrees with the IC’s view that Beijing was primarily focused on countering anti-China policies, but assesses that some of Beijing’s influence efforts were intended to at least indirectly affect U.S. candidates, political processes, and voter preferences, meeting the definition for election influence used in this report. The NIO agrees that we have no information suggesting China tried to interfere with election processes. The NIO has moderate confidence in these judgments.”

The short paragraph is referring to the National Intelligence Officer (NIO) for Cyber Issues on the National Intelligence Council, which leads the U.S. intelligence community in its cyber analysis and analyzes challenges to elections.

And the assessment termed election influence as activities “intended to directly or indirectly affect an election” and deemed interference as “attempts to target the technical aspects of elections,” as noted by the Washington Examiner.

“We assess that Beijing’s risk calculus against influencing the election was informed by China’s preference for stability in the bilateral relationship, their probable judgment that attempting to influence the election could do lasting damage to U.S.-China ties, and belief that the election of either candidate would present opportunities and challenges for China,” the majority view stated.

Last year, then-Director of National Intelligence John Ratcliffe said that China meddled in the 2020 federal elections, and further alleged that intelligence about China’s election interference was suppressed by management at the CIA, which pressured analysts to withdraw their support for the view.

Also this week, the Department of Justice, including the FBI, and the Department of Homeland Security and its cybersecurity agency said in a joint report that they “have no evidence that any foreign government-affiliated actor” such as Russia, China, or Iran “prevented voting, changed votes, or disrupted the ability to tally votes or to transmit election results in a timely manner, altered any technical aspect of the voting process, or otherwise compromised the integrity of voter registration information of any ballots cast during 2020 federal elections.”

Ratcliffe, meanwhile, said at the time that he supports “the stated minority view—based on all available sources of intelligence, with definitions consistently applied, and reached independent of political considerations or undue pressure—that the People’s Republic of China sought to influence the 2020 U.S. federal elections.”

Since being freed from Iranian detention, Xiyue Wang has been unrelenting in his criticism of the authoritarian country—and some American elites’ attempt at rapprochement.

On December 7, 2019, an American graduate student named Xiyue Wang was freed after 40 months in an Iranian prison. His captors roused him in his cell early that morning and put him on a plane to Zurich. The Swiss had offered to mediate a trade for Masoud Soleimani, an Iranian scientist arrested by the United States for violating sanctions against Iran. At the airport, the Iranian ambassador to Switzerland exchanged a few words with Wang in Persian and told him, “Well, at least you learned Persian in prison.” Wang, who considers his treatment by the Iranians to have been torture, was unsmiling. The ambassador then turned to address the Swiss and objected to Soleimani’s arrest. Wang was meant to keep silent, but instead asserted his right of reply, unexpectedly, in French. “Excuse me,” he said, acidly. “But I did nothing wrong. I went to Iran to do research with the permission of the Foreign Ministry, but Iranian intelligence arrested me and forced me into confessing that I was a spy.” The Iranian ambassador was taken aback. “It seems Mr. Wang has not only learned Persian in prison,” a Swiss diplomat observed, “but French as well.”

Since then, Wang has persisted in his refusal to shut up. Long-term hostages who make it home physically intact tend to follow one of two models. The first is to try to pick up life where it stopped—to go back to family (Wang is married and has a son, whom he did not see from ages 3 to 6) and try to keep the ordeal from defining you. The other is to throw oneself into the identity of an ex-hostage, and speak loudly about lessons learned and knowledge gained. Now back in the United States, Wang has reunited with his family and resumed his doctoral studies at Princeton, but otherwise he has chosen the latter path. On Twitter, he is almost compulsively responsive to potential shifts in Iran policy. Because Iran and the United States have had no diplomatic relations for more than 40 years, virtually no Americans—including those working on Iran policy in the U.S. government—have significant experience in the country. Whenever there is a hint of a change in President Joe Biden’s policy or personnel working on Iran, one can rely on Wang to give his view, confidently but rarely stridently, informed by 40 months of involuntary fieldwork.

The Biden administration has signaled a willingness to unfreeze relations with Iran—to revisit the Obama-era nuclear deal, which the Trump administration halted. Wang used to think rapprochement was a good idea, and he even told his Iranian interrogators so. They accused him of trying to subvert the Iranian government from within. “I was fucking stupid,” Wang told me. “Unbelievably stupid. If I could go back, I would slap myself.” He now argues that the United States should patiently inflict pain on the Iranian government militarily and economically. “The Iranian regime is stalling for leverage,” he said. Once it is weakened and beggared, negotiation can begin.

Wang is an unusual man. Born in Beijing, he came to the United States at the age of 20 and naturalized in 2009. He studied South Asia as an undergraduate at the University of Washington and learned Hindi living in India. He studied Central Asia in graduate school at Harvard; worked for the Red Cross in Kandahar, Afghanistan, for a year; and finally landed in a doctoral program in history at Princeton in 2013, with a Sovietist named Stephen Kotkin as his adviser. “Kotkin has a tendency to admit unconventional students” with knowledge of multiple languages and regions, Wang said. These students are dispatched “like guerrilla fighters” to work on historical topics that would escape the attention of historians who have only a single focus.

In 2015, Iran gave Wang a visa to study Persian at an institute in northern Tehran. In his application, he said, he included that he intended to do archival research during the trip, for a possible dissertation on nomads on Iran’s Turkmen frontier more than 100 years ago. Princeton, he said, wanted to engage with Iran, and supported the project. (“They gave me not a single piece of cautionary advice,” Wang told me. “No ‘Be cautious.’ No ‘Don’t do anything sensitive.’”) And at first, the archive was a candyland of historical treats. “I was very excited,” he said. “I worked basically seven days a week” in the national archive when it was open. Many of the Persian documents were written in a “broken” (shekasteh) hand, notoriously difficult to read. He paid to have some photocopied for decipherment later.

In July, after four months in the country, Wang’s phone rang, and a man summoned him to a police station and instructed him to bring his passport. “The first question they asked me was ‘Are you Chinese?’” Wang said. He replied that he was American. “At that moment, they knew they could arrest me.” (The Chinese have relations with Iran, and to seize one of their citizens would disrupt that relationship.) He was allowed to leave the station, but the authorities kept his passport, and within days he was taken into custody for good, now at the notorious Evin Prison.

Forty months as a hostage was ample time for Wang to revise his opinion of the Iranian government. He was blindfolded, restrained, and physically abused. An interrogator yelled in his face, wafting oniony breath at him and ordering him to stand and sit in specific positions, as if he were a performing animal. “Think of your wife and son,” the man commanded Wang. “You will never see them again.” He was accused of stealing documents. In fact, he had made photocopies of publicly available archival records. The interrogation process, he said, left him feeling humiliated and broken down. “It made no sense to resist,” Wang told me. In the end, he figured that if he confessed, he would be betraying only himself. With no alternative, he was coerced into signing a statement that read, simply, “I am an American spy.” He was sentenced to 10 years. “I felt such a stigma. It was like I was raped.”

His captors’ complete indifference to his actual guilt or innocence rapidly revealed itself. They told him, matter-of-factly, that he was being kept solely for purposes of exchange. The regime that held him, Wang came to feel, had no intention of altering its behavior if the United States made concessions: This was its true self, and not the product of American aggression. He said he once thought that the dreadful state of Iran was “all because of something we did wrong to them,” and that a thawing of ties would empower Iranian moderates. But that view relied on what he called a “mirage” of moderation within the Iranian government. “I slowly saw: They don’t want to be our friends. They don’t want to reconcile.” In prison he watched a great deal of state propaganda. “They say it clearly,” he told me. “They want us as an enemy, because that is the reason for their existence.” To hope that Iran will stop behaving like an enemy is to hope that it will suddenly decide not to exist anymore.

Unlike many American hostages, Wang was allowed to mix with the general inmate population, a motley bunch of political prisoners and financial criminals whose stories he learned in detail. (One of them spoke French, and taught Wang well enough for him to berate the Iranian ambassador in Zurich.) To Wang’s surprise, he found that activities he thought the regime would appreciate—pursuing business and cultural ties with foreign countries, the kind of thing that his own university encouraged by sending him to Iran—often landed people in prison. The Iranian regime “needs people outside Iran to press progressive politicians for lifting of sanctions,” Wang said. But if you are in Iran and call for greater engagement, you are a threat to a regime based on its enmity with America, and you end up in a cell in Evin. “They ruthlessly suppress people who do that in Iran. And if you are arrested with them, you will realize there are so many Iranians [imprisoned] because they engage with the West.”

The Trump administration finally arranged a trade for Wang, and then–Secretary of State Mike Pompeo met with him upon his release. Freedom, however, has been difficult. Princeton, Wang said, has been unsympathetic: He said he was informed that even though his host country had torpedoed his research project and imprisoned him for more than three years, he would still have to fulfill his grad-student responsibilities roughly on schedule. And, he said, the university’s [Princeton] Iran-focused faculty, who include a former Iranian government official and an Iranian cleric, have shown zero interest in his experience and haven’t invited him to speak about it.

Upon return to Princeton, a faculty member greeted him on the street and said he was sorry about what had happened. Wang appreciated the sentiment, but not what followed. The [Princeton] professor attributed the ordeal to the Trump administration and to American spies’ infiltration of the Iranian state. Wang, he implied, had been mistaken for one. “I was arrested three months before Trump was elected,” Wang told me. “And I was told I was a hostage—that they knew I did nothing against Iran, and that I was nothing but a pawn.” He was galled. “This is what they believe at my own university! What are they teaching their students? The facts just don’t matter.”

Iran-friendly academics, including those who encouraged him to go to Iran, were wrong. “Their theory was tested. I tested it,” Wang lamented. “It was wrong in practice. Why do you still stick to it?”

“I’m still psychologically struggling,” he said. The struggle is perceptible in his voice. Iran has let him go, but he will not let Iran go—and the sense that Iran might, in a Biden administration, be rewarded rather than punished for its serial kidnapping of innocent Americans, Iranians, and others, leaves him seething. “The homecoming has been deeply traumatic,” he told me.

“Forty months,” he continued. “That’s a lot of time to think about things.” He reflected on his months in prison but also on his months as a free man in Tehran, when he spent more time among Iranians than nearly any other American who is not a dual national. During that period, he said he met no regime supporters. “But to my surprise, when I came back to the United States, there were many sympathizers with the regime,” he said. These were in some cases people who disliked America—“people who thought because Iran is anti-American, there must be some redeemability there,” Wang told me. “Can you imagine how furious this makes me, every single day?”

Iceland Volcano Erupts After Thousands Of Earthquakes

While a powerful 7.0 magnitude earthquake struck off the coast of Ishinomaki, Japan, a city located just 65 miles from Fukushima, on Saturday, there was a more notable volcanic eruption in southwestern Iceland near the capital Reykjavik on Friday night.

In recent weeks, we published two notes (see: here & here) informing readers about the more than 34,000 quakes that have been recorded on the Reykjanes Peninsula in recent weeks. On Mar. 4, we wrote: such "quake activity has previously preceded volcanic eruptions." By Mar. 14, the quakes worsened as the country was put on "high alert" for the next volcanic eruption.

About five days from our latest note and tens of thousands of quakes later, the first volcanic eruption in the Reykjavik Peninsula in 800 years was recorded on Friday night. Here's a video of the eruption:

The Icelandic Meteorological Office said the eruption began in Fagradalsfjall around 20:45 GM, about 25 miles from the capital Reykjavik.

"Volcanic eruption has begun in Fagradalsfjall," the meteorological office (IMO) tweeted Friday night, referring to a mountain located south-west of the capital.

Magnitude 7.0 earthquake shakes Japan, triggers tsunami concerns

Daily activities across portions of Japan were disrupted late Saturday afternoon when a significant earthquake shook the country and triggered tsunami concerns.

According to the United States Geological Survey (USGS), a magnitude 7.0 earthquake occurred at 6:09 p.m., local time. The USGS pinpointed the epicenter of the quake to be located 16.7 miles (27 km) east of Ishinomaki, Japan, at a depth of 33.5 miles (54 km).

When the earthquake first occurred, the initial USGS report had placed the magnitude of the quake at a 7.2, but that magnitude was quickly adjusted to 7.0.

A tsunami advisory was in effect for portions of coastal Japan Saturday evening, local time, according to the Japan Meteorological Agency (JMA). The entire coastline of the Miyagi Prefecture, the area closest to the epicenter of the quake, was alerted to the possibility of a tsunami wave of up to 3.28 feet (1 meter). These tsunami advisories were cancelled by the JMA shortly before 8 p.m., local time.

Evacuation orders that were in place for the Miyagi Prefecture were also lifted with the cancellation of the tsunami advisory.

The National Weather Service's Tsunami Warning System indicated that a Pacific-wide tsunami was not expected and that there were no immediate threats to Guam, Rotam, Tinian, Saipan, Hawaii or the Pacific coast of the United States.

Shaking as a result of the earthquake was felt in the capitol city of Tokyo by 6:10 p.m., local time. Due to the quake, operations of the Tokaido Shinkansen rail network were suspended in Tokyo for a time on Saturday.

Operations at the Onagawa nuclear power plant were also suspended for a time while Tohoku Electric checked the plant for any irregularities following the quake.

Around 8 p.m., local time, Japan's Nuclear Regulation Authority reported that no abnormalities were found at the power plants across the region.

At least one injury has been attributed to the earthquake. One person was injured in Ishinomaki City in the Miyagi Prefecture, according to a report from the local fire department. Partial power outages were reported across the Miyagi Prefecture.

This earthquake comes just days after the 10-year anniversary of the infamous March 11, 2011 Japan earthquake and tsunami disaster. This 2011 quake, also known as the Great Sendai Earthquake or Great Tōhoku Earthquake, caused widespread damage to Japan and initiated a series of devastating tsunami waves. This quake also led to the nuclear disaster at the Fukushima Daiichi Power Plant.

An earthquake very similar in magnitude and location to Saturday's quake occurred in February of this year. According to a spokesperson from the Japan Meteorological Agency, that February 2021 quake was considered to be an aftershock of the March 11, 2011 earthquake.

China Reshuffles Central Bank’s Monetary Policy Committee

China has made changes to its central bank’s monetary policy committee, according to a government statement released on Saturday.

China’s State Council approved Cai Fang and Wang Yiming to sit on the monetary policy committee of the People’s Bank of China, while Liu Wei and Ma Jun will leave the committee, according to the statement. Liu Shijin will continue to serve as a member.

The People’s Bank of China will maintain a “neutral” monetary policy stance, which is “neither tight or loose” in the near term, the China Securities Journal said in front-page commentary in February. A shift to tighter monetary policy would depend on a change in economic fundamentals, it said.

Federal Judge Pens Scathing Takedown Of Mainstream Media

A federal judge has just said what so many of us have been saying for decades about the mainstream media, and he has called on the Supreme Court to intervene.

The comment came in a decision rendered in an obscure libel case but its reverberations could be felt all the way to the nation’s highest court, Fox News reported.

A federal appeals court judge has offered a blistering dissent in an obscure libel case that takes the measure of the mainstream media’s bias.

The case centers on a 2018 report from Global Witness Publishing that accused Liberian government officials Christiana Tah and Randolph McClain of accepting bribes from Exxon. Tah and McClain sued Global Witness alleging defamation and their claims were dismissed in Friday’s ruling.

However, in the course of his partial dissent, D.C. Circuit Court Judge Laurence Silberman went on an unprecedented written tirade against the press, in which he argued that the Supreme Court should revisit the landmark 1964 New York Times v. Sullivan ruling that granted the media broad First Amendment protections from being sued by public officials.….

“Although the bias against the Republican Party—not just controversial individuals—is rather shocking today, this is not new; it is a long-term, secular trend going back at least to the ’70s,” he said. “Two of the three most influential papers (at least historically),The New York Times and The Washington Post,are virtually Democratic Party broadsheets.
