Indeed, with technology, the only acceptable use of software is for it to become and remain open source and readily accessible by all parties. No changes to source code shall happen before x time prior to elections, and that is enforceable via source control and automated deployment (which itself would need a watchful eye to prevent hacks from intel agencies).
Voting machines must be forcefully disconnected from the internet via NSA satellite software and other means until election is over. Election security is national security.
Paper ballots must be in unbreakable containers and under constant monitoring by all parties. The containers must be such that any opening of containers alert multiple agencies as well as all parties involved and the general public. There cannot be a bottleneck of info.
There must be a centralized standard for the ballots in federal elections. There must be a preservation of State powers over them as well. A transparent and mutual oversight must be established.
There must be uniquely identifiable ballots connected to specific voters for auditing purposes, and there must be printed receipts that voters receive upon voting that contain the ballot ID (GUID), voter ID, date and time, location, chain of custody info, and the selections made. There must not be any other record of this except for the ballots themselves, to prevent targeting of specific party voters.
Counting of votes must be performed in the presence of all parties, and the workers must be separate from the workers who worked on the election during the day when polls were open.
Audits must become tradition for elections going forward. Neither party should ever concede defeat again. It should be accepted that the election is not won until ballots are certified and audited and no other issues present themselves before the electoral college votes.
