Mexico's top immigration official said Monday the country will not order the militarization of the border with Guatemala as caravans of residents from Central American countries make their way north.
Interior Secretary Olga Sánchez Cordero said Mexico will regulate and provide security to migrants from Central America, El Universal newspaper reported.
She added that President Andrés Manuel López Obrador's government is "not repressive" and won't militarize its southern border "under any circumstances."

BALTIMORE MAYOR ON LEAVE FOLLOWING HER SELF-PUBLISHED KIDS’ BOOK FIASCO
Baltimore Mayor Catherine Pugh, who is embroiled in a fiasco involving her self-published kids’ book, announced she will take an indefinite leave of absence due to health problems.
“At this time, with the Mayor’s health deteriorating, she feels as though she is unable to fulfill her obligations as Mayor of Baltimore City,” Pugh’s office said in a press release Monday. “To that end, Mayor Pugh will be taking an indefinite leave of absence to recuperate from this serious illness.”
Pugh has been “battling pneumonia” for a few weeks, according to the statement.
The 69-year-old mayor came under fire since it was discovered she sold her book, “Healthy Holly: Exercising is Fun!” to the University of Maryland Medical System (UMMS) for $500,000 while on the system’s board. UMMS made five transactions between 2012 and 2018, according to The Baltimore Sun.
Republican Maryland Gov. Larry Hogan said he was worried about the $500,000 sale to a university-affiliated organization “because it has significant continuing ties with the State and receives very substantial public funding,” The Associated Press reported.
Pugh was a state Senate member and on the Senate Finance Committee that saw issues related to UMMS for most of the time the book deal existed, but she did not disclose the book’s earnings on ethics forms, reported the Sun.

On Monday, five justices of the Supreme Court authorized Missouri to torture a man to death. In the process, they appear to have overruled decades of Eighth Amendment precedents in a quest to let states impose barbaric punishments, including excruciating executions, on prisoners. The court’s conservative majority has converted a once-fringe view into the law of the land, imperiling dozens of decisions protecting the rights of death row inmates, as well as juvenile offenders. Its ruling signals the end of an Eighth Amendment jurisprudence governed by “civilized standards”—and the beginning of a new, brutal era in American capital punishment.
Russell Bucklew is a death row inmate in Missouri who suffers from a rare medical condition called cavernous hemangioma. Due to this disorder, his body is covered with tumors filled with blood vessels. Tumors in Bucklew’s neck and throat, his lips and uvula, which make it difficult for him to breathe. They are highly sensitive and frequently squirt blood. A medical expert, Dr. Joel Zivot, has testified that if Missouri administers a lethal injection to Bucklew, he will die a slow, agonizing death. His tumors will rupture and fill his mouth with blood, and he will suffocate to death in unbearable pain, choking and convulsing on the gurney as he dies.
To forestall this fate, Bucklew sought to block his execution by lethal injection, arguing that it would violate the Eighth Amendment’s bar against “cruel and unusual punishments.” Under two Supreme Court precedents, Baze v. Rees and Glossip v. Gross, an inmate challenging his method of execution must provide an “available alternative” that will cause less pain.
Bucklew asked to be killed with nitrogen gas so that he can die from “hypoxia,” a lack of oxygen, because his death from hypoxia would be faster than his death from lethal injection.
In Monday’s Bucklew v. Precythe, the court rejected his claim by a 5–4 vote. Justice Neil Gorsuch’s opinion for the court, however, does much more than condemn Bucklew to a harrowing demise. It also quietly overrules, or at least erodes, more than 60 years of precedents, including several written by Justice Anthony Kennedy. Gorsuch embraced a vision of the Eighth Amendment supported by Justices Clarence Thomas and Antonin Scalia that has consistently been rejected as dangerously extreme by a majority of the court.
Here is how Gorsuch does it. Baze and Glossip, he writes, declare that if a death row inmate seeks to avoid a certain method of execution, he must identify a different one that can be feasibly administered. That is true. But why does the Eighth Amendment prescribe such a test? In Baze and Glossip, the court explained that “because it is settled that capital punishment is constitutional,” there “must be” a constitutional “means of carrying it out.” “[B]ecause some risk of pain is inherent in any method of execution,” the court has held, “the Constitution does not require the avoidance of all risk of pain.” The court’s duty, then, is simply to ensure that states do not impose a risky method of execution when a less painful method is at their disposal.
In 2008’s Baze and 2015’s Glossip, Thomas and Scalia went further. In both cases, they argued that, as originally understood, the Eighth Amendment only prohibited states from intentionally making executions more painful than they had to be. As Thomas wrote in Baze, an execution only infringes upon the Constitution when “terror, pain, or disgrace” are “superadded.” So long as a state does not “superadd” pain to an execution, it has complied with the Eighth Amendment. Thomas’ theory would effectively shut down challenges to every method of execution unless an inmate had (impossible to obtain) evidence that the state was sadistically and gratuitously increasing the pain of his death.

A majority of the court did not adopt Thomas’ view in either case. And in Bucklew, Gorsuch writes that “revisiting that debate isn’t necessary here.” But he then does exactly that—and adopts Thomas’ interpretation of the Eighth Amendment, effectively overruling 60 years of precedent.
Gorsuch first provides a minitreatise on the methods of execution permissible when the Eighth Amendment was ratified, including a grisly description of hangings. (“The force of the drop could break the neck and sever the spinal cord, making death almost instantaneous. … More often it seems the prisoner would die from loss of blood flow to the brain, which could produce unconsciousness usually within seconds, or suffocation, which could take several minutes.”) He writes that hanging was permissible because it wasn’t “intended to be painful,” which is Thomas’ test, not the Baze/Glossip test.
Then Gorsuch purports to lay out the actual Baze/Glossip test—and, in the process, smuggles Thomas’ test into it. The justice writes that, under this standard, a prisoner must “show a feasible and readily implemented alternative method of execution” when “the question in dispute is whether the State’s chosen method of execution cruelly superadds pain to the death sentence.”
Pay attention to this language: According to Gorsuch, “the question in dispute” here is whether lethal injection “cruelly superadds pain” to Bucklew’s death. But that language does not come from Baze or Glossip. It comes from Thomas’ separate opinions, which were joined only by Scalia. With one neat trick, Gorsuch has transformed the “superadds pain” test from a minority viewpoint to binding Supreme Court precedent.
Why does this matter? Because since 1958, the Supreme Court has rejected an originalist interpretation of the Eighth Amendment—which would, after all, permit the hanging of children, among other ghastly punishments. Instead, the court has asked whether a punishment violates the “evolving standards of decency” of a “civilized society.” Baze and Glossip did not embrace this standard, but they did not reject it, either. After all, by forcing states to use the less painful of two execution methods, the court adopted a resolutely nonoriginalist view that the Eighth Amendment may require a more “civilized” death. In Bucklew, Gorsuch gutted that logic and replaced it with Thomas’ hard-line originalism.
To what end? First, Gorsuch rejected Bucklew’s claim, asserting that he failed to prove death by nitrogen would really be “feasible” or less painful. Second, Gorsuch cast doubt on a vast range of precedents built on the “evolving standards of decency” rule by substituting it for the “superadds pain” principle. For instance, Supreme Court rulings outlawing the execution of minors, the mentally disabled, and individuals who committed nonhomicidal crimes all rest on the “evolving standards of decency” rationale. So, too, do decisions that strictly limit the imposition of life without parole on juvenile offenders. Kennedy favored this test, which may be why he voted to block Missouri from executing Russell Bucklew in 2018. Now Justice Brett Kavanaugh has replaced Kennedy, and on Monday, he provided the fifth vote to let Missouri kill Bucklew—and tacitly repudiate his predecessor’s Eighth Amendment jurisprudence.
Criminal justice reformers must now wait for the other shoe to drop, to see how far Kavanaugh is willing to veer to the right. If the court pursues Gorsuch’s originalist path, then it must overturn Kennedy’s juvenile justice decisions and permit juvenile life without parole once again. It may do so as early as next year. The court could also allow the execution of minors, mentally disabled people, and those who committed crimes other than murder. So long as a state does not “superadd pain,” it can apparently get away with anything, even barbarous executions that don’t intentionally inflict unnecessary suffering. Welcome to our post-Kennedy death penalty jurisprudence, where legalized torture is back on the table.

Jager continued, “The marriage discussions dragged on and on,” but Obama exhibited “torment over this central issue of his life . . . race and identity,” the “resolution of his black identity was directly linked to his decision to pursue a political career.”
Garrow quotes a close mutual friend of the Jager and Obama remembering Obama saying, “the lines are very clearly drawn. . . . If I am going out with a white woman, I have no standing here.”
The Post writes, “And friends remember an awkward gathering at a summer house, where Obama and Jager engaged in a loud, messy fight on the subject for an entire afternoon. (‘That’s wrong! Johnstone: Leaked '401'-Page Mueller Report Proves Barr Lied, Collusion Theorists Vindicated

An unredacted copy of the Robert Mueller report has been leaked to theWashington Post, who published the full document on its website Monday.
The report contains many shocking revelations which prove that Attorney General William Barr deceived the world in his summary of its contents, as astute Trump-Russia collusion theorists have been claiming since it emerged.
For example, while Barr’s excerpted quote from the report may read like a seemingly unequivocal assertion, “[T]he investigation did not establish that members of the Trump Campaign conspired or coordinated with the Russian government in its election interference activities,” it turns out that the full sentence reads very differently:
“It is totally not the case that the investigation did not establish that members of the Trump Campaign conspired or coordinated with the Russian government in its election interference activities.”
The following sentence is even more damning: “It definitely did establish that that happened.”
The report goes on to list the evidence for numerous acts of direct conspiracy between Trump allies and the Russian government, including a detailed description of the footage from an obtained copy of the notorious “kompromat” video, in which Trump is seen paying Russian prostitutes to urinate on a bed once slept in by Barack and Michelle Obama, as well as other documents fully verifying the entire Christopher Steele dossier which was published by BuzzFeed in January 2017.
Other evidence listed in the report includes communication transcripts in which Russian President Vladimir Putin is seen ordering President Trump to bomb Syria, stage a coup in Venezuela, arm Ukraine, escalate against Russia in America’s Nuclear Posture Review, withdraw from the INF treaty and the Iran deal, undermine Russia’s fossil fuel interests in Germany, expand NATO, and maintain a large military presence near Russia’s border.
These things were done, according to Putin, in order to “keep things interesting.”
Mueller told reporters Monday morning that there would indeed be mass indictments of large numbers of Trump associates revealed in the near future, including Jared Kushner and Donald Trump, Jr, just as the diligent journalism of MSNBC and other respected news media outlets have been assuring. Mueller said the delay in the arrests, and the mountain of evidence which will surely lead to Trump’s impeachment, was due to the need to “cross a few ‘t’s and dot a few ‘i’s.”
When asked why he didn’t reveal to the public that Barr was misrepresenting the contents of his report, Mueller responded with a mischievous grin, “I didn’t want to spoil the surprise.” He then put on a pair of sunglasses and rode off on a motorcycle due east into the rising sun, while the smooth notes of a single saxophone resounded through the D.C. cityscape.
Needless to say, this completely vindicates the many alert reporters who rightly pointed out that Barr’s assertions about the Mueller report could be gravely dishonest, and that there was no way to know whether or not it had determined collusion between Trump and the Russian government. In a greater sense, it vindicates everyone who has spent the last three years focusing all public attention on the suspicion that the Kremlin could possibly have infiltrated the highest levels of the US government. In an even greater sense, it vindicates America, and it vindicates our very souls.
I feel a bit sheepish writing all this, because I’ve been a very vocal critic of the Russian collusion narrative from the very beginning. It turns out that by voicing skepticism and demanding evidence for a news story that dominated political discourse to the near exclusion of all else, I was actually assisting the Russian government in its war against democracy, truth, and justice.
Obviously I owe the world a very big apology. I’m sorry for calling the Russiagaters idiots, morons, drooling imbeciles, stupid, gullible sheep, foam-brained human livestock, tinfoil pussyhat-wearing delusional conspiracy theorists, demented cold war-enabling McCarthyite bootlickers, oafish slug-headed slime creatures, energy-sucking, CIA-coddling wastes of space and oxygen, and an embarrassment to the human species. For almost a decade, global central banks have been avid gold buyers. Gold purchases by central banks in 2018 rose 36 percent over the previous year. Central banks are now holding 366 tons of the yellow metal. These gold purchases are the largest since 1971 when President Nixon ceased the gold standard and the tie between the U.S. dollar and gold, which rapidly led to the devaluation of the U.S. dollar.
Not every central bank has followed this trend. Venezuela, which is in the midst of an economic collapse, sold 25 tons of gold in 2018 in an attempt to repay its debts. But Venezuela is an exception. Other central banks are eager to increase their gold reserves as a hedge against economic uncertainty. Gold ownership by central banks is at a 50-year high as global purchases have increased 75 percent over the past year.
1. United States
The Federal Reserve holds the largest amount of gold of any other central bank, 8,133.5 tons. This is 75.2 percent of its foreign reserves. The Federal Reserve has not been as active in the gold-buying spree as other countries in an effort to keep the dollar from devaluing.
2. Germany
Germany’s central bank has been busy repatriating 674 tons of gold from the Banque de France and the Federal Reserve Bank. During the Cold War, the country’s closeness to what was then Russia-controlled East Germany drove Germany to store its gold with other countries. Now, the Deutsche Bundesbank is calling its gold back home. This move is expected to be completed by 2020. Germany currently holds 3,370.0 tons of gold, which account of over 70 percent of its foreign reserves. Germany, which experienced hyperinflation in the 1930s which saw the Deutschmark become valueless, has learned its history lesson.
3. Italy
Italy plans on holding on to its 2,451.8 tons of gold. The Bank of Italy has stated that it considers gold a safe investment in times of economic turmoil and a safeguard against the volatility of the U.S. dollar. Gold represents 67.9 percent of Italy’s foreign reserves.
4. France
France has gradually ceased selling its gold reserves in an effort to hold on to the 2,436.0 tons of gold it currently has. This amounts to over 60 percent of the country’s foreign reserves. Marine Le Pen, leader of the National Front Party, has advocated for a freeze on the sale of gold, as well as repatriation of all of France’s gold currently being held by foreign countries.
5. Russia
The Russian Central Bank has been bullish on gold for six years. In 2017, it overtook China to become the fifth largest holder of gold reserves. Much of this is due to trade tensions between the U.S. and Russia. Two years ago, Russia purchased 224 tons of gold and sold off much of its U.S. Treasury debts. This move is seen as a defensive effort to weaken the U.S. dollar as the top global reserve currency. Currently, Russia holds 2,119.2 tons of gold in reserves. The Russian Central Bank is leading the way in gold purchases in its efforts to devalue the dollar.
Since the U.S. placed economic sanctions against Russian, its central bank has been accumulating gold as a safety net against having its assets frozen. In 2018, it purchased 8.8 million ounces of gold.
6. China
China, which currently holds 1,864.3 tons of gold in reserve, a low amount among the leading gold-holding countries, but there have been many reports that the country has left some of the gold purchases off its books. However. China is expanding its reserves slowly. It is also the leading producer of gold in the world.
Global central banks now hold the greatest share of the world’s gold, approximately 33,800 tons. Gold has been a critical diversification tool, a safety hedge against inflation, or as collateral for loans.
Central banks in Austria and Switzerland have also indicated that they consider gold an essential reserve against future emergencies. The Polish central bank expressed the fact that their gold reserves allow diversification and greater independence and less reliance on the financial stability of other countries.
Sweden, Greece, and Portugal have expressed the same sentiments. Gold is a haven of safety during economic turndowns.
The world’s central banks are counting on the power of gold to help them through bad economic times. Is this something investors should be thinking about, as well? The current economic growth experienced around the globe is expected to come to an end, as all economic upswings do. Some economists are predicting a recession by 2020. In the event of such an occurrence, investors should be position by having a proven hedge during bearing times.

Case Facts:
Russell Bucklew apparently did not want to live apart from Stephanie Ray. The two had lived together in Cape Girardeau County until Ray decided to break up with Bucklew on Valentine’s Day, 1996. Bucklew left their mobile home and went to live with his parents.
On March 6, Bucklew returned to the trailer he had shared with Ray, found Michael Sanders, the victim in this case, there, concluded that Sanders and Ray were romantically involved, put a knife to Sanders’s throat and threatened to kill Sanders if Sanders ever came back to Ray’s trailer.
Later that same evening, Bucklew returned to the trailer, found Ray alone, threatened her with a knife, cut her jaw, and punched her in the face before leaving. Ray reported all of this to the police.
Bucklew called Ray at work the following day, March 7. He threatened her again and promised to kill her, Sanders, and her children if he saw her with Sanders again. Ray moved in with Sanders, fearing to return to her own home.
Sometime during the night of March 20-21, Bucklew stole his nephew’s car, two of his brother’s pistols, two sets of his brother’s handcuffs, and a roll of duct tape. He left a note asking his family not to report his theft to the police.
By the afternoon of March 21, Bucklew began surreptitiously following Ray as she left work and ran errands, ultimately discovering where she lived by following her to Sanders trailer.
Bucklew waited for some period of time before he knocked on Sander’s trailer door. One of Sander’s children opened the door. Sanders saw Bucklew through the window, escorted the children to a back bedroom and grabbed a shotgun. Bucklew entered the trailer with a pistol in each hand.
Sanders came into the hallway carrying a shotgun. Bucklew yelled "get down" and without further warning began shooting at Sanders. Sanders fell, struck by two bullets, one of which entered his chest and tore through his lung. Sanders dropped the shotgun. It went off and blew a hole in the trailer wall.
Bucklew aimed the gun at Sanders’s head but when he saw Sander’s six-year-old son. Bucklew fired at the boy instead. The shot missed.
Ray stepped between Bucklew and Sanders, who was holding his chest as he slumped against the wall. Bucklew invited Ray to drop to her knees. When she delayed, he struck her face with the pistol. He produced handcuffs, handcuffed her hands behind her back and dragged her to the car. The two drove away.
During the journey that followed, Bucklew demanded sex. When all of the acts he demanded were not performed, Bucklew raped Ray in the back seat of the car. Resuming the journey, Bucklew drove north on Interstate 55.
By this time law enforcement authorities had broadcast a description of the Bucklew car. Trooper James Hedrich saw the car, called for assistance, and began following Bucklew. They ultimately apprehended Bucklew after a gunfight in which both a trooper and Bucklew were wounded by gunshot.
Michael Sanders bled to death from his wounds.
