NEW YORK – The Treasury Department ordered the nation's banking industry to start disclosing its holdings of Russian assets on Tuesday, with the goal of eventually seizing those billions of dollars in assets and selling them to aid the devastated Ukrainian economy.

The disclosure is required under a new law passed by Congress earlier this year known as the REPO Act, which gives the U.S. government the authority to seize Russian state assets held by U.S. banks, with the goal of eventually selling them and giving those funds to Ukraine. While the vast bulk of Russian assets are held in Europe, it is estimated that the U.S. banking system holds as much as $6 billion in Russian assets in trust.

Banks will need to report Russian assets on their books no later than Aug. 2 to the Office of Foreign Assets Control. If a bank discovers any new Russian assets on their books after the deadline, those assets need to be reported within 10 days, the Treasury Department said.

Russia's war in Ukraine, which began in February 2022, has killed tens of thousands but has also caused significant devastation to Ukraine's economy and infrastructure. The World Bank estimated in February that Ukraine will need $486 billion for recovery and reconstruction, a figure that has only risen as the war has continued.

The U.S., Canada, France, Germany Italy, the U.K. and Japan — commonly known as the G7 — froze roughly $300 billion worth of Russian assets at the start of the war. These assets included hard currency, as well as gold and investments in publicly and privately-held companies. But there has been little conversation until this year about what to do with those frozen assets, until the idea of forfeiture and liquidation was included in the REPO Act.

The NSW primary school curriculum is set for a significant overhaul, with kindergarten children to learn about sexual consent and the human body – while taking on new subjects with heavy emphasis on Aboriginal and Torres Strait Island issues.

Sweeping amendments to the New South Wales primary school curriculum will see kindergarten children learn about sexual consent, the human body and take on new subjects with heavy emphasis on Aboriginal and Torres Strait Island issues.

The changes are scheduled to begin in classrooms by 2027 - with state teachers required to develop classes around the new syllabuses, which will undergo the “first comprehensive reform” to the NSW school curriculum in three decades.

The curriculum changes are in the NSW Education Standards Authority (NESA) “consultation and release” stage, before they go through a planning and preparation phase over a projected two-year period.

The most reform has taken place in the Human Society and its Environment (HSIE) sphere, with kindergarten to Year 1 students now set to learn about the ancient past.

The Daily Telegraph reported that while kindergarten to Year 1 students currently learn about their family history and the lifestyles of previous generations, they will soon learn to “read and recount stories, myths or legends from ancient peoples, places and cultures in China, Egypt, Greece and Rome”.

The new HSIE syllabus will provide opportunities to “broaden every student’s knowledge about Aboriginal Peoples” by engaging with the “oldest living, continuous Cultures in the world”.

The NSW Education Standards Authority website said students would develop an understanding of the “sustainable practices developed and implemented by Aboriginal and Torres Strait Islander Peoples over millennia” and the “interdependence with Country and Place, and understandings of past and present”.

Under the “aim” section of the curriculum, the HSIE K-6 syllabus will seek to develop the “knowledge and understanding” of Aboriginal culture and history, and for students to become “active, informed members of their community”.

The content of the syllabus is split into four stages, beginning with “Early Stage 1” and proceeded with stages one, two and three, with a heavy emphasis on identifying and engaging with “Aboriginal Dreaming Stories and Languages” and how ‘Aboriginal Peoples use and care for the environment sustainably”.

Other HSIE topics will include learning about climates and environments, “responsibility to care” for Australia’s environments, the importance of “volunteering as active citizenship”, examining places in the world where “human activity has changed the environment” and to research present practices to “sustainably manage or protect global environments into the future”.

As part of the new Science and Technology syllabus, students will learn about the ways Aboriginal and Torres Strait Islanders use “Knowledges of the characteristics of plants and animals to survive” and how indigenous people “natural materials for specific purposes based on their properties”.

Among the scientific subjects primary schoolers will explore, includes the investigation of Aboriginal Dreaming Stories and Torres Strait Islander Legends about the “formation of landscapes and landforms”.
