It may be easier to accomplish on gnunet, btw. I've read through the documentation, and it's up to the usual good-ish gnu standard, and it already has a filesharing implementation, and it's an anonymous network like I2P or TOR.
Pretty much all you'd have to do is write a CLI/GUI and you'd be good to go.
