Treasury Secretary Scott Bessent joins CNBC ‘Squawk Box’ this morning to discuss his 12-hour meeting with Chinese Vice Premier He Lifeng. Within the interview Bessent details the ‘U.S.-China AI Dialogue’, the calls for a slowdown in AI development and whether regulation is needed.

Secretary Bessent notes President Trump is not going to deliver liability immunity to AI frontier labs and existing legal frameworks within the U.S. will remain as protective pathways as development moves from AI labs into engineering outcomes.

Who could be targeted?

China and India are among the countries most exposed to the secondary tariff provisions because of their large purchases of Russian crude.

Türkiye, a NATO member, is also a major importer of Russian energy, while EU countries continue to purchase Russian oil and gas despite the bloc’s efforts to phase out Russian supplies.

The picture is particularly significant for natural gas, where the EU remains a major market for Russia. China has also expanded its purchases, while Türkiye remains another important destination.

The law, however, does not make maximum tariffs automatic. It contains exemptions and gives the US president broad discretion over their application, meaning the eventual impact will depend heavily on how the administration implements it.

How are major buyers responding?

China and India have rejected US pressure over their energy trade with Russia and stressed that their economic and energy interests will guide their policies.

China’s Commerce Ministry has said Beijing reserves the right to take “all necessary measures” to protect its sovereignty, development interests and Chinese companies, while calling for dialogue with Washington.

India’s Foreign Ministry has reiterated New Delhi’s “firm commitment to ensuring energy security for its 1.4 billion people,” saying it would continue diversifying supplies according to market conditions.

Could US-Russia trade grind to a halt?

The legislation retains a 500% tariff on goods imported directly from Russia into the US.

In practice, however, the legislation contains exemptions and gives the president considerable waiver authority.

The White House highlighted that discretion while backing the bill, including the president’s authority to lift sanctions following a peace agreement.

Washington has used similar exemptions before. A 2024 ban on Russian uranium imports included waivers allowing purchases to continue under certain circumstances.

Moscow subsequently imposed temporary restrictions of its own on enriched uranium exports to the US, while allowing exceptions.

What has Moscow said?

Moscow has criticized the legislation, with Kremlin spokesman Dmitry Peskov saying the new restrictions would not achieve their stated objectives and could complicate efforts to reach a settlement of the Ukraine conflict.

”Clearly, this cannot have a positive effect,” Peskov told reporters on Saturday.

The Russian Embassy in Washington has argued that the measures could also have consequences for the US economy, particularly amid tight global energy supplies.

It warned that additional restrictions on Russian exports could put upward pressure on fuel prices and said escalating economic confrontation with Russia and China would be damaging to all sides.

Qatar's Energy Minister Says Bessent's "Worthless" Hormuz Claim Is "Completely Wrong"

Qatari Energy Minister Saad Al-Kaabi blasted Treasury Secretary Scott Bessent on Sunday, saying he was "wrong" to claim the Strait of Hormuz would become "worthless" to the oil industry in two years.

"I think this is completely wrong," Saad Al-Kaabi said Sunday at the Qatar Economic Forum in New York.

Speaking to Fox Business's Larry Kudlow on the sidelines of the Group of 20 finance ministers' summit in North Carolina earlier this month, Bessent said the Hormuz maritime chokepoint, in about "two years will be… a worthless piece of water," adding that oil "will be going on pipelines across land."

US Shipment Of F-35s Goes MIA In Shocking Detour To Hong Kong

Lawmakers and the Trump administration are investigating the odd disappearance of a U.S.-bound shipment of F-35 fighter jet components from Australia, which were originally meant to be repaired on U.S. soil, according to new reporting by Politico.

The report, published Friday and citing three anonymous sources, noted that an intermediary was transporting the equipment on behalf of American defense manufacturer Lockheed Martin through the Pacific Ocean before it was diverted to Hong Kong.

The three unnamed sources suggested that neither the Pentagon nor Lockheed Martin knows why the shipment ended up in Hong Kong.

The current whereabouts of the components remain unknown, triggering concerns over whether China may have gotten its hands on them.

China, which has tightened its control of Hong Kong in recent years, has long sought to gather intelligence on the F-35 program.

The missing components were part of the F-35 Lightning II, which Lockheed Martin describes on its website as the "most lethal, survivable, and connected fighter aircraft" for America and its allies.

Specifically, among the missing items is an F-35 canopy, a major part of the fighter jet that contains sensitive technology, according to Politico.

The U.S. Government Accountability Office has called the F-35 the "most costly weapon system" in the U.S. military, and the Pentagon has already spent between $200 billion and $250 billion on the program, according to estimates.

The State Department and the Pentagon reportedly briefed lawmakers on the matter in June, the report added.

In a statement, the Pentagon office responsible for the F-35 jets said it was "aware of a shipment issue of unserviceable F-35 Lightning II components."

The military office said an investigation is underway to retrieve the missing components and determine what happened.

Headline USA reached out to the office for further clarification but did not receive a response in time for publication.

Lockheed Martin, for its part, declined to provide information on the matter, citing security reasons, Politico noted.

"Our teams handle every shipment with the utmost diligence and safeguards to ensure the integrity of the F-35 program and the security of our allied partners," the company said.

Powerful Explosion Rocks Aleppo Ammo Depot In Latest Mystery Blast

A terrifying blast erupted outside the major northern Syrian city of Aleppo overnight, which caused area residents to evacuate their homes, and with sustained explosions visible for miles around.

The explosion happened at an army base in an outlying town, injuring at least four people, after which a series of blasts persisted, which unleashed shrapnel across the area.

State media outlet SANA later cited Ministry of Emergency and Disaster Management which indicated an ammunition depot was detonated.

Amid local evacuations, emergency crews were on "high alert… due to the continued explosions" - after being initially unable to get close given persisting and follow-on explosions.

An eyewitness in Aleppo's Hamdaniyeh neighborhood told AFP of a "huge explosion" and that people in the area could see "large flames in the distance".

Typically the first fear that Syrians have is that they are once again under attack by Israeli fighter jets, given this is a scenario which has played out literally hundreds of times over the past several years of conflict. There have been no initial statements describing what caused the disaster.

Trump Pushes Zelensky To Halt Russia Refinery Attacks Amid High Diesel

President Trump continues to seek to pressure Ukraine's Zelensky to halt long-range drone strikes on Russia's refineries, in a bid to calm rising diesel prices especially while the parallel Strait of Hormuz crisis persists.

Financial Times reports Monday that the US president just held a fresh phone call with his Ukrainian counterpart over the matter, where Zelensky was pressed over the strikes as Washington wants "Russian supplies to be able to reach the global market to provide relief" - also as cited in Bloomberg. News of the call broke just before Trump issued the following Truth Social statement early Monday:

The Truth Social words seem geared toward deflecting criticism that he's curtailing Ukraine's ability to fight and inflict pain on Russia. Trump says the Kremlin has "lost control of its Diesel Oil Industry" as a result of the war with Ukraine.

The president had starting on Sept.13 called on Kiev to de-escalate the oil infrastructure attacks, which have become so frequent as to be happening multiple times a week.

Zelensky "has to do one thing. He has to stop knocking out diesel fuel in Russia," Trump told reporters while in Ireland over a week ago. "There are plenty of other targets. Don’t hit diesel fuel, because that’s hurting, that’s hurting the world."

Reuters in a fresh report observes: "Oil prices slid to their lowest in 11 days on Monday as investors ‌hoped for diplomatic progress on the Iran war due to this week's UN meeting, and eyed a partial recovery in shipments from Saudi Arabia." The Iranian president and his delegation have (somewhat surprisingly) been issued visas and are expected to be present in New York City this week.

The report continues, "Brent crude futures and US West Texas Intermediate crude touched their lowest since September 10 earlier on Monday. The Brent contract for November was at $101.75 a barrel at 0859 GMT, down $2.12, or 2%."

U.S. Ambassador to Israel Mike Huckabee posted a lengthy rant Monday in response to a Politico article that accused his senior advisor, David Milstein, of soliciting cash gifts from Israelis to celebrate his wedding.

Politico Playbook reported Monday that Milstein, who has top-secret security clearance, sent a Paperless Post wedding invitation Sept. 16 asking for “monetary wedding gift[s]” in either “U.S. dollars or shekels,” but later took down the QR codes and notified invitees the request was mistakenly sent to a bigger email list than intended. The outlet quoted an anonymous intelligence official who said soliciting cash gifts from foreigners while holding that clearance level could be a national security threat.

“Unfortunately, our email/message intended only to respond to requests from family and close family friends who had asked us if we had a gift registry was unintentionally sent to the broader guest list. Please know we cannot accept gifts of any kind,” Milstein’s revised note said, according to Politico.

In a nearly 1,000-word X post, Huckabee blasted the outlet and expressed support for Trump’s recent White House media ban, which kicked out Politico as well as CNN and MS Now.

“Just when you didn’t think some DC muckraking ‘journalist’ could fill a column with more manure than the elephant barn at the zoo, along comes ‘Politicrap’ (Politico) with an attempted hit job on an Embassy Jerusalem staffer. Fox News host Mark Levin, Milstein’s stepfather, also attacked Politico on Monday, claiming the story was “character-assassination” and one of the “most appalling and dishonest” pieces he has seen in decades.

“David did not ‘solicit cash gifts from Israeli citizens to celebrate his upcoming wedding,’” Levin said. “David was asked by family members, who live all over the world and throughout the country, about gifts for his upcoming wedding and if he was registered anywhere. David responded to requests by sending an email-message that there was no registration for gifts and suggested an alternative option. The email-message was intended for family and close friends but went to the larger email list of guests.”

“As soon as he realized it went to the larger list, literally in less than 48-hours, he sent another email making clear he would not and could not accept gifts of any kind from the larger group,” Levin continued. “It is that simple.”

The intel community member told Politico that Milstein is “a giant walking counterintelligence red flag” and “the fact that he is blatantly soliciting donations is absolutely jaw dropping.”

Two other anonymous sources told the outlet that people fear Milstein because he is the stepson of Levin, who has a close relationship with President Donald Trump. They also alleged that Milstein drops Levin’s name to protect himself.

“If this was any other employee at this point, he would have his clearance suspended,” the intel member said.

MARIETTA, Ohio — You may remember him from the 2024 presidential debate stage or from cable news promoting his book on “woke,” but who really is Vivek Ramaswamy, and why does he want to run Ohio so badly?

To help answer this question, the Daily Caller News Foundation traveled to Marietta — a city of about 13,000 in the state’s Appalachian southeast — where the billionaire-turned-Republican Ohio gubernatorial nominee was holding a town hall with veterans and Gold Star families on the 25th anniversary of the 9/11 attacks. After the event, the Cincinnati-born Ramaswamy sat for a 15-minute interview with his surgeon wife, Apoorva, at his side, during which he discussed a variety of topics, including the campaign, artificial intelligence, data centers and the impact of the war with Iran.

The entrepreneur’s chances of adding “governor-elect” to his already-long resume in November, however, are effectively a coin flip. The nonpartisan Cook Political Report, for one, rates the race between Ramaswamy and his Democratic opponent — public health official Amy Acton — as a “toss up.”

An increasingly favorable midterm environment for Democrats is not the only hurdle Ramaswamy needs to overcome to realize his gubernatorial dream. The program allows U.S. employers to temporarily hire foreign nationals over American citizens for highly skilled “specialty occupations.”

On the day after Christmas 2024, Ramaswamy provoked criticism from conservatives when he joined the debate over the visas by arguing in a lengthy X post that many companies are forced to turn to foreign talent because “American culture has venerated mediocrity” for the past few decades. He pointed to Saturday morning cartoons and the popular 90s sitcom “Friends” as examples.

The DCNF sought to give Ramaswamy the opportunity to set the record straight on the issue but his campaign said prior to the interview that he does not answer questions on H-1B visas. The candidate himself confirmed this to the DCNF, and instead offered to discuss immigration policy “holistically” without mentioning the heavily-scrutinized guest worker program.

“I think there’s two different views in the attitude towards success in our country,” the candidate told the DCNF. “On one view — the socialist view — success is a sin, something that we should penalize. On the actual American view — that’s my view — success is something that we should celebrate.”

“I want the success that I’ve enjoyed to be something that every kid and every family in the state can really enjoy as well,” Ramaswamy said.

“Success” is indeed a word that has been a part of 41-year-old Ramaswamy’s lifetime trajectory. He founded his first company, StudentBusinesses.com, in 2007 while studying at Harvard University. In 2014, he started Roivant Sciences, a now-multinational biopharmaceutical and technology company which has a market cap of almost $29 billion. In 2021, Ramaswamy also authored a New York Times best-selling book, “Woke, Inc.: Inside Corporate America’s Social Justice Scam,” which helped make him a frequent Fox News guest and increased his name recognition among the political right.

In February 2023, he announced his bid for president. Despite having never previously sought electoral office, he polled well enough to make it to a Trump-less debate stage, only to drop out following a distant fourth-place finish in the Iowa caucuses. In his current run for office, however, the conservative poured in $25 million of his own money and won the GOP primary in May 2026 with more than 82% of the vote.

During both his interview with the DCNF and the preceding town hall, Ramaswamy underscored his middle class upbringing, stating that he got where he currently is due to hard work and merit.

'Mossad Network': Turkish media links $3 billion fraud ring to Israel's intelligence agency

Turkey arrests over 200 suspects in a $3 billion investment scam as local media outlets are aggressively framing the international fraud ring as a covert "Mossad network."

Turkish authorities continue to investigate an international investment fraud network accused of stealing some $3 billion, which local media has called an “international network linked to Israel.”

Some Turkish media outlets go a step further, linking it directly to Israel’s government, with some even portraying the fraud as part of a “Mossad network,” claims that do not appear in the official statement from the Turkish Ministry of Justice.

According to an official update published by the Anadolu Agency, 201 suspects were arrested, including nine Israeli citizens. Forty-five of those detained were foreign nationals from 20 different countries.

Alona Notes Punkt, an Israeli citizen who, according to Turkish media, allegedly handled the financial side of the fraud network’s operations.

It was also reported in Turkey that two additional Israelis had been arrested in the raids, bringing the total number of Israelis detained to 11, though these numbers have not been confirmed by any Turkish officials. The names of the Israelis arrested reportedly are: Anton Bihun, Jenny Kan, Hamza Guneyli, Ilker Hasson, Caroline Hasson, Sami Tovim, Yako Benhabib, Jacques Levy, Amit Yigal, Jacques Tovim, and Alona Notes Punkt.

Companies linked to the fraud ring presented fictitious profits

Turkish Justice Minister Akın Gürlek described the operation as a "major blow to an international fraud network linked to Israel."

Findings from inquiries led by MASAK (Turkey’s financial crimes investigation board), Turkey’s MIT intelligence service, the police, and Interpol revealed that individuals with connections to Israel held high stakes in the companies under investigation for fraud.

Prosecutors said call centers and companies operating in Turkey offered foreign nationals investment in Forex and cryptocurrencies while presenting fictitious profits.

When clients sought to withdraw their funds, they were allegedly required to make additional payments under various pretexts.

Turkish media outlets have characterized the story as a “Mossad fraud network,” with one outlet titled “A UN-like gang: 20 countries in the Mossad’s fraud network.”

An equipment outage grounded planes at airports in New York, New Jersey and Pennsylvania on Monday, according to the Federal Aviation Administration.

The outages impacted flights into Philadelphia, Teterboro and Newark Liberty International due to some issues with radio communications within the Philadelphia Terminal Radar Approach Control (TRACON) region.

Ground stops were also issued at John F. Kennedy International, LaGuardia Airport and Westchester County Airport, Fox News reported.

FAA Administrator Brian Bedford told Fox that the Philly TRACON lost their primary circuit, and when controllers switched to the backup systems, they learned the fiber optic cable had a break. Bedford added that TRACON may come back up Monday afternoon, but the fiber optic cable could take 13 hours to fix.

What an FLM-136 Actually Is

Start with the Iranian original. The Shahed-136 is a delta-wing, propeller-driven, one-way attack drone: cheap, slow, and dangerous mostly because it arrives in quantity.

Russia has fired thousands of them and their licence-built Geran derivatives at Ukraine. SpektreWorks, based in Arizona, reverse-engineered it.

The result, the FLM-136, was built as a target — something for American air defences to practise against, because the best way to learn how to kill a Shahed is to have a Shahed to shoot at. It is 9.8 feet long, spans 8.2 feet, and weighs about 70 pounds.

Then somebody pointed out that a convincing Shahed replica is also, by definition, a working one-way attack drone. Put a warhead where the instrumentation goes and you have LUCAS.

From Target to Weapon

LUCAS went to war on the opening day of Operation Epic Fury, 28 February 2026, flown by Task Force Scorpion Strike — the American military’s first dedicated one-way attack drone unit, stood up under US Special Operations Command Central the previous December.

Thirty-five thousand dollars is roughly what a mid-range family car costs, and a small fraction of what a cruise missile costs. That is the entire argument for the category.

CENTCOM says LUCAS can be launched by catapult, by rocket-assisted takeoff, or off mobile ground and vehicle systems, and that it operates autonomously well beyond line of sight.

Losing them is part of the design. Locals in Iraq recovered a near-intact LUCAS earlier this year, and there were several such finds during the war with Iran.

When the airframe costs less than the missile you would otherwise use, an occasional donation to an adversary’s intelligence service is an accepted cost of doing business.

Why the Gulf, and Why This Keeps Happening

Eglin’s host unit is the 96th Test Wing, the Air Force’s test and evaluation centre for air-delivered weapons, guidance systems and Air Force Special Operations Command kit.

It runs the Eglin Gulf Test Range: roughly 120,000 square miles of overwater airspace covering the eastern third of the Gulf, from the Panhandle down to the Keys, plus 724 square miles of land range holding 70 separate test areas.

That is why development drones fly there. It is also why they occasionally end up in the water.

The Air Force takes this seriously enough to operate a small fleet of 120-foot boats — the only vessels the service owns — crewed under contract by Florida Offshore, which recovers around a hundred drones a year.

Sometimes the boats do not get there first. In 2021 beachcombers in Palm Beach County found a BQM-167A high-performance target drone sitting on the sand.

The Loop Closes at Eglin

There is a neat circularity here that is easy to miss. The FLM-136 exists so that American forces can practise shooting down Shahed-type drones.

One of the most important counter-drone programmes of the last two years — arming fighters with APKWS laser-guided rockets in an air-to-air role — was tested off Eglin, and began there back in 2019 before being rushed into service when the standoff with Iran turned hot.

So the same range that teaches American fighters to kill Shaheds also flies the fake Shaheds they practise on, and now builds the real ones the US shoots at other people. The drone in Captain Arsenault’s boat is a physical artefact of all three of those things at once.

Nobody has said what happens to it now. But the passengers who helped wrestle it over the gunwale have a better fishing story than anyone else on the Panhandle, and a cooler of mahi-mahi to go with it.
