She's a pretty stand out gal. Seriously though, she does seem to be quite different to Shirow's other main characters; she's clearly got the fiery, short temper and boisterous nature of many, but her more feminine side, the desire to be a princess, combined with her being a bit spoiled and all is quite unique. Also, while she did get a pretty rough treatment at the start of the manga (with her being used for the ritual, crushed, eaten, swallowed, seeing her dad die (even if he got better) and other nonsense), I don't think Leona or Deunan or even Motoko would, upon being given immense power, quickly go mad with it.
Of course this also is why Seska is such a fun character. I wish we had more of Shirow's thoughts on her and his creative choices.

Motoko can be hacked to become an obedient doll, but the other two can't be subdued so easily. Either way, no boozing for her.
Leona wouldn't even find a uniform small enough for her, and she'd have to end up working for security instead.
Deunan on the other hand is more docile and is used to thankless jobs, she'll fit in nicely.
