公安部第三研究所展示的一款工具声称可以监控Telegram，这是一款以隐私和安全著称的广泛使用的即时通讯应用。该工具可监控使用中国手机号码注册的Telegram账号，中国手机号码实行实名制。

据这个研究所介绍，工具目前已收集超300亿条消息，监控了7000万个Telegram账号以及39万个公开频道和群组。

研究所的一段宣传视频，展示了如何通过入侵的中国手机号码登录Telegram监控群聊中的毒品交易。

研究所还表示，Telegram上涉及政治和香港话题的消息也在监控之列。研究所称，开发这一工具的原因之一是2019年香港反政府抗议者广泛使用Telegram。

在中国大陆，网络用户需使用VPN才能访问Telegram和境外多数媒体，但来自东部城市南京的一家科技公司展示了一种可侦测此类行为的工具。
