So after a bit of testing it turns out the issue is with Vocaroo, not my mic (for the most part). To me it sounds like it boosts the recording which causes distortion and probably has a poor bit rate too I'd imagine. So I went back re-recording the line in Audacity which let me take the white noise/hissing out (though I though about leaving it in since it lent it a nice "Announcement over the PA" feel).

Thus, he reached unto the surface to find those whom could share his burden and keep his company… that others might understand.
This is an old (centuries, not decades) Lord Inquisitor/Grandmaster speaking. He's still spry enough to fight and win, but age slows him down and naturally affects his voice. He is addressing an audience of those new to his profession. Deliver it with this in mind.

So, I've had an idea in my head for a bit. I'm running a campaign in which it is becoming increasingly likely that they're going to receive a phone call from a mafia kingpin eager to know why they're running around his city whacking his men. Now, I feel that while saying, "your phone goes off, it's Boss Mario" and then acting out the bosses side of the conversation is the standard, I'd like to try something a little different.

First off, EVERYBODY doesn't like their own voice starting out. Big part of doing this shit for fun is getting past that. You did pretty good on the line, too, but you have one big problem in that it's really quiet.
My suggestion is not using Vocaroo and getting Audacity. Not only because you get more options, but Vocaroo kind of crushes the audio a little , to the point that louder audios get completely lost in static. Not to mention, it helps when you can remove background noise and amplify the general sound.
Now, in case the guy i'm replying to wasn't interested in my bullshit, here's something to read for anybody interested.

Soundwise, apart from the shit-tier compression it's rather alright. It's all audible and clear.
Could use improvement:
I don't think you could quite catch the accent. You said the "feckin' "s and "yer"s, but the rest of the dialogue didn't seem to fit. Accents are tricky business, so sometimes you're probably better off just going with normal speech. You've got a perfect american accent, though, guessing from the other audio.
As for how you read it: the tone of moralizing/complaining is perfect, for the most part. It was missing a few moment of emphasis, though, which sometimes makes it go into a "spritited monotone". There's emotion, but it's all in a fairly stale consistent volume. Add a small growl or deepening of the voice to break it up.
Still, this is only my own opinion. You do you, I'm just a faggot on the internet.
Alright, now for another thing for people to try, maybe two people. I did a reading myself, and while I think I did a okay enough Otakon, I figure I have too much bitch in me to pull off Snake's voice.
I'd love to see what you people can do or at least try.

Wow, that was perfect. The voice and tone is exactly what I was hoping to hear. Just one suggestion, though, it was really obvious you were recording line by line, but when you're doing a long text like this you're better off cutting out the flubbings of any line from a full recording than doing them one by one. Sometimes the sound of the record key is heard or there's a slight change in how the last sentence ended and the next one begins that you can easily tell.
(I suspect that you did it here because ghoul voices are fucking hell on the throat, though.)
That way of speaking really took me back to how talking heads in fallout 1 and 2 spoke, though, so it's actually a boon in this recording.

Ok, you need to fix a couple of things if you want that to start sounding good. First off, take a little distance from your microphone, you're blasting air into it whenever you make a plosive noise. If you're using a headset (and i'm almost certain that you are) just tilt it up a tiny bit, so it's not right in front of your mouth.
Second: your mic is kind of awful, but you can fix it at least a little in Audacity if you apply noise reduction. Just record a bit of nothing, select it, and then go into "effects" and find "noise reduction". Once there, select "get noise profile". It'll isolate the buzzing sound and remove it to the best of its ability. Your quality is still going to be a bit static-y, but no buzz goes a long way.
Third, the performance itself: your accent is a little thick, but that isn't a dealbreaker by any means. What is kind of a problem is the flow of the sentences. You need to add a little more noise for some words, right now your sentences kind of flow together into a hard to follow mess.
But hey, sucking at something is the first step to being kinda good at something. Keep it up.
