The Demilitarized Zone is a 155-mile-long, heavily fortified border separating the two Koreas. It has barbed wire, mines, and troops on both sides.

The incident happened on Tuesday at approximately 5 p.m. local time in the eastern section of the DMZ, according to South Korea’s Joint Chiefs of Staff.

The North Korean troops, some armed, entered South Korean territory just briefly before returning to the northern side of the border.

South Korea’s military responded by issuing a warning broadcast and discharging warning shots, after which the soldiers withdrew.

According to the JCS, North Korea did not return fire, and no injuries or further escalation were reported.

South Korean authorities have said they are closely monitoring the North Korean military in response to the incident. However, they believe it may have been unintentional due to the dense wooded area and difficult-to-see markers. Some North Korean soldiers carried construction tools, though what they were doing remains unclear.

The BC RCMP has announced the successful bust of three drug labs in the Lower Mainland, at least two of which are suspected of producing fentanyl.

It was estimated that the actions take by law enforcement "prevented several million potentially lethal doses" of fentanyl from ending up on the streets.

According to the RCMP, the labs were located in both residential and commercial buildings in Pitt Meadows, Mission, and Aldergrove. Two people were arrested, one of whom was said to have training as a chemist.

The Liberal leader said he had "never heard of" them, and urged the female Globe and Mail reporter who brought it up to "check your sources."

"Why did you meet with this pro-Beijing group?" she asked him at a press conference in Brampton, Ontario on Thursday, citing her colleagues' story.

Carney responded by saying, "sorry, but you can't believe everything you read in the Globe and Mail."

"In the article in question, you said I had a meeting with … a Beijing group," he continued. "I've never heard of this group, certainly didn't have a set-up meeting with this group."

Carney went on to argue that as a politician, he sees "thousands" of people at his events, and that simply being photographed with someone doesn't constitute a "meeting."

In a post on their website from March 14, the day Carney was sworn in as prime minister, the JCCC claimed that high-level representatives had "recently" held an "in-depth meeting" with the Liberal leader.

The group wrote that, "Xu Xiaoguang, President of the Jiangsu International Chamber of Commerce in Canada, and Jiang Rui, Honorary President, and other chamber of commerce representatives had an in-depth meeting with the soon-to-be-appointed prime minister."

Later on in the post, it is referred to as an "in-depth exchange," suggesting that the representatives could have simply met Carney at an event and spoken with him as strangers.

The JCCC added that Carney "highly praised the pioneering role of the Chinese business community in emerging fields such as clean technology, digital trade and financial technology.

RCMP warn of lethal toxic drugs in Fort St John after three overdose deaths

The RCMP are warning residents about extremely toxic street drugs circulating in the Fort St John area after responding to three sudden deaths between April 3 -9, all believed to be the result of opioid overdoses.

Investigators say the deaths are linked to counterfeit white Oxycodone tablets containing Isotonitazene, a powerful synthetic opiate that can be as potent — or even more potent — than fentanyl.

The drug was recently detected in the area and is particularly dangerous because it does not show up on fentanyl test strips, making it difficult to detect before use.

Northern Health issued a region-wide Drug Advisory on March 27 after Isotonitazene was found in round white pills sold as Oxycocet. That advisory expires Thursday.

“The potency of each street pill can vary significantly,” said Const. Chad Neustaeter, Media Relations Officer for the Fort St John RCMP.

“The pills are like making chocolate chip cookies — some cookies have 6 chocolate chips, others have 16 — which, when it comes to fentanyl or synthetic opiates, can be fatal.”

RCMP are urging people who use drugs to avoid using alone and to carry Narcan or Naloxone kits, which are available for free from the Salvation Army and several local clinics.

Those struggling with addiction are encouraged to reach out for help. The B.C. Alcohol and Drug Information and Referral Service Line can be reached at 1-800-663-1441. In Fort St John, mental health clinicians are also available at the Women’s Resource Society at 9908 and 9912 96th Ave. A list of local emergency contacts is available on the organization’s website.

A Surrey, B.C., resident has been arrested in connection with a global inquiry into a transnational cybercrime syndicate.

The RCMP in British Columbia arrested a suspect in March who is accused of operating a network of thousands of infected computers that can deploy malware—malicious software intended to extract personal data or mine cryptocurrency.

The arrest was made as part of Operation Endgame, a global initiative aimed at combatting online malware loaders, BC RCMP said in a press release.

The RCMP have not released the identity, age, or gender of the apprehended suspect, but said the investigation is ongoing.

“This operation was coordinated with our law enforcement partners from Denmark, France, Germany, The Netherlands, Czech Republic and the USA,” said Superintendent Adam MacIntosh, officer in charge of the Cyber and Financial Investigation Teams in the Pacific Region. “We are working together to make the internet safer for Canadians.”

President Donald Trump on Thursday threatened Mexico with possible sanctions and additional tariffs unless it delivers water to Texas as required by a 1944 water-sharing treaty.

Trump said that Mexico had violated the treaty, under which it is required to deliver 1.75 million acre-feet of water from the Rio Grande to the United States every five years.

Under the same treaty, the United States is also obligated to deliver 1.5 million acre-feet of water from the Colorado River to Tijuana, Mexico, each year.

“Mexico OWES Texas 1.3 million acre-feet of water under the 1944 Water Treaty, but Mexico is unfortunately violating their Treaty obligation,” Trump stated in a Truth Social post.

Trump said that Mexico’s failure to fulfill its treaty obligation hurts Texas farmers “very badly,” citing the closure of Texas’s sole sugar mill last year due to water issues.

To address this, Trump said he had ordered the government to halt water shipments to Tijuana until Mexico complies with the water treaty.

“My Agriculture Secretary, Brooke Rollins, is standing up for Texas Farmers, and we will keep escalating consequences, including TARIFFS and, maybe even SANCTIONS, until Mexico honors the Treaty, and GIVES TEXAS THE WATER THEY ARE OWED!” Trump stated.

Two police officers were set on fire while arresting a wanted man in the Downtown Eastside.

The 40-year-old suspect, whose identity has not been released, was wanted BC-wide for 10 different offences.

According to the Vancouver Police Department, the incident took place on Thursday night near East Hastings St. and Carrall St. Officers on foot patrol noticed the man jay-walking and attempted to detain him.

He fled on foot, and a chase ensued. When the officers caught up with him, he "used a flammable substance" to set their uniforms on fire. While they dealt with that and called for backup, he got away, and was finally apprehended by the responding officers.

One of the victims was treated by paramedics on scene and is now recovering at home, while the second did not sustain any physical injuries. The suspect was taken to jail after receiving treatment for burns he inflicted on himself.

A number of charges are being pursued in addition to those for which he had outstanding warrants. They include assaulting a police officer with a weapon, obstructing a police officer, and breaching a release order.

The searches uncovered three separate drug labs located in Pitt Meadows, Mission, and Aldergrove, with two of them believed to be manufacturing fentanyl, police said in a press release.

RCMP Federal Policing program Chief Supt. Stephen Lee said the purpose of the third drug lab remains “undetermined” at this time, but noted that all three facilities were equipped with unregulated chemicals, and commercial laboratory equipment that could be used in the production of fentanyl, ecstasy, and GHB, which has become known as the date rape drug.

Authorities apprehended two people at one of the labs, one of whom claimed to have an advanced degree in organic chemistry, police said.

All three labs have been tied to transnational organized crime groups based in British Columbia, Lee said.

“The discovery of commercial-grade chemistry equipment at all locations, in addition to the arrest of an individual who we suspect has a background in chemistry, points to a disturbing trend of progressively enhanced scientific and technical expertise, among transnational organized crime groups involved in the production and distribution of illicit drugs,” he said in the release. Waffen-SS Division "Galicia" was formed by the Nazis in order to support the falling regime. The Ukrainian Central Committee supported this idea with enthusiasm despite the cost of collaboration with the totalitarian regime and its criminal nature.

This story elaborates on the theme Collaboration, that was prepared as a part of the program The Complicated Pages of Common History: Telling About World War II in Lviv.

The memory and commemoration of the military formation of the Waffen-SS Division "Galicia" as part of the German army are actively discussed in Ukraine (and in Lviv in particular): in one narrative, they are collaborators who as part of the enemy army took part in hostilities against the Red Army and in punitive operations, while in another, opposite, narrative they are seen only as heroes who fought for an independent Ukraine, bypassing their involvement in the Waffen-SS. Museum expositions dedicated to this military formation add no clarity, as do the marches in honour of the division, which have been held regularly in Lviv in recent years with the participation of nationalist organizations, regional and city authorities and citizens; instead of reporting the story of the division soldiers, they try to show a distilled idealistic picture of the soldiers’ struggle in the name of independent Ukraine, treating cooperation with the Nazis as a political tactic, no more.

The idea of creating a new military division arose in the Nazi command in the spring of 1943, given the huge human losses and lack of human resources to conduct further hostilities. Tens of thousands of men volunteered for the new division (far exceeding the command’s expectations), and on July 18, 1943, the Governor of Galicia Otto von Wechter, in a solemn manner, saw off the volunteers departing to their place of service.

Already at the stage of creating the division, there was no unanimity among the Ukrainians of Lviv regarding the need to create a Ukrainian military formation within the Wehrmacht. Volodymyr Kubiyovych, the chairman of the Ukrainian Central Committee, who was supported by members of the OUN-M, was a great enthusiast of the formation. The main argument for the division creation was the necessity to train professional armed forces, which would later be needed by independent Ukraine.

As early as July 1943, the Waffen-SS Division "Galicia" was sent to the front, where it was defeated at the battle of Brody; after that, a part of the division (survivors) was reformatted and sent to Slovakia, where the soldiers took part in hostilities against the participants of the Slovak uprising, as well as in Poland, against the Home Army. After another reformatting the unit found itself in Austria, now as the 1st Ukrainian Division of the Ukrainian National Army; it was there that the division soldiers laid down their arms in the Western occupation zone. Most of them lived abroad afterwards.

In the war of two narratives, an important argument on both sides is the oath. Proponents of honouring the Waffen-SS Division "Galicia" emphasize that the soldiers of the Ukrainian military formation swore allegiance to Ukraine, which is true. Proponents of the collaborative narrative always quote the text of the division's German oath, where the soldiers promise to be loyal to Adolf Hitler, and this is also true. This "duality of standards" makes the division's history an excellent tool for both internal and external warfare over the history of World War II memory.

South Korea is offering a range of defense systems to Canada to bolster its military arsenal amid Ottawa’s deteriorating relations with the world’s top weapons supplier, the US.

A delegation of 12 government and industry representatives from Seoul visited Canada last week to promote domestically developed submarines, training aircraft, howitzers, and rocket launchers to Canadian officials.

In addition, South Korea offered to support Canada’s defense industry by establishing local maintenance facilities and providing full access to onboard technology — something US suppliers typically do not offer.

One of the key products being presented is the KSS-III submarine, developed by Hanwha Ocean.

Proposed to the Polish Navy in 2023, the advanced submarine features an air-independent propulsion system and is armed with six 533.4mm tubes for launching torpedoes, missiles, and bottom mines.

Hanwha Vice President Steve Jeong stated that the submarine meets all of Canada’s operational needs and could be delivered within just six years of a contract signing.

‘Same Problem’

Canada is being encouraged to diversify its defense sources to reduce reliance on a single country.

Ottawa is currently in an apparent trade war with Washington, triggered by tariffs on key goods, further straining economic relations.

Some analysts have suggested canceling key acquisitions, such as the purchase of 88 F-35 fighter jets worth 19 billion Canadian dollars ($14.2 billion), out of concerns about being too dependent on the US for future upgrades.

Jeong shared that South Korea faced a similar challenge in the past, leading to the development of a “powerful defense industry” to lessen its reliance on American systems.

Canada plans to spend $19 billion on the F-35 stealth fighter, which is built in the United States. But now Canada and some other nations that have been considering the F-35 are having second thoughts because of U.S. President Donald Trump.

Trump has upended the international order, rewarding Russia and threatening allies, including Canada.

The purchase of the F-35 carries significant risk in that the Americans control many aspects of the aircraft, defence analysts say. Allies who get on the wrong side of Trump could find themselves cut off from parts and upgrades, making their expensive fighter jets worthless.

…Britain, Italy and Japan have joined forces to develop what they are calling the Global Combat Air Program. This sixth generation fighter would be designed to replace Japan’s F-2 fighter and the Eurofighter now flown by the United Kingdom and Italy. The plan would be to have the advanced aircraft flying by 2027 and in service by 2035. The new plane would be supplemented by drones and would also have an option of being pilotless.

Flight Global aviation magazine has reported that Australia has expressed interest in joining the program.

On March 25, British Member of Parliament David Chadwick asked whether the United Kingdom had considered inviting Canada to contribute to the Global Combat Air Program.

All Canadians should be rejoicing that the federal Liberal government’s Online Harms Act is dead. But this is no time for complacency. For one thing, Mark Carney is promising — if elected — to bring it back again.

If Canadians wish to ensure the preservation of individual liberty and free speech, we must get back to first principles — and the medieval wisdom of St. Thomas Aquinas.

The Online Harms Act died when Parliament was prorogued late last year. It would have broadened the definition of hate crimes, empowered the state to impose house arrest to forestall possible future hate crimes, established a Digital Safety Commissioner to enforce social media regulations, and raised the maximum penalty for any offence found to be motivated by hate to life imprisonment.

This proposed legislation went much farther than previous attempts to curtail the free speech rights of Canadians. Yet it represented a clear progression that began with the first hate speech laws enacted in the 1970s.

Such measures reflect what is called “legal positivism,” or the belief that rights only exist to the extent that governments grant them. From this perspective, there is no such thing as an “inalienable right.” Any government can choose to remove, whittle or diminish the rights of its citizens simply by lawfully creating laws that do so

If the state alone determines the scope of rights, nothing prevents a future government from restricting speech even further by, for example, expanding the definitions of “harm” and “hate” to silence any and all dissenting voices.

Unifor, the union representing the workers, said they’ve been told by GM that “temporary layoffs” will start on April 14. It added that workers would be returning in May for “limited production.”

The union said operations will then be paused and stay idle until October.

However, when production restarts in October, it will be on a single shift operation for the “foreseeable future,” Unifor said, leading to the “indefinite layoff” of nearly 500 workers.

A plane carrying six people crashed near Copake, New York, just after noon on Saturday, the news coming after a fatal helicopter crash over the Hudson River on Thursday.

The plane, identified as a Mitsubishi MU-2B, was on its way to Columbia County Airport in Hudson when it went down around 12:15 and crashed in an open field, Fox News reported, citing the Federal Aviation Administration (FAA).

A 911 call alerted local authorities to the incident, and officials with the National Transportation and Safety Board (NTSB) are leading an investigation into what happened.

The Department of Employment tripled its spending on outside consultants to more than $311 million in a single year, citing a lack of available employees — despite having over 34,000 on staff, according to an internal briefing report.

Blacklock's Reporter says the December 9 document questioned whether the department’s heavy use of private consultants amounted to hiring “replacement workers instead of public servants.”

It stated that outside help was brought in “where it was determined that no employee was available or that specified skill sets or specialized knowledge were lacking.”

The department, which employs 34,410 people according to its 2025 Departmental Plan, did not explain what expertise couldn’t be found internally.

Instead, it defended the move, saying consultants offer “flexible and rapid deployment of resources with specialized skills and expertise to support the department’s operational requirements and internal systems.”

In 2023 alone, consultant costs surged from $93 million to $311.8 million — a 235% jump and equivalent to 6% of the department’s total annual budget.

The bulk of the spending was tied to the department’s efforts to modernize the delivery of benefits, such as Old Age Security.

The money went to just 10 well-known consulting firms, including Accenture, Deloitte, KPMG, McKinsey & Company, and PricewaterhouseCoopers. Since 2015, the department has spent $835 million on those 10 companies.

A total of 830 consultants were hired during the year, many at undisclosed daily rates. Of those, 137 had been on the payroll for more than two years. The department said they were used for “specialized expertise that is not available within the department” and claimed it continually reassesses operational needs.

The ballooning use of consultants comes amid broader scrutiny of federal outsourcing. Government-wide, consultant spending now tops $25 billion annually, according to the Procurement Ombudsman. At the same time, the size of the federal workforce has also grown significantly — from 195,565 employees in 2016 to 254,309 in core administration alone.

A 2023 report from the Parliamentary Budget Office noted that while management consulting makes up just 5% of overall spending on professional services, it has shown “consistent growth year over year.”
