The reason the streets are safe & clean is because the Japanese implemented extreme vetting over a thousand years ago.

Thats right - if you want to buy a house, you have to have someone vouch for you to buy a house. You have to go and sit down with the seller, and swear to them you will be a good person, and never bring shame upon them by doing anything bad. If you happen to do something bad, you're expected to off yourself, and your family carries the pain. The guy who sold you the land might also have to off himself, for not doing extreme vetting appropriately, and selling you the land in the first place.

What does this do? It causes people to take shit seriously. You clean up extra hard and work extra hard to ensure you are never some lack piece of shit.
