If you let civilizations develop without interference chances are high that many will become aggressive and hungry for war and conquest. The thing about it is that while it has sci-fi elements, they're all in the background and don't affect anything. All the questions the franchise asks, and all its themes are about the "magic" (aka the Force and all that) and not the technology.
