The only way this makes sense is if it's a bitmap, or if the image is encoded or encrypted, I forgot what that's called. I would be wary of downloading it since it is possible to create an executable that looks like an image file. If you want to mess with it I suggest using a virtual machine at least and check it out with Ghidra first, although it's much more likely that this guy is either crazy or trolling.
