It's supposed to be decent, I've never personally played it, but my old teacher thought it was neat.
The big selling point was that intrigue was a different type of 'combat', which tied into your backstory, title, standing, etc.
From what I can remember, it also had a really high level of lethality in actual combat.

In highschool I played a DnD 3.5 setting where we used a town government homebrew add on. Essentially we were all elders on the council of elders.
It went ok, we decided what businesses could open in town, what land could be built or farmed on, settled high profile sales, and each had a side project or business we were looking after. My druid sold walking sticks to the people going up the mountain and was involved in the smuggling of a cocaine like halucinagen that a local cult believed could let you speak to gods.
The amount of time everyone spent doing backroom deals and or murderhoboing others varried from person to person. I dabbled in the odd scheme or plot, but then again it was this campaign that I killed a man by forcing a potato into his throat in a fit of indignant rage.

I've played a bit of a Song of Ice and Fire before, though the campaign fell through after a few sessions. It's a good system and the intrigue combat is really cool, but it is a system that is very easy to minmax. Our party of three had two godlike fighters and one member who was pretty well unbeatable at intrigue, even though it was our first times touching the system.
Basically so long as the players are kept in line at character creation it's a good system.

I am currently planning a WFRPG campaign where my players end up in the Border Prices.
I plan to have them working in an area where a local lord is trying to establish his minor kingdom. They'll start with a bit of murder hobo, but ideally I want to see them get involved in the complex politics and intrigue of the area.
How they approach it will be pretty sandbox-ish, if they want to stay murder hobo that's fine, but I'm going to have their constant questing basically cause other lords to get nervous about their party, so even if they're not thinking about politics, they will be affected by it regardless.
If they want to try usurping a lord or something I plan to let them. If they want to help build up a lord's holding, I'll let them. But I always want the political element in the background, gnawing at them.
That's the goal anyway, who know how it'll work out though.

My group has never really matured beyond the Murder Hobos angle, so unfortunately I have never gotten a chance to play any form of kingmaker\ruling sort of game in any system.
On this note I have noticed Ars Magica can sort of scratch that itch, what with managing your base which is more of a commune and various house relations so that could scratch the itch while allowing people to still murderhobo as aggressive companions and grogs.

I've played Games of Thrones RPG once. We were the ruling family of a small noble house in the vale. The campaign was light on the politics, mostly we were doing more usual adventuring stuff in order to bring stability/protect our house. I think the GM was trying to introduce more politicking gradually, but the campaign ended abruptly.
My recommendation would be to start small, and gradually immerse the players and their characters in politics, at least if the players don't have any idea what to do in the beginning. For example, here's your house. Then a threat appears, like bandits on the road leading to your city. The players characters go beat them up. Maybe they uncover the bandits had a mysterious benefactor... It eventually turns out to be a lord from another house. You have to come up with important factions and people and their motivations. Also the PCs should have clear motivations what they want to accomplish, as it would encourage them attempt to play the game of thrones.

People complained about her burning the city, because "waah they ruined her" but I think her burning the city was stupid on the writers' parts specifically because it was so unneccessary and tried to cast earlier Daenerys in a good light. If you look back over the previous seasons she spent most of the show giving off a psychotic vibe, and does all sorts of shit that makes normal people go "what the fuck" such as crucifying people based on their social class or burning POWs alive because they refused to kneel to her. Daenerys was already a psycho bitch and they didn't need her to burn down a city to convey that. They could have just had the characters around her react believably when she did all the shit in earlier seasons instead of this weird shit where they seem not to mentally process what happened.
Of course, Season 8 was a massive rushed shitshow of obviously cut and slapped together out of sequence scenes, but I think the writers' fundamental misunderstanding of "how to human" was the real problem, because characters like Jorah, Tyrion, and Varys should already have been horrified by Daenerys much, much earlier in the show.

Not all armies did so. Mongols did, sure, but that was a deliberate intimidation tactic to make sure other cities gave up without a fight. Romans did it to Carthage but, again, this was a deliberate and planned act of destruction.
The issue is that cities and the infrastructure therein are difficult and expensive to rebuild, and if you're the one conquering you don't want to spend money and effort having to rebuild what you just destroyed, especially after a costly campaign/siege - so the burning and destruction of cities was a rare occurrence.

It's wrong for the simple reason they have no agency in any of it. They didn't vote Cersei or her spawn into power, they didn't choose to start a war, and it's made very obvious they do not approve of Cersei and her rule.
Hell, if Dany wanted to make a point she could have just destroyed the Red Keep, instead she went on a deliberate rampage throughout the city killing indiscriminately. Even if you could make the dumb argument that the adult populace shares enough blame to get killed for it, what have the children done to deserve getting roasted to death?
Everyone with a brain agreed that Dany makes for a shit ruler even before she came to Westeros. The last season just made it abundantly clear for women and leftists that lack the necessary IQ to realize this by beating them over the head with it.

They could open the gates of the city, even if that was just to run away or surrender. She could hole herself in the Red Keep even if you can't access it by any way, but if that's not the most impractical city in the whole 7 kingdoms there should be at least 4 or 5 peasants for every soldier. But even if they truly are poor victims they still had to go just to make a point and make an example. The Targaryen might be incestuous cracy monsters, but they knew how to make 7 kingdoms to submit just with a few dragons and an army to operate logistics.
If the series was well written probably the peasants wouldn't be burned down. For fuck's sake, they wouldn't even be on the streets.
And on the psycological point, every single soldier opposing Kings Landing wanted them dead. Too many peasants and houses killed by Lanisters in the North and the castratti and the barbarians just knew what their bitch queen hated. Even if she had a moment of clarity because some retardness writting and had time to think rationally, what should she choose? Her soldiers or the peasants who will probably not be loyal to her and risk herself to be betrayed like Rob was?
And the peasants were degenerate fucks full of shit who couldn't get their shit together. Now they show children and "oh, poor children" yet did nothing when Joffrey started going Herodes on his own people.
