This VC32a (an aircraft qualified to be Airforce 2) has been flying over airports at <2000ft. It first diverted out of it's way to fly over Walnut grove airport (north of DC), at about 2800ft. Then moved on towards Harrisburg International where it flew over the runway several times like it was attempting a landing but gave up. It then flew towards Youngstown Warren regional and is now circling in a landing pattern.
Windspeed in acceptable for landing at the first two airports, and air traffic is pretty light, there's no reason for a VC32 to be waived off somewhere else.
Could it be dropping cargo maybe?
