What do you think of expressvpn? They're kinda big but I think they have proven resilient one time.
But I guess the highest level of security is always yielded through tor, using tor through a vpn might even be more unsafe than without one, depending on who runs the vpn. But I think a vpn is enough for standard imageboard browsing.

I use PiA for torrenting primarily, and it works well enough for that. I wouldn't trust them for much else. (Don't forget to add Nord onto the blacklist after their lack of response to a data center breach.)

My company uses ExpressVPN for a couple of the chink employees. It works well enough to bypass the Great Firewall, but I don't know how they are in regards to protecting privacy or anonymity of the users.

I'm pretty sure Mullvad is the highest-rated VPN there. They strike me as the safest bet mainly because they only bill people monthly, instead of having yearly options like other VPNs. (Imagine if you paid for three years of NordVPN to get the cheapest rate, only for them to get bought by a shady company months down the line…)

The story I've seen everywhere is that ExpressVPN provides the fastest speeds of any VPN. Also, their smartphone app lets you set specific apps to bypass the VPN, which could be convenient. They're probably the most expensive VPN out there, though.

All VPN services are a scam, period.
The only time where using a VPN makes sense is for their intended purpose, a Virtual Private Network.
When it comes to "hId1ng your tr1ff1c", there are much better alternatives, such as Tor.
The only thing it really isn't suitable for is torrenting, but even then, a seedbox is way better than a VPN service.
