Not him, but I think I know what he means. You tend to draw faces too flat on the front of the head. You're not allowing for the depth of the features or the asymmetry of the eyes when viewed in perspective, which is why the problem alleviates when you draw straight-on. Compare my redlines to where you placed the nose.
Also: I can't tell your whole process just from the construction/sketch & finished snapshots, but you might try getting the facial features refined on a bare head before adding hair, etc. It's real easy to screw up facial feature placement and size when other cranial landmarks are covered. I pencil in ears and hairlines even if they're going to be covered in the final.

It's better, man. I still think you're making the face too small on the head. (and the head too small on the body, but that might come down to style and preference.) One thing is you start out with the far eye circle going right off the side of the head. Almost looks like a pair of glasses instead of sockets for eyes. Try to get your foundation circles "inside" the sphere of the skull.
Also try cutting back on the demarcation of internal contours on your anatomy, at least until your linework gets more refined. Girls are smooth and don't look good with a lot of extra lines on them.

the torso's too big and the waste is too long and the hips should be wider but it's covered by the skirt so that might be the problem.
Hands and knee are messed up and the the feet are too small too.
The skirt is a bit weird too and probably could of used more reference.

I didn't draw that, anon. I tried to fix the hands. They're not perfect, but I think they're an improvement. I really tried with the left hand but got bored and completely half-assed the right hand by mirroring the left.

I'd argue anatomy is a big part of it, it's not something you notice, but it still makes it look unnatural and therefore bad.
Besides that there's line control, with chicken scratch and lack of regard for placement. The forearm armor, for example, both have the same line thickness on the right side, despite one being farther away.
Also, a bit of shading might make it look better but I don't know if that's it.
Try studying neck anatomy and remaking the neck, then trace over the drawing and pay attention to your lines, it should look better. If that still doesn't fix it then try shading, that might be it.

IIRC a rule of thumb regarding the neck is that it's another "third" like how the top of the head of the brow is a third, the brow to the base of the nasal cavity is a third, and then the bottom of the jaw is another third. At least from the front! In the back the neck inserts into the skull at about eye level, I think.
